- A Stalin purge? Sneed hears acting Police Supt. Dana Starks' first order of business Monday was to order the picture and name of former top cop Phil Cline stricken from the department's Web site.Scoopsville . . .Sneed has learned a paternity suit was filed against Starks in September 2000 by a woman who still works in a top position at the City Colleges of Chicago.
The request to establish parentage was settled in October 2001, when Starks was ordered to pay child support.
"That's a personal matter, and I don't comment on a personal matter," said Monique Bond, a spokeswoman for the police department.
Starks, who reportedly received his high school diploma by getting his GED, likes telling the story of how he was raised in the projects.
"He's a controversial guy with a lot of personal baggage which is well-known in the police department," said a source.
"Word is Mayor Daley hastily made Starks an acting police superintendent to alleviate any problem he might have with the Rev. Al Sharpton bringing his police brutality agenda to town," the source added.
"That is absolutely not true," a City Hall source said. "Starks will never be the police superintendent. He knows that. That's why he did not apply for the job. He is a place holder until a final choice is made."

Regardless, she also just told the world that it takes 60 credit hours to become a P.O., but ONLY a G.E.D. to become the Supe!!!!!!! Only in Chicago! Not to mention the whole "baby's ( more likely "babies" )mama drama, which seems to be the norm in most of this city anyway!!! How embarrassing...

A few years ago the cops in 010 got a call of a guy with a gun in front of the Criminal Courts building at 26th and California. Tac and gang teams swarm in and, sure enough, find Mr. Rocket Science asleep in the drivers seat with a gun in full view for any passerby to see. They make entry into the car and arrest old boy w/o incident. Search of the car reveals a Mac-11 in the car.
First Deputy Starks goes on TV and lauds the arresting officers and proudly displays the seized hardware on a table before him, saying they took this "Mach 10" off the streets. Sounds like some new razor blade. Every rookie cop from the suburbs was pointing at their TV's laughing at this "police professional" mispronounce stuff even common citizens know. An embarassment and a joke.
I'm sure he'll be on all the Sunday TV news programs and, as always, he'll give them the "Dana Starks" resume. Grew up living in the projects, worked his way up through the ranks (well, Sgt and Lt) knocked up a few hood rats along the way (like Jessee and Rev. Al) but now he DA MAN.
I've never been so embarassed to have my name associated with this joke police department.

Karen Rowan is an attorney and would be a great Superintendent.
Starks was my watch commander and then district commander in 011. He always supported the working police.

Of course the suburbs don't put up with the cities ghetto crap, they keep it in the city. They write all the bogus drivers from Chicago tickets. The residents of most suburbs are of a better class of people.
The requirements for coming on the job have drastically changed over the years, in fact you didn't need a high school diploma to get on in the past, only up to 9th grade was required. When Starks came on the job, only about 5% of the recruits had ANY COLLEGE AT ALL, so I wouldn't see it as such a big deal anyway. Secondly, the requirements for promotion have also changed over the years. There was NO educational requirement for him to advance to sergeant and LT when he did. Now there is.
I am not saying that he or anyone without some college shouldn't go and get some in order to stay up with the times, but I am saying, you are holding him to a standard that the department didn't hold him to for the last 29 years..
Knock him for other stuff if you want to, but that is kind of a nitpicky thing to bring up.
Secondly, I don't know that they will make him the "Superintendent" after the Interim period, but if he has no college degree, it would be surprising at this stage of the game for the city to make him the supe. Of course DSup. Williams doesn't have a bachelors degree either, so ... I thought in years past that the real reason Townsend didn't get the top spot was because he only had a high school education too. I guess we will see when the time comes.
I would hope that anyone who doesn't have a college degree and has any aspirations to move up on this job, would take the tuition reimbursement and go get the degree. It can't hurt you, and it might get you a post retirement job/career. You don't have to study criminal justice to get tuition reimbursement. You can go for a degree in ANY field.
I like Starks. In several of my dealings with the man he has been nothing less than gracious and professional. So he likes women, I do too! We need more hetrosexuality on this department!The man may only have a GED and be from the jets, but no matter what, his ascending to Sup of the CPD is one hell of an achievement! Also, he is the only boss I know of who has the balls to run into a burning building just as I have. Unfortanetly the acting supe as of two years ago did not put in his paperwork for the security clearnce after being requested to on several occasions, he was eventually banned from meetings with the FBI by the FBI. Phil has used the media for years and is more than likely as well as politicians feeding this story about some of Starks failures and like a lot of bosses he was not able to pick who he put in some spots. He has picked some haters for his supervisor spots in the 1st Dep spot.
One would have to wonder how many other "EXEMPT RANK" have a GED. Also, how many previous "EXEMPT RANK" only had a GED. Of course if you are "EXEMPT" you're "EXEMPT" from all the rules and regulations. God Bless the working police and thank you.
For the record, Starks was promoted off the 1998 Lt. list, which required 60 college hours. When he came on the job back in the late 70's I believe, there was no educational requirement for this job at all.
Sneed commented on Dana Starks again today (9AUG07) saying he is the Supt now but doesn't have FBI clearance for certain information that might be necessary.

If Jerry Masterson was promoted and failed to have the necessary educational requirments it is the perfect opportunity for the FOP to litigate this program.
They should file a class action law suit in Federal Court and have all promotions implemented through the meritorious process discarded.

I am not sure why people in our department seem to think this is ok.
First of all, what does his education and him parenting a child out of wed lock have to do with his abilities? NOTHING!!!
I know some highly educated coppers that are plum idiots. I also know a whole slew of them that have no advanced education, but are the best damn police officers on the fucking job. Most bosses hold them up in their offices working for them, making their stupid ass look good.

It's been common knowledge that Cline's BFF, Mike Cronin, never had a degree. Hell, Cronin was "meritoriously" given the job of Police Officer by Old Man Daley, as Cronin could never pass the physical, due to loss of a foot while serving in the Military.
Cronin "rose through the ranks," completely bypassing Sgt., Lt., and Capt., going straight to Commander of Gang Intelligence. After a short stint there, on to Deputy Chief of OCD before retiring. A man with a GED. No college. No supervisory skills.
And not much personality either.
Even today, still working for the Dept. in a civilian capacity, complete with an unmarked car.
Deputy Supt. John Risley....no college there either. And of course, the press hase been aware of these facts for years, and have chosen to sidestep any official mention of them. Even now, with Cline gone, they won't write about it in the press.
Starks...what can you say? Last week he was a hero out on South Cottage Grove, saving lives on his weekend off. Today, Sneed has chosen to conduct a personal vendetta against the man. One can only guess which 35th st. SCUMBAG sent all that info over to Sneed (possibly a RECENTLY RETIRED scumbag, but who knows?).
One thing we all know is that we are all the POLICE, and it was shameful to do this to one of our own. Sneed has truly lowered whatever reputation of being a pro reporter she had straight into the gutter. I hope it was worth it,

Amen brother! The young bucks don't realize most of us old farts would be able to put our numbers against their any day when we were in our 20's to 40's. You guys are not the real police. Only a few hundred of us left we will all be gone within the next five.
I don't know where the info came from but I remember Dana graduating from Hales Franciscan with my brother and also remember when he took his college courses while he was the police, like a lot of other P.O's and earned his degree. Also if you look at the history of the job there were a lot of exempt bosses with nothing more than a 9th grade education. Some of you may be too new to rember but a few years ago a number of bosses were forced to retire because the city gave them time to earn their education requirements and failed to do so. Before you jump on a bandwagon consider the source. Sneed doesn't care about the truth she'll print anything that creates gossip.
