No Manpower Shortage?

    Love the blog. Been following your posting and your readers comments about manpower shortages. Attached is a scan of the First Watch sheets from 05 September of this year. Ya think we're a little short handed?

We checked out the sheet he sent. Then, since we didn't need a copy a few dozen star numbers floating around the internet, we blacked out a bunch of stuff and high lighted other stuff. Purple means a down car. Green means a car operating 10-99 (one man), which, according to various sources, isn't supposed to be done during hours of darkness, unless the officer is allowed to waive that? We don't know if that's a rule, regulation or contract letter of agreement. Someone wiser than us can tell us in the comments. Here's the scan:

That shows a district down 10 bodies. On a week night. A month or so ago.

So here's your project boys and girls. Find the sheets (midnights especially) and count how many cars your District is downing on a regular basis. Then maybe someone can take those numbers and stuff them in the throats and asses of anyone who claims we're at full strength.

Maybe daley can buy more expensive trucks like the 60 he bought just to use to ferry out clout people to the O'Hare construction area! shortages...look at some of the districts, calls for service vs. "backlogs" (i.e., no cars available)....citizens/businesses wait, and wait...for police service, sometimes getting NO police service...that's the reality of it all, not enough police units in the field to respond to all of the calls for service...the cops in the field see it....35th Street ignores it...the 5th floor at City Hall is not smart enough to appreciate it...city voters continue to vote Democratic...

UMMM, for a midnight watch that actually looks pretty good. Having as many 10-4 cars as you do you should feel lucky. And actually having a 14, 15, 34, and I think 35 is pretty good too. I worked in a district (cough cough 019) that on mids has damn near every car 99 and has no 14, 15, 24, 25, 34 or 35 beat. I know thats a slow district but this still is the shitty of Chicago and arent all officers protected by the contract? There were some nights there EVERY beat car was 99 and as many as 3 or 4 were downed. gotta love it

Those of you who work in Personnel at HQ and have access to the REAL number of PO's....post it.

We can then take that number and subtract all at HQ, housemouses, detectives, clout goons in secret little units/spots, etc. and get the rough number of PO's on the street.

I goddamn guarantee you it aint 13,500. In fact I am willing to bet it is under 8,000.

Do I have any takers?

great posting that... now try and get time-due. the p.o. that sent that to u is a piece of shit. on 1st watch in 011th, they give you whatever time due you want. sometimes u have to take a few more calls and sometimes you're 99. but when you need a day, you get it! never denied. just shutup and go find a hole. that's all. this is an informative site, and i like it, but to those who come here to rat anonymously. go fuck yourselves!

How about a certain northwest district with two rapid cars. FIVE cars not manned and one of the rapids sent to the westside for half the tour of duty at the end of the night. WHY? WHERE IS THE MANPOWER AT? 13,500....I have an Olympics to sell you and I'll throw in a casino at no additional charge.

I see that this is for a Wednesday night. From what I remember in the academy they said that statistically more officers get killed on Wednesday than any other day.

I worked midnights in 011 for a few years and the watch is very close knit. They have to be really close because we are undermanned and we only have each other to count on. Please reveal the real number of P.O.'s working in the city Mayor Daley before someone gets killed. The city needs to know that the real reason homicides/violent crimes have risen lately is because we don't have enough cops. Someone help us

I worked at 35th street while I was pregnant and the word around the office was that we had around 10,000 coppers in the city. That means we are short 3,000 cops who could be out there answering calls and stopping garage burglaries and muggings. When is enough enough?

I got an idea. Let's start another company of useless TRU officers to patrol the level 2 doc. They are elite afterall.

I backed up a TRU car on a traffic stop tonight. They ended up having three on the trunk. I stoodby in case they needed help. The driver officer reached for his handcuffs which were loose on his belt behind his back...he handcuffed his own cuffs to his belt. And couldn't cuff the bad guys. He casually reached for his cuff key as i watched and tried to unlock the one cuff that was locked to his duty belt behind his belt to no avail. His parnter must have had 2 sets of cuffs and secured them. He seen me watching and walked away to the sidewalk. I drove away. Yes...they are the elite.

