Daley Blasts Firefighters
If this is the guy we have to go through to get anything, we're going to demand the union forgo any negotiation and file for arbitration immediately. We aren't going to get any sort of fair deal from this bozo, so we might as well leave it in the hands of an arbitrator who is already bound by precedent:
- The union that represents Chicago firefighters is pushing for a salary increase, and a whole lot more. It also wants a meal and vehicle allowance, plus a stipend for living in the city.
- Despite a time-consuming internal power struggle, the union which represents Chicago's 4,600 firefighters and paramedics has now shown the city its proposals for a new contract. And the mayor is fuming.
- "Double it. Tell them 20,000, make it 100,000, make it 300,000. That's what they do. Unions ask for as much as possible. Then you have to assess what the taxpayers want," Daley said.
- "I'm not begging them to be a fireman. I'm not begging anybody to be a city employee," Daley said. "You don't want to be one? Fine. Go get another job."
The video clip was great - we'll try to find it. Daley all but told CFD to go fuck themselves and find jobs in the suburbs. Real leadership coming from the 5th floor. "If you don't like it, quit." Real maturity. First of all, the suburbs aren't hiring. Second, the suburbs don't require residency.
The mayor is living in some twisted alternate version of reality. We (and the firefighters) are compelled by state law to surrender one of the most basic rights granted to Americans - the right to live where we want. And just because residency was supposed to be a good thing when it was enacted, doesn't mean it's a good thing now. Now all it means is we have to pay for the "privilege" of being a city employee.

We need either property tax relief, a stipend for being forced to live in the city or residency abolished so new cops can actually afford a home instead of pouring their money into rent and losing the battle of wages keeping up with tax hikes.

I honestly believe that white city workers suffer the most because they have to live in 008, 016, or 022 so that they can live in a semi-decent neighborhood away from all the shit.
Whereas, black and hispanic city workers can find a cheap home in all the other districts and blend in with no problem. Not only that, but they also get assistance from the city housing dept. (so-called targeted areas).
A few more years and I will be moving not only out of this city, but out of the county.
August 3, 2007 - The Chicago Police Department has a new canine officer, thanks to a generous donation.
Officers gathered at the Food 4 Less store on South Ashland to meet the canine, whose name is Ditto.
The store joined with Milkbone to present Ditto to the police department Friday.
Ditto will paired with an officer and trained to sniff out bombs and explosives. After his training, he could be working at O'Hare airport.

Hundreds of officers and local law enforcement leaders turned out to send off retiring Chicago Police Superintendent Phil Cline.
Cline’s big retirement party comes a day after Mayor Richard M. Daley told the police board to reopen the search for Cline's successor, and at least one possible candidate was in attendance Friday night.
Cline spent the evening patiently shaking one hand after another, as hundreds packed the Hyatt Regency's Grand Ballroom to wish him well.
"His concern for the safety of the people was very clear, his desire to work with the clergy, particularly, I became aware of… and I just have great respect for him as a man of integrity,” said Francis Cardinal George.
And Cardinal George was in good company. U.S. Attorney Patrick Fitzgerald, Cook County State's Attorney Dick Devine and DuPage County State's Attorney Joe Birkett also showed up for Cline's last official day on the job.
The question remains: who will replace him?
"And I think that the search should be from within the police department… I think that the character of the police department needs to be recognized, the culture of the police department needs to be recognized and I think that there’s a lot of talent within the Chicago Police Department that could easily fulfill those requirements,” said Fraternal Order of Police President Mark Donahue.
That may be what the Fraternal Order of Police wants, but after narrowing the search down to three candidates last month – Chicago deputy superintendents Charles Williams and Hiram Grau and an East Coast chief – Daley wants it reopened. Current acting superintendent Dana Starks wasn't interested before, but has changed his mind, saying Friday night he will consider giving it a go now that the search has reopened.
Former Chicago cop and Washington, D.C., chief Charles Ramsey, who was passed over in 1998, is now another possible candidate.
Daley says it's all about finding the most qualified person. Starks says he respects that.
Cline spent the better part of four decades on the force and was, overall, well-respected by his officers.
He decided to retire after a series of police abuse scandals.

