Good Call Ike

Wow. Ike Carothers actually says something right on target. Something we and our readers have been saying for months though:
  • "He's [Weis] stuck with the same number of resources. ... He's really trying to figure out where he can rob Peter to pay Paul," said Police Committee Chairman Isaac Carothers (29th).
And what is Ike talking about?
  • Chicago Police Supt. Jody Weis said Thursday he plans more foot and bike patrols, a crackdown on "quality-of-life crimes" and a re-deployment of tactical teams to prevent the traditional surge in summer violence.
How will we meet the challenge?
  • "I know we're talking about getting [more] officers on the street. But, that usually means they're in the cars. Is there a way they can ... walk the beat as they used to do?" asked Ald. Robert Fioretti (2nd).

    Weis replied, "I'm a big fan of foot patrols. I'm a big fan of bike patrols. ... I've been pushing for as much foot time as possible. It's critical to have that interaction with police officers and the community to build up the relations that we need so badly."

    Taking a page from New York City's "broken windows" theory of crime-fighting, Weis said Chicago Police officers need to start sweating the small stuff -- such as public drinking and street gambling -- when they're not responding to violent crimes.

Well, with the fleet in complete disarray, we imagine that there are going to be a whole lot more foot and bike patrols...hey, wait a minute. Could this all be part of some master plan? Some devious plot to get everyone in shape and not have to deal with the contract issues and the Fitness bonus? If everyone is walking or biking, they're getting healthy. Oh good lord, J-Fed is a satanic genius!

I am a working police officer. it is a very sad day today. driving in the car i realized that policework is dead. no more being aggresive and going out looking for stuff to really f*ck these sh*theads. well, i hope the crime and homicide rates in the ghetto soar and they all kill eachother. im done, no more anything except backing up my friends in blue and going home enjoying my family.. imagine, im saying this with only 3 1/2 years on. i was really looking forward to being the police...oh well, only 26 1/2 years left till i retire. be safe

Over the past 20 months the Chicago Police Department has promoted over 75 individuals to Exempt Rank Status, or higher. In this same period only 50 Officers have been promoted to the Rank of Sgt. What does this say about who the Brass feels is deserving of promotions. New Supt Weis has hired a minimum of five civilian positions in the Dept all making over 100 K annually in his first two months in office. However patronage is done? Hmmm

Sweat the small stuff? Make me. I don't want to drive to court for a bunch of petty bs. Take down the stupid pods, stop settling the bs lawsuits, prosecute the cases that do go to court, and I'll start locking up guys right and left just like I used to do before I stopped looking at this as little more than a job with crappy benefits. dealing with the small stuff like drinking and pissers????? has j-fed ever been to one of our misdemeanor courts. they don't even fine them when they show up any more for city ordinance violations. walk up to the bench when your name is called and the judge says have a nice day, go home your case is dismissed.

i'm going to take a page from brothers I used to work with in 003. the 1st and the 16th. what's wrong with them I would think. now I say what's wrong with me. they had it right. please people stop being proactive especially if it generates revenue. we have no contract and you have seen the crap we have been offered. once again I say cps employees received 20% raises. in a city of equality we deserve at least that much.

I love riding my bike and I'm ready to help Ike and J-Fed!

I want Jody to know I tandem bike that I can use this summer during bike patrol.

My rear seat is usually reserved for high class trim from Lincoln Park but for J-Fed I'd be willing to use it for transports to the area or even Central D!

You know we'd be stopping for Eye-talian Ice on Taylor Street on the way down there!

Another copper even jump on my bike, we can roll 10-4 and ready to rock the DOC this summer!

Eh, woah, those dreams of summer days are on my brain!

On second thought, I think I'm gonna stay cooler by the lake while the West Side burns!

The only thing I'll rock is the Starbucks patio with a newspaper.

That's the only activity the city is gonna get out of me for their 1.1%!!!!!!!!!!!

4 more years to go and I ain't doing JACK for this city!

For the first 15 years I give my all, and I was in court 5 days a week. But after nearly 20 years of being screwed over on every contract, the bullshit beefs, the baseless lawsuits and skyrocketing taxes, I'm done.

