- A Cook County jury on Friday awarded $1.58 million to a former high school principal who was falsely arrested in 2002 in front of about 300 students at a school assembly. Police arrested Cheryl Marshall Washington, 63, of Chicago after responding to a fight among students at Dyett High School on the South Side.
Police said Washington falsely claimed a student had a gun so police would respond more quickly to the 911 call. Washington said she merely reported what she overheard a student say.
Prosecutors dropped a misdemeanor charge of disorderly conduct against Washington in 2003. City officials also dropped a civil lawsuit against her.
Spokeswoman Jodi Kawada said city Law Department officials are considering whether to appeal.
Notice the subtle changes. We seem to remember the principal made incriminating statements about telling tales of someone having a gun because otherwise, the police took too long to show up. Suddenly, the ASA drops charges, the City drops a civil suit and then this asswipe gets a million-and-a-half? You better drive lights and sirens to all these gun calls lest you be on the hook like taxpayers are every time some ghetto principal can't control their school.

You may not want to hear this scc, but there is good reason the city and state tried to make this case go away from the get go. Once they interviewed the a/o they knew there would be problems and knew what the defense could easily do to win this case.

The city is going to appeal what? They dropped the suit. The SA's office dropped the charges. Guess what? You have, by a preponderance of the evidence, a false arrest- her statements mean nothing with out the conviction.
By dropping the charges and the suit, she was, in effect, not guilty of anything- includi9ng irresponsible conduct. BTW, no principle will ever be prosecuted for anything short of pederasty in this city. They are too powerful.

I seem to recall a new principal at Harper High School at 64/Wolcott, who thought that the police presence was not condusive to the childrens education there. After a few riots/fights/proms gone way wrong (all within a month...), her opinion changed completely.

To the above poster,you are obviously one of the dogs in
the duece and probably a dog in the ghetto house you live in, that agree with making false calls for faster police service. That is probably how you were raised in your ghetto neighborhood.
Is it true that one of the key police witnesses said one thing at the scene and then changed their story just before trial.
Another example of how meritorious promotions, key witnesses in this case, f'ing up the CPD!

If someone is arrested and charged with a crime, and later it is determined that it was wrong, then there must be some type of award or compensation for that person. I just don't understand how this person deserves such a large settlement. How about $10,000.00 and let's move along. This is why we are paying through the nose for everything these days. Where is the accountability?

Here is the cycle of a student and teacher from the Chicago ghetto in the CPS for the liberal suburbanites that venture onto this site and wonder why there is such a problem in Shitcago:
The majority of teachers in the CPS sysytem went to a shit grammar school taught by retards that just wanted a paycheck.
They then went onto horrible, gang & drug infested, violence prone public high schools where the average ACT score citywide is under 13.
After feeling all edubacated, they went onto Chicago State University which was taught by products of chicago public schools who are truly substandard.
After getting that college diploma, they apply thru reverends to be a teacher in the CPS system.
They get hired and after getting an easy Masters Degree from Chicago State, they are promoted to principal and blame the police for their students not getting a good education because of the gangs in the neighborhoods.
And now they make false calls to get the police to the school faster and sue the city when they are called out on the false, criminal calls.
And the cycle keeps on going and going. CPS products attemting to teach children that are begging for a chance but will never get it because of this cycle of political patronage from substandard, uneducated, liberal, blame everyone else for low scoring student teachers.
I knew a teacher that could get any school they wanted if they passed out literature for a state politician. HAAAAA!
Next time a school calls a person with a gun, think twice about getting hurt trying to get there first. Like 99.99999% of person with a gun calls, its all BS from BS residents and BS principals trying to get police officers there fast to solve the personal problems in their lives that they put themselves in!!

The suit wasn't "dropped", unless you call losing at trial "dropped". The Corporation Counsel's Office didn't give the money away -- they took this case to trial. The $1.58 and change million dollars was a JURY VERDICT.
Hmmm, if it's true that the arresting officer was indeed stupid and arrogant she sounds like merit supervisory material to me!

