Rules and Regulations

  • An African-American Chicago Police officer contends that a rule barring cops from associating with criminals discriminates against black officers.

    The officer argues the rule is more restrictive on black officers because of the disproportionate number of African Americans who have had contact with the criminal justice system.

  • The department is enforcing a "policy that appears to have bias overtones against a specific racial group, namely African Americans," she said to the supervisor in a memo. "It is as though a deliberate trap has been set for African-American police officers."
The current Rules and Regulations of the Chicago Police Department were adopted in 1973. A number of them seem to be basic common sense type rules, but we're not really surprised someone had to put these things down in writing at some point - people still seem to violate a number of them with astonishing regularity. The Rule 47 in question reads thusly:
  • Associating or fraternizing with any person known to have been convicted of any felony or misdemeanor, either State or Federal, excluding traffic and municipal ordinance violations.
Pretty straightforward. And specifically enacted to cut off ties to organized crime figures. For years, the CPD operated hand-in-hand with the Outfit. Legend has CPD officers on the safe end of the Tommy-Guns used in the St. Valentine's Day Massacre. We had a Superintendent canned barely 10 years ago over friendships with a known mobster and he wasn't the only one visiting the cleaning establishment in question.

To paint this as a "trap...set for African American officers" is, quite frankly, an insult to the hundreds of hard working black officers throughout the Department. They manage to do their job day in and day out (as most of us do) without cavorting with the criminal elements off duty.

Besides, it's not like this was some sort of surprise on the officer. They teach this at the Academy. And she was on the job when Rodriguez got fired for it. Why the demand for special treatment?

How about Sworn officers who have been knocked up by members of criminal street gangs?

One Female officer comes to mind that has a 8 year old child and about 13 years on the job. Simple math here says that she had about 5 years on the job when she was being violated or violating rule 47.

Let me see on city insurance roles are the children of TVL, CVL, SD and GD. Sure there are more those are just the ones i know off.

Is it just me or do a few feel it necessary to stir the pot and promote discord, hatred etc. .

Hey, how 'bout a rule to keep elected officials from hanging out with mobsters? Ya know. Dinner in Little Italy. Brunch at a fine bar in Bridgeport. Late snack to discuss selling sitting owned land at bargain prices on Rush Street....that sorta thang.

There are also exceptions to the rule for family members. So if your brother burglarized a drugstore back in the 70's you can still see him at gatherings.

I would probably suggest changing the rule to "felon convicted in the last 7-10 years". If someone has been clean for that period of time they are not likely to get active in crime again. Assuming they do not hang out around politicians.

Real simple, your the police or at least this officer has a badge and a gun but It sounds like the officer isnt the police if it bothers the officer so much as to cause such a stink. I became a cop years ago, I'm out there trying to uphold and enforce the law. I've had to distance myself from some friends and numerous quittances and thats how it is. The last thing I want to do is to associate with any criminals, especially convicted felons and gangsters and drug dealers. We all know how many officers are on this job today that are playing for the other side and this one in particular sounds like one. You can shove your "race bullshit" back up your ass where it came from. If you don't like it officer, find another profession.

What other job can tell you where to live, who to associate with, and how to conduct yourselves when not at work? This is one of those rules that is just putting common sense down on paper. If you are hanging out with criminals, you shouldnt be the police. It sounds like she got jammed up on something while keepin it real and is now throwing the ever popular race card. Come to think of it, the residency rule is racist to, yea, thats the ticket, lets change that too while were at it.

When it comes down to it, the powers that be don't care how you feel about the rules and regs...it will be a reasonable assumption that all police officers will know not just the words but what these words IMPLY.
Now she has a Captain jammed up because he, being aware of a rule violation did not initiate a C/R once his preliminary investigation revealed that this officer was in violation of rule 47. I understand trying to counsel a young officer but once he became aware of what a dim bulb she was he should've said "amf and yoyo... have a c/r, I'm not taking time for your dumb ass!"
I also figure that some bullshit about "I wanna ruffneck" will rear it's ugly head too... do not get me started about that!!

While the St. Valentine's Day Massacre still remains uncleared, the reported shooters were Alberto Anselmi and John Scalise, two of Capone's Sicilian hit men. Both were attired in police uniforms.