Gotta love the pre-planned incident control team. I certainly hope nothing hits the fan, because according to the sheet, the incident control team consists of two cars that are down. Not only is the district short, but in the case of a real emergency, the incident control team would be sent 2 cars short.

What's the difference, there is a Lt. there on 3rd watch that sent a p.o. home for not shaving a couple days ago, so his manpower couldn't have been that bad that he would lose a body because he didn't shave. What a fucking stroke job, he will kill this watch....

Lets see. We have to send beat cars into the station to grab the squad roll (We use to have one squad roll per sector 3!) Most semi-busy districts are in a RAP more than Ice-T and Foxy Brown. Many P.O.'s are denied CU time. But we are at full power and all is well if you ask any boss. That's because nobody will tell any person with rank that things are all screwed up. All they tell the bosses is that WOW WHAT A GREAT JOB YOUR DOING AS THEY HAVE THEIR NOSES UP THEIR ASSES!

Back in the 90's, I had the pleasure (sic) of being a sgt. (3rd watch, late car) in 011 with a lot of good young P>O>'s working WITH me. The same thing;at roll call we would remind them that around 2300 hrs. when the early cars went in for check off and the early midnight cars have'nt hit the street yet, it was a much "thinner blue line" and to be "very, very, careful". Things appear to have gotten only worser.

All the whiners complain about so called manpower- as if they are experts. When Jane Byrne was mayor, she froze hiring. There was a real shortage. You worked a one man car or you were off the watch. Oh, and we had real crime then and more calls than we could handle.

The problem is not manpower, the problem is policy- send a car on every call, no matter how ridiculous or silly; send a car.

Now you want it both ways. You want manpower and you want to take your time due when you want it, regardless of manpower needs. You people are really something; entitlement babies, just like the welfare people.

If you follow the news and current lawsuits actually WON by the FOP, you'd realize the City ISN'T permitted to make up the shortages by denying Time Due. They either have to down the car (a political hot potato for coverage issues) or pay officers time-and-one-half on their RDO's to man the car. We don't see that as a bad thing. Plus we get to prove Daley and 35th Street liars. Again

True story! On Friday, a 023 district 2nd watch officer wrote Alderman Tom Tunney a traffic ticket for using his cellphone while driving. The officer is a softball, but I applaud his zero tolerance enforcement. Commander 023 received notice of this and demanded that the Alderman's DL be returned to his residence. Cmdr. Yami was very upset and this officer will now be shipped to midnights due to enforcing the law against a connected person.

Not that this is a fix, - the department needs to be brought up to strength - but stop sending the police to every request that could be handled on the phone. ie. burglary, theft of auto, cdtp and everything else that is not in progress.

To the gen x,y,z-ers, you are the police. If a job requires two p.o's then wait for the assist, put it on the air. You do NOT have to get hurt for the job.

Many moons ago in a very busy south side district there were many nights all 99, with one wagon. This is pre-rapids, just beat cars. Talking to friends in other districts at the time the same was often true.
Time-due was plentiful, no one
really bitched. We backed each other up and took our time.
Safety first.

You can write paper all day justifying this.



FYI, the big difference was, we rotated so each watch had a good balance of po's with various amounts of time on the job. You x,y,z-ers suffer from not rotating watches. The camaraderie is not the same.

I worked 1st watch in 011 for 5 years and we were always short like that but we always had great bosses and good Sgts. and everybody usually backed each other up. Time due wasn't hard to get either, but I could never understand why some 1st watch districts like 013 and 012 had 06 cars and 2 or 3 traffic cars up on the same nights we were thin. I think if that if neighboring districts are short or over-manned they should be able to balance the manpower out by borrowing extra P/O's from other districts or hire back for time and a half because our safety should never be compromised!