Sounds like there was not sufficient documentation in the reports that were submitted to the Assistant States Attorney's Office to justify a prosecution. Folks that is justice. Justice does not have to be perfect. All Justice requires is that charges are approved or disapproved by competent authorities and that a judge/jury come to a decision of guilt or innocence. It does not mean that the guilty will always be found guilty! If all charges were dropped and this woman was arrested in front of her constituents with no charges being filed, the City of Chicago could have lost a lot more than the amount she will be paid as a result of the settlement.
It is like the OJ civil trial. How can you be found not guilty in a criminal trial and yet be found culpable in a civil trial. Two different legal processes with differing standards of proof required. In a civil process a sympathetic jury could have finacially smoked the city. It was a courageous call on the part of the corporation counsel. Based on the facts as reported on this blog this woman's attorneys could have convinced a jury in Cook County or the Northern District of Illinois to award penalties exceeding what she got from the settlement.
When I review my subordinates reports I always press them to write reports that are focused, well written, and exceedingly clear in reporting the facts. Poor paper results in felons making a mockery of the justice system.

-1st set of R/O and a SGT responded and left without arresting anyone
- after a couple of hours a rookie LT EVE (2 months)(acting watch commdr) came back and and wanted to impress us and make some name for herself.
-Pissing match between the Principal and the LT followed.
-LT ordered 2nd set of R/O who doesn't know what was going on to arrest the principal.
-Charges was drop against the bitch principal. (Why? Who knows, I guess shitty report? Same old ASA? Less work for them)
-Bitch principal filed a civil law suit against the 2nd set of R/O and the LT.
-Civil law suit was drop against the R/O.
-Lt was on the stand for 2 weeks and the bitch principal's lawyer had a blast with this stupid arrogant LT, which they did prove that the LT was as stupid as a rock and that she has never work the streets in her life.

Like the other post said responders handled the situtation using their descretion and left. Whihch we're taught and told to do. Hours later she devil lt heard story and went back like a raving lunatic and cuffed the principal in front of students and teachers and started a verbal ruckus=good defense witnesses. Then lt made a different set of young unknowing officers do paper on her arrest and told them the wrong things to write=conflicting stories. Then she pushes for felony charges which was rejected twice-by fel rev and by ads.
It was a combination of the two decisions made to not arrest and then arrest, the paper version of "lts version" of the first r/os on scene but who were not there second time back (those r/os didnt even know she went back), and the creme de la creme - lts ignorant arrogant pompous testimoeny and she showed a jury of peers that she was single handedly out to get the principal.
We all agree principal didn't deserve that much money. But pincham was smart enough to show all of the unnecessary stupid police moves and proved it by keeping dumb dumb lt on the stand.
Good thing Daley wants to raise taxes.

Lt Eve is a class act. She would stab anyone who got in her way. She was a legend in the academy with young recruits and now a highly respected commander in license unit. With her temper, it is not hard to believe this story. A million dollar mistake by a LT and nothing will happen to her. Future exempt material. She has been protected her entire career and never worked the street.

Almost EVERY call comes out as a man with a gun or men with guns... a fight on the street & EVERYBODY has guns but they cannot provide a description of any of the subjects. They ONLY know there are guns. Gimme a break. Uh Huh. I'm not going to rush to get there.
If there are multiple calls of persons with guns or a description, Then I will consider it a possible bona fide call.
There shouldn't be anonymous callers because when the call is bogus, the caller should be arrested.
If you want to get the principal into court, there are several ways to do it:
1. Physical arrest which nets her huge undeserved bucks.
2. Non-traffic citation which, according to the ILCS, can even be used for a felony. Some of the sgts still have the books, but you still have to get the witch to sign it (could be a problem).
3. Summons issued by the court and sent to the principal through the mail. Pisses her off, gets her into court, but doesn't net her a million bucks.
Which would you pick?

What is so great about taking a 19P and turning it into a 1.something million dollar loss for the city? No one got hurt going to that call, calls like that are made daily in the deuce, but the officers who got involved in the mess did get hurt along with all taxpayers who will have to pay for it..

Thank you Eve for the story. No need to use capitol letters. Since when has Lt. EG ever helped anyone out? Very vindictive person. Must have really impressed the jury that they made such a high award. If she acted professionally we would not have this problem? Instead her true colors came out in court and as a result the city must pat a large settlement for her incopmpetence. Using young officers to write your report? Shame.