Everybody else pretty much feels the same way. This latest contract is the last straw. If 'da Mare' believes you get what you pay for by giving J-Fed such an incredibly high salary, than why not pay the troops what we're worth?

Morale is at ZERO on this department. If J-Fed thinks we're going to enforce minor infractions the way New York did, he's in for a big surprise.

It's as simple as this... pay us a decent wage, or expect NOTHING in return! Hell, we can't even afford to live here anymore since our property taxes have doubled and they're taxing the shit out of everything in sight!

SCC - you may post this / you may not... I don't want to put any ideas in the powers to be heads,
but with all the talk of a unofficial work slow down, just answer calls, cut productivity on tickets, curfews, anovs, etc....
That is all well and good.
But don't be surprise that with the summer months coming on that due to "manpower needs" - it will become harder to get time due especially on the weekends, also, there's a special order out there on furloughs which basically states that you can only extend your furlough from the Sunday before the segment begins until the Saturday after your segment ends, if that is the case all the old timers with 7a or 7b furloughs who end up taking the whole month of July off by extending their furloughs will be a thing of the past as well as the 13a furlough with guys extending on the front to be off from Thanksgiving and going well into December or trying to extend 13a past Christmas which many of us do. That too, will be a thing of the past.

The days of arbitarily changing day off groups, watches, assignments are pretty much over for the districts, - but they can still hit us hard where it will really hurt.

More retirements coming soon 35th & Michigan and pension board are receiving an average of 75 calls a day 65 more than usual. Wow things are really going to go to Hell a lot sooner than I thought. What was the end result of the "broken windows" experiment in Chicago a couple years ago? oh yeah the bums, drug addicts and panhandlers filed a lawsuit and won, making president and a hole lot of changes regarding issuing ANOV's and arrests for petty offenses. I think the city tried to pay with winter coats and cloths and made a big fool of themselves and tied our hands even more.

Just so you know.... Supt Jody Weis can Administratively run this department, he can wear the uniform as allowed by Mayor Daley but he CAN NOT MAKE AN ARREST because he is not CERTIFIED by the State of Illinois as a peace officer. He has not completed the courses needed to be a peace officer in Illinois. Yes he was once a Federal Agent but the State has additional courses and hours that must be completed before your certified.

Placing his name on an arrest report can allow the defense to fight the arrest as to being legit!

OT. There is a way that PO's can fight back against the ever growing tyranny manifested by Rich "The Bitch" Daley. What is "The Bitches" #1 project? His crowning glory that will shine up his much tarnished image? The Olympics. So if he's going to carry on with his not so clandestine was against members of the CPD, then it’s time to fight back. To start with you can write letters to the International Olympic Committee and inform them of the appalling conditions PO's are working under. Explain to them that the CPD is going to be responsible for security if the Olympics come to Chicago. Inform them that morale on the CPD is almost beyond the point of redemption. And, that as long as Daley is mayor, the likelihood of any improvement is nil, especially if PO's have to work under the jackboot rule of Daley and his puppet superintendent, J-Fed. Secondly, with the warmer weather approaching, and festivals scheduled for downtown, document all the bullshit that PO's have to put up with on these details. Almost everyone has a cell phone with still photo and video capabilities so it shouldn't be hard to be inconspicuous when documenting the actions of the gang-bangers when they come to the Taste or other events. If the situation prevents you from overtly recording an incident, activate the camcorder option on the cell phone and just record the audio. Although the Olympics aren’t scheduled until 2016, the International Olympic Selection Committee will be announcing a host city for 2016 in the relatively near future. Maybe SCC can be the clearing house for documenting the mayhem the gang-bangers will cause this summer. If you don’t want to write to the IOC, call them. Anyone with a computer can get a SKYPE account. It would cost about .02 cents a minute to call them. If this guy is looking for a fight, let’s give him one. It’s time for the bugle to sound, as his HDO amigos would say, the "deguello," or no quarter to the enemy.

Actually, you have no idea if this is true. He can get a waiver for training, and in his case , I am sure he got it. The State of Illinois LETB isn't gonna deny a former FBI ASAC the certification. I am sure there has been at least 2 meetings (each quarter) since his hiring, and if the application was put forth, I would bet money they certified him.

