Vazquez - A Messed Up Case

On 17 February, we wrote the following post regarding the murder of off duty SOS Officer Jose Vazquez (partial excerpt):
  • We've also heard that the investigation into this case has hit a brick wall. This isn't for lack of effort on the Detective's part but rather the fact that the investigation is being run out of 35th Street rather than Area 4.

    We won't speculate aloud on this one, but the rumors and e-mails have been flying back and forth between ourselves and a large number of disgusted PO's, bosses of all levels and more detectives than we'd care to mention regarding the conduct of this investigation. Rumors will NOT be published at this point - keep the BS to yourselves - we've read a bunch of it and it isn't going to get aired here at the moment. Stay sharp people.

On 05 March, we published this post. Here's the first paragraph:
  • Two people were in Area 4 for two days last week as "persons of interest," but both were cut loose as of the weekend. One story is that a girlfriend snitched them out. One rumor has them flipping on each other and then lawyering up. Another story has one or both of these scumbags as known stick up men.
We published 3 comments in that post, all of them by us, each one of them an effort to explain what we saw as a failure to keep the faith with the boys and girls on the front line regarding the murder of one of their own.

From that moment onward, we deleted dozens of comments over ensuing months attempting to link the murder of Vazquez to the Finnigan crew. It was never hinted at and we didn't feel the need to fan a nonsense rumor. Since Wednesday, however, it would seem that almost nothing is beyond the reach of this madman and we've allowed a number of commentators to speculate openly about connections.

We've been in contact with a couple of people who want to shed a little light on the investigation and what happened. (What follows is a summary of their writings and thoughts). They were unanimous in their opinions that this investigation was "big footed" from the start, that is to say it was never run out of Area 4 as it should have been. 35th Street was all over it and couldn't keep their fingers out it because of the recent indictments of SOS officers. Downtown ran on the assumption that this was an effort to silence someone and didn't let the detectives do what they do best, which is to grab players off the street, sweat them, interrogate and solve this homicide. One individual compared this killing to that of Officer Brian Strouse, where there were upwards of 50 or 60 people in interrogation rooms across the city being questioned non stop. None of that happened for Vazquez because 35th Street wouldn't permit it.

But Area 4 solved it anyway. They got two names, got both of them into rooms, questioned both extensively and got one to flip on the other. As we heard it from two different sources, there was only one problem - no one turned on the video. And the reason no one turned on the video is because when you turn the key on the machine, downtown knows you've got someone in custody, they know you're recording, and they start making calls to each other. They start calling the dicks trying to solve the case so they can be ahead of the information curve. Then they call Sneed and every other reporter they have on speed dial. So while this played out, the "flipper" lawyered up, the clock ran out and the suspects walked. Gang Intel sat on these people for weeks, maybe months afterwards until they left town. And that's where it sits.

No grand conspiracy. No "hit." This was a robbery, plain and simple, and it went bad. And what happened afterwards, if true, is bad, too.

If I was the PO's widow, I would sue the city for gross negligence. She will never get closure to this.

Well, I admit that I for one have posted several times in the past demanding that the murderer of Officer Vazquez be brought to justice. Most didnt make it to the board.

Having heard rumors that sos was a target of investigations it seemed possible although hard to believe that someone would stoop to Homocide to avoid incarceration.

Then HQ's decision to run the investigation outta there just sent a red flag up. Then we had 2 guys held and released from A/4 another red flag. Then the news coverage was heavy for 2 days then dissapeared another red flag.

The more I think of this and seeing how 35th St conducted this investigation. I realize I wasnt the only one who believed this murder was an efffort to silence someone.

As difficult as this situation is we all need closure, the family all of us.

Not true. The screaming skull f**ked it up. Heavy handed dealings, interfering with the detectives handling the investigation, yelling at units to get the fu*k out of a4. It is true that they had 1 guy admit and then had to let go because the arresting officers failed to turn on the cameras, could not recover after that faux pas.