They came back, hired employees, generated sales taxs, etc, etc. The county is worse than the city. They do not have a mandatory retirement age, none. Former Detective Division Chief Beavers, brother of current Cook County Board member Beavers, works for the Sheriffs Department as some big boss. He's 70 and has no plans of retiring. He's not the only one. The county has people in their mid 70's and 80's still working. There is a Cook County Deputy Sheriff assigned to Stroger hospital who is 91 years old! I aint lying. I was talking to him one day I had to go there on a job. He weighs about 100 pounds and could barely walk. Full time! Not a security guard, a Deputy Sheriff! With a gun! Don't keep reelecting these tax and spend Democrats. That's the solution.
About 12 or 13 years ago, the Chicago Sun-Times ran a series in the Sunday editions where the readers would write in questions for famous people. The second in the series was Richard M. Daley. It was during contract negotiations and after the city council voted the mayor and themselves hefty raises.
One of the questions was, “How can the mayor get a 35% pay raise and the aldermen get a 30% pay raise and you only offer the firefighters and police officers a 2 ½ % pay raise.”
The mayor’s response, “I am the mayor of a great city and the aldermen are the legislators of a great city. I am very proud of the salary that I make. If this guy or anyone else doesn’t like what we are offering he can quit. We had 40,000 sign up to take the firefighters test and he can be easily replaced.”

Yes I knew 10 years ago about residency when I came on, but times have changed and the cost has sky rocketed. To have a decent small home in a nice neighborhood I'm looking at a mortgage payment of $2,500-$2,800 month. On a single income that is hard. For families they have to pay for private schools along with the huge mortgage. Please set us free and give us the option!
Tax relief/stipends is what we want. If you live in an inflated area Mt Grnwood Garcia ridge. The Edison Park or various other north side neighborhoods you are already paying$$. If we lose residency, Most Police/fire live here anyway then we loses property value if residency is lifted. The mass of for sale signs would be devastating. Good old supply demand SCC.

Let me be clear in stating that our emergency response personnel are to be commended and saluted for their dedication to public safety and the public's well being. Contract negotiations are always tough as well as arduous,still, we as a city should keep in mind that many men and women of these two departments have given their lives and suffered grave injuries in order to keep us and our families safe. I will do everything in my power to respect their wishes and give them the benefits they all deserve.

this should not come as a big shock that king daley does not want to give us or the firefighters a fair deal and to waive residency. lets look at what the city is known for! the city has some of the best section 8,welfare,and other programs for his program of "saving souls" which pretty much tell them that you do not have to go out at 6 in the morning,work for eight hours and to become a tax paying contributing member of society because the government will be like your parent and take care of you, you poor 40 year old on ssi who can not work because of your anger management issues and you can not handle your life like a responsible adult. these programs take money and who are some of the most consistent sources of tax revenue for this idiot? I know I know, when I took this job I knew living in this shithole city was a requirement so save that stupid comment you old salty vet. BUT, when I took this job houses in nice neighborhoods weren't $400,000 plus, property taxes weren't $8,000 a year and public schools in these neighborhoods were still half way decent.
mr.mayor put the fireman on an 8 hr work day in a day off group like the police maybe then there will be more openings in the trade unions. the paramedics earn their $$$$$$$$ and should keep cuurent work schedule. if you don't want to live in our great city quit the job no one asked you to apply

Are you serious? That is exactly what the bozos at FOP did last time. Forced arbitration without input from the membership as to what's in the contract. Then we were forced to live with a contract that nobody voted on, containing some items that nobody wanted or thought we could possibly win. There is a process for a reason, so FOP can't play god with our contract.
Lets do what the mayor does lets vote ourselves what ever we want and lets do it at midnight so no one can complain about it until its done. As Benard Stone said 5% is not much its the cost of living increase!

I LOVE being a Chicago Cop, but HATE living in Chicago. Housing is outrageous, a problem element is moving into my neighborhood, and I cannot afford to move anywhere else. High school is thousands per year, a freaking city sticker is 75 bucks, and I rarely see a police car in my neighborhood. (It's not the po's fault, there just aren't enough of us to pay attention to the side of Western that hasn't completely fallen apart yet) I'm having a hard time convincing myself to do another ten vs. retiring at ten and going to a suburban dept....sigh...

