Um, What the Hell?

  • The newly-created agency that investigates allegations of excessive force and brutality by Chicago Police officers plans to hire outside help due to a backlog of complaints.

    The Independent Police Review Authority is an organization separate from the Police Department. It replaced the department-run Office of Professional Standards last year.

    Since its creation, the review authority has dealt with a growing backlog of cases, and the Chicago Tribune reported on Wednesday that the organization has had to turn over some cases to attorneys and private investigators.

    The outsourcing is temporary and will be tightly supervised.
We don't know about any of our readers, but we trust the City about as far as we can throw the fifth floor midget. We trust outside lawyers and PI's about half that distance and we trust IPRA maybe a third of the remaining millimeters.

We don't recall any contract language, Rule, Regulation, General Order or, in fact, any such directive that could conceivably allow outsiders not covered by agreements to investigate Police Officers in any way, shape or form. This is a ridiculous and dangerous precedent and should be dealt with promptly and harshly by the FOP.

When the rights of the citizens are taken away from inside the country, they do it slowly and one step at a time.

The government, the taxing and all the bullshit regulations are going to kick them all in the ass one day when the citizens revolt and have a modern day Boston Tea Party.

One can only hope that instead of tea that is thrown overboard, the throw the elected officials, the aldermen, the mayor and all the lawyers!

New Flash! As I predicted, it appears Jody Weis will be bringing a former FBI SES to lead the CPD/IAD. According to reports it will be Patrick Daly who was the SAC of the FBI San Juan Office. This appointment was long needed and well thought out. IAD needs invigoration and new direction.

I also believe that the IPRA will reach out to retired Federal Agents along with retired State and Local officers with investigative experience. This makes sense because you have former sworn criminal investigators who would meet any law enforcement certification requirements (i.e California POST). This would bring in competent ad experienced investigators who will bring out the truth.

PS Look for Charles Williams to become the new 1 st DEputy within 3weeks.

(OT) I work on the East end of 008, yesterday we had a 10-1 at Archer and Mobile beat 878 called it! Got to the scene the female (Name withheld) was there all dressed nicely make-up perfect, the guy on the car was out of breath uniform in disarray what was the female doing except for using the radio! Not saying all females are bad but WTF! If your on the job and your partner is in shit do more than just call for help! Many are in clouted positions but at least protect your partner! On another note Kennedy high school like many others are cesspools of shit, nothing like bussing the shit in from other areas, they should all go to neighborhood schools and let them tear each other up! Nothing like all the illegal mexicans doing the gang shit thing, we need to send all this shit back to mexico!

The city has been able to hire "provisional" employees in the past. If the city counsel creates a budget for temporary investigators, as long as they are under the supervision and follow the rules of IPRA this is probably legal. This might take months if not a year or more to get started.

What I would like to see is what the LAPD has, a statute of limitations on citizens complaints. Unless it involves a crime, a citizen’s complaint cannot be acted upon after 18 months. If it involved a crime, the statute of limitations of the crime takes precedence.

Frankly, I would rather deal with a professional, a retired law enforcement officer, who does not have an ax to grind than some of the anti-white racist OPS hacks I had to deal with years ago.

Stay safe, get your union lawyer, and answer all questions carefully.

we had a misfortunate death of a child in 004 on saginaw, the area send us two morons. how are they supposed to investigate a crime scene in high heels? the one goof was wearing high heels and a long
full length coat and constantly complained that she would not enter the crime scene because she did not want smoke residue on her clothing. i thought i met some miserable men on this job this fruit cake tops it all with the negative attitude, it is embarasing in front of the fire dept, human services etc that this is a chic police detective. at least the arson detectives were profesional.

An off-duty Chicago Police officer was charged today with aggravated driving under the influence after he allegedly crashed his sports utility vehicle into another car on Nov. 22, leaving two people dead.

He is getting railed here just because he is a PO. No where near leagal drunk when given a breath test and a first grade kid could tell from the damage of the vehicles that what is being reported in the papers is not how the accident happened

An off-duty Chicago Police officer was charged today with aggravated driving under the influence after he allegedly crashed his sports utility vehicle into another car on Nov. 22, leaving two people dead.

John Ardelean, 33, is expected to appear in bond court later today at 26th and California.

Ardelean, a five-year veteran of the force, allegedly drove his SUV over the center line and crashed into another car in 2900 block of North Damen, Cook County prosecutors say.

The crash killed Miguel Flores, 22, and Erick Laguna, 21, two longtime residents of Cicero, authorities said.

Ardelean was initially charged with a misdemeanor in the case.

If convicted of the new charges, Ardelean faces six to 28 years in prison, authorities said.

Reminds me of the firm in the early 90’s that was hired to do the psyc evaluations for new hires. They were paid per person. They got caught speeding through the evaluations, randomly passing and failing people, so that they could bill for the highest number of evaluations done. This new version sounds like a recipe for disaster.

Our rights, whatever we have or think we still have are not displayed enough to city government. We as members of a union, expect to be represented and protected. Over the last six mounths I have observed some of the most FUBAR activity go on with nothing but lip service being given to members of FOP and a wait and take it as it comes attitude by the city and this membership. Our union is not out front in their face, in the press (T.V.) in the paper. Let the Citizens know what is happening to their police department besides officers going to jail. I can remember years back when officers were hitting the dirt, citizens rallied and were able to give officers bullit proof vests free of charge. We are being displayed in a bad light! Our UNION should get off their ass, not be affraid, and let the public know whats going on.

