- In another case, the city decided to retest candidates for police lieutenant after Brennan's office received complaints about the exam in January. Brennan said she was concerned about the new test because of reports that officers with political connections might have been given the answers.
"been given the answers"? Ms. Brennan, if you read the other daily paper, you'd see that Mark Brown published all the questions to the allegedly "subjective" portion of the test that was supposed to gauge a candidate's ability to "think on their feet."

- that copies of the test were made available to these exempts to "review" before the final test was put together, and
- the shocking propensity (in defiance of all known mathematical odds) of staff members of these same exempt members (who put together the test) of scoring in the top one-tenth of one percentile,
...it is almost certain beyond a reasonable doubt that people were given the answers in some form or another. If we aren't mistaken, the top two scorers on the last Lieutenants test came from the fifth floor of police headquarters, the top scorer in this Lieutenants exam came from the fifth floor of police headquarters and each of the last two sergeant's exams produced the top scorer from ::gasp:: the fifth floor of police headquarters.

Off topic, but word is in the 008th district the pilot program will begin with cars being fitted for the video/audio cameras. Beat cars are the first to get the equipment installed. Not one boss has discussed in detail this issue with the troops in 008. No training has been given for those officers assigned to those vehicles. Officers undoubtedly have a ton of questions that need to be answered of how this system will work. Needless to say if police work hasn't stopped yet it will now. More importantly though, is that private conversations between partners will probably soon stop as well. The audio device worn on the officer and the camera which supposedly begins recording after blue lights are activated will be able to be seen and heard in real time back at the district station. From what I gather the tape and sound is always being recorded but only stamped once the blue lights are activated. It sounds as if this means that a boss or IAD can listen into private conversations between partners, not to mention conversations with any offender you have in the car. Some of this is obvious speculation, some is fact though. Anyone else have any more on this? It's obvious the dept. wants to keep us in the dark about this and keep us guessing. The last promotion tests that were even remotely legit were the ones Arthur Anderson gave in the mid 90s. Look at the results, a bunch of nobodys got promoted and the city pulled the Lt's. list after taking a whole 108 sgts.

In an effort to keep the integrity of the last Lt.'s test in place..and give everyone at HQ's aaa.. I mean..give every sgt. a chance to prove his/her ability to "think on their feet", the test will be given yet again. Yep..only this time..the answers will be published. Really..this is what I heard.
I know for fact, and not that this will surprise anyone, that BIFF Molloy gave out a copy of the last SGT's Test to certain officers.
Of course BIFF did keep things legit - he mixed the order of the questions up. So, on test day the select few really had to "think" hard about the questions and answers because they were in a different order.
Anyone know of TW from 008...? Think, who was his dad's best bud? I tell you the truth..

Especially if you have friends, family or someone your fucking with ties to the exam in someway.

There is a very detailed special order on the camera system's operation. This will address many of the concerns you may have.
No person, police, fire, whatever, has EVER been allowed to take an honest promotional test by the City of Chicago.

I heard coppers in 008 yelling at each other because tehy had a camera in the car and never were even told at roll call! They didnt even know how to work the peice of shit if they wanted to! Good thought for the day. I read today that the kicker (Todd Sauerbaum) from the Denver Bronco's football team was released "fired" after the coach Mike Shanahan, who is a Chicago native, became upset with Todd after the way he conducted himself towards police officers investigating a traffic altercation Todd was involved in with some taxi driver. Shanahan stated that no one should conduct themselves in that manner with the police. They did not specify what Todd did.

Regarding in car cameras:
First, go visit any Schaumburg copper with one of these cameras and find out what trouble they will get you in.
Second, go visit any CCSPD copper with one and find out how to bypass the bullshit.
Besides being recorded on to a DVD type hard drive, there is a mic hidden between the cage and the roof for prisoner (or coming up through back dash by 3rd brake light). activating lights causes recorded info from 1 min prior to appear on screen. In suburban departments, It's not necessarily the lights and camera that will nail you, it's the digital Motorola XTS 5000, and your MDT that will get ya every time.
Be smart and be safe.
I still can't get over the fact that in an earlier lts. exam-EXAMSCAM, outside experts said that the odds of the city's promotion process being legit were less than one in 13,800,000,000,000.

to the guy in 008. hey don't worry bout the camaras i work in 015 and we all have camaras. HOWEVER they told us that they won't even be sure when they will be online and have them working. just like anything else the city buys....complete shit. don't sweat it, out camaras have been in all our cars for maybe a month or 2, were not even online yet. just wait till they sit in 10 degree temps and don't work. im sure they will freeze up like the pdt's
Word on the street in 005 is that ADS Tina Skahill has demanded that officers in 005 and 022 can no longer work on 6-2am rapid cars.
Her exact words were "That's why we have a fucking TRU unit. There is no need for depleting district manpower."
ADS Skahill was applauded for her fiery words and the brass at 35th agreed that 6-2am cars need to be scrapped.
As a witness present at the meeting, I couldn't help but disagree with the dismantling of late rapids.

