Manpower Questions

Someone in the Comments Section for the post entitled "More on Iowa" left this comment (we post it as they posted it - warts and all):

BEDES AREA TO RESPOND...SHOWING PROOF OF MANPOWER SHORTAGE AND HOW SOME NEIGHBORHOODS IN 008, 022, 016 ETC. GET NO POLICE SERVICE...EVERYONE'S PULLED OUT TO THE DOC...THEY WANT ANSWERS, STAY TUNED TO SEE IF THE NEW CMDR. CAN HANDLE THE HEAT AND EXPLAIN WHY NO SERVICE..........THE CIRCUMSTANCES ARE SIMILAR TO BEVERLY PARK INCIDENT, ON A BIGGER SCALE.....Hate Crime????? STAY TUNED...
We did a little research and found this article in the Sun Times:
  • Multiple people were seriously injured Saturday night after a street fight on the South Side. An EMS Plan 2 was called for the fight that started at the 8400 block of South Kolin Avenue at about 10:25 p.m. and sent seven people to the hospital, including six in serious to critical condition
If that response time is true, someone has a boatload of explaining to do. We couldn't possibly address the allegations of manpower shortages. Or at least we didn't think we could until an enterprising soul forwarded us this scan of a Bureau of Patrol Division order posted in the CO Book (click to enlarge - sorry about the quality):

Are we missing something? We can't recall an order like this being posted at any time in recent years. One of the contenders for the number one slot is all but admitting we're having trouble covering the Beat Cars on weekends when there are details to be filled and posts a directive as to how the Department will man the cars somehow. What the hell is going on?

The scary part is that nobody seems to want the job anymore? I believe the CPD has given 6 entrance exams in the last 18-24 months all with extremely low turnouts of several thousand. I don't know if the younger generation doesn't like the police or if they just see what is happening to the police and are taking a pass on the job.

The City of Chicago is not alone in facing huge recruitment problems either, it is an epidemic nationally.

Chicago wants to get away with as few police as possible, this is going to lead to very tragic consequences. It is alreadly becoming evident to policeman and citizens that something is wrong. Where are the police? This would be a great investigative segment on the ten o'clock news.

Where is the accountability of the DC's? Time for the aldermen of beverly,mount greenwood and the northwest and southwest sides to get blitzed on calls and take action regarding the lack of police officers in our communities.

The next Superintendent will have to address the issue of equitable police service and the ratio of citizens to police officers, instead of pussyfooting with the issue.

I work in 008... we need help. I know everyone says 008 is a bunch of do nothing dogs which is not true, its the same as every district which has its dogs and its good coppers.. 008 is huge and we are getting demolished out there. the call at durkin park was not even given out because it was a battery in progress call and the zone held the call... which in 008 never gets read out 20..30...sometimes 40 miniutes later because there are no cars and the district is TOO DAMN BIG WITH NOT ENOUGH P.Os... it not like 008 is a nice place in the entire district.. the only good part is garfield ridge... which gets tons of calls on its own... days has almost no rapids up.. afternoons has maybe 2 in a sector...on a good day, and midnights cant even fill the beat cars let alone have rapids! im sure its like this all over the city. i dont blame the residents for being upset about police service.. its not our fault if all the thirty sector cars are on 831 and 832s beat all night long because its a sh*thole... HIRE MORE OFFICERS DALEY!!

Sounded like outside unit came upon call He asked OEMC is their any calls over her OEMC responded yes we have calls but no cars. Call came out /was recieved as a assaault in progress "Not a Priority One" dont blame 008 low man power and at end of night.............................................I see lots of for sale signs around Durkin,. next leg down in a declining neighborhood

Same thing in 022. Get burglarized and the 911 dispatcher tells me, "we don't send cars out for that. You can go in and make out a police report at the station." Guess you have to live in the ghetto to get police service.

Examine the NYPD contract proposals at www.nycpba.com. It disscusses gainsharing. The NYCPBA offers the idea that if units are stripped of manning and the membership, who is working understaffed, should be compensated. Intersting. The FOP never offered such a proposal in negotiations.

The part about no one coming is the truth. The 008 park car was up and clear and was never given the job BECAUSE THE DISPATCHERS HELD IT. HE TOLD ME THIS HIMSELF AS HE WAS ASSIGNED TO GUARD THE CRIME SCENE. The car working in 006 was the first to come over to the scene because of the phone call and then came over the air (zone 6) with it and began asking for help. We were working in 007 and came from 55th and Ashland to help. Never heard anything on the zone about it until that officer came over the air. Almost everyone in the crowd who lived on the block were irate because they were all calling and no police were coming while the fight was going on, only to find out later that the first car on scene WASN'T EVEN FROM 008, Two of the residents tried to break it up, one male and one female, and the female ended up getting laied out by one of the offenders and going to the hospitle. Where is the outcry from the community???