The female at Kennedy H.S. (as mentioned above) is useless. First, it was not or I should say it should not have been a 10-1; kids fighting kids and both P.O.s safe. This was her first mistake, emergency yes 10-1 not.
Second, you just got the entire early roll call flying from 008 to Archer & Narragansett and what do these two school officers do? They drive off saying they will handle it in school tomorrow (today); WTF!!! You endandered P.O.s who rushed like mad to get to the 10-1 (that wasn't) and you do nothing? Finally, on days that school is out she cannot/refuses to work alone. What makes her better than any other P.O. working 99?
While on the 008 school patrol, looks like a certain P.O. V.K. made his phone calls crying to his juice saying he wants back on second watch which he missed by bid and is getting it. It must be nice!!! I wish I had that call seeing I am changing all my side gigs to work around my new watch and have more time.

$100,000 REWARD OFFERED IN MURDER OF MAYWOOD POLICE OFFICER

Robert D. Grant, Special Agent-in-Charge of the Chicago office of the Federal Bureau of Investigation (FBI) and Elvia Williams, Chief of the Maywood, Illinois Police Department (MPD) are asking for the public's help in identifying the individual(s) responsible for the October 23, 2006 murder of MPD Officer Thomas Wood.

A nine year veteran of the MPD, Officer Wood was found shot to death in his marked patrol vehicle near the intersection of 6th Avenue and Erie Street, at the end of his scheduled afternoon shift. Officer Wood was shot multiple times and was pronounced dead after being transported to Loyola Medical Center. Officer Wood, who was a canine officer for the MPD, was seated in the driver's seat of his vehicle with the engine running and the vehicle in gear. Robbery did not appear to be a motive as Officer Wood's weapon and wallet were still on his person.

Officer Wood was active in the MPD's effort to investigate and eliminate gang activity within the village and it is believed that his murder was related to these efforts.
Officer Wood was 37 years of age and is survived by his wife and five children.

A reward of up to $100,000 is being offered by the Village of Maywood for information that leads to the identification and arrest of the person or persons responsible for this crime.

In addition to joining Chief Williams in publicizing this reward offer, Mr. Grant also wants to announce that the FBI will be assisting the MPD, not only with the investigation into Officer Wood's murder, but will also begin investigating gang activity and drug trafficking in the western suburb.

Anyone having any information about the murder of Officer Wood is asked to call the Chicago office of the FBI at (312) 421-6700.

It appears the Cook County State's Attorney Office is continuing the fight to use administrative breath tests in criminal proceedings.

In the case of PO Ardelean, the officer refused a criminal breath test. Today, the ASA at the bond hearing stated that experts would use his administrative breath results (which were under the legal limit) to extrapolate an illegal BAC at the time of the collision.

Where is FOP?

It appears that it would be unwise to follow any direct order under any circumstance that would provide evidence against yourself. This would apply to breath tests for DUI or ANY allegation that an officer committed a crime.

With the top job up for grabs, the CCSAO (Cook Co. States Attorney Office) has trampled 5th Amendment rights for all officers in the CPD. Aldermen were ready to march in the streets because of ALLEGATIONS that murders' constitutional rights were violated, but instead they settled for a $20 million payout. Now, the CCSAO openly professes that CPD officers can be forced to give evidence against themselves and the FOP is silent.

Maybe it would be best if we all just remained silent. I hear Jody will open a new unit up with juicy perks and we can all spend our remaining days climbing over each other trying to get in. Then, once the unit closes, we can use this blog to throw mud at each other. Because after all that's what this job is really all about.

A certain someone is on the Merit list. This certain someone just recently had a prisoner walk into the station with a loaded revolver. The subject was brought into the station for a warrant.

There are court rulins that clearly state that an administrative submission of a chemical test CANNOT be used in a criminal case due to the duress the person is under (ie, loss of job if refused)...Not saying the officer was 100% right, but the state wouldn't charge joe nobody and they are trying their best to find a reason to charge him...That's BS

For the millionth time, our residency requirement is not codified in the ILCS. Bringing the residency issue to an arbitrator is codified.

We cannot bring the residency issue to an arbitrator and have the arbitrator overturn it.

If the city agrees with the FOP and it is allowed by the city it does not need to be brought before an arbitrator.

ILCS has nothing to do with said agreement.

As it stands, we cannot bring up residency as a proposal with the city, and then subsequently bring it before an arbitrator when the city tells us to pound salt like we can with other issues in the contract.

There is a difference between that and what you said.

We are not locked into the residency requirement by the ILCS. It can be bargained away.

SCC is not FOP. The truth of this matter is that FOP wrote the legal brief that cause a judge to recently EXCLUDE an administratively ordered blow that the State wanted to use as evidence. The State will likely appeal and this will be the big test case. FOP is extremely concerned and proactive on this issue. They are out front fighting for your rights. A proposal is in the works to fill in the east end of Calumet Park right up to the Indiana border and truck in surplus FEMA preFabs to provide coppers with affordable housing.