Any police text book and common sense will tell you that foot patrol is the least effective method of patrol. It makes the community feel great, but foot officers can't cover as much territory. As soon as the foot guy is 2 blocks away whatever illegal stuff was going on continues. Locking up drinkers etc. is a good strategy when combined with other tactics, but the Sup. obviously doesn't know how long a pinch like this takes, especially with the new inventory system. Off the street for an hour or so on small crime when people are being shot and robbed. The Sup. is really showing that he has no clue about police work.

But, anyone and everyone. If the State doesn’t prosecute. J-Fed will get the Federal indictment. So unless you got a force able felony to justify an ass kicking or shooting. Most never made an arrest in years and they really don’t want to go to court...And they really don’t want to work a 24/7/365 job for $2.50 an hour.

If you see J-Fed or a commander out there trying to do police work...don’t try to handle the situation alone! Inform the dispatcher immediately and your supervisor. If they order you to make an arrest.. make the arrest...clearly state in the narratives who and how you were directed to make the arrest. Obviously- you did not witness the incident and most likely cannot testify against the accused in court. Provide the witness with court information. Be professional. Three years comes and goes fast. Having fun makes things go faster.

J-Fed is not focused on violent crime. He is going to leave that responsibility with the new executive command staff. Those hot potato stories like school kids killing each other and rising crime rates only annoys him because the only thing he wants to do is catch a copper dirty out there. In regards to the NYPD "broken window" campain. Yes, it does work. HOWEWVER, they poured lots of manpower ( time&half also pensionable), Days off with 8-12 hrs days shifts and talked to the men on the street and purchased new vans and special cars for the hire back program. In addition, the mayor and the bosses took the heat away from patrolman and sent them out to do a job. They protected their men while they worked!! Hows that for a radical idea?
The only way this will work is to bring patrol up to proper staffing levels, fix the fleet and leave the workers alone.

Got some info from a PBPA guy. Could this be the residency case we have been waiting for?

Sgt. in a northside district gets stripped in the fall for living outside the city. Case went to the police board last month. Sgt found not guilty on all counts and reinstated with full benefits. Sgt owned a condo in the city and a house in the burbs where his family lived and kids went to school. IAD investigation revealed that the majority of the time, something like 80% of the time he was watched, Sgt was in the burbs before and after work. Sgt was not divorced or separated. Police Board allegedly rules that ownership of property in the city is enough. Anyone have some more info on this? Is this the loophole we need?

On a side note, a captain testified on the sgt's behalf, the same captain/subject matter expert who is rumored to have run a "secret study" group which produced three sgts in the top 40 of the last Lt's class. This particular sgt in question was in the top 10 and will be made Lt when the next class is made, which makes it a grand total of 4 sgts in the top 40 who in some way have some relationship to this captain.

Coincidence? Did clout affect the ruling? Could a regular P.O. get away with this? Can anyone advise? A precedent has been set, does the police board have to decide every case the same way? This could be the out we are looking for.

It might sound fucked up but I agree with sweating the small stuff, as long as its done in the right places and directed at the right individuals. Take that asshole gangbanger off the street for a few hours for a DPW or gambling just to let him know he's on your radar. I dont suggest sending all the tact teams out to lock up the bums, but hitting the buildings and doing a bunch of 'trespassers' that you know are running with the gangs anyway is probably going to keep them from getting shot/shooting someone else later on that night, no?
Jody has to make it easier to do this and BACK US UP ON THE BULLSHIT when the community is in outrage over the 'violation of rights' issues that the reverends immediately throw out there. Maybe he can even get on the news and reiterate the fact that if the parents knew where their children were more often, we wouldnt have to lock them up for the petty nuisance crimes, instead of cow-towing to the activists and reprimanding officers like the previous Superintendents have done.
Plain and simple: If you want the streets cleaned up, we need to get back to the days that the bosses had our backs, including the superintendent. A team gets a lot more accomplished when the coach and the manager backs up his players.

I never made detective but even my half blind eyes can see the dead kids are non-white. I did not see one Caucasian kid in there, there might be, I just didn't see any.

