The reason they had to do so was because there is already a Merit List in existence from the 1st part of the 2006 Lieutenants Exam. Those who passed are placed on the Merit Eligible List automatically. So the City has no right to use the 2002 list when a new list exists.
This should also apply retroactively to the last class of lieutenants made. Technically, the merit picks should have been made from the new list.
The old list is history. DS does not like AZ (who does?) And so it goes.
What is with the E2 guys blaming the police for stealing? They should check the firemen they are the biggest bunch of thieves in the world. Someone should have checked their boots for jewlery when that fire happened in jewelers row a few years back.

I would like to thank Sgt. JG for this. He sent numerous letters to different people questioning the legality of this "one last class off the old list" crap.

Privatization is the answer!
A Private firm should be engaged to recruit outside leadership for the Chicago Police Department and oversee its transformation.
The firm would have to meet performance benchmarks in terms of how the CPD responds to crime patterns, address morale issues in the department (transparent promotional processes, deployment of officers, contract negotiations with the FOP and other advocacy groups, abuse of the medical roll, and begins to develop innovative methods to serve the tax payers. Preventing and uncovering corruption would also be an area that the firm would have to show results in order to receive payment.
The process would be akin to a private equity firm buying a company, fixing it up and selling it at a monster profit. Money talks and BS walks. If a private firm could address the above issues of concern voiced by coppers and citizens at a profit it will be done!
Even some of the federal agencies have had to undergo outside intervention. The FBI and the DEA had to be brought to heel. Their Internal Affairs and Professional Responsibility function are now completely under the oversight of the Department of Justice Office of Inspector General (OIG). Any investigation of a management level 1811 in the FBI or DEA is conducted by the OIG. The DOJ/OIG has the right of first pick regarding any corruption or misconduct investigations conducted by the FBI or DEA internal affairs investigative entities. Due to this policy the good old boy network in both agencies can no longer help out their cronies if they are caught in a less than professional situation or engaged in crimal conduct. As a result a lot of malarky has stopped!
A private sector firm being in charge of the CPD for five years would bring unprecedented change and progress. It would also be more palatable than the DOJ coming in to run the department.

I am just a working stiff blue shirt in the district. I usually work a rapid 3rd watch car, but bounce as needed. I don't complain unless they put me in the car with someone who is dangerous, as we all have a right complain about.
The SOS guys and gals hit the district today, and let me say I understand their frustrations, having been thru hell with my job before "THE JOB".
I just have a request of these officers. As district personnel, we know you are all angry. You got shit on for someone else, we don't begrudge you that. But please, you are still getting paid, you aren't laid off like the steel workers, you didn't take a pay cut, you aren't told to go away like the autoworkers, your not on the plane with the pilots and flight attendants...in other words, you have been subjected to an unwanted lateral transfer.
Please, we were always glad to see you guys hit the district. You not only worked, but you would help us with whatever we had going on. KEEP UP THE GOOD WORK! We loved you guys before, and we still do.
There is already word hitting the streets about some of you guys not working. I am NOT saying this is a blanket statement being applied to everyone, some of you have too much work ethic to screw off, we know this.
For those who have decided to lay down and be a dogass:

SCC did you catch ER tonite? The story was about 2 "auxillary police" getting shot and they caught the offender. All three ended up in the ER and the offender was hut and being cared for. Of course he's screaming how he hurts and how the cops want to kill him. But as the offender was being cared for they had an officer who was guarding him started to abuse him and threaten him. They portrayed him as being some psycho with a badge grabbing and hitting the guy right in plain view of the doctors. It ended with the officers partner who was also injured dragging and wrestling the "bad cop" out of the ER knocking over everything as they went.
Don't think for a minute that those writers in Hollywwod haven't been reading the papers and believing that the Chicago police are all thugs. Don't you guys have to guard the sets when they come here for a on the street scene? Maybe you guys should let them hear about how wrong they are?

Not true, they did this before when the 2002 lieutenants test was given and everyone had all of their results, not just part one. Everyone had their results from part two, and their rank order and a class of lieutenants was still made off of the test prior to 2002. The DC of 005 and the previous DC of 005 made lieutenant at that time. IF that is the reason let the litigation begin!

Thanks JG, if this is true you really started something because the city did the "one last class off the old list" when people had ALL of their results from the 2002 exam not just part one, and also had their rank order from the 2002 test. The proof is readily available. Past practices always prevail!