Interestingly enough, on 04-July there wasn't a 'manpower shortage' in 016 when it came to disrupting and confiscating fireworks.

There were plenty of units running around stopping these horrible criminal enterprises and taking dangerous firecrackers off the streets.

When is D/C Price going to hand out DCs and HMs?

016's 30 sector is getting all the bustouts from the ghetto moving in. M.L.D.s are running 1631's beat. The police are now scared to do street stops in 016. And the best is those "new" section 8 units popping up on Northwest Hwy. in Edison Park.

I hope someone more articulate can explain why taxpaying citizens get the shit end of the stick when it comes to police service. Why was every conceivable outside unit deployed to the ghetto (55th to 63rd, Halsted to Damen) Saturday - an area where they don't want us, when the folks that DO want us couldn't get us. I was at Durkin Park and a strong police presence would definetely have made a difference. Someone fucked up: Mayor Daley and his obsession with the homicide rate, Phil Cline with his Doc and his TRU unit, Bosses with their fucked up deployments, Lazy cops that lay down and stay down on bullshit jobs, Anyone at OEMC who encourage citizens to remain anonymous and then instruct the dispatchers to ask a Sgt for permission to code those same jobs, Dispathers who would rather be funny than good, and of course the morons that started the fight in the first place . . . whatever the reason the result is that those of us living on the fringes of the city get bent over and stuck in the ass when it comes to most city services ('cept garbage pickup).

In a southeast side district, on Halloween 06 there were 110 jobs waiting at 1900 hours. Robbery in progress jobs were not being dispatched. Officers are over worked and therefore they are staying down on jobs to get their lunches or personals. Patrol is so short details should be filled by TRU officers. I was at The Police Concert on 05 Jul and the TRU units were assigned and were just sitting on their cars doing absolutely nothing! Disband TRU bring back the School Unit. The D-Unit is short too, because Phil has made new specialized units within the D. Get rid of all these Units and get the officers back on the beat where they belong. On the weekends I get at least 2 calls for supervisor a day, due to poor response time. I code at least 15 jobs a night and knock out several paper jobs as well. The younger officers will not beef about anything, because they don’t want to cause waves. Start calling the FOP and get them off their asses and get things done.

Not that this has anything to do with what happend the other night, and in no way am I saying that those who live there are at fault, but friends, Saint Bedes has been gone for a long time.

I feel sorry for those of you that still have to live there, in the hopes that you can get money back on your investment, but you will not, and you can not stay there - for your own safety, and the safety of your family.

The 8th District is huge, really, really huge. Hell, some of the beats in 8 are as big as other districts. This is not the 8th District of the 60's/70's - the retired district. This m-fer rocks, and even when the calls are BS - they still keep coming. The sheer volume of calls can deplete a shift in a moment.

The easy part is to sell now, but then what, for that I have no answer to you. Do you over pay for Mount Greenwood, Beverly, Garfield Ridge? Maybe, but it seems that these places, while not having the problems you have in the Saint Bedes area, still do not get the police service that real, legit taxpayers demand AND deserve.

I heard about this incident and ran the event last night. There were over 40 calls and the dispatchers kept duping them out! Unbelievable! And in response, the 8th district held an outdoor roll call in the park - too little too late

If this is true I guess they want you to collect the evidence yourself. Gather fingerprints on your own and bring them in to the desk to be inventoried. Mabey you can use baby powder and a scotch tape. While your at it canvass your neighboorhood for us and take statements from your neighboors. Oh and if your can make a citizens arrest. Thanks,

Sorry, but the people from TRU were NOT assigned to the POlice Concerts at all, it was district tac teams and the detail unit, so quit blaming TRU for everything wrong in the city. TRU has been stuck in area 2 since Jan 1st exclusively, the new company that was created a few months ago was to become a west deployment, so a company could be assigned to Area 4 or 5, has also been sent south, in short, the unit has become Area 2's private sat. unit. The city does not get equal service for taxes paid, AREA 5 has been out of control but gets no help, Area 4 not much better, most districts in general are busy, even if only volume of calls. The people in TRU/SOS are tired of Area 2 already and would love to go to 008, 009, 011, 015, 025, etc. where the help is dearly needed. THe DOC needs to go back to random deployments of our resources in the Level 2's instead of burying everyone in AREA 2! they better do it soon before more people start putting in PAR forms...