I think any good working copper would've smelled something dirty here after learning of this P.O. Vazquez' death. Always in the back of my mind that he was done in by dirty copper(s). He probably Knew too much, didn't want any part of the criminal activities his unit was involved in, and probably voiced his opinion about how he wasn't going to play the game. Didn't he work for that so called elite unit? Hmmmm makes you wonder huh?

What a shame. You know? The same could be said about P.O. Derick Lee.

Vazquez worked a straight night team on Sgt WW's team.

Finnigan worked a rotating team with stripped Sgt JE in charge.

Every single one of the stripped and indicted guys and gals worked a rotating days/nights team on Lt. JB's watch.

Finnigan and Vazquez had nothing to do with each other except every other 28 days working nights.

I've been posting on this at least three times, and I know my post never made it before. So here I go again..robbery "crew" as it has been described could easily be hired. This is no far-fetched conspiracy theory, it is a fact. Didn't Finnigan mention hiring some two-sixers to take care of the other officer? If it was a robbery, two things still bother me: Why would Jose stand out there and "argue" with an unknown offender prior to him being shot, and why was nothing taken? Wallet and gun and badge was still with him. Say what you want , think what you want, but to me a "robbery crew" still doesn't add up. You would argue with someone you know, not some thug off the street. Thanks for opening this up SCC...

You hit it on the head. But gang intell brought the bad guys in and were told to do their thing w/o turning on the cameras because they wewre "freelancing" the investigation. The assigned case dicks didn't even know who these guys were until the "confessions" were made. And skul and the chief dick made the decision about not turning on the cameras. When A4 did the right thing the shitholes lawyered up. The ASA didn't even WANT to get close to the case because it was so screwed up...by the micromanaging brass...our greatest downfall.

What would the exempts be charged with that lead during the Finnegan incidents? They had the HOOK OR CROOK mentality, but other then that they weren't partners in crime.
This was just buisness as usual regarding the bosses. They jerk-off to the number game at the po's expense. They fully are aware that alot of less then desirable tactics are used to get those numbers. They don't care. It's your ass. Not theirs. They turned their heads so during their big pow wow meetings they can throw out BS numbers. I don't think this is an actual crime. It's shitty leadership.

You're dead on about everything but the cameras. Not turning on the cameras was Peterson's call. The master detective himself believed the offenders were not who we had in custody. All these rumour mongers give too much credit to 35th Street & SOS. The real offender was the Skull's ego. The case is fucked.

I have worked on police shootings and murders and other major cases. All major cases, shooitngs and murders have been "handled" by the bosses. The ywant to be "on top of things" in case some asks a question- like the mayor. They never want to be in a position to say "I don't know". This is nothing new.

As to the so called release of the two subjects- this is either pure speculation or crying over spilled milk.

As to the rumors of Finnegan beinginvolved; it is just that rumor.

Unless someone talks AND gives up actual paperwork in corroboration- GPRS- to prove or disprove anything, this case will keep generating rumors and ill feelings.

Somewhere, someone knows the real sotry. It will come out eventually with full corroboration. It does no good to throw accusations around. Locking up a person of interest "just because" does no good either.

We want the real killer(s). Not just some mope who has the same MO or some rumor about a hit.

Hate to break up the conspiracies but it was a botched up robbery. Thats it! Its true Vasquez did work straight nights. Meaning every other period he was on the same watch as Finnegan because he rotated like a gang team. They still never worked with each other. Teams stick together in SOS and they weren't on the same team. The real f*cked up thing is that while Vasquez is murdered, the exempts refused to put us on the westside in an attempt to find out who did it, gather any info, or chase down leads with the detectives. Talk about feeling helpless. If I recall they sent us to the sh*thole 5th district. Now we find out that the exempts may have f*ucked up the whole investigation. Great Job! Jagoffs!!

