Bring Back the Fleeing Felon Rule!

  • A recently released convicted murderer robbed a Near West Side gas station at gunpoint and then told arresting officers they should have shot him because he would have "shot both of you'' if he had the chance, authorities alleged.

    The man, Tolbert Walls, 30, of the Far South Side, was charged Saturday with felony armed robbery, resisting arrest and violating parole.

  • The officers followed the two men as they drove off. At Lake Street, police pulled the car over. The two men jumped out and ran, Bright said. The men allegedly dropped two handguns, including a loaded .357

OK, stop film. Freeze it right there. Lights? Thanks.

The minute, hell, the exact second, that someone runs and drops a pistol, the "New and Improved" fleeing felon rule ought to be invoked - Fire at will, fire for effect.

And the minute jagoff admits he would have shot both cops if he had the chance? Street execution. Because we can't think of a single reason to have to keep this waste of protoplasm alive any longer than it takes to put a bullet in his head. Mad dogs need to be put down, plain and simple.

The comment was made after he was in station...great work by the po's this piece of shit will not be out any time soon...video was great and coppers actually were going into gas station to use rest room as offenders were running out of business!! just a few seconds sooner they would have walked right into robbery...literally...could have been much worse situation if that happened....shithead was caught with (2) handguns...a .41 magnum fully loaded and a .357 magnum fully loaded...2 counts of UUW/Felon and 1 count of Armed Robbery and 1 count of Resisting P.O.....great job kids!!!

Excellent post, SCC. As a concerned citizen (and gf of a P/O), I couldn't agree with you more.

The Fleeing Felon Rule should be implemented in EVERY PD across the nation. The important thing is for you all to go home alive and well to your families every night...

When I first read this story, " arrested in 1991 for MURDER AND LATER SENTENCED TO 22 YRS IN PRISON" caught my eye,, but doing the math, 1991 was FIFTEEN years ago. Too bad house mortgages arn't like prison terms, finance a house for 30 years and only pay for 18 or so.
Then I realizethis POS is 30 yrs old. (15 at the time of the murder). Why does'nt the media follow up and interview the murder victims family, ee how they feel, etc.
Then I recalled a story from saturdays paper. "driver get 14 years in crash". A truck driver gets 14 yrs for causing a chain reaction crash, when he was'nt "paying attention". This happened in Indiana.

dept policy allows force likely to cause death , if what u described is true. II A 2 To prevent an arrest from being defeated by resistance or escape and the officer reasonbly believes that the person to be arrested : a) has committed or attempted to committ a forcible felony....... b) is attempting to escape using a deadly weapon or c.) otherwise idicates he will endanger human life of inflict great bodily harm unless arrested w/o delay. no need for any new rules , the ones in play work , use them.

Don't advocate vigilante style justice, SCC. It really isn't very responsible or bright to do so.
If the bad guy has a gun, causes the officer to be placed in fear of his personal safety & well being, then he/she will just have to do what they have to do. I don't have a problem with that. But some asshole babbling in the station that he "would have shot both cops" when he dropped his weapon to the ground WHILE FLEEING POLICE? He's just another shit talking loser. Process him, and wash your hands. End of story.
Coppers catch enough flak when they legitimately either return fire or shoot in self defense. Please don't make us look worse by advocating something that no one will support or accept in a free society. You've been doing a fairly decent job of being responsible for what gets printed here recently...don't fail us now.

Why would we be jesting? In the cited case, the offender has just committed armed robbery, dropped a loaded pistol while fleeing and admitted he would have committed cold blooded murder if he had the chance. Now he'll do, what? 6 years? Then he'll go out, find another gun and continue his life of crime. And maybe next time, when two young cops walk up on the scene unaware, we'll be attending two funerals? Screw that. This multiple time loser is going to kill someone, citizen or copper. Better just to be done with it.

I agree that the guy is no good
But the police cannot just kill people who say things that we dont like ,even if it threatens our well being unless the threat is immediate and the person is immediately capable of carrying it out

If we dont like the violence inherent in the job then we should sell TVs at Tweeter

Having a gun in the hand or waistband and threatening to shoot is not the same as saying I would have shot you after being searched and on the hook in the station
Right?

Too bad most of our young officers are afraid to shoot unless shot at today. It's what they are teaching em now and it's gonna cost someone their life. Just remember IF YOU ARE IN FEAR FOR YOUR LIFE OR OF RECEIVING GREAT BODILY HARM, OR FEAR THAT THE ACTS OF AN OFFENDER WILL CAUSE DEATH OR GREAT BODILY HARM THEN YOU ARE JUSTIFIED IN USEING DEADILY FORCE."

REMEMBER THIS AND NEVER HESITATE!!!

I disagree completely with the post about younger officers being afraid to shoot. Many of the shootings that occur today on CPD involve the "younger" officers. It is probably likely that an older officer would hesitate than a
newer one. Most older officers aren't looking for a violent showdown, and many will take extravagant steps to avoid one a(like being the last car on the scene of the hot call...always).
Many of the younger officers who work for me are actively cruising the hot spots, looking at AND checking out people who are up to no good (along with their cars!), and coming up with guns and hot cars almost daily.

We cannot bring back the "Fleeing Felon" Statute. The U.S. Supreme Court struck it down many years ago. Only they can bring it back & Dusty Baker will take the Cubs to a World Series before that happens.
(Mind you, he was fired yesterday.)
What you can do is fire a warning shot thru their head.