It appears that Officer Sylvia Broadway is trying to lower the bar to the point where anything goes. Using the race card as an excuse is an unconscionable insult to our many outstanding police officers who happen to be black.

Look at the recent female dectective that was a victim of an armed robbery (Area2), the second victim on the case report that she was with in the car is a guy convicted on 5 previous felony convictions! She was only robbed because she is out with the gangbanger at 4 am at some gangbanging bar. Its is a joke. And not one sgt. would say a thing when it was brought to their attention because she is a black female. I know if I was a victim of a robbery, loss my star and ID and the person I was with at 4 am in the car had the same past, I would be down at IAD being interviewed and also being called twice a month for pee tests.

What happen to paying your debt to society? Maybe she didnt know he was a felon until the w/c told her, because we all know you are not suppose to use clear for personal info. Before u guys bash me i understand why the rules are in place.

Just a little statistics clarification. The 8.4% of M/1's between 25 and 29 are those who are in prison RIGHT NOW. Broadway would have to take a job as a jail guard to date them.

The percentages of those M/1's 25 to 29 who were in prison before age 25 are MUCH higher and therefore they are not publicly available. Then add on the astronomical percentages of M/1's age 0 to 150 who were convicted of a felony and given probation, served time and released, served time and are still serving. These statistics are VERY hard to find, but my best estimate is that it is slightly greater than 1 out 3 (1995 estimate), so about 40%, nationally.

I would safely estimate that the numbers in Cook Co. are higher than they are nationally, so lets say that in Cook Co. the rule blocks 50% of black men from dating PO Broadway.

I would say that yes, the rule is unfair, and that is just too bad.

Recently we received about six SOS officers in our Southside dist. They are not beating their chest or telling war stories like people on here expect us to believe. They just go out and work and that's it. I've seen them backing people up on traffic and street stops and in progress calls out there.
I don't believe the shit about them wearing a wire either? They just go out and work like the rest of us.
The only thing I can say is there is talk that they are ALL bidding out to a nicer dist. That was obvious with all the par forms being filled out. Who could blame them on that? I'd go in a FLASH too!!!

I wonder how many SOS officers who claim to be the "REAL DEAL" are going to stay in the shitty Southside districts they were dumped into? Seriously, all we've heard is how great the SOS unit once was, but are these officers up to the test like that of the regular joes in the district? Can they handle 8 hrs. of work the way we all have for years? It will be interesting to hear from the other district officers on the blog to see which SOS guys stayed in the dist they were dumped to as opposed to fleeing for safer pastures? I mean, come on, we all know who these guys are by now?
My guess is that if they got sent to shitty districts, they are trying like hell to bid out! I'm hearing 001 and 018 are the favorite bids. Even the watch commanders are placing friendly wagers on these former SOS bidding out.

I also doesn't help when this department continues to hire thugs and shitheads who act like gangbangers. They made it through because they were lucky enough not to catch a felony case before becoming the police. What kind of background check does CPD do? Just because somebody has no arrest convictions, you can still look into who they associate with / lifestyle they live, and discover the thugery they are inovolved in. Have any of you ever seen the thugs who act like gangbangers, talk like shitheads, cock their police hats to the side, etc; etc; who work in some of these districts (003, 005, 010 to name a few). It's really pointless to enforce rule 47 when the city hires criminals to be the police. These thug cops I'm referring to would never get hired in the suburbs / state / Feds. Only CPD picks up this crap and gives them a job.

We got some downtown, too. All of them have been pretty cool and it's nice to get the back-up on traffic and street stops. But mostly we're just glad to have the extra bodies so we can actually have some 2-man cars on 3rd watch (for a change!) and get time due when needed. Their whole unit got a bad rap for the misdeeds of a few, and you'd be surprised at how many of them don't even have any clout whatsoever to land in a cushy spot.

If a felon has not been active for 7-10 years, you have to ask yourself why. Something tells me that felon had been locked up for that time period and did not have a chance to get back into the swing of things. I do not agree with the amendment of that rule.

I have never used the sytem to query a potential date/mate, but I sure ask a lot of questions to find out their past!