2. And/or Allow a city employee w/ (X) amount of years to move prior to retirement.

You think because we "blend in" that it is ok for us to live in gang infested, graffiti covered shit holes listing to that fucking accordian music. Believe me pal, I hate dealing with these fucks at work knowing damn well they are illegal yet I have to provide them service. I have no desire to live with them because I blend in, in fact, I like it here where I live, and will raise my family in this "white" neighborhood so that they don't have to grow up living in an area that looks like a third world country just because they "blend in."
Well, in reality, 4:46 hit the nail on the head. We, as a group of 9,000 or so, have the power to go into a neighborhood that was once nice many years ago and turn it around. You could start by creating a private police, fire and teachers investment club. You could go block by block. Buy property now for extremely cheap, rehab it, kick out the crack heads, gangbangers and shitholes and reclaim all of these neighborhoods. It would only take a coordinated use of resources to do this. Houses could be bought for under $150,000. Raid the drug houses, lock up the dealers and they will run somewhere else. This is what is happening on CHA land. Only, this time, city employees could control it.
It would only take a group of 10 or so investors to pick a block or two, start buying and rehabbing the houses and having concentrated police efforts to clean that area. The property values would rise and the rentals could go to other working families instead of sect 8. This is gonna happen eventually, why not us be the ones responsible for it and reap the rewards. Instead of bitching on here, lets take action. I am a policeman and I have over 20 years on the job. I also think firefighters are great and support them 100%. If we all stick together, we can do this. Please share some ideas on this subject.
That is a good idea and it would I would be the 1st to join a group like that. How can I get more info on it? How much do you need to invest? Who will watch the places while they are being rehabbed?
To 9:36 a.m. Listen Guy, we all knew about the residency, so does that mean we shouldn't attempt to change it or ask for compensation? When we came on we also knew there would be health insurance for retirees, but the city took that away.(also big thanks to our worthless FOP) When I came on health insurance was a lot less with better benefits also. Should we not attempt to change that either? The schools were better, taxes were less, homes in better neighborhoods were more affordable, shit heads were not right on top of us, etc.
The bottom line is there has to be a significant increase in our pay if we are to be required to live in Chicago. Just because we knew about residency when we came on does not mean it has to stay that way, because we all know that many benefits that were there at the beginning are gone now.
The city has no problem changing the rules in the middle of the game, why can't we?
The city is denying us an American right to live where we want? We denied ourselves that right when we took this job. No one forced us to give up that right. We waived it as a condition of employment. If this city is good enough to draw a paycheck from it is good enought to live in. Chicago: Love it or leave it!!!
Lift residency? Sounds great but what we really have to look forward to is that when the municipal pension funds go bust the city will find a way to impose a huge tax on those retirees that live out of the city.
I think it's unfair to suggest that just because we knew we had to live in the city when we took the job, means that we should not be compensated for living in the city. Having city employees living in the city (especially the police and firefighters) is an incentive at the very least.
And stop bad mouthing one another. We need to be on the same fucking side.
There is no debt or budget shortfalls in this city. It's simply a ploy to get Casino's here. If Chicago isn't making money, Illinois isn't making money. So Daley and his goons have to spin it anyway they can to get Illinois .gov to approve casino's in Chicago.
Stop giving raises to Alderman. Fire them, not give them raises. LA and NY both have less alderpeople than us. That should tell you something.

Have you ever been shot? Didn't think so....I have been shot on duty and let me tell you..it ain't enough. A Chicago Police Officer should be(after 5 years)paid 85K+ plus benefits. End of story!

I've dealt with the "you knew it when you took the job" crowd......Yes, I knew it....taxes were lower then, and a home in a decent neighborhood was affordable....just because it was good for our predecessors DOESN'T mean it's good RIGHT NOW. I thought the whole purpose of a union was to BETTER the working situation of its members...not keep the status quo.
As for the "mass exodus" comment. Even with the numbers of CFD & CPD combined we total around 5% of the housing market. Barely a dent.
If we were able to start with dropping residency with 20 years seniority (as someone previously noted) the exodus effect would be softened.
Look at the people you work with that meeet that standard, some would up& go....others may wait to allow their kids to finish school.
Step 1 is to change the law restricting the ability to take residency to arbitration.
Then the case precedent is on our side. Calumet City...A town down in the St Louis area and several others have won against residency clauses.
I think newer officers should have to live in high crime neighborhoods to help those communities.

Why do we keep crying about the residency. Every one of knew that was the way it was when we took the job. Why do we keep crying about the pay raise that only gets taxed double after we get it. We always lose when all we look for is some BS percentage raise that amounts to about $ 75.00 per paycheck after taxes.
We should all ban together and go to union meetings and fill that building that we payed for and have our union attempt to get us much more time off to spend with our families.
Why not ask for 20 more days off on our furlough and a zero pay raise or a 1 % pay raise. More time off will make you much more happy then an extra $ 75.00 per paycheck will. Not to mention if you really need the money, more time off will give you time to work a side job that is less stressful.

