A Miracle Cure
- Gov. Blagojevich and Senate President Emil Jones embraced a new $5 billion plan Friday that would bring four casinos to the Chicago area and impose additional business taxes to fund health care, schools and mass transit.
- Under Jones-backed legislation that advanced out of a Senate committee by a vote of 8-5, three riverboat licenses would be authorized for Waukegan, the south suburbs and some point within an eight-mile radius of O'Hare Airport. Additionally, Chicago would get a casino.
And of course, nothing would be complete without Emil Jones getting his filthy, dirty, corrupt fingers in some part of the pie:
- Republicans attacked the proposal, in part, because it would divert 2 percent of revenues from the four casinos to Chicago State University, potentially handing the school a $40 million windfall that would double its take from the state.
- In committee, Jones initially said Chicago State wasn't in the legislation. But the GOP pointed out the specific language in the 218-page bill that would assure the university a multimillion-dollar windfall, prompting Jones to quietly tell a dissatisfied and surprised Senate Democratic colleague that the bill could be amended.
How about a proposal to divert 2% of the funds toward unpaid pension liabilities? Or even 5% or more? The underfunded portions would be paid off in a few short years and could even be used to make the funds self sufficient - meaning the state wouldn't have to pay another dime into them ever again and could actually - GASP!! - cut taxes, thereby making Illinois once again attractive to industrial investors and people who might want to build factories and create jobs here.

When Daley kidnapped Meigs field, the plan at that time was to bring in a gambling boat and whet the appetites of the gambling public and see if all the outfit types could share the wealth and not have the collateral crimes spill into the neighborhoods. But where to put one? Navy Pier has always been a hands-off zone that will remain family oriented and a big kids attraction. So, under the cover of darkness, he swiped Northerly Island (against FAA wishes) and turned it into an expensive vacant lot. They thought a floating casino would be perfect here. Once everyone is on board the "gambling might be good for the City" bandwagon, the push will be to move the casinos (yes, that's plural) onto Ogden Ave.
From Stroger Hospital to the city limits, there's remarkably NOTHING on Ogden. Accessible from the South, North and West sides of the City and a short cab ride from downtown and serviced by 3 expressways, Ogden Ave could be the Chicago equivalent of the Vegas Strip or Times Square with neon lights ablaze and wide enough (10 lanes wide in some stretches) for a quaint trolley car or monorail-type people mover. Overnight, all the west side slums and blight would be washed away, not by segregation but by making property taxes out of reach to most but the affluent few. The tough part would be in keeping all the corrupt fingers out of the pie. Maybe they should just let the Outfit run it as Vegas never fails to make a profit every year and Vegas coppers HAVE TO be offered the 1st crack at working the part-time gigs. Only after the PD all turn it down can the casinos hire from the outside. This might be the financial shot in the arm the city needs and OF COURSE they'd have to increase both the size of the CPD as well as the SALARIES of the po-leeses.
Ever notice how there are fewer and fewer vacant lots in the west side? Makes you wonder if this isn't part of some grand plan. Oh, by the way, Bobbie Steel and some other of the oh-so-connected live right off Ogden. Hrumph, go figure.

i think all this commotion about shortfalls in CPS, CTA etc...and the rediculus tax the gov. has been talking about was just to build taxpayer support/acceptance of expanded gaming.

I don't think they ever took an economics class in their life. Take the CTA for an example. Ridership down? Raise fares to make up the money? Wait a sec, even less riders? The combine degnan-joyce-daley have already bought land in peotone for a 3rd airport think maybe it will be a casino! Midway airport is for sale that is why the city is running it down and it is literally falling apart until sale goes through! How much will the price be? how much will daley and friends keep? Will our pension ever be funded?
As I understand it...
The lottery money (principal) gets deposited in the Board of Education thats the Schools for all you from HQ. Then the principal is withdrawn and deposited in the State of Illinois' general fund to be spent as seen fit by the elected officials of this state.
I do remember that when the lottery was first being introduce to the State that it was touted as being the savior of our schools. Guess now the additional revenue from Casinos, and the related revenue will now be the ticket to the Kingdom of Daley's financial solvency

I would put money on a casino being built right off the Chicago river near Clark/Canal St and Roosevelt Rd. Ever wonder why with all then new building going on, that this parcel of land has never been developed? They also had a trolley service that traveled from Navy Pier, to the Museum campus, to this location at Roosevelt and Canal. Why, nothing is there yet??? Just wait and see.....