The west side of 8 has been neglected for a while. It's not the P.O.'s fault crime is picking up on the west, tax-paying, end of 8. Last week, two ten-sector cars were down, a 30 sector car was down, and one of the 20 sector cars was the wagon. Beat 812 was getting pulled over east of Kedzie to answer calls leaving G/R and Clearing with-out police service. Any tax-paying citizen living west of Cicero should start complaining to the alderman or let Summit Police incorporate the west end of 8 so we can start getting police service / protection over here before it gets any worse.

the number they give is always including the detectives, house mice, and clout units. they will never give you the number of who is in patrol. do it yourself on the pc . it is easy.

take a peek at the sheets on third watch in 020. they NEVER have any rapids,,and the beat cars arent all 10-4. They have roll calls at 3pm and 4 pm only..with a handful of people..Hmm I know it is slow there..but what happened to officer safety??? Dispatch routinely sends 99 cars to residential alarms, susp vehicle with occupants...etc etc . YOYO there- YOURE ON YOUR OWN

Nobody ever said 13,500 were guaranteed for patrol. You think there shoud be over 500 P.O.s in each District? No dic's, E.T.'s, etc? Why is 13,500 such a magic number for beat cars? It's a number the city came up with, so why is it legit? SCC you sometimes post some interesting stuff, but most of your posters are whiney-ass reactionaries. I can read your post and predict 75% of your reader postings.

The meida should also pick up on the fact that by dept. rules If detailed out of your district to any unit you will be carried by the district until 90 days, after that you will be assigned to that unit then. There are P.O.'s in units for over 10-12 years and the district which he/she is from is STILL carrying them on their ANA sheets. SO downtown can boost that ALL districts have the correct manpower. They only follow the rules WHEN it is good for them. Something has to be done. 3rd/1st watch are ALWAYS short no matter what district.

SCC: Riddle me this! Do you think the Dept. will pay a P.O. on RDO time and 1/2 to man a car? If the rule states time due must be approved 48 hours in advance, do you think a WC will approve the multiple requests for emergency time due, received an hour before start time? Do you think there will be any informal acceptance of the late call, " Boss I'm running a little late". No the answer will be, "If your'e late here is your SPAR". "If you don't report for duty, due to any of the many excuses, answer this AWOP. Oh! how about the city getting rid of C/U all together. Officer you worked overtime, here is your pay. I know, I know, the FOP won't allow this! I know I have faith in the FOP, NOT! Well ask the 35th St. crew if this isn't under consideration. Well anyhow, thanks to the few who sued and our stellar FOP, this job is nothing more than a factory job! Gotta go and get in line at the clock to punch out.

You can claim that this federal district court ruling prevents the dept. from blocking time due, but that is a LONG way off. Even the judge told the city and FOP to work out a deal; and, if the city appeals, it'll be years before this gets sorted out.

In the meantime, you put a lot of heat on some good coppers.

In the 90s as a dispatcher covering third/first watches, this was already a regular occurence in 011 on weekend nights in the summer.

It was weird having sergeants taking paper for shootings, and the troops on 1st watch in 011 at the time were as good as they come. But my impression was always that the shortage there was due to liberal granting of time due, and a failure by the city and Hillard to adequately (over)staff the watch knowing how much time due was being accrued in 011.

First watch in 011 was notable though. Some nights you'd have more shooting victims than police working the streets at 0200. Definitely could not say that about any other district and watch.

For starters so you don't use TRU or other units as an excuse, years ago - we too have lots and lots of units manned to the hilt.

I worked in Englewood years and years ago. We had every car up and manned 10-4. There were anywhere from 2 wagons up, 2 traffic cars up, 3 incident cars up, hospital car up, a park car up, a full desk crew, extra man in lockup, a mall car and yes even foot posts. Thats including troops detailed out to units.