BUT I am sure that you could find someone to say that EVERY and ANY rule is unfair, especially if it is enforced. The TRUTH is that the rule HAS BEEN IN EFFECT and WAS in effect when she came on the job, therefor, whether or not it is fair is a moot point, especially if she knowingly violated it. If she didn't know the guy was a felon, then I guess it is breakup time??

I have a friend from childhood-- 25 years a friend actually- and he is a convicted hype. Had a great job, making much more than I am, but prefered heroin to keeping that job. Started writing fake perscriptions, stealing, and getting arrested on the west side a few too many times. HE even knows I cant associate with him and he accepts it as well. He is now an intervention counselor, but too bad, I cant associate with him and dont. What can you do- they stressed it enough in the academy- so there was no surprise about it. Make new friends- it happens.

I don't get it. I come from a borderline white trash background but managed to not get arrested growing up. Since becoming the police, i no longer associate with people who are likely to do anything to get arrested. This is a mix of common sense and an awareness of the rules governing our job. Can borderline white trash guys like me join the suit if we can demonstrate a "damage" in that we can longer associate we former friends/ family. If we are not permitted to have a bona fide grievance because we are not black, even though, we can demonstrate our origins among criminally minded rabble, is that not race discrimination in and of itself?

For some people your gender and / or race seems to be a factor in your lifes downfalls or success...it's not 1968 anymore folks...grow up...rules are rules..It's not my problem that black people are incarcerated more than white people or hispanic people etc...so where does that validate your disobedience for the law or rules set forth long before you joined this department?? Look at the recent female dectective that was a victim of an armed robbery (Area2), the second victim on the case report that she was with in the car is a guy convicted on 5 previous felony convictions! She was only robbed because she is out with the gangbanger at 4 am at some gangbanging bar. Its is a joke. And not one sgt. would say a thing when it was brought to their attention because she is a black female. I know if I was a victim of a robbery, loss my star and ID and the person I was with at 4 am in the car had the same past, I would be down at IAD being interviewed and also being called twice a month for pee tests

Not saying it is right or wrong but unless the department can PROVE you knew the person was a convicted felon the CR will never be sustained. Prove as in you are dumb enough to run the person like a Sgt in 011. She took time and then married the guy. City cant do anything now its her husband. I don't think a person should be punished for felony convictions from years ago.

Can you guys quit locking your guns inside of vehicles and thinking it is SECURE. When your car is broken into, and the gun is stolen you will be SUSPENDED, no questions asked. Whoever she worked for tried to help her, but he or she got it stuck right up their moon. As a male white with time on this job, who has had friends that were dubious, I will say that she should be fired. All of this Who knows who, who got dumped where, whose an a**hole, what a dummy this or that boss is, District guys talking bad about specialized units, units filled with clout babies, the "scandal of the day"...be it Cops drinking and then driving home (like 95% of all people at bars including members of the media), coppers working midnights sleeping on the lakefront, SOS, coppers actually stopping people in the projects while trying to make the area safer (oh the inhumanity!), alderman getting tickets...you get the idea.

At the end of your tour (and I'm not talking about the next shift you work), at the END OF YOUR TOUR, do you know where you're going? I do...and its not in this department, this city, this country, or this world.

Got no clout? No problem. No phone call? No problem. This "spot" is open to everyone. And it doesn't require a PAR form or even hard work for that matter. The work has been done...the price has been paid (no, not a payoff). It just takes one decision, one acceptance, one affirmation on your part. (What in the heck is this guy talking about? Humor me for a moment...I’ll get to the point.)

I've worked in a handful of districts and some units (I’m getting kind of older now), I've gone around the clock with my Watch (back when a Watch had some pride and competed with the other Watches), worked straight mids, days, and afternoons. I've seen a lot of coppers come and go...many retire and enjoy themselves for years, unfortunately I seen too many retire and die within months or before they got their first check. I've seen coppers get fired, get indicted, drink themselves to death, eat their guns, get pissed off and pissed on, shot, stabbed, killed and maimed. I've seen some great men and women do this job. I've seen a lot of joy, a lot of good times, a lot of camaraderie, and a lot of stuff that makes grown men cry. I've seen a lot of guys and gals do their best and actually make a difference. I've seen dogs do nothing for 20 years...and brag about it. I’ve seen bosses cursed by those dogs and applauded by the workers, I’ve seen some real leaders and I’ve seen some very poor examples of leadership. I've seen some good coppers get well deserved awards and others never get recognition for a job well done.

