Inventory Order
As of 12:01 this morning (approximately two and half hours ago), a new system of rules came into being across the entire state of Illinois. We have been told that this is NOT a Chicago issue. It is a direct result of the Illinois Department of Corrections cracking down on various municipalities and county organizations (Cook County especially) who aren't following standard rules.
All persons taken into custody will be allowed only the following items in their "Prisoner Property" bags:

- one ring (wedding band type) with no stone
- one government issued ID
- prescription eye glasses
- prescription medications
- shoelaces and belts
- any court papers or inventory slips
- keys
That's it. No wallets, no purses, no cell phones, no extra jewelry, no coats, no extra clothes, nothing except what's listed. This isn't going to be a burden on lockups, but it's going to be a hassle for officers who lock up someone with a wallet full of money and credit cards and an extra necklace or two. The way the order reads, the bulk storage areas in each district are going to be used as a temporary holding area until someone can Form 54 property back and E&RPS is going to make pick ups every 4 days or so.
This thing has "clusterfuck" written all over in letters 4 feet high with flashing neon lights all around. Can anyone imagine the CR's and Theft of Lost/Mislaid Property reports that are going to be generated? The mind boggles.
UPDATE: List updated to include keys, coats don't have to be inventoried, other info trickling in. Comments advocating illegal actions against prisoner's property deleted.

Sooo, if or when a prisoner,sorry, med-student,has to inventory his/her/it's property,and upon making bond,he ax for his property back,and our "leading the modern world technology" is taking a dump,what do we tell him/her/it?
How does we complete da field turn over? Inquiring minds gots to know.

Annnd if the prisoner is wanted by another jurisdiction and we inventory his/her/it's property in Sheekago,(garden in the park,home of the bean),now,the med-student has to travel back to our garden city to retrieve his/her/your choice,belongings.
I plan to make a copy of the inventory and have the mope or the mopess sign same. Cover ur ass and keep the signed slipes in your locker. When the C. R # comes down you have thier signiture agreeing on inventoried property! Suburbs have been doing it that way for years. RELAX and enjoy the down time. No I'm not a dog but you can't change the policy. C.C.S.D. made the change and we have to go along with it, along with every department that send people to county. Have your arrestee's call home or friends and have them come get their shit............they would probably rather do that anyway than turn their shit over to us...........who wants to inventory their nasty shit anyway.............

A gold star addressed our roll call yesterday, and was pretty straight forward with us about this order. He said he could forsee the scenario of an offender being locked up with a vehicle and the property 'ending up' in said vehicle. Of course he forgot to mention that personal property in a vehicle is supposed to be inventoried by G.O. too.

Already saw a problem last night. saw officers lock up dude and then give his "extra stuff" to his homie who wasn't under arrest - wait til dude complains and CR# is generated.............
There are 8 things they can keep, you forgot keys. Also don't let the desk dogs bs you into thinking thats its your respponsibility to do a "form 54" to return the peropert back to the arrestee. The order is clear, "a field turnover (electronic form 54) will be completed by the desk personnel and authorized by the watch commander" DO NOT let the desk call you back in when your arrestee gets his I-Bond 2 hours after you go back on the street to do it...THEY DO IT!!!

Let the desk crew deal with it - that is in between talking on the phone, eating, playing on the 'puter, abusing citizens wandering in looking for service and ignoring the dispatchers pleading that a copy of the line-up be faxed over.

This is the result of the IDOC not taking the property from the county. 10,000 inmates in county jail equal tons of property there stuck with. Same rule applies to all 120 police departments in cook county and the Sheriff's PD.

Oh My God! Yes it will be a total cluster fuck. Yet another thing to slow the process up of making an arrest. The good ole days of knocking out an arrest is long over. Now it averages about 2hrs + and now even longer, now that I have to inventory everything under the sun on top of the inventories I already have for the arrest.
Their is no room in the so called "bulk storage room" now, so where the fuck is all this shit going to be put.

IDOC has no authority over CPD, CCSP, or any other entity. They have authority over THEIR own prisoners, Period!