For what my house as of today according to the cook county's

I remember Daley saying to a graduating class in the '90's (don't remember what class, but I think he said it to a couple) that, "If you don't like it, there are 25,000 people who will take and can have your job." (or something to that effect.) I don't agree with residency. I don't think it will ever change, and if it did, I think all of us with homes would get hit the hardest. Our property values would crumble. I know you will get the people who say that no one would leave, but they are wrong. I would take the loss on my house to not have to pay 7860 per year to send 2 kids to a good grade school. So, I take a loss on my house right away and sell to someone my neighboors do not appreciate. Now, their property values plummet overnight and they are forced to live next to the idiot I sold to and are stuck in this spiral. I buy in the suburbs at an overly inflated price (yes, everywhere remotely close will go up. I am a broker and know the 'burbs. Everything around a department that drops residency (most have now) sees a spike.) So now, I pay more for a house and get less for the house I had. I live farther from work (depending!!!!) have higher taxes (most suburbs that I would live in have higher taxes) and get better city services and better schools. I WOULD STILL CHOOSE TO MOVE. I still don't think it is ging to happen and I believe we should be fighting for better benefits, earlier retirement, better compressions, and health care when we retire. I have noticed that anytime a topic comes up that is even a little close to the residency issue, the isue of "residency" takes over with a majority of the posts time and time again over and over. Residency is by far the most passionate topic for us, but it never gets the attention it deserves by our union or any politician.
Being forced to live in Chicago is a fucking joke. And the reality is we can't live anywhere in Chicago, because there are only a few areas that are liveable!
While I have no dog in this residency fight, I'd suggest that members of the CPD, particularly prospective home owners, check today's Sunday Tribune, Real Estate Section 14C, back page. It has a map of Chicago and its 77 neighborhoods (community areas).
The latest median value of homes in each area is listed. For thirty years, I've owned a home in what is now the most expensive (median value: $440,000) of the 77 Chicago neighborhoods. I paid off my mortgage over 25 years ago.
The only homes in Chicago with a median value of less than $200k are in 007 and Area 2 [excluding Beverly ($320k) and Mt. Greenwood($241k)].
Even homes in 011 and 015 come in with a median price of about a quarter million dollars.
Obviously, the younger officers have a compelling argument against residency while older CPD and retirees who have paid off their mortgages in 016 will want to continue residency in order that they shore up their already declining property values.
You don't need to be a real estate genius to realize that current market dynamics have rendered CPD city residency as preposterous, if not medieval.
Residency should be expanded to the suburbs, the collar counties and even northwest Indiana.
If residency is resolved by rational discourse based on cold, hard economic facts, Daley doesn't have a leg to stand on.
For even further evidence, compare the absurdity of the CPD's residency rule with other big-city police departments.

I also feel that fighting for residency is fruitless. As long as democrats run this city, it will not change, and probably will not change under any circumstances. Anyone would realize that if residency is abolished home valus and the tax base would go down. Unless there is court intervention which forces the city to drop residency, it will not happen. That would be a deal breaker for the city.
I also think that we can forget 5% raises. It would be nice, but we can probably expect something in the range of 2-2.5% as usual.
The golden ring is earlier retirement, at a higher percentage. State Police-80% after about 27 years ( I don't know the exact number of years). Also see what they get in New York. This job ruins the health of the members, for many reasons, some of them our own fault (diet, lack of exercise) and some not (goofy hours, high stress). We need to be able to retire earlier.
Also better health benefits, dental and vision at a lower out of pocket price to the membership. Can someone explain to me why the medical plan will not pay for preventive actions like heart imaging, but pay through the nose for by passes and other heart procedures?
Thats what the union(s) should be looking for. Long term benefits, with reasonable salary bumps.

Fire fighters union local 2 kicks ass and always ahas beaten our union at anything. They have lawyers that are skilled we have drunken coppers that ride desks and sllep with Daley. They will get more cause they demand more, we will, again get scraps because we settle for that. Residency or a stipend to shut us up about it is needed.
When we took this job a pension until retirement(all things status quo) and Health coverage were part of the deAL AS WELL.
They were a part of the salary package. Once revolked or "redriected" the salary has been significantly reduced.
Residence is not a golden goose anymore once the initial package has been tainted by change.
The union should be, and I'm sure they have been, (?) pre figuring the cost differentials and their effect on the family.
The off sets should become contract issues and residency used as the lever.

Not me and not many other coppers. There are still people on this job that came on to be the police. I never once considered being a fireman. I don't envy them, shit I don't even think about them or anything about them.
The day I become disheartened with the police job or envy the firefighters, I will quit this job and take up another job with the same amount of enthusiasm.