Bike and foot patrols are an obsolete romantic notion from another era. In this day when, despite over 10 years of CAPS, we are still "911 calls-for-service" driven and response times monitored, not workable. That "man shot call"? "Squad, I'm pedaling as fast as I can."

As for "the small stuff": The city tried that approach in the 1970's and 80's. Even formed a new bureau, The Bureau Of Field Tactical Services and made Joe McCarthy its first Deputy.

A lot of arrests. Some good ones, guns and such. Lot of BS, like DOPW and DC.

But that was before the days of event numbers for contact cards. And it went away when the minority communities complained.

The city is not going to take the backlash for enforcing its laws. They will not go after the unlicensed food vendors. Or the thumping car stereos.

And lastly, I doubt that we will hit the 970 homicides for the year. 700 looks doable, tho.......

Just so you know.... Supt Jody Weis can Administratively run this department, he can wear the uniform as allowed by Mayor Daley but he CAN NOT MAKE AN ARREST because he is not CERTIFIED by the State of Illinois as a peace officer. He has not completed the courses needed to be a peace officer in Illinois. Yes he was once a Federal Agent but the State has additional courses and hours that must be completed before your certified.

Placing his name on an arrest report can allow the defense to fight the arrest as to being legit!

I believe there is a difference between being "on scene", "also arresting", and for that matter "assisting officers", all of which can be clarified in court. Think of all the times dozens of officers have been placed "on scene" at a major crime when an arrest is made. No one is claiming they helped make the arrest, it is just documentation of who showed up. If someone can explain otherwise, please do so.

The test was honest. Po's did not study, including academy staff. Several failed, a embarassment. Instructors will not be FTO's, not in budget. Instructors will all be retired PO's soon. Sworn on street. Retired PO's and Feds.

If J-FED is making street stops and he's not a certified by the state, isn't he violating someones civil rights? If he is violating their rights doesn't that make him vulnerable to civil litigation?
His salary is advertised in the newspapers and it's common knowledge that he is retired FBI, so he's probably making close to 500K a year. He advertises that he has no kids, so he doesn't have to concern himself with tuition and other costs of raising children. He and his wife are DINKs (Dual Income No Kids). They are probably sitting on a mountain of expendable funds. If I were Jody Iwould be careful about playing police officer. Once the ghetto lawyers put all the clues together he might as well walk around the city with a sign on his back that says "Sue Me"

I've seriously been wanting to get on bike patrol for years in my district. I bike in my off time and would love to do it at work. The problem is that in my district you need to "know somebody" to get on the team. It kills me seeing them and not being able to get on there.
It amazes me that there are so many people on this job that have great individual talents but are unable to use them b/c of the system. I love to bike ride and i can't even get on a bike patrol. Another guy i know has a masters degree in forensic science and can't get into the ET/crime lab unit. Another has a master's in finance and can't get into the financial crimes section.
There are people on this department that could really help out but aren't given the opportunity. We need some kind of system, for instance resume's or something so people like these can be identified and let them use their passions and talents to help out the department.
The worst is when i see people going to these units that just absolutely don't deserve it, don't have anything to offer and just go b/c someone was able to "get them in there."

KANSAS CITY, Mo. — Three bodies were discovered Saturday along a river where city cleanup crews were working.

The Kansas City Police Department was called to an area near the Blue River and Brush Creek after water department workers uncovered a body while using a tractor to lift trash and debris as part of an annual cleanup program.

Detectives canvassing the area found a second body under some nearby ground cover, then a third body was found a short time later at the same location. The Jackson County Medical Examiners Office was called to the scene and are investigating it as a homicide scene.

All that will happen now is that you and the sgt will both go down for violating someone's civil rights.

Please folks, start thinking smart and look out for yourself and not for your boss. He or she will be retired and living in AZ on our dime by the time a civil trial goes down, and you will be all alone, because you inventoried someone's property 3 years ago just to fuck with them.

The city and PD has been waisting money for years, ie caps, neighborhood relations and all these other social programs that now they cannot afford cars for patrol.

When the shitheads are driving big SUVs and luxury cars with big engines and all of the comforts while running from the police the officer answering the call will be jogging to the scene.

"Beat 1322 you have a shooting at Chicago Ave. and Ashland. 1322 I'm coming from North and Damen but I'm walking fast, what was the description of the getaway car in case it passes me at 70 mph while I'm strolling along".