Enough already!!! I live/work in 008 and we have been in a real manpower shortage since Molloy was comm. Fact is, he was a true believer of CAPS took all kinds of manpower from the streets to man CAPS and his front office. We already know that CAPS doesnt work and the comm office has enough light duty people to do the clerical stuff. Why not start with puting some of those officers back out in the streets? Its a drop in the bucket but its a start and at this point we need all the help we can get.

The first car on scene was from TRU, it was his son who called him and said the police were called and weren't coming, he wqas deployed in 006 and came from there, a 10-1 was called and the first cars to assist also TRU before 008 got there. 008 is a huge district that is very busy now and needs the boundaries re-drawn, as do most districts that were once slow, this is something that definitely needs to be addressed by the new Supe, Cline tried but the pols were against it for political reasons...

So when a unit's personnel is detailed out somewhere, the unit's office personnel is suppose to fill in? That's not going to do much good if that unit is 011. The office personnel there, amongst many things, can't even accurately count numbers. Every time you pass by that door, it sounds like they're having a good ol' time. They're our replacements? And if they use them as replacements are they gonna use them during some of the busiest hours of the day (1900-0300) or will they maintain those cushy day hours and work only mon-fri? Many people on this job may where the uniform, but they are not the police.

008 is huge! why does the WC on 3rd watch not staff all cars especially in 10sector? Only 1 great boss in 008 John Graeber on 1st watch at least he has a clue on both how to help officers and how to be the police! St Bedes need to protest as well as garfield ridge along with Mt greenwwod yes the areas that pay the freight need service! Why are we not allowed like years back to work our RDO in the districe we work in for time and 1/2? The city is flush with $$$$ daley is putting aside for bullshit projects! Do you think the response time would be 20-30 minutes if this was happening in, 005, 006, 007, 010, 011, 015—no way!!

Start hiring officers back on their day off just like the smoke eaters. This may be the solution to the manpower shortage.

i love how this stupid department holds outdoor rollcalls after a major incident in a district. what good does that do a day after the incident took place and the police where nedded there at that time. like the same thing is going to happen the next day after an isolated incident.if i still lived in st bedes i would be steamed. most of the 8th district cars are deployed on the 009th/007th district borders where most of the shit heads live. why bother giving these hating no good pieces of shit an ounce of police service. yet most coppers/city employess live on the west end of 008 and you never see the police. just like in 009 where most of the deployment is in the 10/30 sector. who gives a flying fuck who shoots who there? most are shit head gang bangers or drug dealers or just plain haters who end up getting shot.think back to all the bulls championships. where were the police deployed??????in the ghetto of course. like there is anything there worth stealing or burning down.but the honest hardworking taxpayers got nothing..just being victims by the shitheads because they(shitheads) knew the police were nowhere near there.let me guess what the departments next approach is going to be in 008...hum.......lets see...the tru unit will be by durkin park in full force...great job cpd...shitheads are always one step ahead of you...lets just place another blue camera light at durkin park....signed a concerned po in 008

here's a thought...there are incidents and events all over the city (south and west side more prevalent, probably) where police are called, and, guess what....no police ever respond; why? no manpower, too many calls for service. A starting point: a) the dept. completes and publishes a personnel audit, listing exactly how many people work where (districts/ units, assigned, detailed, etc.), and then explains their exact duties (i.e., field, office, etc.; this would include at least an average daily head count of medical and light duty people); b) examine and publish calls for service totals, by district; in addition analyze by type, seriousness; c) publish arrest statistics by units/district, further analyzed by offense, then re-analyzed in terms of number of personnel available and calls for service; d) examine and publish RAP statistics (equal to the old no cars available) by district and watch; e) conduct an independent audit of OEMC (dispatchers and calltakers), audit a sample of calls taken, how they were handled and classified as to nature and seriousness, and examine their policy of dispatching calls ("stacked jobs") to units already on multiple assignments (i.e., meaning that the call goes from OEMC's computer to the car's PDT, the citizen still gets no police service, but OEMC can claim a dispatch), then publish the results....

004th district midnights almost 1/2 the cars are down or 99 units. afternoons and days really short too. tax payers and city workers living in 004 get no police service/protection.

breaking up TRU is only a quick fix that won't really do much. answer to the crime problem and major manpower shortage in this city. The city councel and the mayor needs to increase the budget for public safety and allow another 1,500 - 3,000 to be hired.