Among the SFPD, you could probably count actual San Francisco residents on one hand. They commute from elsewhere in the Bay Area.
Theoretically, a cop could afford housing in crime-ridden Hunters Point or Potrero Hill (O.J.'s old 'hood) but who wants to live in the projects?
Most of the NYPD home owners reside in the north suburbs or out on Long Island. The LAPD's version of "CopLand" is in Simi Valley in Ventura County.
Don't even mention Detroit. Virtually all the DPD reside on the far side of Eight-Mile Road.
FACT: The middle class has overwhelmingly relocated to the suburbs. The city is either crime-infested or too expensive for police home buyers.

There are livable parts in even englewood too if you want to go that far. I work in 003, and I advise all coppers to steer clear of there. Especially if you want to raise your children. There are far too many shootings (even in the good beats ala 314). It's far to unsafe for raising kids. Maybe in 5-10 years when U of C buys all the land on beat 314 and half of 321. As for now, stay clear of livinging in districts such as 003, 004, 005, 006, 007.
As for living in 012, 013, 014 and 018. Those areas are far too expensive, and down right congested. There are a lot of affordable and decent areas in Chicago to live. Fact is, 008, 016, 022, 025(north west end) are the best places to live, especially if you want a house.

My brother-in-law is a policeman in Aspen, Colorado. He would love to have "residency" in Aspen. He has to settle for Glenwood Springs because everybody in Aspen is a millionaire.

You are goddamn nuts!!!!!! I have worked in 003 for an extended period of time, and if you think that it is a place where a caucasian who has grown up in a caucasian neighborhood wants to live, you are smoking something great! We have constant shootings and the regular ghetto bulls**&.
My neighborhood now may not be Utopia, but it is 100 times better than living in a ghetto that may or may not get better. At least my children don't have to worry about shootings on my block!

As for the "mass exodus" comment. Even with the numbers of CFD & CPD combined we total around 5% of the housing market. Barely a dent.
Not in Mt. Greenwood, West Beverly, Garfield Ridge, Clearing . . . These neighborhoods would be shells of their former selves.
If the residency requirement is lifted, all of our houses would go down in value. Why is that so hard for you guys to understand?
Not necessarily, city workers are a small percentage of home owners within this city. City workers represent less than 2% of the population, and not every one of us are home owners. Not every city worker would move either. Why should I? Im in a good neighborhood
What needs to be addressed is the newer people coming on these jobs that will never realize the American dream of home ownership as long as they were hired by the city.
I think there are people that have concerns about their property values. But we just dont know if those fears would be realized.
Im guessing if someone bought within the last couple of years have the most to worry about regarding home valuation. after buying homes at inflated prices.

I am nearing retirement and rotated shifts, and now choose to work midnights as the street police on the west side. There are "kids", on days, on this job, on days that were in diapers when I started. Headquarters and offices are full of young, clout heavy armed clerks and secretaries that get the "Duty Availability" checks.

When you rotated there were veterans working all watches and you didn't have a kid with 18-20 months on the job working with another kid still on probation. We had good medical care and better bosses.
A true Shift Differential would be a bonus for working afternoons and midnights. Not for being a burned-out old fart counting the days till pension or death, which ever comes first.
If you work days because it's your choice and have the seniority to get it, O.K. But doesn't it make even you even a little bit mad that you are mixed in with clout heavy youngsters that get the same check.
You may even be Donahue himself and are one of the reasons FOP has sold out the majority of the membership. There should be a lot of new faces at the next General Meeting. Maybe we should get a larger hall for that day. Maybe we should get together, meet early, with PBPA, Local 2 and rent some busses and march at city hall during the 4-6 o'clock news.

Me 2! Lets examine master daley! I started my shift on days took 45 minutes to get to car, oh no needed fuel, and a wash 1.5 hours gone, time for personal, 2 jobs dam now they are stacked! Time for lunch with travel and back total 1 1/2 hours, another personal 1 more job then home ahh what a hard day! Maybe Da Mayor hasn't noticed that the CPD has given 6 entrance exams in the last 18 months with minimal sucess. I tell all of my friends to test for the burbs,state,feds,etc. Definitely dont go to the CPD. If there are so many candidates why do they have recruiters desperately attempting to lure candidates? Why did only 20000 take the CPD entrance exam, the city initially said 40,000 would take it? Wakeup,people have figured out that the CPD adn CFD are not the great deal you think they are.