I can picture all of those retired exempt sitting at home thinking that they did such a wonderful job with their socialist programs that ate up the funds that could have been used for real work. I curse the day these socialist yuppies came on this job and I curse their careers.

from old lady sgt....foots r not even possible in 19/23rd districts...there is no mass transit officers ever in the el stations except 1 minute here & there as they drive about obtaining cta cks to prove they r in els...ha and only as it coincides with where they plan to eat and shop nearby or whatever else they plan to kill time! we routinely race to el stations in patrol cars to respond to crime and once on platforms and el cars never have run into Cta security or Mass Transit police...must not travel north of loop too far from south side offices...never had an assist from them on any arrest past 5 years.....and how about those traffic cars assigned Lake Shore Drive....has there ever being any to respond? Are they really out of loop and south side ever...ha ha invisible and not available to Drive along 23rd district...not once....not once per COS "no traffic lakeshore units available" do only 3 or 4 guys work there....who is fucking responsible for these dog units!!!

I grew up in a family where my dad, as a detective, would have all those hours he amassed going to court, erased annually. In short the city just stole their time back from them. Thousands and thousands of hours, earned at straight time, not time and a half, gone, erased, stolen. But, my father warned when FOP came around, be careful because you can only serve one master and that should be the community. Wow, where are men like that anymore. Now we whine like bitches cause we had time due denied or we can't work the sector car. You know, you're either the police or your not. A pass granted to any copper whose been through a bad shoot or something like that but the rest of ya, please, quit already and go sweat your ass off in some factory. And J-fed, if you're reading this a previous post brought up a very important fact. The ASA and corp counsel throw out thousands of cases a year which could just as easily be adjudicated with a $20 or $50 dollar fine. There's more revenue for Daley's son to make a profit from. Got some info from a PBPA guy. Could this be the residency case we have been waiting for?

Sgt. in a northside district gets stripped in the fall for living outside the city. Case went to the police board last month. Sgt found not guilty on all counts and reinstated with full benefits. Sgt owned a condo in the city and a house in the burbs where his family lived and kids went to school. IAD investigation revealed that the majority of the time, something like 80% of the time he was watched, Sgt was in the burbs before and after work. Sgt was not divorced or separated. Police Board allegedly rules that ownership of property in the city is enough. Anyone have some more info on this? Is this the loophole we need?

On a side note, a captain testified on the sgt's behalf, the same captain/subject matter expert who is rumored to have run a "secret study" group which produced three sgts in the top 40 of the last Lt's class. This particular sgt in question was in the top 10 and will be made Lt when the next class is made, which makes it a grand total of 4 sgts in the top 40 who in some way have some relationship to this captain.

Coincidence? Did clout affect the ruling? Could a regular P.O. get away with this? Can anyone advise? A precedent has been set, does the police board have to decide every case the same way? This could be the out we are looking for.

Just one more note on civil rights violations. Federal criminal civil rights laws have a five year statute of limitations from the date of incident, except in cases involving an intentional killing (generally not bound) and religious intererence (seven years).

"Over a 3 year period, 73 percent of the civil right cases initiated by the FBI were allegations of color of law violations. Most cases involve incidents of intense public interest."

Top five areas of civil rights investigation under color of law: excessive force, sexual assaults, false arrest or fabrication of evidence, deprivation of property, failure to keep from harm.

Please do your homework on this topic, so that you will know how to protect and stand up to your supervisors who want "heads" and "guns", officers. No doubt this will mean less arrests, but thats how it goes, Mr. Superintendent. We are not here to interfere with the liberties and rights of the people as defined in the Constitution.

First of all, I understand the importance of St. Jude and the sacrifices these officers made. However, I do not need to march in a parade set-up by politicians and Exempt ranks to show my support and respect for these fallen officers. I remember last year how the organization of the march was f*uck*d up. Because we have a bunch of morons that operate this department, I believe the march has actually shown a lack of respect. I believe we, or FOP, should have our own remembrance. Someone should contact a sports arena – Sox Park, United Center, etc., to hold our St. Jude. We do not even take a moment of silence for these officers; there is no prayer, -- nothing significance for these officers. All we do is stand around and then march pass a bunch of useful, pieces of garbage Exempts and politicians. And, I have marched in all 11 parades.