Here in 016 is no different than it is in the 008th district. Our gang teams sent packing to 015 & 025 each and every day! Tactical teams sent on more field trips throughout the city than you can count.
So before you bash the troops here remember that the demographics are changing everyday (not for a better "quality of life" either.
Sure, we have some dogs as all the districts/units have, but being such a big area, it's tough to get around sometimes. And yes the dispatchers for whatever reason hold jobs for 10, 20 and sometimes up to 40 minutes as others do in their radio zones. -

Thats funny, If it weren't for TRU, there would'nt have been any police there, TRU car was 1st on scene and another TRU car grabbed one of the offenders...Stop blaming TRU and 008, the fault lies solely with the Department in that middle-class Chicago neighborhoods simply get no police protection, PERIOD. Operation Safe Summer, TRU, SOS, District Tact Teams, all sent to the ghetto on a daily basis, and in return our neighborhoods get no service. Bt. 2211 has absolutely NOBODY patrolling on midnights, and thats a fact. 2211 Midnites does nothing but write parkers and does no pro-active police work. The only positive that may come out of this situation is that the middle-class neighborhoods rise-up and protest at City Hall or to their Alderman, something has to be done..

The day after this happened, the rocket scientists decided to have an outdoor roll call at Durkin Park. Hellloooo Too Little Too Late and oh yea let's pull the beat cars for this nonsense, so that when shit hits the fan it takes 20 minutes to get there. Ay Yay Yay!!!!

Call came out /was recieved as a assaault in progress "Not a Priority One" dont blame 008 low man power and at end of night.............................................I see lots of for sale signs around Durkin,. next leg down in a declining neighborhood

Hey guys and girls, they know perfectly well we're short in the field, not in patrol, big difference. When I see perfectly healthy officers working in the front offices;when I see folks on the medical,sitting at home,when they could be answering a phone, freeing up a healthy body;when I see officers taking kids and seniors on field trips; all these instances tell me we're not short manpower, we're short the ability to manage well. And don't forget the people at HQ's. We don't need supervisors and p.o.'s doing some of the duties that civilians are doing or could be doing. I passed someone today, from H.Q.'s with maybe 5 years on, driving a company car, what a joke. Be safe out there and back each other up, we're all we got. Be Safe

It appears that on any given night there are about 40-55 pdt's from TRU logged on every night. There are also a handful of cars from TRU that don't log on to their pdt's. I figure there are probably 80-100 officers working every night that could supplement the district man power, but then you would lose revenue as all these cars do is TRP stops. They do get an occassional hot car or gun after a foot chase and for that I must give them credit. I too would have probably been on a tru car if they started the crap 25yrs ago, but after 25yrs I can only shake my head in amazement as the young studs on this job are led to believe they are doing something noble. It will take a few civil suits to themselves or someone they came on the job with, but they will wise up and realize that no one is going to back them up for doing what is right. You must do what is politically
correct or you will be hung up and be made an example of. The City is holding back on hiring anyone because of the idiot's Olympic Pipe Dream.
As for the regular dispatchers on zone 6, CR is very good, JG is new but learning and very capable, and TS is capable also.

Here's a thought if I was rotund and had the name Phil....ONE tact team PER DIST. No gangs, go gang intelligence, no gun team, no sos, no tru, no saturation, nothing. (Narcotics and Vice would stay, but CANNOT use dist. manpower for buys or security, and cannot accept more po's) The ONE remaining tact team CANNOT be datailed out of district. What you are left with is a group of 10 workers that make tact. The rest of the units, mobiles, and the inside staff that support them are back in blue on the beats. If there is a problem in the DOC (god knows thats not going away) then the WC can send in his own troops, troops that he now has because every car will be 10-4, fully staffed, and there will be no reason to give guys comp time. We have the po's. They are just tucked away into BS units.

There are a lot of office jobs plus mail room where full duty people could be replaced with cheaper civilians freeing up the full duty people.

Brief Overview

Additionally, accountability will mean the responsibility to exercise this oversight in a manner which coordinates and optimizes the strengths of specialized expertise found in all units among the department, with individual and organizational stakeholders in the community, and with other city, public and private agencies.

The Purpose: Directed Resources





Four Core Activities Guide Accountability



Department managers will be held accountable for four key functional activities:

Reducing chronic crime and disorder as identified at the beat and district levels.
Identifying and containing or eliminating emerging crime patterns and trends.
Optimizing community involvement and responding appropriately to community priority concerns.
Managing the efficient use of police personnel and other resources.
Multi-dimensional Approaches Managed By Teams

Chronic crime and disorder problems are multi-dimensional. As an example, on many beats, gangs, drugs, property crimes, and housing problems often go hand in hand to create unlivable conditions. Multi-dimensional problems require multi-dimensional approaches and combined resources. The Department's key resource managers will be required to meet regularly at police district and area levels to collectively focus on the use of their resources on the most pervasive problems.

"That multiplies the chances for success many-fold, and that's how management accountability will work," according to Deputy Superintendent Chiesa. Two key teams are charged to provide this coordinated support -- the District Management Team and the Area Management Team.

