PPO's - Watch Your Ass

Reports from the cursed Indian burial ground of 025th District officers:
  • What is the story in 019 on Sat. nite when a PPO was railroaded by the brass. PPO aparently had a few beers at a party with his g-friend. At home they got into an argument where she attacked him. He left, police were called, he walked into 019 on his own. He was ordered to do a breath test, then given his admin rights and that was it. IAD Price was in there, as a street dept.

    HE was NOT on duty, he was NOT driving. Why did the brass see fit to fuck this kid. Is he the Supt. first example.
Rule 15 states in full:
  • Intoxication on or off duty
That's it. Five words.

Five words that will derail a career if you aren't heavy (witness much of the existing or recently retired CPD brass). Five words that will enable the Department to take disciplinary action against literally thousands of persons over the course of their careers should they so choose. Five words that will enable the Department to fire without comment or explanation any at-will employee, to wit, a Probationary Police Officer, and give the fired individual no recourse under law or contract.

Newbies, beware. YOU are the examples that are going to be used by J-Fed to prove he is taking this allegedly "out-of-control" Department into his iron grip. You can be fired on a whim and your name burned on the altar that is the foundation of "reform." No one wants to hear about a 15 year veteran getting caught drunk, serving some time at callback, suing to get his back pay and winning based on the previous historical rulings of the Police Board. That would just play into the "business as usual" model the Machine is trying to hide.

Unclouted PPO's will be fired out of hand to promote a new image. It's happening already.

What exactly is the BAC limit for being "intoxicated" while not driving. 0.08 is, to my knowledge, the limit at which the state of Illinois believes you may be affected by the alcohol in a negative way if driving. 0.08 DOES NOT mean intoxicated, it means influenced by alcohol if driving.
So then what BAC is the department using as the threshold for intoxicated?
Fuck It! It's too dangerous to drink off duty. I'm getting drunk at work. At least then I know where I stand.

Great. Lets see, the old timers dont want to work because they are on the way out, and that's fine. The vets dont want to work because morale sucks and they are tired of getting the shaft, which may not be fine but at least it's understandable, and the ppo's are gonna start getting the shaft right out of the box, so they aren't gonna work either, which is totally unacceptable because they are not going to learn anything and will be completely useless for the next 3 decades.... umm... who's gonna work around here? That idiot PPO was his own worst enemy. I don't know what possessed the desk sgt. in 19 to have this guy take a breathalizer, but that was not his real problem. His dilemma was that he had unregistered rifles at home and he was afraid his girlfriend was going to tell the police who had been called regarding the domestic fight. So, who does this PPO confess to about his unregistered weapons the Street Deputy. Once this little gem of information came out no other option other then notify IAD. Rifles recovered PPO stripped by IAD.

Reminds me of the PPO who 2 months ago was fired 2 days before coming off probation because of a doctor error on his return to work papers. It had him off for 1 day instead of 3. He was denied comp time and forced to go on medical. They blamed him for the doctor's error. He was and is a great copper. He will be missed

If true very fucked. Anybody can make a mistake. Maybe this kid can fight it and go before that Chicago judge who gave that woman her job back? That woman who was, if I recall correctly, was a purchasing agent for the city and was caught waliking out of the grocery store with $130 worth of foodstuffs. She said she was taking the stuff outside the store on her way to retrieve her purse that she said she left in her car. Riiight. The Judge said even though she showed bad judgement, he was reinstating her.

If there isn't more to this PPO scenario this kid got hosed. As far as the Rifles? That's a bitch. As far as the bitch, that's a REAL BITCH.

I hope this kid gets a break. Once and done on any FNG is n't square anywhere, except in a firefight.

Former Deputy Superintendent James Mauer, someone I highly respect stated more than once that the rule about being intoxicated while off duty comes directly from.....PROHIBITION.


We must remember that it was the micro-managers, the arrogant, holier than thou do-gooder, we will mind your business prudes of those days that got a Constitutional amendment passed that prohibited the manufacture, sale, distribution and consumption of alcoholic beverages in a great "noble experiment." We know from history what great pains this caused this country. When the American people rose up and demanded it, they were able to get this amendment to the Constitution repealed. Therefore, I suggest that the right to sensibly imbibe in alcoholic beverages of our choice is a right guaranteed by the Constitution.

The right to complain, bitch or whatever you may call writing on this blog is the same as the First Amendment Right to a free press.

We all know that the Second Amendment insures all the other freedoms.

The right to peaceably assemble with our brother and sisters in blue, in our homes, backyards, or local taverns, after work, at a watch or retirement party is also a right guaranteed by the Constitution.