I'm going to be interviewing Brown on my radio show on Friday between 1700-1800 on WJJG am 1530, about what kind of response he got to his column. I worked on the case and it was a stick-up. One guy almost gave it up but stopped short saying it would make him an accesory to a murder. He then decided he wanted a lawyer. The cameras were not on. They are waiting for dna match or anything else.

And that is how it should have been.I'm not saying that Jose and his team were involved with the scandle and for that matter a vast majority of SOSwasn't, but you could not have them bringing in the offender(s) and have a whole bunch of shit thrown into the trial to cause an aquital. Now that being said, shame on Peterson for putting his ego before common sense, they were looking at these guys and should have had the video ON.....Why take the chance of incriminating statements being made and not being able to be used.

RIP Jose we still miss you.

Jose was one of the nicest guys you will ever meet in life. He was honest and he was genuine and stand up. He was always there when you neded him and people like Jose come along once in a blue moon.

I hope that one day the scumbag will be brought to justice and his family can move on.

Dear SCC,

As a detective in A/4 and someone involoved in the police murder I feel comfortable in saying the entire blame falls in the lap of Commander Steve Peterson. While I consider him a good man, he is a horrible micro-manager. Since being at A/4 he has "hamstringed" every major case that has rolled into our office. (Watch what he does to the Franklin missing now Murder). Anyway...Let me be more detailed to prove my credibility (in case HQ is reading).

The sgt's that were working the night the two individuals were brought into A/4 for questioning were Jim B, and Bob C. THEY DID NOTHING WRONG. The orders were..."Nothing is done without Peterson being notified and giving the ok." Peterson was aware of the "lie box" results (one failed one refused). The lie box administratior from the Cook Co. Sheriff's was awesome and said THEY DID IT-NO DOUBT! Also, A/4 had earlier handwrittens on these dudes that were done prior to them being brought in (yes we were working on them).

Here is the fuck up plain and simple... The law says if dude is in the Area as a suspect the light MUST go on. We as det's could not justify how they were not suspects because they fucking WERE! The clock keeps ticking-1 hr, 2hrs, 3 hrs etc. Dets keeps going to the Sgts and saying WE HAVE TO TURN THE LIGHT ON WE CANT JUSTIFY the TIME down the road in court(something a NON detective supervisor (which they all were- would not understand)...

Well, Steve Peterson decides that after 13 hrs he drives in from the northwest side and well after 2am and several cups of coffee Peterson decides to let the Sgt turn on the light.).

Now boys and girls pay attention here. Imagine if you were a juror and watched a ERI video of a police interrigation. Do you think dude gives a perfectly stated confession or account of events the first time? Fuck NO-It's dude were dealing with.

This Once in a life chance to video these dogs shows Dets (PG and KB) walking them into their respective rooms and one lawyering up and the other giving a hollywood perfect confession putting it on the other guy).

NOT CREDIBLE!!! The ASA's came in and laughed at us like a bunch of dickheads and then walked out.

That's the story. And to all officers in the city please understand A/4 detectives were keep away from information, we were kept from leads and were were kept from the gameplan from the very beginning. But in the end we will be the ones that everyone things screwed it up and WE DIDNT!

Side note to someone who thinks she is Farrell. Where was LT MS??? When this was going on? Hummm. I know, she was hiding behind her RDO's and called her live in lover/same watch HGS Det JC for minute by minute updates (isnt there a GO for working directly for your domestic partner?) Dont worry you wont mess up the gold star... Why would a dead policeman stop you from being promoted. BTW HQ. Get this useless bitch out of here.

If they are professional stickup men, why didn't they take anything? Even if they discovered he was the police, they would have at least taken his cash due to having any of his personal items such as a cell phone, wallet, star, gun, or his car would implicate them for his murder.

I'm not saying that these guys are not the ones that did it or that Finnegan had something to do with it, but it's just strange that nothing was taken. These guys have must have done this numerous times before and I could understand if someone interrupted the crime in progress, but there are zero witnesses to this cowardly act.

BTW, who is the screaming skull??