The benefits of these teams are:

Knowledge of local crime patterns, criminals and geography;

Specialized expertise;

Creative solutions borne of collective expertise; and

Optimal allocation of resources.

Off topic - Why didn't the FOP propose an educational incentive in contract negotiations. In L.A. a new officer starts at step 1. After probation an officer with 60 college credits moves to step 3. An officer with a college degree moves to step 4. The NYCPBA proposes an education incentive in its current proposals. The educational incentive concept would help to resolve some pension issues, because officers with college credits would have step increases sooner. Also, everyone who came on after 1996 would move up bceause of the mandated 60 hour req.

Bosses in 8 are good, the commander is good, believe me, hes pretty good. (even though I think he nuts stopping shitheads by himself). I can name 5 DC's that were worse, and about 15 sgts that were morons.
The bosses in 8 are good, the problem is the manpower and the distances you have to travel to get to jobs. 8 is too damn busy, If you want to go to good district, go to 9 or somewhere else

The public thinks once you get an arrest, you miraclously process the subject in half an hour.
Anything from a TVB or shoplifter, can become a felony now.
Ford City drains the 30 sector with their shoplifters, lots of stores in ford city and lots of shoplifters. Lots of felony upgrades. We dont have infinite police in 8. We get in backlogs.

We have details like alderman Burkes house, which ties up a beat car, that otherwise could respond to inprogress calls.

Lots of parks and schools, that are always getting in some type of ganbanger shit. Gangbanger shootings tie lots of cars and they are always shooting at eachother.

Bottom line its too big, too busy, and and the ONLY solution is:
GIVE US MORE COPS OR MAKE DISTRICT SMALLER

It took 26 Min to dispatch the call. All B/C no cars were available to handle the jobs. It is a serious problem when you don't have enough police on the street b/c Cline has made all these useless specialized units. Disband the prema donnas and have them answer jobs like the rest of us.

The only thing I can gather so far is that TRU was formed to do contact cards and S.O.S. is nothing more than a normal district tact team based out of Homan Square. I am not being cynical, I'm really looking for clear answers on the differences between the units.

there hasnt been an opening in 008 since last dec. 008 3rd watch is shorthanded and busy. but not busy enough cuz a car is planted at burkes house 24/7 and at the police hating c.r.o.e. for 3 nite a week for 3 hrs (1800-2100hrs) also the 008th dist 2 yr wonder tact team doesnt leave the doc and doesnt answer calls. nice huh the only people in 008 who get police service are the illegal mexicans and west englewood (bell-kedzie //55th-71st.

Bt 834's pinch got two guns...but the person the guns reported to belong to was some shit bag P.O's son that lives in that area and that works in 008 3rd watch. He got away, driver was caught. I guess po's identified the guy who ran as the po's son and there's a warrant for his arrest.

I work(and live)in 008. I can tell you that we code a shit load of calls a night. When we cam to work on Sat night (1st watch)sgt told us there were over 100 JOBS PENDING we left in the morning the 20 sec was still winding down the 10 and 30 sec were ok. We do what we can. Like it has been said thruout this blog....district too big...not enough po's.We do have our dog asses....

Cmndr seems to be ok. We really don't see or know him in the 1st watch. He came to roll call the night after this and made it clear that we were not to mention the words "low manpower".

Interested in working in 008? Capt Greaber is the best boss there is....period. He always stands by his p.o's. If you were to just meet him....you would see what I mean. I here he has been promissed a day spot in 007...PLEASE CAPT DON'T GO!!!!!! He told us when he was not on the watch (acting dc) to call him at home or to call him on his cell if we had ANY issues, wether we thought it was or wasn't important. What a guy!

I agree with all those units, tru, sos..whatever. Do we really need those units? It sounds like to me that the bosses are just using these units to ACT like we have the man power to the citizens and that we are using the manpower to give them more police service. When in fact it isn't the case.

I also heard that there is going to be an EMERGENCY BEAT MEETING that the citizens are arranging at St. Bede's on wednesday night. I'm sure there were be more comments on that.

You are very mis-informed, TRU doesn't just do contact cards, they are out there making stops all night, the same as SOS and district tac does, they do a great job, as does SOS and tac, unfortunately, Area 2 is the only benefactor of TRU/ SOS's manpower....

Thats funny, If it weren't for TRU, there would'nt have been any police there, TRU car was 1st on scene and another TRU car grabbed one of the offenders...Stop blaming TRU and 008, the fault lies solely with the Department in that middle-class Chicago neighborhoods simply get no police protection, PERIOD. Operation Safe Summer, TRU, SOS, District Tact Teams, all sent to the ghetto on a daily basis, and in return our neighborhoods get no service. Bt. 2211 has absolutely NOBODY patrolling on midnights, and thats a fact. 2211 Midnites does nothing but write parkers and does no pro-active police work. The only positive that may come out of this situation is that the middle-class neighborhoods rise-up and protest at City Hall or to their Alderman, something has to be done..