Jody Weis and Richard Daley may wish to seize any of our rights. Seize as in the violation of the Fourth Amendment, then we must be ready to fight for these rights. And the city better be willing to write some checks.

being intoxicated in and of itself will not get you thirty pending. throw in a 501 or domestic and you may get popped for 30 pending. just being intoxicated and being ordered to blow administratively is a thirty day hit. you can also throw in a psych medical and trip to the whiskey institute before catching thirty. hopefully grieve it down to fifteen and learn yourself a lesson-- don't open the door next time.

This "intoxicated" rule will have to be challenged in court with a lawsuit. When it is challenged, I think we will win. If a P.O. is intoxicated along with driving, fighting in a bar, involved in a domestic dispute, or acting disorderly in public, then I can see the department discipling the officer. But this bullshit that we can never be intoxicated is a violation of our rights. If a P.O. is minding his/her own business in a bar, drinking in the back yard, enjoying a cold beer at a ballgame or wedding, and not doing anything wrong the department can't do shit. I swear I will spend every last dime I have to sue the city, the IAD officer who fucks with me, or anyone else who tries to stick it to me for drinking off duty when I'm not doing anything wrong. Where is the fucking FOP on this. Oh well, they just got re-elected, we won't hear from them till next election.

If that's the case if I fall down my own steps it's an IOD. They want it both ways, hold us to the rules 24-7 but not cover or indemnify for off duty things. Heck, if you're working security at a high school, on your time, and one of these future doctors punches you in the face, knowing full well you are the police, you will not get battery to PO, you will not get IOD, yet, if you thump this kid you will get CR#. Intoxication on or off duty. I don't see a definition of what is considered intoxication in the Rules and Regulations. I also don't see in the R&R any reference to the level of the blood alcohol content of the blood. I also don't see any reference that differentiates driving or walking while under the influence in the R&R or the orders. Intoxication on or off duty, is a blanket statement without specifics. I don't recall any orders, unless someone can correct me, where it gives the definition of being intoxicated. I also don't recall an order that cites what the blood alcohol level should be, correct me if I'm wrong. They can only get you on refusal to obey a direct order. Appeals are won because laws are to vague and over reaching. This rule is the same.

CT may be a good guy. Don't know him. He may or may not have been the aggressor or the victim in the situation. He voluntarily came into 19 after the incident. He did have a rifle and it was confiscated. Had he stayed away from 19 and kept his trap closed this may have been avoided in some capacity, at least the blow. It could have been a simple domestic with the usual investigation. The kicker, the girl in question, her father (a PO on disability) came in the 19 the next day to ask why he wasn't locked up and made a big stink. He wasn't arrested for the alleged incident. Mind you the girl is like 32 years old as well. We are our own worst enemies, we don't know when to say when. I hope the best for the lad, but under this current regime and the way the department is going it doesn't look good.

When you are on probation, or on this job in general avoid all this nonsense by associating with people that will look out for your best interest. And if you are not a good drunk, realize that and stop.

Many years ago there was a off duty copper who was walking down the sidewalk and a drunk driver came down the street,jumped the curb and ran over the copper.The copper had 2-3 beers before leaving the bar.A public intoxication beef was put on him.The CR# got dumped later on.Just goes to show what a bunch of Jagoff bosses we have on this job.

I remember a street deputy with a Polish surname who was stopped on the Kennedy Expressway, drunk as they come, going the wrong direction, in the oncoming lanes you know. No DUI, no arrest, no admin blow, no nothing except a great big hah hah and some suckhole policeman thinking he was owed a favor from that shithole boss.

Or one recently retired Deputy Chief of Special Functions, the one with the nickname "12 Step" He got DUI'd one evening and was rescued personally by Terry Hillard. No DUI, no admin blow, no charges, no getting fired, no embarrassing headlines, no story of "another drunken Chicago cop." A limo ride to detox is all.

When some drunken boss gets his ass in a sling I might begin to get a hint that something might be changing. When a drunk Captain (I work for one) or Commander or higher gets charged with DUI and has to give an admin blow and makes news, then I might believe jfed is changing things.

Until then, it is the same old shit, different label is all. They hammer the PPO because they can, he isn't protected by the union. but a Commander, jeez, a COMMANDER, or a DEPUTY CHIEF, or some higher exalted CPD boss who farts through silk, well nothing will happen to them except maybe a ride to the treatment center in a limo and a hush hush story.

What does anyone think would happen if what former Deputy Chief Ricky Guerrero did was done by a lowly PO? Christ, the guy would be fired and maybe looking at jail time and surely be the subject of a lawsuit. as it is, Ricky Guererro is working his way on up again. I hear he worked his way out of 007.

Rank has it's privileges, and a different set of rules. Any PO who covers for one of these asshole bosses needs their head examined.

Digital voice recorders are small and cheap, so are small mini cam corders, protect yourself and get the goods on some boss and/or politician and stick it up their ass for a change. Turnabout is indeed fair play. Learn how to play dirty and make it pay for the common blue shirt.