Now the truth is out. The real truth. The truth is that only one man could have handled this and got the confessions. The truth is only one man could have pushed this case through, gotten charges approved, and made sure there was a conviction. The truth is only one man could have assured that no matter what the conviction would have been upheld.

Justg like that one man did in other murderers of police officers. They are still behind bars.

That one man is Jon Burge.

Laugh all you want. The wilson brothers are till in prison for killing our brothers. Jon Burge put them there.

Order came out today, all units to give a list of names of the inside help.... Dana is starting up Operation Closed Market again in the very near future. List of names to be into Dana's office by Wednesday afternoon.

Also, wait to the next budget...
City Hall wants an additional 200+ p.o.'s out from behind desks and back on the street. Once the new budget gets here, a lot of those inside positions will be budgeted
to civilian employees.

First, you are not a lonely beat copper-you are just as much as an equal importance on this shithole job as me (at least it never gets lonely at the bottom). To be even more direct I (as well as any detective in A/4) would share just about anything with you if you just ask. Yes, we would totally keep some midlevel scholarship Sgt. in the dark, but I would share just about anything with my fellow officer. Remember… we only have each other.

To clarify… It was a Robbery gone bad, plain and simple. The day after the officer was killed by two savage animals A/4 was over run with “suckholes from 601-Detective Div.HQ) all trying to be “the man.”

The first big and very major error in the investigation was HQ divided and conquered. A/4 dets. Stood around not being told about the status of the case. Cold case was there-they were given a task and told DON’T TELL other Dets. But, cold case are still Dets and they told us everything (for the respect of the family it doesn’t matter) but it was an insult A/4 Dets were out of the loop. This caused dissention among a lot of people. Also, Gang intelligence has a big ego (so what) they are good at what they do. Well, the commander of 193 and A/4 bosses got into 2 big pissing matches on who was going to run with the ball. First was at the scene and the other was in Peterson’s office. People, what the fuck, a PO is dead lets put that shit aside.

Second major fumble… lets use all our manpower pulling phone records and other (yes important shit, but not vital at the time) crap instead of filling out interview rooms with thugs and squeezing info. Nice job HQ. We never lost our momentum b/c we never go any in the first place.

When the two killers were identified A/4 was developing the groundwork to hammer them. Read my 5:08 post to learn the details.

Anyway, SCC will be the next Superintendent before these guys will get charged. I pray I am wrong, but im not b/c the SS office as openly acknowledged there is no way around the unaccounted 13 hrs prior to video these shit bags were held for… Nice job Peterson. IF HQ had brains they would dump his sorry ass. HE LET TWO KILLERS WALK OUT OF AREA 4.

I sit hear and still mourn the loss of my friend and partner. I had the pleasure of working with Jose up until his untimely death. He got to SOS in 04 and went to work on the team that I still work on, we never worked directly with any of the charged officers. As a matter of fact we never got one CR number for any of the work we did. And some good work I might add. He was robbed and killed by a robbery crew working in that area, this is fact! The area 4 det's have done a great job trying to bring these SOB's to justice and have met resistance from the ASA's as far as the CIRCUMSTANTIAL evidence as they put it.

I'll never forget getting woken up moments after he was shot by my brother in law. He drove me to county hospital and I was the first guy there from my team. I was met by an officer that was on scene, who is a friend of mine, he gave me Jose's gun and star. I held onto that star up until I was ordered to turn it over, the hardest thing I've ever had to do because all I wanted to do was take it and hold it.

I won't go on, its hard enough to share those thoughts with you.

All I can say is this, Jose was and always will be a great police officer. I learned an incredible amount in the short time that I was his partner. Anyone that wears star number 13088 should be honored to do so!

He had nothing, absolutely nothing to do with any of the BS that surrounds anyone involved with the indictments or any other SOS scandal, he was above that.

All I ask of you is that you get home safe and never ever let your guard down.