I love hearing the district go into a backlog and shortly afterward officers asking for pod or curfew missions. Same with all the BS anonymous disturbances, truants, and kids smoking pot in public. The only dispatcher that can cheer me up while dispatching all that BS is George working 25. You may say I have it easy working 3rd watch in 25th but it ain't so.

Citywide anywhere from 375 to 750 officers working the street on the 1st watch. Doesn't seem like a lot. Daley is more concerned about the planters being pruned and watered and flowers planted in Grant Park than with the security of the city. But he doesn't need officers because his cameras can take the place of 10 officers and not hit the medical or ask for a raise. Daley can't outsource the police department, but he has figured out a way to work with less. The 13,500 figure is used for budget purposes. Since the department is short, where does the money allocated for the officers not on the job go? City budgets for 13k but only 11k really on payroll, 2k ghost workers is a lot of pay going someplace. Any ideas?

Dept is already reviewing historical data on the time officers take on specific jobs and compiling a time frame, for each call, for supevisors to do follow-ups. Apparently the safety of your fellow officers isn't a concern for you. But, I'm glad you get your time off. Check out the sheets on midnights in 018 (you can say it is a slow district but until you work there on midnights you will not understand). The entire 20 sector (Cabrini) is down and there are usually at least 5-8 one man cars. Don't care what anyone says about not being able to get time off - IT IS NOT SAFE!!!! Maybe this is exactly what this city needs - some honesty from the people actually out there doing the work and being abused. I love my job and won't complain about it, but I love my life more and my safety and the safety of those I work with is #1 to me at all times.

I backed up a TRU car on a traffic stop tonight. They ended up having three on the trunk. I stoodby in case they needed help. The driver officer reached for his handcuffs which were loose on his belt behind his back...he handcuffed his own cuffs to his belt. And couldn't cuff the bad guys. He casually reached for his cuff key as i watched and tried to unlock the one cuff that was locked to his duty belt behind his belt to no avail. His parnter must have had 2 sets of cuffs and secured them. He seen me watching and walked away to the sidewalk. I drove away. Yes...they are the elite.

I work midnights in 011 and I remember this day. Our unit had a golf outing for an injured P.O. that morning (04SEP07). So as you can expect, most of the P.O.s' on the watch took off for this reason. We raised a lot of money for this P.O. and were thankful that so many showed up to contribute. And as 10/14/07 0130 pointed out, on midnights in 011, we've been lucky enough to have some
really great bosses who wouldn't deny our time-due requests. For those who worked, I thank them. I'm sure they feel the same way when they take off and I'm working. Whoever sent that sheet, shouldn't have ( my own opinion ). We take care of ourselves on midnights in 011. Even when we are down a few cars, you ALWAYS have backup on your jobs. Plain and simple. This might not happen in other districts, but then again, that's why I still work here instead of bidding out. Don't take this SHEET as anything more than trying to help a fellow P.O. out. Most P/O's dont have any FLSA time. TAC or specialize units may earn enough comptime to have FLSA time. The FOP seems to imply that it applies to all comptime this is just not true.

From an OEMC dispatcher: The 3rd watch, not the 1st watch has a higher volume of calls. Therefore from the calltaking perspective, 3rd watch cars are the hardest hit for handling dispatch calls. Thats a fact and it may be a big reason why 1st watch gets shorted when it comes to manpower--2nd watch provides visibility for the public and 3rd watch actually has higher call volume to deal with so the logical thing is to short 1st watch when theoretically less is happening and no one is awake to pay attention. As a roving relief dispatcher who works overnights, i can emphatically agree that almost every single district is undermanned on 1st watch. It is not unusual to see 2-5 beat cars down in any given district (the exception: some districts do have traffic cars on 1st watch). I have long wondered when the press and the public will figure out this smoke and mirrors game that is constantly played within the city when it comes to OEMC and CPD

Midnights in 019 is so over strength that it is embarassing. The have every car manned and frequently many two man cars get zero (-0-) as in NO jobs all night.