The person you refer to was one of the best friends the blue shirts ever had and stayed as Frist Deputy while figurehead Superintendents seemed to change with the seasons.

The "bar squabble" as you term it, was when he walked into the piano bar that was in the lower level of Marina City after playing handball. As soon as he walks in a bartender, who knew he was the police told him that a big guy was threatening a couple of women at a table with a gun. He identifies himself and puts the arm on this guy who tells him that he is a police officer. He leads him out the doors and the offender shoots him three times with a Walther PPK. As it turns out, the offender was a fired Davenport, Iowa police officer by the name of Washington.

I was one of the first cops on the scene; my name is on the paper and more. You've got me really pissed off.

It is bad that we are obligated to live in this corrupt shitty city but to tell me a grown person with constitutional rights that i cannot be intoxicated while OFF-DUTY and in my own fucking house is rediculous. When we took our oath did we also agree to become second class citizens and waive our born given rights to be secure in our own homes? I didnt, and everyone should be demanding the FOP to challenge this rule in court. I am in the middle of my career now and do not go out with the guys like used to, but if I wanted to spend my hard earned money on a couple of pops while OFF-DUTY its no ones business. Now if I commit an illegal act then punish me administratively as well criminally. But until public intoxication is illegal in Illinois leave me the fuck alone.
This shit has really got me pissed off, can anyone out there with knowledge on constitutional law explain if the city can get away with this and would a challenge hold up in court?

my response, as an area 3 tactical guy, would be blow me, I've been there and done that too. I'm also smart enough to not speak without knowledge of what you are talking about. P.O. that handled the job was west side guy from 25, and a good copper too. The WC is a great guy who would do anything he could to help, the problem is PPO was too stupid to help himself.

I got news for you guys. J. Fed did not start this bullshit. Tobias, and other IAD people fired other PPOs when it was not necessary. JUST TO MAKE AN EXAMPLE TO MAKE THEM LOOK GOOD OR TAKE THE HEAT OF OF THESELVES. This is not over for these assholes. Another example happened in 019 a couple of weeks ago and the officer had 5 years on the job and was chasing an offender (on foot) when he was taken into the District by a Sgt. You talk about the 60s and 70s WE TOOK CARE OF EACH OTHER THEN. WAKE UP.

I won't post the stupid events in that one because the media dosen't have it yet, but believe me this was a stupid cop, being his most stupid, in front of a gaggle of witnesses who were all on scene. Ease up on the post about the former first. I didn't read into it as being disrespectful toward the man himself. We all liked him and still love his family.

I think the point being made was how exempt have historically made potentially damaging or horrific incidents turn into purely heroic incidents, only when it accomodated or protected the exempt themselves. They also controlled the media regarding those incidents, so there were no leaks.

We all have tons of factual stories of drunken exempt on and off duty, with their higher ranking officers knowing about it and covering it up. None of them were ever punished or publicly humiliated because of it.

Again, the point is we are now paying for their past actions. Do as I say and not as I do, or did.

Does anyone know the real story about what happened in this case?? Firstly, he battered his girl, and although she declined to sign against him, she called dispatch and told them several times that she was battered by a "drunk, off duty P.O. who fled the scene" sooo what was the SGT and the P.O.'s to do? Blow it off and wind up getting a CR? Secondly her old man is a P.O. He was then stupid enough to run to the 19th district, smear dirt on himself and claim "self defense". Then he spills the beans about having an unregistered rifle in his place which is subsequently processed and inventoried.

Don't be mad at IAD or JFed for doing what they said they would do. WC's don 't hang out at the desk. The new rule is the WC is notified that a PO is intoxicated then he/she must respond. There must be more to the story, the PPO f'd up somehow, maybe got lippy?

I am a PPO and I don't have clout. So to all other PPO's who are in the same predicament, all I have to say to you is use your good common sense and be very PROACTIVE in terms of avoiding trouble. For example, I had a road rage incident in which the other driver and passenger got out of their vehicles with a tire iron. I quickly reversed and got the hell away. In another incident I was waiting in line at the Gap in Gurnee Mills shopping center and a guy cut in line and pushed me, I was so fucking pissed and I was thinking about pushing this guy back and then I took a deep breath and just ended up walking away.

I know the current climate sucks. It sucks really bad. But we have to deal with the cards that are dealt.

In today's climate, there is no shame IN WALKING AWAY FROM NONSENSE. Think about your family, your career, losing a job when we are in an economic downturn, and maybe even facing criminal charges if the tables are reversed on us (as it usually is i.e. Mike Mette).

One of my favorite off-duty pastimes is 'shrooming with my girlfriend. We just lock the whole world out, set the mood with music and candlelight and share a bottle of wine. Psilocybin or "magic" mushrooms provide much more pleasure than sinsemilla buds or ecstasy.

There is a reason why they all work in midnights. They are all also very clickish and love to stay in their group also.