Well, it's not good! Have some buddies that work in the burbs...they don't mind the recordings, but they say that the political/department atmosphere out there is a lot better than here...they still TRUST that whatever they say or do is kept in house, as it should be. Ever hear much, if anything, on the news about suburban city coppers? Rockford, Aurora, Elgin, etc? NO. You don't. As a result, they still police old school, streetstops, sweeps etc. Whereas here, your tape will be given by a hater to a race-baiting 'reverend' or to the media to start a shitstorm, even if you did nothing wrong. I cannot see working with a camera in Chicago, let alone the audio! Anyone know what you get for retiring with 12 years? I'm not gonna last with this crap! ....funny, years ago when I came on, my suburban friends were jealous that I was CPD- the take no shit real police police department. Now, I'm embarassed to be cpd....sit here with my pea-shooter dealing with leeches who now have more power than my alderman, while theres work aplenty in subrurban cities, and they leave you alone to boot...and you get real guns!!

I have seen a similar system like this on display at another dept. The camera will begin to record once the lights are activated. If there is a monitor with this model, a person can view/hear the stop from the monitor in the vehicle. Once the lights are down the feed stops.
Again...this was a similar model and chicago may have something a little different.

The cameras have been around for a while now. 005 was the pilot district.(got the cameras installed many many months ago) The 006 district got the camera's installed in all beat cars about a month ago. I don't know if any other districts got them but from the looks of things I guess someone picked 008 to be next but they've been around for a good amount of time now.

Our microphone pack's have an on/off switch and if you're really concerned the batteries are easily removed.
To all of you 8th Dist whiners....The cameras are NOT a new thing or a "Pilot" program...They have been in 005 and 016 for well over a year now...they work quite well and there is no need to be scared of a camera...it will not bite you...It will in fact protect you from bullshit beefs...and if you're not doing anything wrong....I guess you have nothing to worry about then do you? The cameras will go citywide by July...EVERY BEAT CAR in the city will have them and you will be REQUIRED to use them and if you don't log on the system will automatically generate a SPAR for you not utilizing the camera..unless it is reported for repair work. The cameras are a great tool and they will make any beef exonerated. There is no reason to blame the commander of your district either....he does not make the purchases or decisions about cameras. They may also save your life or help catch an offender who tried to kill you..

The cameras have been in 016 for over a year. At first I was apprehensive about them, but now I rarely worry about them. The most important part is to remember is to shut the mic off as soon as you can. Dont know if the w/c can watch the videos at real time but know they must review one video a day and log it on their W/C log. also always remember fellow officers the camera is rolling and dont do anything stupid.

He told me that he did awful on the test, didn't know half the answers, left so many blank and didn't have the time to go back, etc.etc. I figured he blew the test like me.....when the results come out he says he is the first 10 and scored off the charts. I couldn't believe what I was hearing since I had remembered clearly his previous comments. Yea, he was another Lapa along with clout from the 14 dist. He had made merit dic and no doubt merit sgt. His Lapa partner followed, merit dic and merit sgt. The partner always showed up waaaaaay late for work to put his mandatory 2 hours in of nothing.
Yea...this job is legit.

The tests in the 90's given by Arthur Anderson were conducted in the same manner that they are today.
The super selects exempt members to design the test. If the test is for sergeants, then the exempts select their choice of sergeants and ask for sergeants input on designing questions and answers. Between all of them, they compile the test.
The super approves, and the test is submitted to AA(or whomever). AA types and prints the test, AA hires imbeciles to act as proctors for the day of the test, and then AA takes a year to score the test.
You have to realize, these companies like AA have absolutely no knowledge about police work. They cannot design a police test.
This was another daley scam when the city reached out to hire these companies to give promotional exams. Another illusion to make it appear that things in this city and Department are on the square. The hired company does not create the test, CPD does and always has.
Granted some will study the orders and pass the test well. But you must take your head out of the sand and realize that some study the questions and answers and pass the test well.

Contrary to the rumors, the proctor's were the same 20 somethings from Ernst & Young that everyone else had. I know it makes the story that much better to say it was her friend, but it isn't true.
I'm not saying it was "fair" to let her take the test at home, regardless of how serious ( or not ) that her ailment was, but the FACT is that Capt. "Earl Scheib" was not involved.
I'm also not saying that The Painted One didn't hold a private study group that good ole' Sgt Saggers was part of.

You know how when you call somewhere for service or to but something over the phone and the recording says "this call might be recorded for training purposes", or you call someone on a cell or land line and it says "record after the beep"? When you speak after those warnings, you surrender your right to privacy. It is the same in the squad car. You will be told that you will be recorded under certain circumstances (like when the lights are on) and it's as legal as heck. Once you are informed, the right to privacy is over. It is not on all of the time, and it (the audio) can be turned off after the lights are shut down. If you talk to people that have been using them for a while (other departments) they say that they help in far far more cases than they will hurt you. It really cuts down on the BS beefs. And, and I'm no lawyer, but it seems to me that the recordings could be used in a civil suit (slander) when someone makes up some BS on you. This is the way of the future, there is no getting around it. It is not a great officer safety tool, because no one is really watching (or listening) in real time. However, as a post event tool it can be a career or beef saver. We can complain and worry about it, or go with it. But it is here to stay.

In this day and age, cameras are good.
Do everything 100% on the legit. Let the ASA's reject charges or the Probable Cause judges throw out your cases. Protect yourself. The old days are gone.
The camera is now your best friend. It will clear you for the 99% of false complaints that are filed against you and it will keep you on-guard so you don't fall into that last 1%.