1st Watch in 019 has so many bodies they keep two sets of sheets, only one set having the true cars put up and the other public sheets which show a lesser amount. They are probably the only district to have two sets of sheets to hide a manpower SURPLUS.

This is not a joke, ask 1st Watch Officers in 019. The district as a whole is down from authorized strength but it is the other watches, mainly 2nd, who suffer for the excess of manpower on 1st watch by being even more shorthanded.

So whatever shortage there is, it sure isn't on 1st watch in 019. The vacant lot at one well known hole looks like a police parking lot at night.

CPD is hurting as far as manpower goes, but I don't think even Mayor Daley would threaten to lay off 90% of the Chicago PD. Imagine if all Rapids were up, two wagons (72 and 45S), two Tact/Gang Teams etc. Wow, i'd like to hear 842 and 847 on all three watches for a change. Screw the petition, demand the District get manned. No more "Daley for Mayor" posters until he put's up. Do the same in 16, 22 as well. When I was there we had all the cars up as well as 2 06 cars and 4 on the desk and dont forget 10 20 and 30. sometimes you would even see the capt and fld lt in the same room. A LOT of good coppers were there when I was there going around the clock. HECK how about an Albany Inn reunion.

Then Z got there and the mass exodus started then after that TRU.

I backed up a TRU car on a traffic stop tonight. They ended up having three on the trunk. I stoodby in case they needed help. The driver officer reached for his handcuffs which were loose on his belt behind his back...he handcuffed his own cuffs to his belt. And couldn't cuff the bad guys. He casually reached for his cuff key as i watched and tried to unlock the one cuff that was locked to his duty belt behind his belt to no avail. His parnter must have had 2 sets of cuffs and secured them. He seen me watching and walked away to the sidewalk. I drove away. Yes...they are the elite.

It is only FSLA time that can't be denied. check your time cards for the last 20 years, which is how long the FSLA rules have been in place. If you have even ONE hour of FSLA time on the books I would be surprised. No one will have accumulated ANY of that type of time because it is the FIRST time that is utilized when you take time off (per FSLA) and if it sits on the books for too long you MUST be PAID $$ for it. In other words, you can't bank it indefinitely. Non FSLA time (which is that earned in actual time up to 171 hours per month - not time and a half but the actual time you work, like 1 hour for court etc.) can be banked, and does NOT have to be granted ...

True story! On Friday, a 023 district 2nd watch officer wrote Alderman Tom Tunney a traffic ticket for using his cellphone while driving. The officer is a softball, but I applaud his zero tolerance enforcement. Commander 023 received notice of this and demanded that the Alderman's DL be returned to his residence. Cmdr. Yami was very upset and this officer will now be shipped to midnights due to enforcing the law against a connected person.

To get the tru number assigned to patrol- go to the data warehouse personnel reports. Run District 001 for code 9161. Repeat for every district. Cross off all names detailed out. That will give a rough count of all POs assigned to patrol. The only extras which will be included will be desk, lockup and office people. Figure 3-5 per watch for desk and lockup. 5-10 for front office and CAPS (adjust for your specific district). The final count will be a pretty fair estimate of actual street police officers.

Not only is there a manpower shortage, all the new systems they'd created, (and our very sufficient training on the I-Clear system of 1 day) are too long and entailed. SO even if any district were fully manned, if you have 3-4 cars down processing an arrestee, for even something simple as theft it takes at the very least 2-5 hours to complete all the "computer" arrest, inventory of evidence, inventory of personal properties - money, jewelry, anything else, etc., name check, Investigative Alert checks, And, if the arrest is a juvenile or female arrestee, double that time now for transport. AND if it's a felony, that car is down for the tour and most likely running into o/t.

SO, not only are manpower shortages a problem, all these "new fangle" tools to make our jobs easier, are just too screwy!!!!

When anyone with computer knowledge makes a program that you cannot get past the next box without clicking on their "help" flashlight has NO computer knowledge whatsoever.