Great idea, unfortunatly most people in those middle class neighborhoods you speak of work during the day. Unlike the "other" neighborhoods whose people don't have to work AT ALL and have nothing better to do but take a trip downtown, most likely in a group on a church bus, and stand around in some new scenery hoping the news cameras show up, and they will, and try to get on TV so they can brag aboout it to their "peeps." Here's a thought if I was rotund and had the name Phil....ONE tact team PER DIST. No gangs, go gang intelligence, no gun team, no sos, no tru, no saturation, nothing. (Narcotics and Vice would stay, but CANNOT use dist. manpower for buys or security, and cannot accept more po's) The ONE remaining tact team CANNOT be datailed out of district. What you are left with is a group of 10 workers that make tact. The rest of the units, mobiles, and the inside staff that support them are back in blue on the beats. If there is a problem in the DOC (god knows thats not going away) then the WC can send in his own troops, troops that he now has because every car will be 10-4, fully staffed, and there will be no reason to give guys comp time. We have the po's. They are just tucked away into BS units.

An officer with a college degree moves to step 4. The NYCPBA proposes an education incentive in its current proposals. The educational incentive concept would help to resolve some pension issues, because officers with college credits would have step increases sooner. Also, everyone who came on after 1996 would move up bceause of the mandated 60 hour req.

all of the above suggestions re: disbanding or reducing tru, eliminating the specialized teams, etc., are good ones, but my prediction: there will be no increase in district manpower. Why? Daley is stuck on the reduction of homicides, and that number is low, relatively speaking; the brass is delusional with tru, that's here to stay (along with their policy of never leaving the doc, never answering district calls, writing contact cards and effecting mostly minor arrests). So, the dept. will band-aid the problem by sending in the golden boys (tru), at least until the problem subsides and/or the residents stop complaining, and OEMC will "improve" (political speak to the public) their dispatch policies by announcing some initiatives, like re-training their calltakers and dispatchers, maybe disciplining the dispatchers who were on the zone that night in 008, and issuing a statement to the effect that "we will use our resources more wisely and effectively in the future." In total, then, all bullshit, but not a surprise (and the king of bullshit, an outdoor rollcall the next day at the site of the incident, "showing the community that we care, that we will be here for you"...and the residents can ask, where the hell were you when we called, and why aren't there enough police on the street to answer our calls?.....

By the way Tru, tact/ gangs/ SOS don't respond to radio assignments anyways.... So if you need the police and are about to be killed by your domestic partner in the ghetto doc and there is a back log with a platoon of TRU there 80 police officers or so... they will not get dispatched to you either...

By the way homicide are down cause the project were elimnated... not because of Tru/ CLine or anything else... They will slowly or maybe not so slowly rise back to the highest levels in the country... One reason being criminals with long rap sheets of violent crimes are silll on the street cause in COok county it is near impossible to get convicted... And then serve a long periond of time... so a guy may shoot someone and be convicted or not and be back out on the street in 18 months... to continue his crime ridden ways...

I don't disagree with the fact that we are drastically undermanned on the streets. Of this fact there is no doubt. But eliminating units like TRU and SOS, Narcotics and Vice would barely make a dent in district level strength. Currently TRU is as about 400 including supervisors and admin staff, SOS is a quarter of that if they are lucky. Narcotics, Vice and Gangs put together, maybe 500 tops. This is approximately 1000 - 1200 bodies. Divide that equally between 25 districts. Thats 40 bodies per district. 13 bodies per watch minus sgts and lts, now we are talking 10 bodies per watch. Granted that would be of some help, all cars would now be 2 man. There would be no additional cars put up because 10 bodies just doesn't cut the mustard. They would still strip the slower districts and send them to the ghetto and you would still be back at square one. We need a massive hiring of a few thousand officers to fill the gap. Only then will man power actually be where it should be.

I know 3 guys in their 20s who all took the 1st entrance exam in 2006. After 6 months, they still hadn't gotten test results. They tried following up. Still no results a few months later.

They all went on with their lives and got other jobs. Could have been good officers, but whatever incompetent was administering the test couldn't even bother to get out test results.

I've heard that lots of other guys who took the test last year got the same crap. You gotta wonder how many potential applicants get turned off when they hear about this kinda of b.s.

