- On or before Police Supt. Phil Cline celebrates his four-year anniversary in October, he is expected to announce his retirement from the pressure-cooker job. That will force the Police Board to conduct its usual nationwide search -- and Daley to choose a replacement, either from the Chicago Police Department's thin bench or from outside Chicago, which he hates to do. Former Deputy Police Supt. Charles Ramsey, a runner-up in past police searches, is available again after a stint as police chief in Washington, D.C. In-house candidates include: Chief of Patrol Charles Williams, Deputy Supt. Hiram Graue [sic], assistant deputy superintendents Eugene Williams and Matt Tobias and Frank Limon, chief of organized crime. Two women are also possibilities: Chief of Detectives Maria Maher and Assistant Deputy Supt. Anne Egan.
Certain members are conspicuous by their absence - no First Deputy Starks; no IAD boss Kirby. And the even more amusing part of the above linked article:
- City Hall is putting the final touches on an out-of-court settlement that would establish a $12 million fund to compensate job applicants passed over in favor of political hires. The fund would be administered by federal hiring monitor Noelle Brennan, who would become a permanent fixture at City Hall, at least for the next two years. Those terms are expected to go over like a lead balloon with Chicago aldermen, who have accused Brennan of invading their turf. Despite that resistance, it's high time for Daley to wrap up negotiations without increasing the 1,200 policy-making jobs exempt from Shakman. The biggest roadblock may be finding a way to overhaul a promotion system used to achieve racial balance in the Police and Fire departments.
Damn. Where do we sign up for our portion of the $12 million?

Grau, Kirby, or Maher (Daley owes Gutierrez for dropping out of the mayor's race, so you know she's getting a bump up) are the front runners. A BIG scandal and lots of pressure could get an outsider, but I doubt it. Ramsey was a failure in DC, and will be business as usual in Chicago. God save the CPD.
Sometimes the applicants roadblock themselves by falling the pysch, medical, Drug screen, written, power test (state law), or having Criminal convictions, unpaid parking tickets, with poor credit.

Lt Brian Murphy Jr, youngest Lt ever to be promoted, took a LOA to head up the Dept of Electricity and now is in some other city dept. He has been being groomed to be the next Supt for the last seven or more years. Squeaky clean, professional and no baggage.
Kirby has been with IAD for almost three years now, look for her to move up to Chief or D/S, but not the top spot.
Williams would work, but in this politically correct world, don't be surprised if Maher gets the nod.

His promotion to Sgt was by merit.
that B.S....the current system in place for promotions has done nothing to advance minorities...just look at the numbers. sure, there have a been a few minorities who have benefited from this but the biggest winners have been clout-heavy non-minorities.

Hey 3/01/2007 6:37A.M. Brian Murphy is not the youngest Lieutenant ever promoted on this job. Ronnie Nash was a Captain at age 28, so I think he might have made lieutenant with less time than Murphy. Also Graber is a great guy, and good to his people, but he is also heavy. He was a merit sergeant and lieutenant.
Limon is not qualified to be suerrintendent. He is not that sharp.
Off topic I know, but did any body read in the Slime Times that Daley received a congratulatory call form George Bush. Isn't that the same George Bush who is Peter Fitzgerald's boss?

I worked with him in 8, and there was nobody who knew more about things than John. He was a GREAT worker, and a great person to learn from as a new PO. He kept a binder with him of every shit bag in 8, and he the man treated everyone with respect, bums, whores, shitbags, etc.. Never got beefs, but still got a lot of good arrests, and he did it on Beat 811. He kept the coppers homes, kids, and families safe. Hell, I wish we had one of them here on 2211's beat to do the same. He is what we would call "The Real Police"
Say what you will about the man, but if you know him, you would have nothing but good things to say about him. Those that do not know him will just post your bullshit comments. My vote is for ADS Eugene Williams.
A wealth of knowledge, and a proven leader. Grau would also be an excellent choice.
Graeber is a good guy, but just took over the Capt. position a little while ago, and is probably not considered ready at this time in his career.
ADS Kirby would be a great choice for 1st DS. Hopefully, whoever gets in would get rid of all the newly aquired "civilian bring backs" on the 5th floor. Money in the budget that would be better served in other areas. Besides, if we're that short in knowledge/experience that we have to bring back so many forced out retirees, then it really says we're a poorly managed organization, and I just don't buy into that. We have an amazing talent pool within this Dept. Wysinger, Jackson, McCotter, Patterson, Avila and others will move up into key positions in the next few short years. Two women to watch in the coming years are Lt. C. Pilipuf of TRU, and Lt. Judon of the 004th District. Both are examples of strong, effective up and coming female leaders of this Dept. There are others, of course, but not enough time to name them. Don't sell this Dept. short, there is no talent shortage here.
Tobias? Not saying he isn't qualified, but he hasn't really had to answer to the SOS scandal.
Putting him in the spotlight for Supt. would make him undergo some scrutiny for that which he has, at least up until now, sidestepped completely. But then again, so has Gulliford. No questions, and no answers. And no scrutiny about it from any of the press. For now.
I worked with John Graeber in 008 when he was a patrolman and I can honestly tell everyone John was and is the working police, always was a great copper!!!
John worked hard and knows the job.
He was a great street copper whether he worked a beat car, tact or incident car. He always made good pinches and knew who all of the gangbangers, dopeboys,burglars and prostitutes were.
John Graeber deserves every promotion he has, merit or not.