The problem with the Vasquez homicide is that too many people were involved and even more incompetent supervisors were involved. The ASAs who came out on that case had no choice but NOT to charge. Yep! I saw this first hand. Some Juiced up officer assigned to Building Security by D. Starks came out had an officer move his POLICE VEHICLE. The Officer tried to explain that he stopped in to use the ATM and the Bathroom, but was tolled he couldn't park there, and had to move his car NOW. Yep! Treated like Shit!

Watching this, I laughed. I laughed even more so when after the POLICE VEHILCE drove away, he allowed some Ugly Ass Gigantic Mobile Bar-B-Que type truck pull up in front of HQ so that the HQ Personnel could buy and get their BBQ on! Way to Go!

How fucking embarrassing and insulting to the officer who was served up a threat if he didn't move his car.

This is another example of the problem that is at the root of the Chicago Police Department's problems.

Once again, CPD officers, Detectives in this case, disregard a State law because a boss would be unhappy if they followed the law. The law requires that they record the entire interview. They did not do so, therefore they broke the law.

Unless the dicks documented in their supps that they were given a direct order to not flip the switch, they will be hung out to dry. All the bosses will deny they told the dicks anything and the dicks will be left holding their dicks as they are sued by both the victim's family and the offenders for gross misconduct.

Actually, the dicks should be happy that when they called out the ASAs and told them what they had done, the ASAs did not charge the dicks with Obstruction of Justice and failure to follow the ERI statutes.

Remember, do the right thing all of the time. Do not let some boss push you into bending or breaking the law.

As a person who was part of this investigation, no matter how minor the part was, and still included in on the meetings, it WAS a struggle with the Skull. And then all the Outside units just wanting to HELP, not take credit, but help, got stepped on and shut out.

Where do you think the information came from, an informant possibly , not from A/4 but from a Unit, who turned his informant over to A4, NO questions asked. But the skull still wanted to control the show, and rightfully so, because he is the Commander, however not wanting to acknowledge outside help, really hurt this investigation.

If I was the PO's widow, I would sue the city for gross negligence. She will never get closure to this.

As an PO's wife. Not only would I sue the city I would change things big time for you all. Side jobs should not be a way of life. If he wasn't working a side job to survive, he might still be alive.

If he wasn't working a second job, he wouldn't have been able to provide a nice home (although in a bad neighborhood) for his wife.

Tell your husband/wife to quit working a second job. There goes the private schools, braces for the kids, nice clothes, nice vacations, college funds, nice car, remodeled kitchen, etc you'd be bitching about. We work second jobs to make things better for our families.

If you don't like it, get off your butt and get a job, too!

All of us here are wondering the same thing, with the exception of a few supervisors who want to try an use this a stepping stone to a merit promotion.

There's not even a cause of death. It should be handled by Cal City until/unless some evidence comes up proving that Franklin was abducted/killed in Chicago.

Your answer.....Peterson's ego.

to 10-2, 10:58 PM,, just who is JOhn Graeber's P.R. person. True, he is a good boss, but he's not the best. I can name 5 other captains that I worked for as either a lt. or a capt. who are better then he is. Farrell is not in this group, he is in a class by himself. Keep in mind, Graeber was merit sgt, merit lt. and like all the captains, he was merit.
If anyone else was merit across the board, you'd be hanging him or her out to dry. I really think that Graeber must be adding his own comments on his own personal laptop as he sits on midnights in 008. He knows that top bosses read this site and he is looking for a gold star. I wouldn't be surprised if he's doing his own posts to keep his name out there in a positive way. Nice try Capt. Graeber.

The fact is, NO ONE should be parked in front of headquarters on Michigan Ave. When I go there to attend meetings, I am shocked at the numbers of cars parked directly in front of the building.
From a security standpoint, it's just dangerous. How soon many of us forget the barricades placed in front of the old 11th & State Headquarters after 9-11? Yeah, I'd almost forgot myself. I've even seen CABS parked in front of
35th & Mich, left unattended. And you all know who drives these cabs...so just don't park there!