Could someone please explain to me what the difference between TRU, SOS and TACT is? And what is so special about S.O.S. that it has (or had) that certain clout about it? The only thing I can gather so far is that TRU was formed to do contact cards and S.O.S. is nothing more than a normal district tact team based out of Homan Square. I am not being cynical, I'm really looking for clear answers on the differences between the units.

Okay, here is the answer and your gonna laugh. TRU was designed to reduce the rising homicide rate by any means available. Visibility, arrests, contacts, impounds, tickets, anything available. The idea was to saturate a location of high violent crime until the crime stopped or moved. This in turn would free up beat cars to handle calls for service and reduce the strain on the district. Unfortunately, the original idea has become convaluted and TRU has become a head-unit. Just go out and get a head, don't worry about being visible and impacting crime, just get a head so the brass stays off your back. SOS evolved out of what was left after gangs was disbanded back in the 90's. They were suppposed to be the elite unit that got the nasty bad guys off the street. Only problem was, the bosses used it to get their kids out of patrol. It became and untouchable unit because it was so stocked with clout babies. The idea behind both units is honorable and sound, the execution of the idea has fallen short of the benchmark.

Personally talked to the P.O.from TRU who got 3 frantic phone calls from his son the last one pleading to him that you gotta get here dad they are beating on everyone and there are no police here...secomds later son screamming on the phone that they are coming after him and the phone goes dead.P.O.took action got on the zone and was told calls are coming in but no one assigned,he told dispatch put me enroute and went to scene, saw 6 bodies layin on the ground and was praying none of them were his son but saw 2 of his friends sons laying there injured...said it was the worst day he ever worked on this job and a day later was physicaly sick from what had occurred...good guy, good cop been in shit from day one on the job but had to come to the aid of his son,never once blamed anyone for the foul-up just happy that his son is ok but really feals bad about his sons friend who is in coma..lives in neighborhood for 45 years and again is a class act !....the B.S.about getting a tongue lashing from his C.O.is incorrect.I am a neighborhood resident and a P.O.and am thankful he had the common sense to take this matter in his own hands at the time...all the neighborhood people out there are most thankful that he responded..hats off to a good guy Billy !

the true answer to manpower shortage is to downsize all units. This includes 2 tac teams,1 gang team per district, gang intelligence needs to be down sized to 5 teams of 10 po's,1 team per area, narcotics needs to be downsized, fusion unit, cage unit, doc unit, Jttf unit,sos, tru,fugitive apprehension, area mission,gun and saturation teams.this has become the department of units, we need to go back to district policing. we don't need all these units. don't get me wrong there are some hard workers in each one of these units but alot of dead weight too!!!!

If the traffic went over the zone, and anybody listening and available could have heard it and acted on it, than how is the failure of any such potential anyboyd to act the fault of the OEMC?

Bottom line, FUCK YOU. You take something that results from a clear institutional problem in the CPD, i.e., insane allocations of manpower etc., and you still try to put this on a dispatcher? Seriously, this has nothing to do with the POs who are overwhelmed in 008, and sure as hell not on a third watch nobody on zone 6.

So while I and my fellow officers who live in 008 are working ourselves to death diffusing silly drama in the ghetto there are no cops protecting my kids! I don't blame the individual coppers.. the lack of patrol on the southwest side of 008 is not news, it's been a fact for YEARS! It's a political ploy to pacify the ghetto vote. That's no true SOS was in existence before then. The Gang Guys when to District Gang teams or the Gang Unit.
Alot of experienced agressive POs were in SOS.

If you are assigned 5 jobs and they are 2 to 3 hours old and no call back or second call, please code them in a quick manner. Stop staying down on jobs in 008 and DO YOUR F*CKING job. People always mentioned on this site “if I worked in a district like 016, 022, and 008” referring to the fact that if they worked where the police live, they would do an excellent job. These victims were honest victims. There are 5% of police officers that do their job. We are lucky we get paid the way we do and we want a raise. Please. The POs on the 3rd Watch in 008 should receive a wage reduction. I hate to group all the officers on 3rd Watch together, because a few are great cops, but the majority (white, black, Hispanic, male female, veterans, 10-year guys and PPOs) are dogs. A few years back I received a CR for slow police response. THey printed out the dispatch ticket and found the call takers and dispatchers had the job for 50 minutes before it was given to me. I responded in maybe 12 minutes or less, with a code, according to the tape. When I wrote my To FROM I mentioned this, and was specifically told by a Lt. to rewrite my response and that I was NOT to mention the contribution OEMC made to this incident. That I was to take one for the team. I was not punished .

