Here is the differrence between Cmdr Carroll and Capt Caroll. My neigbhor works for Cmdr. Carroll. He and his wife met him at a store, my neighbor intorduced his wife to Cmdr Carroll by saying that "I work for him." Cmdr. Carroll "jokingly" went on for about 30 seconds about how he doesn't work for him but basically takes up space. The young officer's wife walked away asking "what was that all about."
Now, Capt. Carroll, I used to work for him when he was a Lt. in 009. Me, my wife and small kids were shopping in a store, Capt. Carroll was there, I introduced my famly to him and said "I work for him." He responded "No, we work together in 009." Then he spent the next couple of minutes talking to us about our small kids and joking saying how our lives for the next 10 years would be spent in parks and gyms, coaching t-ball, baseball, basketball, etc... and he went on to say enjoy this with you kids, it's not a bad life..." My wife walked away saying "what a nice guy."

Hey softball, the current cameras dont identify the driver, they identify the registered owner of the car and then a citaton is issued to them. The city already has bicycle registration and if YOU were the real police then you would have known this already. The point was to get someone to take on the city and get the cameras declared unconstitutional.

I worked with Jim Carroll a long time ago when he was a new policeman in the 5th District. He came to us from the academy. In all fairness, he was probably one of the best recruits to ever show up. Right off the bat, he was aggressive, sharp!!!!, smart!!! & did not talk any crap on the street and everyone on the watch liked working with him. He teamed up with my good friend Eddie Moore and a another young irish kid, I can't remember his name. Jack something. These three made quality arrests. Seriously.... They got guns, hot cars and burglars up the ass. I remember when Jim made sergeant, we were all proud that such a great and deserving kid made good. I've been retired now for quite afew years. I go up to Bourbon St., block parties, etc., and all I hear are horror stories about Cmdr Carroll and his reign of terror.
If your not part of his click - you're shit. I don't know what happened to him. I just hope the stories are all bullshit...

I'm not a police officer, but I do enjoy this site. I knew Jim and Jerry Carroll from high school and hanging out at 79th & Wood. Both were nice guys. Jim was stupid and loud. Jerry was smart and quiet. Bakc then we did not have special classes or remedial classes. We had stupid clases. Jim was in the stupid classes.
In the high school we went to, you needed 2 years of language to graduate.
Everyone toook their language class in freshman and sophomore year. Jimmy fluncked his language class sophomore year, again junior year and was the only senior in sophomore (I think French -- I'm not sure) language class. They finaly passed him to get him out of Little Flower High School.

He goes on to say that the vehicle is considered uninsured if the use of the department vehicle is for any other use and a loss occurs.
The liability is on the officer.
This was brought on because one K-9
officer used the vehicle to go to work at special employment without his flea bag and the officer was not on Jimmy's list of favorites.
However, his favorites can do whatever they want. (and often do)
So, using this same fucked up logic and considering that Jimmy is just (ab)using his authority.
His driver, Shakes, is in violation as well.

Cmdr Jimmy Carroll called me and my partner into his office and ripped both of our asses off because an alderman beefed on us. No CR# ,when the easy thing to do was to just get one. He can be a miserable prick like everyone else. He did on another day however, stand up for me in a situation when all others would and would have just let me twist in the wind. I have never and will never be one of "his guys" but I would work for him any day. Feel free to walk into his office anytime and tell him how you feel about him. We all know that will never happen, you would have to have a pair of balls for that. So just keep happy bogging from the safety of your home and never stand up for yourself and of course anyone else.

With special employment, a great number of us made more than 100,000in 2007.
There are detectives that easily grossed 175,000 between special and court.
Those guys at the airports really cleaned up on their in-unit OT and special employment to the tune of $150,000 and up. One staff member worked every saturday at time 1/2.
Then there are the sergeants. Some grossed 200,000.
I love this country. I love this job.
I too came on with a GED and the department paid for my AA and BA degree.
Why do you think we have our sons and daughters coming on the job?
Just in February for instance:
we were paid on the 1st
Got an overtime check on 07 Feb
we were paid on the 16th
Got a special employment check on 22 Feb.

YET ANOTHER SCANDAL IS BREWING! Coming out of the 5th floor, apparently the new regime is taking a long hard look at the alcohol abuse that is gripping the CPD and is the root of many of the scandals. The new Supt is very clear that he is concerned with the state of the CPDs proverbial liver and is going to be taking action.
Any benefit/watch party is going to be carefully watched. Especially those who make it really easy by putting the event on paper. This is not the "roadblock" rumor, it actually has valildity. One of the actual topics in the staff meeting was the alcohol abuse and how to minimize the consequences. One of the Supts assistants was observed with a CPD binder containing information of these watch parties/benefits. Including a compilation of some of the actual flyers!
Do not dismiss the fact that IAD has been trained on the use of the breathalyzer. This makes it very easy to wait at these events, and order the POs to blow on sight!
Remember, as a sworn PO by ever being intoxicated you are in violation of general order. You may not get fired, but you will take time. Unless you are a PPO... then you will be fired!
So if you are a PPO use EXTREME CAUTION before you decide to attend such events. Especially ones where you will be driving to and/or from. YOU WILL BE FIRED!

This must have been Ralpie Price himself. I don't know him as a commander but as a Lt. in IAD he was the biggest ballless piece of shit i ever saw!!!! He hung his hat and promotion on the back of officers being arrested. He and his punk sgt W. would come out, demand an officer be arrested, convince the street deputy to go along with it, and then force the watch commander or another p/o to do the paper!! do u think the w/c, sgt,or p/o wanted their name on the arrest report of another officer? no but ralphie boy was to much of a pussy to either do it himself or have his people do it. I was concerned about that, so when I was speaking to an investigator I told him to pull PCAD and see who is going "late lunch time due" each and every night. Then, do a simple audit by looking at the hard cards in the front office and seeing if a slip was turned in and subsequently hours were taken off the books. Of course, I also told him that he would have to use last period as a starting point, as a Sgt could always produce a slip from say yesterday or the day before. But dont worry, it will be on the Sgts, not the POs. All I am looking for is fairness. I came on this job with the expectation I would be treated like every one else. So if you want to lynch me because I am taking steps to ensure fairness, fine. But everyone without clout will be thanking me soon! I have talked to some guys from my academy class and they say it is nothing like that in other districts. So claim that is not how it works, or call me a liar, or think I am bluffing. But again, to anyone who feels cheated or just does not want to be a part of this thievery, please call 312 746 4174 and let them know ASAP!

They should get rid of that GOOF on 3rd watch who NEVER works a full 8 hours. Sgt. Nick on 1210 works about 3 hrs goes into the station on reports and then goes home about a hour later. Sgt. Nick we all know hope IAD or INSPECTORS catch you stealing time every day. The desk crew pulls the shame oh mean same shit. Sometimes they have 7 people working the desk by hiding them on foot posts. Start of tour they are all their you come in 4 hrs later and they are most gone for the day.