But in the end, it is all utterly meaningless, IF they didn't know where they were going at the end of their Watch. Sometimes this blog makes me laugh...but most of the time it hurts me. Why? Because (call me strange) I honestly like other coppers. I honestly like the people that have chosen this profession along with me. But the stuff that I read...the words that WE write for the whole world to see...the stuff that WE say about each other, it kills me. We talk smack about guys that deep down inside we know would risk their own lives to come when we call a 10-1. We slander each other for the whole world to see...then we talk about how much we care about “our brothers and sisters in blue”...then we relish the moment when one of them screws up big time. What are we bi-polar? What has this job become? Why do we give the media and so many others so much ammunition to use against us...and you’re a complete idiot if you don’t realize that the media and others read this everyday. Is this how we help other coppers? Beat them down, scribble on the “cyber” bathroom walls for all the world to see...at least in the stations only we read the stuff that we wrote on the bathroom walls. I digress.

This job and this life have shown me one thing...I better care about other people. And I care about YOU (the Police...The Chicago Police...Chicago’s Finest). And I want YOU and a whole bunch of other coppers (with all of their faults and shortcomings) and their families to be with me and my family in the “ultimate spot” for ever and ever. Bottom line: white or black,male or female, none of it matters when it comes to CR#'s,G.O.'s and rules and regs.What matters is if you got the right connection on this job be it political or within the department you can literally get away with murder. That is a fact and maybe someday a smart good lawyer defending a copper will be able to reveal that this department has never been "fair and impartial" regarding discipline. The proof is out there but the balless FOP and PBPA will never take this to court. So those with no clout will always get the severe discipline and those with clout will be allowed to continue their bullshit until one day the Feds catch them or the media does and then those with clout get fucked too. merit sergeant from the fightin 003rd District. Old cedric meets his true luv after she spends 20 plus hours at the area 2 motel/hotel as a witness to a homicide. Old ced was a dick at the time. Well ced takes off with the new cheese cake and leaves the wife. The new lady has the wife locked up..... Now ceds honey is the victim and she called the police first so you know she is tellin the truth.

The court date rolls around and the new lady appears in court displaying her genitial by wearin a short dress just covering up her waist. The case goes to trail and the future ex mrs ced is found not guilty. Ced berates a witness in front of the judge, and off course he is identified as a p/o.

Ced is showin off in front of the younger lady the former witness with a CPD IR number.

Poor ced gets in a jam, but not to worry. Merit Sgt Ced is placed in call back.

Merit Sgt. Milty is havin a fund raiser for old ced.

free admission to any p/o who brings a significant other who has an IR or a past conviction.

Confront the "fu manchu" wearing officer and tell him it's all or nothing. Part, not all just part, of the problem in SOS was supervisors not stepping up and confronting the problem before it got out of hand.

Jeez, my father was arrested for being in a gambling house years ago. (called a bookie joint then) Damn, I sure will miss holidays with Dad but you know, rules is rules. I must abide by Rule 47.

I think this rule discriminates against Italian-Americans because, well, you know, The Godfather and all, Joey the Clown, Tony Big Tuna etc.

I don't know how to break the news to Dad that I can't associate with him because of that gambling arrest.

Hey, would this rule also apply to the police family of those two Mexican-American people who were busted by the fed for manufacturing and selling phone ID's? And what about their Alderman son? Lot's of family gatherings will be missing loved ones this holiday season thanks to this rule.

But the City is legit as everyone knows. I am sure Daley cut ties immediately to all felons in his extended family as soon as they were arrested or convicted. Yeah, sure.

SOS and it's supervisors always did what they wanted and dressed like they wanted...it's time to end that saga. You're in the districts now gentlemen. Act accordingly.

Just a little statistics clarification. The 8.4% of M/1's between 25 and 29 are those who are in prison RIGHT NOW. Broadway would have to take a job as a jail guard to date them.

The percentages of those M/1's 25 to 29 who were in prison before age 25 are MUCH higher and therefore they are not publicly available.----------------------------THAT'S TOO MUCH MATH.....KEEP IT SIMPLE, HOW ABOUT IF SHE CONTINUES TO HANG AROUND WITH FELONS, WE SHOULD FIRE 100% OF HER ASS.