When someone takes a one paged arrest report, and now makes it 5-8 pages long, with 27 steps to complete, and the inventory book that would take all of 5 mins to complete, now has 8 steps, and all the "glitches" not ever reviewed or corrected by anyone is just so stupid, I cannot process the information, muchless view it as a good idea that will be acted upon, muchless have a department of our size use such "TOOLS"

I really doubt that this sheet was submitted to you by a 1st watch officer, but in reality you can't have it both ways. Either time due is granted liberally as was done on this day, or all the cars are manned. Every one on this watch understands that time is granted whenever possible and those working will pick up the slack. Besided if you run the numbers for the district you will find a large excess of bodies on the 2nd watch that have been cherry picked for furlough relief and never returned to midnites. So the 1st watch may be a little short but the excess on days more than makes up the numbers. I think this sheet was sent to you to stir up trouble becuase other watches in the district don't have the sensible time due policy as the 1st watch.

You would be a LOSER, that case hasn't been finalized, and it seems that you have the WRONG idea about it too as several have posted. If you have ANY FSLA time on the books, which is highly doubtful, THEN the city can't deny it, however there is no policy in place nor is that suit finalized. There will have to be an agreement between the city and the plaintiffs before any policy is in place and before the results of the suit are enforced... This could take years. In the meantime, check your time card to see if you actually have any FSLA time on the books. It can't be kept more than a few months after which the city PAYS you for it... check it out.

Lets see a boss do the right thing for once and quit catering to the crime. There are good hard working TAX paying citizens who deserve more than 1 or 2 cars for patrol in an area twice the size of 007th district! Yes........there is crime over here and if you were over here maybe you would know instead of worrying about us always complaining. Lets start west of Pulaski and make our way to Harlem. For starters.....how about the 2 jaggoff brothers and cousins from Leclaire courts driving thru sellin from their mouth workin off the phone and always, always puttin a beef on PO's when they get stopped or arrested? How about PO's windows getting broken on their vehicles or the tagging or the burglaries or robberies or the Midway kings or Latin kings or the Latin Saints or the S.D's and on and on and on and on! Or how about backing up your working police instead of making them false promises? But Im sure you dont want to hear all of this because you are busy, and we need to stop our whining. I know pressure from downtown can be a bitch but cmon. i would like to see you tell your watch commander to go fuck himself when he denies you a day off. cite the court's decision and file a grieveance. let us know how that turns out for you.

Yeah, I would love to see that one, since the court decision is not final nor binding as of yet...not to mention the little FSLA details that everyone keeps trying to ignore.

the 14th dist and the 17th dist lies about the cars on the street, when they don:t have enough officers to man the vehicles they put the inside officers on the vehicle to make it look as if they are on the street yet the vehicle never goes out. Commander Dulay always did this in 14 then continued the scam in 17.

are you talking in past-tense about 014? Because I know for a fact they have EXTRA beat cars on midnights. 1406, 1412a 1413a,1422a, 1423a, and sometimes even more.

However, did they get rid of the bar cars? I didn't see them up this past weekend.

He casually reached for his cuff key as i watched and tried to unlock the one cuff that was locked to his duty belt behind his belt to no avail. His parnter must have had 2 sets of cuffs and secured them. He seen me watching and walked away to the sidewalk. I drove away. Yes...they are the elite.

I hardly ever see 011 in a rap. districts in raps the most as follows: 004 006 007 008 are almost in a rap every night. I looked up 009 tonight and it had 916, 917, 918, 926, 936 and a few other cars. THOSE ARE ALL EXTRA CARS! Why does 009 have so many extra cars and not aforementioned districts?!

009 is the funniest district on the south side. Ignore the blacks that border 007 until something big happens, laugh at the mexicans with their gang fight stupidity, and eat for free off the whites in your district who like the police. Home to clout 009 does what they want when they want. Which is good for them just don't get on SCC and compare 009 to 007 011 or 015. You are far from the all black drug lands of those districts. 009 is the slowest and smallest of the three southside mixed race districts 008 004 and 009.