You better start soon. I scored between 370 and 400 on the last test and am still a blue shirt. There were more than 450 made off the last list. Unless you were given the answers before hand or have CLOUT (Merit) you are $h1t out of luck. Thanks shakeman Monitor, you are useless. It is all legit, just ask the next Superintendent RH.

MIght want to check your numbers, don't believe that got that far off the list. I was in the low 300's and made it. There was only one class after that....Don't think they mad it into the 400's, sorry...Oh yeah, NO Answers and NO clout..., but it's all bs right...

My numbers are right. They Stopped at number 363 on the list. Now take 30 percent of 363 and you get over 450 people made Sgt Off the last list. I know 2 People, one who scored in the 480's and one in the 510's who are now Sgts because of merit.

Was in that class years ago that couldn't pass the psyche test but they won a lawsuit so there was one academy class full of psyche test flunkies and now some are bosses I guess thinking they deserve appointed spots like Capt.

People in this current thread have asked the question, "Where did these names come from?" Believe it or not SCC you can take credit for these names. Speilman, Frank Main, Anne Sweeney, Mary Mitchell at the Times; Washburn, Heinzman, at the Trib read this BLOG on a regular basis. Which tells you a lot about them. But it does say something for the power of this BLOG. If you look back at previous spreads all of the people mentioned in Speilman's column have been mentioned before.

Lt. Pilipuf? you are kidding I hope. I work in TRU and can tell you she gets no respect from the P.O's the Sgt.'s or the bosses next to her and above her. She is paranoid, jumps to conclusions, thinks everyone is conspiring to ruin her promotion to Captain, and just plain ole' goofy. She has more balls than many others bosses I've worked for however. That positive point alone however is not enough to qualify you as a great leader. She causes so much in-fighting in the unit I think I'm in grade school. She needs some meds I think. Oh, I forgot, shes a woman. Nevermind, she's normal.
Lt. P does have the respect of the pos and Sgts. in the unit, she goes out of her way to take care of people and has balls as big as boulders, most of the problems stem from a few of the Sgts. who have respect issues with women in charge, and had loyalty to the Lt. who just left, but that's just a lowly pos take on it, she does fly off the handle once in a while but then she gets over it and apoligies, she great and we love her! most of us are happy the other Lt. is gone, what a stroke he was some times.....

Unfortunately the 30% is going anywhere...The test prior to this they went to 550's on the list for a total of 700 something... I feel for you, but my point is whith the money spent on the test, they should guarantee 500 from the list, not including the 30%....At least people would know where they stand...

They may not have been called "meritorious" but there were certainly people in that class that did not make it off the list. I know. I was in that class, as well.

As much as I despise so-called merit, at least once in a while a truly meritorious person can slip through the cracks. And to 3:06, add in Bt. 411 and 611. Don't know Keating, but maybe he can clean up those 11's also. Furthermore, if u had the juice your name could be slipped in or traded with someone else, and made to look like a legit spot.

That's just great! Matt Tobias was in charge of SOS when all of the alleged home invasions/thefts occured. So for his incompetence, they put him in the running for Supt. I hear a rumor that most of the academy staff don't think much of him either.

I never personally worked for Limon but I saw him out all night in 007 on new years ever with his driver stopping cars, had dude on the hood many times and did get a hot car, backed cars up was a nice site to see from an exempt. He has my respect.

To the people who are touting Cindy Pilipuf as a good boss; If you can get your lips off of her ass long enough, go to any district/unit she has ever worked as a boss, and ask the people that she has purposefully screwed over what they think of her, and if none of those people are around, ask the people who witnessed her purposefully screw over people, what they think of her. Please don't take my word for it. Ask the people who have been her victims, or near victims, if they would like to work for her. They will tell you that they would rather have a white-hot poker rammed into their eyeballs than to have to endure under her command. They will tell you that she is the most vengeful, paranoid person they have ever had the displeasure to meet. When she went to Captain's school, scores of P.O.'s shuddered at the thought of her becoming their watch commander. It was mentioned above that she needs medication. The author of that comment didn't make that up. She has a persecution complex a mile wide, and still has a powerful hatred for several PO's YEARS after they committed some minor infraction. She is a satanic version of former Captain now retired Lieutenant Beth Olsen. Sadly, the people who are responsible for promotions have surrounded themselves with deskbound yes people, and she will probably be a Captain one day. To those pin brains who sing her praises, I say go to the working coppers she has run roughshod over and ask THEM.
