Everything Old is New Again

  • Chicago Police Supt. Jody Weis has ordered his 25 district commanders to hit the streets on Friday, Saturday and Sunday nights --and he plans to use helicopter patrols on weekends -- to curb an outbreak of violence targeting young and old.
  • Weis believes that his new team of district commanders need to get their fingers on the pulse of their communities, and the best way to do that is to be on the streets between 8 p.m. and 4 a.m. on weekends, when most of the gang-related crime occurs.
  • For years, all exempt-rank officers have been asked to give up their Friday nights. Now, district commanders are also being asked to do the same on Saturday and Sunday nights, following Weis' lead.
This was a either a Cline or a Hillard idea a few years back, but it was only for Fridays. Even they recognized that bosses liked to be off weekends. We guess that once again, a perk (commander) becomes a liability (no weekends off ever again).

Someone remind us never to ask for a Commander spot. It just isn't worth the hassle anymore.

I remember commanders having to work at least 3 hours on either a Friday or Saturday night back in '90.

So for the extra dough and take home car, you forfeit any semblance of a family life. Is it worth it?

Deja vue all over again. Exempts working weekends goes a bit further back than Hillard. In the mid 70's, Superintendent Rochford mandated that ALL the exempts, even the HQ exempts, had to work something similar in patrol on the weekends. Remember, there were no civilian exempts back then either, and there were a heck of a lot more exempt spots than there are now. The exempts hated it, but at least they had a little closer look at patrol and a weekly reminder of the bullshit we put up with on the street. The ones that just observed us on a call and didn't take over, were okay, but there were a few that as soon as they arrived on the scene, things had to go their way. Barking orders and acting like jags. That sucked.

We don't have district commanders anymore. Most are little bitch boys or girls for the higher ups. In the old days your were lucky to find a DC on a weekday let alone on any weekend. God forbid a cop got shot, we had to search the taverns and bars for most bosses.

I couldn't imagine telling some of the old DC I have worked for, many who had 35 or 40 years in the job that they had to be on the streets on weekend NIGHTS. They would tell them to F*&K OFF!

The quest for the power and the Gold Badge! Give up weekends now, every family function is disturbed with blackberry non-sense messages and woke up on any given night to be told mookie and pookie got shot!

I used to hear from my old man that the commander was the best spot back in the day. He would never see his and yet shit got done. Now you have to work 7 days a week? Why? Doesn't being that high in command give you (the commander) the right to delegate responsibilities? This type of schedule also enforces the whole micromanaging style that is a huge root to all of the low morale in this department. J-FED is losing it already and he hasn't been here for 3 months yet!

I think even District Commanders will be scratching their heads over this. Here JFED is asking them to give up their weekends and their weekdays. Here is a guy thats making $170,000 more than them and who more than likely will not be giving up his weekends. He's relly looking for a revolt on all levels of the department. Heard a rumor that at St Jude instead of a salute for JFED because you know the mayo wont be there a middle finger salute is in order........

50 officers at 35th, I'm sorry but if they come from behind the desk over there, they haven't seen a case report in a long time, let alone fill one out. Tell them about doing arrests on computers, they probable haven't loged on to a computer in about 5 yrs. Alots changed in policing while they have been hidden by past bosses.

The command staff at CPD should watch the movie "We Were Soldiers". You don't send the command staff to do the street officers job. Exempts jobs are, to come up with ideas and plans of attack for manpower, not ride around with us answering calls on weekends because we are short. What are the Watch Commanders going to do on weekends? They are not needed because a gold star will be over rideing them, more mismanagement.

I'll give them a new idea!
Lets try getting some day labor to fill the manpower shortage. We can pick them up in our marked CPD vans and drop them of at fixed posts in the areas no one wants to work. This sounds like an American dream come true.

What is the FOP doing with us being short. How about minum maning like CFD has in their contract.