Once again another new order or policy written by a downtown empty holster M/F'r who has no idea what we have to deal with in the districts and probably could care less. Just another example of headquarters being completely out of touch with reality.
Our bulk storage in ___ is all ready to the ceiling.( ERPS are you there ?) We have unsecured property laid out in our garage. This is because County had too many complaints allegedly. My answer "Stop hiring gang bangers". I smell lawsuit. We have had illegals hired to clean up our building who are now on the run. We have clean up personnel, and any number of workers in and out of every area of the station.. people with no ID just walking around. Who may I ask is going to take the rap when 1 of my prisoners property goes astray laying in an alleged secure area that is not secure. Hell our CPD bikes have walked away... but in all fairness they were kept behind a secure door that was broken for 6 months and was wide open. This department is the most disorganized, wasteful organization on the planet. Hell the fire inspector was turned away because they " whomever that is" were not ready for the inspection and Yep you guessed it he was told to call and make an appointment. Tons of paper stacks everywhere and again there is the "bulk storage area filled up with everything you can imagine". Our BIG BOSSES NEED TO COME WORK IN A DISTRICT FOR A MONTH EACH to see what the hell is going on... work every job description and then tell us how greatful we should be. Until that happens I will always turn a Respectful deaf ear to the big money makers aka our bosses.
ok, here's a simple solution. allow prisoners to hang on to wallets, cash, anything that they cannot hang themselves with. Or, install a foot locker INSIDE lockup...allows lockup keepers to inventory this junk, and in a spot where prisoners can see their valuables locked up to boot...when they get out, the can sign their stuff back right out of the clink...

Form 54's are done only when the property is already down at ERPS. Otherwise, it is a Field turnover, and the prisoner goes directly to the Desk Sgt to get his stuff back.

This is not really anything new, however it is being done becaus the county won't take any of their stuff anymore.
Previously, this was to be done by the lockup keeper, now it has to be done by the field arresting officer, just another hour or more added on to the processing time....

Whats new about it? just that the arresting officer has to do it. Just because the lockup keepers never did it, and traditionally did not follow the order (over the last 30 years and I am sure more)to make sure it gets done, the beat / arresting officer has to do it, and the desk sgt. can do the field turnover....

In all seriousness, the above advice is right on the money. They should have to sign when we inventory property as well as when it's released, other wise, well..you figure it out. This is just insanity.
Will somebody, anybody, downtown, puleeze put a stop to this. We don't have cars as it is, now a car will be down forever.

Presently the money safe is in view;the drug drop is in view;the inventory closet is in view; bulk storage, in most cases is not in view. It doesn't take a med student to figure out what's going to happen.

THIS SUCKS. So, the Cook County guys can't stop stealing from theses assholes and now we have to do four hours of inventories, NICE.
Helpful hintfor the seperate inventories.
1. after the first inventory is complete,approved, do a search on that inventory.
2. When you bring it up off the search, click on that inventory. When you click on it, the inventory will come up and a copy button is shown on the top of the screen.
3. Click the copy button and a new item selection will come up. Enter the item and hit save/submit and your done with a new seperate inventory.
Saves the headache of re-entering everything. But I rather have the old inventory books back for this shit. My quess is that alot of assholes friends are going tobe holding Joes shit, when he gets locked up.
Be careful and take care of each other out there, we don't have anyone else out there, watching our backs!

The County Guys are not stealing anything. The storage is gone. They have to follow the state guidelines for property in regards to convicted felons being sent to IDOC. Besides, after SOS, TRU and the lock up keeper get their hands on the stuff there is nothing left for them to steal. Ask the keepers from area 3 with the CR # they got a few days ago.
Everyone is quick to blame everyone else. This is a job. Nothing more. We are paid by the hour right?????? Kill 'em where it hurts. $$$$$$$ 15 minutes a day, just 15 minutes a day....it all adds up.
Stop whining and actually look at the circumstances surrounding orders. Its a classic case of City / County knee jerk reaction to a situation that was created long before most of us even thought about taking the exam.
It will work itself out with some time.
Besides the State won't get away for this for long. As I see it, once you convict a clown, all his shit should go with him. The state should just destroy the shit that can't or wont b picked up by the "community saint's" family or homies within 90 days.

Maybe they are the smart one’s that have been there, done that, and now inside looking at your dumb ass crying about what they are doing.
Waiting in line to log a prisoner in….how many times have you gotten your ass chewed out for forgetting that.