I think foot post and bike patrols are dumb as hell. All they do is deplete the man-power. Think of this way J-Fed (since you and Mayor Dick Daley have never been the police). All the people with seniority are on days, they tend to take a lot of their vacations in the summer. So, what does that mean? They pull people from midnights and afternoons to cover those spots. And then people bid for the bike teams. What does that mean? 8-10 people gone from 1st and 3rd watch. And you know what that MEANS?! 99 units on midnights, a beat car as the wagon. Less police presence, more crime. Bike units and foot patrols do absolutely nothing to discourage crime. It forces more crime at other times.

As far as residency, I was told that you are not in violation if you sleep overnight at your Chicago residence at least 3 nights of your work week. I was told this by IAD 12 years ago, so I am not sure if this is their current gauge.

Off the topic: My partner and I were at an incident last night when a supervisor responded to the scene. It was just ridiculous how this was handled by another LAPA(Latin American Police Association) merit hack. As we sat there and watched this circus we started naming all the LAPA people who have been promoted and are or were in way over their heads. I thought the new Supt.Weis was going to be something special. But lately everytime he opens his mouth it shows how much this city is getting screwed out of $310K/yr. If J-fed took the time to learn a little history about this department he would know that CAPS was based on "Broken Windows", anybody remember "together we can".That boring ass book we had to read for the sgt's exam sometime ago.

Be careful - Residency is where you sleep and keep your belongings, have your car registered, etc. It's not enough that you rent an apartment and crash their a few nights a week.

If you are going to advocate not showing up to St. Jude's, at least post your name. That way I'll know not to donate to your benefit should you get jammed, sick, or a family member gets sick. Also, I'll know which funeral not to attend, which would be my first in over a dozen years. If you want to be so disrespectful to our fallen, the living deserve to know who you are at the very least.

Secondly, as to residency, remember that they just made a deputy chief who moved his wife and kids out to the northern suburbs years and years ago and has maintained a condo in the city. The Corp Counsel has had a rule of thumb that said that the IAD has to show staying in the suburbs 5 consecutive days is a violation. Other wise you can probably beat it.

Third, unfortunately, St. Jude march IS perceived as doing something for the company. It would be nice to have an alternative, like a vigil, to just show respect for the dead. Maybe the unions - FOP, PBPA, AFSCME - can put something together. Just an idea.

Fourth, take care of yourself and your partner first. For you bosses, please take care of the troops, but for real, not like the nitwits at the top tell you and then screw over the district commanders by taking them away from their families. Lotta good that'll do to get them with the program. Weis, you're an idiot, either for ordering it, or as is more likely, for going along with the mayor's scheme.

Fifth, good bosses won't ask for numbers, they'll tell you to take care of yourselves, pay attention to the true crime victims and don't be a screw up.

Malicious Compliance is the name of the game, not a workslow down but a true follow every order and guideline to the letter. They will be out of police in about 1 hour on the 3rd watch. Call for a full plan 2 or higher for EVERY missing tender age child. Call for a supervisor on every part 1 offense. Order ETS and stick around to point out the evidence. Do a full canvass of all possible witnesses on all crimes you record. List all their names. Go into the station to make all notifications via the pax. Dont use your personal cell phones.Make sure you make all phone calls and notifications required on all incidents, from the station at the desk. Call for Detectives on major incidents so they get tied up. In short dont use any of the short cuts we have used over the years to get back on the air and handle more calls. Take every DUI you find into the station dont give them any breaks tie yourself up with the processing of the DUI. Maybe you can even do a blood draw at the hospital and get tied up with the blooddraw and transport all as required by order. Dont forget inventorying all prisoners and found property. oOnt let the small time offender throw out the nickle bag anymore. Lock him up, inventory the dope and do the job according to the orders. Its called malicious compliance. Oh yeah and by the way you will be so busy doing all the things required by the orders you wont have time to see or write any tickets, DARN. Perhaps you will only be able to handle 3 or 4 cals on the 3rd watch imagine that its called malicious compliance.