Hey, would this rule also apply to the police family of those two Mexican-American people who were busted by the fed for manufacturing and selling phone ID's? And what about their Alderman son? Lot's of family gatherings will be missing loved ones this holiday season thanks to this rule.

I don't think the rule applies to immediate family members... plus it really isn't a good thing to hang out with known felons for lots of reasons, even if you aren't the police, but if you are, it opens the door to plenty of bad stuff, which I am sure most of us would rather avoid...

I would say that yes, the rule is unfair, and that is just too bad.

The rule is NOT unfair, EVERYONE is notified of it during about the first week of the academy, if not before. If you can't comply, you are FREE TO QUIT. There is no reason why you can't comply.
I don't believe that a majority of middle class black men have been convicted of crimes, but even so, if you are hetero or homo or bi sexual, I believe the majority of the population at large has NOT been convicted of any crime.
Statistics also show that something like 5% of the population commits 80% of all crimes...
THE RULE IS NOT UNFAIR

If they have a bump card they can wear a full beard, but it must be trimmed to something like 1/4 or 1/2 ilnch. FU MANCHU mustaches, CUT IT OFF, there is NO BUMP car that allows that, mustache cannot extend beyond the outer corners of the mouth, nor be longer than the top of the lip....

If SOS guys are working, then you are lucky. Many have resorted to doing zilch for the dept. They are useless as tits on a bull. These cowboys don't impress me at all. What a waste to put them in the districts. Their attitudes really SUCK!!!

Why would i do anything for the dept???? For a minute just think what would your attitude be if you were treated like us. We were dumped, (not a big deal we knew it was coming), but the way the city did it was fuc**NG ruthless. Some of us had partners for three, four five or more years, and the city split us up. Roll call on wed oct 10th, the commander came in, and read off your name, and if you answered he told you where you were going. Alot of guys had to go to work that night. We had less than 24 hours to pack our stuff, and go to our district. some n/siders went south, some
s/siders went north. After working for so many years and getting the arrests that we did, we got no thanks, the city blind sided us. That is why we are doing zilch for the city my friend!!! Most of the SOS guys are great po's and hard working. They will back YOU up, and do their paper, but if you think for one minute I'm gonna write parkers, or movers or do anything else for the city, your an idiot. My attitude does suck, but towards the city, not you or any other po i work next to now. I WILL BACK UP ANY PO IN A HEARTBEAT, and that goes for any guy or gal that was in SOS. we will do our paper, no big deal...Don't confuse that with laziness. The city FU@%ED me, why should i do anything for them. I went to a southside district, and everyone, with the exception of one or two, has accepted me. I'm glad they didn't have your attitude!!! "I'm not impressed???" is what you said...we've been in the district for four or five days...did you impress anyone in your district the first four or five days you were there??? you haven't even given us a chance! You'll see that most sos guys and gals are great po's, maybe even better than the po's who have been working next to you. Don't be closed minded, you're only gonna piss yourself off. As for the po's in the districts that have accepted us, I can speak for all former SOS by saying "THANK YOU!!!"

Broadway is a lazy do-nothing. She has been with that guy for a while and knows from other PO's in the District that he throws dope. The constuction job is just a bs cover story.

IAD bring some coppers from her watch down and ask a few hard questions. Don't drop the ball on this waste of a paycheck. There is many excelent POS in 002, she is one of the bottom feeders.

My friend, i wish that you signed this post! because after being moved to tears, i would like to come and meet you & be able to call you my friend! very well said. its nice to know that there are still people on the job that actually think before thay post something on here. and its nice to know that some coppers still care. i didnt want to go here, but being from SOS, you brougt up a great point. to all the negative statements about us SOS cops, i cant think of one cop in that unit that wouldnt bust ass to help another copper calling for help! my partner of 6years and i would always stop when we saw another car on a stop or a job. and we didnt give a crap what unit/district/country or wherever they were from. I thought there were only 52 cards in a deck. I guess this dosen't apply to the Race Card. That one can be played over and over. I for one am getting a little tired of it. Get the chip off your shoulder and move on my friend. This chip has grown into a railroad tie (I think that's how its spelled) and it's getting pretty heavy and holding you back.