New Ideas how about this. ALL exempt including you J Fed and your FBI Team of know nothings. WORK the weekends during those hours. 8-4 Thats right report to Dist. 5,6,7,9,11,15 at 8:00 PM in uniform ready to go. Work as the second officer in a piece of shit beat car, on an understaffed watch with PDT's that dont work, and answer calls. Take in domestics, stop little jag offs on the street and get verbally abused. talk to ass holes and get lied to. Dont forget J- Fed cant lock them up anymore for lying to a Federal Agent. Try finding a decent place to have lunch at 2:00 AM when it slows down slightly and maybe you can get some greasy Harlolds chicken cause thats the only thing open. Do this for a few years and MAYBE the men and women who do it every day not just on the weekends will get to thinking you understand their plight. Oh Yeah in the morning dont forget to get up, go to court and then you can work out to stay in shape. Now remember no riding around looking at real police officers doing their jobs. YOU and your crew have to be the second officer on the car( SORRY REAL POLICE PARTNERS) answering the radio and going on jobs. No riding with supervisors listening to their crap. Ride with the real people who do the real work and then see if you still like the Dwarf on the 5th floor.

As I recall Rochford's program in the early 70's each exempt, up through the Chief rank had to work a 4 hour tour on a weekend, once a month on the 3rd Watch. In addition to working they were also required to dress in a uniform as much like a Patrolman's as possible. There were a lot of leather jackets and blouses being borrowed by them. They were not allowed to wear their exempt hat, but could wear an officers' hat, Capt/Lt. For the most part they were assigned as a second person on a 2 man car. Believe it or not, many of them actually enjoyed in and looked forward to it. I don't remember when it ended. Incidentally, there were civilian exempt at that time, Mitchell Ware was one, and there were one or two others.

First of all, what is the commander going to do as far as reducing crime goes, being on the street every weekend? Nothing! Crime rates will continue to rise as long as the police can no longer be proactive. Before, teams were stopping cars and getting guns and drugs. Stopping shady people and gang bangers getting drugs and guns. You can no longer do this or face violating someones rights on camera. Then what? Suspension, firing, rule 14 violation, law suits, etc.
You can no longer be the proactive police. Now you are the reactive civil servant. Take your case report after the crime, carry the drunk to detox, write some tickets and generate a bunch of bullshit reports instead of making arrests. Its the times and no commander can change that, regardless of schedule.
It will get worse as the summer goes on...mark my words. Protect yourselves from the bad guys on the street and the ones fucking you for drinking off duty and a host of other nonsense to further their careers.
We serve and protect should now read, we serve and report...kinda like a security guard?????

It started in the late 70's that commanders were asked to ride around in their districts on the weekends. Nothing new here. And with some over zealous commanders, who like to hang around 24/7, they put in 80/90 hours a week.

No OT, so they are making the same as some Sgt's, p.o.'s and Det's. when you divide into their total paycheck.

The only one making out is J-Fed, $310,000.

You won't see most Commanders during those hrs. J-Fed released to the media. First of all, he's said nothing officially to any of the exempts. Until he does this, they won't be nudged out during those days and times mentioned in the article.
There are already a few cdrs who were out there late at night, on Fridays and/or when needed. Northside? Georges of 018 comes to mind.
Westside? Jackson and, at times, Wysinger.
Southside? Roy. Patterson. Schmitz.
Franklin.
Some of the bosses I mentioned now have new jobs, and don't command districts any more. A lot of them are missed already.

It was interesting as to where we are as a society that many people feel it is acceptable to be on a stage at a ceremony playing on the phone while someone is speaking in front of hundreds of people . My children have better manners and they are teenagers!Could you imagine what one of these jerks would have done if we were on a phone while they were talking.

And it was interesting that you thought the department could not function without you for a short ceremony. Guess you were wrong on that one since you both got dumped.

In my previous entry about Superintendent Rochford's edict regarding exempts working in patrol on the weekends, I specifically did not expound, as you did, on Rochford's plan, a plan that I know quite well, because I did not want to give fucking J-Tool any good ideas, fuck him and all his buddies, and Rochford's idea was a good one, he got those fuck exempts on the street, and its an idea that the Young Baby Turks like LOA Jagoff Lt. Brian Murphy (the Mayor's informant about the CPD with 2 fucking minutes on the job which included his meteoric rise through the ranks to Lt) knew nothing about and could not tell J-Fool or the Mayor Silly about it. So congratulations asshat, you just spilled the fucking beans. Grau and Williams couldn't even have told them because they came on the job in 1982 and 1977, respectively.