I work in an area where people typically spend $400K to 700K for housing, which is a lot of money to me. I tell these residents the truth at all times. Cars aren't available. No one is coming. I tell thenm that if they don't like it, vote republican

That's why we have supervisors. Don't they get paid the big money to check on PO's. We need working SGT's and not detectives.
DOG PO's compound the problem, but are not the only reason, at least they show up for work and not hit the medical for 2 months.
There are some nortorious DOGS, that are untouchable for whatever reason. They will stay down and never get busted.
Most DOGS however left years ago, Most don't want to work 3rd watch, too many jobs. Driving through 90 F sunny days, in RUSH hour traffic, with no AC is no fun either.

You still cannot ignore the obvious problem which is MANPOWER.

To the GENIUSES at 35/Michigan:
Redo the districts. Population and crime demographics change -WHY CAN'T the districts.
8 is big and turned for the worse, make it smaller.

I second this! Billy is a GREAT guy, and an EXCELLENT cop.

It is also good to hear that CMDR Voulgaris, a prince to work for, had the sense to not "punish" Beaner for doing his job.

As long as the side of the car says Chicago, and you are in Chicago, there should be no problem. This was a messed up situation, a kid is still in a coma, but thankfully, and I mean thankfully it did not get worse.

By the way Tru, tact/ gangs/ SOS don't respond to radio assignments anyways.... So if you need the police and are about to be killed by your domestic partner in the ghetto doc and there is a back log with a platoon of TRU there 80 police officers or so... they will not get dispatched to you either...

By the way homicide are down cause the project were elimnated... not because of Tru/ CLine or anything else... They will slowly or maybe not so slowly rise back to the highest levels in the country... One reason being criminals with long rap sheets of violent crimes are silll on the street cause in COok county it is near impossible to get convicted... And then serve a long periond of time... so a guy may shoot someone and be convicted or not and be back out on the street in 18 months... to continue his crime ridden ways...

I do know one thing...that comment made by someone that there is no back up in 008....not on my watch. I'd go to a call to assist a po with a prisoner in my back seat. Iv'e seen po's inside the district prosessing arrests and dropping everything and running out to thier cars when someone is asking for help! 1st watch crew is the best! From the Capt to the cleaning crew! We just need more po's.....working po's.

It was Charlie Williams as Deputy Chief of Patrol that got into a heated row at a 10th district meeting years ago when asked by a sergeant about being trained and equipped for a terrorist attack.

He then said that it wasn't practical to train officers to respond to a 9-11 attack. If that were to happen we should just listen to our radios.

By the way homicide are down cause the project were elimnated... not because of Tru/ CLine or anything else... They will slowly or maybe not so slowly rise back to the highest levels in the country... One reason being criminals with long rap sheets of violent crimes are silll on the street cause in COok county it is near impossible to get convicted... And then serve a long periond of time... so a guy may shoot someone and be convicted or not and be back out on the street in 18 months... to continue his crime ridden ways...

What crack are you smoking? homicides are up in Area 2 because the projects were eliminated, they were all sent south to areas that were quiet for many years before their arrival, they then set up a tip and let the games begin, 003, 006, 004 005, 022, ask anyone there, closing the jects sent crime skyrocketing....

fuck u who says there is no back-up in 008. I dont care who u are, we are the Chicago police and its time some of u guys act like it. Guys may take a little time to respond to a job but, if u call for help we are coming. Dont blame 008 if it takes time to come from 5500 s western to 8400 s Kolin.

All the section 8's came into nice quiet low crime neighborhoods when the projects were razed. It brought tons of crime. Section 8's are scum. You don't value what you don't pay for.

All districts are in the same boat. Yes, maybe we should disband all those special units that take 3 hour lunches, and have six po's on one bag of weed. And at any given time can be seen at a sporting event anywhere in the city. That's Phil's legacy!

We can all thank Clinton and Daley for closing down the projects. What do u get when u take thousands of poor people, with no education, no jobs, and no self control and unleash them on the middle-class who have those things. OH YEAH 003,004,005,006, and EVEN YES EVEN 022.

Does anyone care about the most recent cop who got arrested twice in two days for dumestic. Yes a TRU officer, one of the city's best and brightest got caught up with a hood rat. But what do u expect when some cop's are cut from the same cloth. Put him in a beat car, instead of having 3 hour lunches and he brags about it. Oh yeah u TRU officers should be putting some money on the books for him at the county.

I am part of that younger generation you mentioned , I am afraid that your right in way , some of my generation wouldn’t mind becoming the police , but its just a paycheck to them. Me on the other hand I have a true passion for the job.

If and when I get on I’ll be 3rd generation so maybe I am one of the few who are out there that actually care about what it means to put on the shield, there are some of us out there believe it or not .

I want to say thanks to all the great things you all do , its not forgotten in my eyes…stay safe !