I work at 35th when dana is made or sooner his commander will be gone and so will his clout also!
TRU is not elite. I don't know one great cop from a district who has gone there. Mostly mediocre.
Any outside visitor to this site is probably asking "So what's wrong with selecting by merit?".
With all respect to Merriam-Webster dictionary, please clarify that the CPD's unprinted definition of "merit" is actually clout, political patronage, cronyism and nerpotism.
Otherwise, either encase CPD "merit" with quotation marks or preface this noun as so-called merit.

please. grow up & get a clue. those scripts have been written along time ago. that episode was filmed some time ago. they didnt just pick up a sun times, see JF on the front page and decide to write an episode with "bad" police!!! Hollywood has been doing it for years!!!! and yes we do security on the sets, the 2-3 times a year they come to chicago, and yes i know this because ive been an extra on E/R numerous times. now go watch the E network or pick up a peolple magazine, and believe everything thats out there!

This can't be a real post,right? The TRU is so chock-full of SOS-wannabes/2 year wonders, the only thing I could "learn" is who my daddy needs to call to get me a spot. Get off yourself, moron.
The reason was that the then Superintendent wanted to make his friend Sidney K. before he retired. Problem was Sid only had a High School Education and the 2001 test required a FOUR YEAR DEGREE!!!!! No Problem! The FULL results of the new test came out April 1st 2002 and the class from the OLD LIST (including Sid Kelly) started Apr 3rd.
If the precedent was already set, WHY IS IT A PROBLEM THIS TIME? I would say that the next 25 sgts on the Lts list have a lawsuit AND EVERY sgt who made Lt on the 2003 List has a YEARS BACK PAY coming.

FACTS!!!
A.Z. slammed a wagon door on a CHA Copper then got into his face when the guy called him on it. The event went to blows and he lost badly. A.Z. then gets a chance for revenge by locking up two unrelated CHA coppers who were out drinking months later. HIS WORDS; "I want these guys bad" ask anyone in 012 about this. Yeah say what you want but the truth is dealing with him is like flipping a coin you dont know which side will show up. If you really want to know ask his ex-wife in HIDTA, she is a class act 100% and left him.

You forsee a lawsuit? If there's one thing we've learned about promotional tests, the City ususally gets to do what it wants.
The reason they had to do so was because there is already a Merit List in existence from the 1st part of the 2006 Lieutenants Exam. Those who passed are placed on the Merit Eligible List automatically. So the City has no right to use the 2002 list when a new list exists.
This should also apply retroactively to the last class of lieutenants made. Technically, the merit picks should have been made from the new list.
TECHNICALLY you are wrong, the new test procedure and grading HAS NOT BEEN COMPLETED they don't have to do anything with it until it is complete. Only the shadow knows why they did this, why they entertained taking names off the old list so close to completion of the new list, and then why they decided not to do it... either way it just further screws up the process.... hmmm.....

I also agree with you..009 and TRU both have great officer's(but so does every other unit as well), but everyone's view of them is tarnished by the jagoffs who think they know everything and are above the rest, even though they have no reason what so ever to think so. There are a ton of pricks in 009, they think they work in some busy hardass district and that it is so wild over there, that place is a joke sooooooo slow so slow. On that note you wait and see crime is going to skyrocket the trend is already visible the criminals already know that Shitcago is the place to commit a crime because no matter what you do either County will let you walk, or the liberal politicians and media will blame the police for your actions. Did that already, that's how it starts, nobody makes it with less than 3 yrs, we'll a couple appeared out of nowhere but most didn't, Sgts. pick their people. There are strokes everywhere, look around your district, you most certainly described some of your co-workers, some very good, some absolute goofs, it is like that everywhere. I've never seen anyone not appreciate a backup on a stop.

Please don't put the I know everything and I'm better than everybody else supercoppers from the 3rd watch in the same boat as the rest of us in 009. hey cpd, i'm a copper from the burbs who knows a whole lot about your guy AZ. lets just say i was involved in a few incidents with him when he was a patrolman. the person who left the "facts" about the CHA incidents was telling the truth. AZ was called to the scene by a CPD supervisor to do a transport for the CHA tact team. after words were exchanged with the CHA tac officer, ADAM got his ass handed to him. he then goes back to the 012 dist licking his wounds. a 012 dist sgt comes to the CHA ABLA station and demands that the CHA tact officer is brought to the 012 dist. well CHA was not part of the chicago police dept. so the 012 dist sgt is told to beat it. AZ's bosses then tell him to go home and forget about the incident. well that doesn't sit well with AZ so he generates paper naming the CHA cop as an offender. well after he attempts to get te CHA cop locked up he is disciplined by the dept. a few months later he does lock up a couple of other CHA cops, and does tell his partner " i want these guys bad." so anyone who thinks this guy is "STAND UP" was never taught the meaning of stand up. truse me your dept is better off with this guy not being promoted to the position of LT.