As far as civilain exempts, do not confuse civilian employees with civilian exempts. Mitchell Ware was the only civilian exempt in the 70's and even he was a quasi-civilian. If you remember, he was empowered to be armed, and armed he was with a pistola. And he rode with us on the 3rd Watch in 007 in the mid 70's in a suit and tie with the biscuit on his belt.

So, let's take an accounting. You blabbed some good info, and talked shit about shit you do not know, so shut the fuck up asshat.

Exactly, there is no point to that. Other than having a car ride around MIGHT prevent a crime but in no way will ANY of them be proactive. Especially on midnights, after they realize it's 2am they'll think it's bed time and you won't see them the rest of the night.

Will one of you inside office persons help us out here? I know that all exempt have always been required to work an additional 10 hours (I think) per week. Every week exempt have to complete some formset-type report that details where and when and how many hours they worked their required "exempt overtime".

Most exempt have their secretaries complete and submit this report. They usually shout out some bs "put down that I attended role call in 014 for 1 hour on 1 May; put down that I was on the scene of a homicide in 011 for 3 hours on 2 May."

The working Friday nights thing was never officially over. Dana just didn't care and wasn't doing a head count on Friday nights like Fill. Yet again, many of the exempt ignored that policy under Fill and still got away with it.

This working extra hours for exempt is nothing new. As always, they'll figure out how to make it work for them.

J-fed might just take old "MERIT" packages that were submitted, but obviously were not made, for the last Dicks class and just use them instead of going back to the well and scurring up some new packages for merit picks.. So it is possible for those Dets. to be made in 3 weeks or so.

I almost had a heart attack a couple of times in 019. when some sming hot scantly clad skanks walked out of the bars showing everything. Thank you 019. Now i have to take my heart medicine.

Superintendent, who ever advised you to make the commanders work the street is probably a hold over from the past or just an incompetent boob who has never had an original idea. I'm going to explain to you what is, at least, a major contributor to the problems on CPD. First, Captains are appointed and, instead, need to be a civil service rank again. You need to totally increase the amount of Lieutenants in the district so that there is always a field lieutenant working. Next, put enough PO's back in the districts so your sergeants can be supervisors again instead of rapid response cars. Rank on this job has been completely watered down over my last 22 years on the job. When I started you could not walk into a watch commanders office, not even to get an arrest report signed. The desk sergeant took your arrest reports to the watch commander. There was almost always a field lieutenant and when he appeared on the scene everyone straightened up, put on there hats, toned down the bull shit, just out of respect for the rank. Sergeant's were bosses, not back up. If a sergeant was assigned a job, even a burglar alarm, coppers came off personals and even lunches to give him a waive off. Now, a sergeant is given an assignment long before patrolman working tact or gangs, not to mention the hundreds of patrolman in special units who answer no calls. The rank structure has been stripped down and those at headquarters only know how to manage, they do not lead. General George Patton was a leader, not a manager. Ronald Reagan was a leader, not a manager. Teddy Roosevelt was a leader, not a manager, and he was once the chief of police in New York, ummm...Mr. Superintendent, you need to be a leader, not a head hunter, not a micro manager and definitely not a Daley flunky. You do not want to be listening to that Bar exam failing moron. Yea, he is a great politician but is that saying much. He sucks as a man and as a Mayor, his Rome is smoldering and about to burst into a ragging inferno. All these new houses are going to be ashes but at least we don't have to worry about to many businesses burning..Put your commanders back in their offices, let them run their districts. Give your Capt's some ability to disagree with the commander from time to time. Put the lieutenant back in the field and restore your sergeants to supervisors. These steps will begin to fix this horrible mess.

A lot comes down to that pesty second-guessing bullshit that one has to keep in mind at all times.

When your own judgment is subject to being rehashed by idiots, what you're left with is being effectively handcuffed going in to any situation.

It's always gonna be a crap-shoot, with your decisions of the moment being what determines whether you make it home or not.

Like most everything in life, 'To thine own self be true' is about the best you can do.