You're exactly right. When I came on 25 years ago you'd get some asshole who'd act the fool and John Citizen wanted him locked up. There was a pre-printed Disorderly Conduct complaint where you'd just fill out the arrestee's name and check the appropriate box to fit the charge/offense. If you wanted, you could call for the wagon and, while waiting for it's arrival, you could grab an arrest report, fill in the shaded portion, a brief but concise narrative and hand him over to the wagon crew. You could stay on the street to handle jobs.
Fast forward to today.... You grab someone for the same disorderly conduct charge. Supreme Court says pre-printed complaint is unconstitutional. Not so big a deal. Write or type out a narrative (which in many cases is IDENTICAL to the wording on the old pre-printed one) and take Sally or Sammy into the greystone motel.
Automated Arrest is anything but automated. Between unnecessary pull-down boxes and having to find the EXACT way to enter the information, it can be very frustrating. When entering automobile info, if you happen to have an unusual or obscure vehicle model, the program almost fights you and you have to sometimes put in either vague or inaccurate information.
Then they want you to list every bump, dimple, mole, tattoo, piercing, prosthesis or abnormality on your prisoner. Can you say "Pissed off lockup crew?" Now they've gotta photograph all of it.
Finally you've gotta play the "what will the desk sergeant/watch commander use as an excuse for making me re-do the whole thing?" game. I work the 3rd watch. Our 1st watch desk sgt hates the 3rd watch and loves to officiously pour over the arrest reports like HE's going to have to prosecute the case.
I was always taught that the narrative of an arrest report is to state the probable cause ONLY in order to effect an arrest. Each desk sgt or W/C now establishes his/her own kingdom and want you to add all sorts of shit that DOESN'T belong in an arrest report. Remember, the STORY goes in the case report, the PROBABLE CAUSE goes into the arrest report.
Now this inventory nonsense. Put all of his shit into a bag, seal it in front of asshole and label it as "prisoners property" and you're done. If the bag gets opened after it hits the lockup, it's out of your hands.
GOD FORBID you have a juvenile arrest or someone that has to go to Central Detention. We use that ridiculous JISC Center to process our juveniles. I can't imagine a more poorly-run facility. As soon as you walk in the door they want you to do an "intake report" which repeats almost EVERYTHING you've entered into the arrest report. A classic example of DOUBLE WORK. I've never seen any General Order or directive that mentions this report. Some desk jockey came up with this to make it look like they're really doing something. They ask you over and over if you've contacted a parent or family member, even though they have a "secure" facility. If we made a juvenile pinch in the past, we'd hand him over to the desk sgt and he'd sit Little Tyrone behind the desk in a corner and tell him to shut up.
Central D is a nightmare. Lazy gets a new definition here. Walk in with a prisoner and about 5 or 6 pairs of eyes look up from the newspaper, TV, smut book, nap, etc to see what you've got. Then it's a flurry of inactivity as they go right back to fucking off. If you have a female, some 2-stooler comes shuffling to the cell door and asks "are you sick? are you injured? have you ever attempted suicide" over and over until the arrestee gets it and feigns the cramp, ache whatever that will ensure she won't hafta spend any time on a cold cell bed but a nice, cozy hospital bed at Northwestern or Mercy.
All of the above conditions exist because BOSSES DON'T MAKE ARRESTS. If Dana, Phil, Terry, Matt or any Supt ever stood at the JISC or Central D and saw the colossal waste of time, heads would roll. Captains, Lts and Sgts forget what it was like to be the po-leese and lend no sympathy when you try to tell them how fucked up the entire arrest procedure is. And, miraculously, people still get arrested and even MORE miraculously, actually are convicted!
The fact that people get arrested in this City has nothing to do with some sort of "systemic efficiency" of the CPD but because of individual efforts by individual policemen; hard working men and women who actually are willing to suffer through all of the BS an arrest entails. How long would any of this nonsense exist if Chiczewski, Risley, Williams etc had to make out unnecessarily long-winded arrest reports, play the back-and-forth Desk Sgt/Watch Commander ping-pong game, spend all kinds of time with E-Track and then bring them to either JISC or Central D?
It's said that we're in an "80/20" game. 80% of the work is done by 20% of the Dept. I see great, courageous cops every day working hard to make substantive arrests but most guys and gals are so overwhelmed by the bureaucratic bullshit that more and more they're looking the other way. God bless the CPD!

What makes the situation even better, this Department doesn't have the medium sized inventory bags. LOL

See your front office. They are the ones that have to get up off their asses and go to equipment and supply. Or would that interfer with shopping and their manicure?
It's real simple tell the arrestee that they need someone to leave their property with or you've got to inventory it and there's no telling when they'll get it back. They immediately come up with somebody to take it. Tried it in 003 and of the 5 arrests made only had 1 inventory for their crap. By the way the county was sued and lost thats why they won't take anymore property.

Thats what happens when you have uneducated mopes running the department. They can't even come up with an ounce of common sense. Inventory items on 3 to 4 different inventories for a guy thats going to get out in 2 hours. He will be clear and ibonded before the inventories are even approved. NOTHING SUPRISES ME ANYMORE WITH THIS JOB. JUST KEEP PAYING ME.

As a member of a South Suburban police agency, we are also suffering from this directive. Property storage is the problem, however, I-Bonds are looking better everyday!
