Aggressive? HAHAHAHA

Wednesday was what? The third in a series of meetings to discuss Department issues with J-Fed? And already, we don't care. It's a dog and pony show, we can smell the BS from our 3rd floor apartment, and nothing is going to get addressed until Daley addresses it or Daley goes to jail.

Then we get this from the Tribune:
  • Chicago Police Supt. Jody Weis told officers gathered for a meeting this week that arrests in the city were down and implored them to be more aggressive on the street.

    Department officials confirmed the account.
Wow. Call us names, paint us with the same brush, throw officers under the bus, give us horseshit equipment, tease us with crap about upgraded arsenals, new cars, working computers, working radios, cave to the "reverends," dump workers, promote morons and the connected, the list can go on and on and on.

But be more aggressive?

Why? Why bother? We aren't seeing any leadership. And only a fool follows someone who walks into walls. We aren't fools, and neither are 99% of this Department.

Screw you J-Fed and little Dick!! Arrests are down and will stay down! In my 11 years on this job I have NEVER seen the morale this low and it's SAD!! I thought it hit rock bottom a year ago, but it has become worse and keeps getting lower. I hear from more and more coppers everyday that it just isn't worth going the extra mile anymore for this city and the bosses. I'm even hearing the comments from younger guys that I thought would always be aggressive.
The constant lies, doubletalk, backstabbing, lack of trust, etc. and once again no fucking contract=SHIT MORALE!! There is nothing positve coming our way, it just keeps getting worse and we all expect to get fucked by the city and our FOP again when we do get a contract!

Let the bosses lead by example and go out and show us hows its done.Let them make the arrests.STOP WORKING.Let the Clout happy take up the slack.Change will come if we just answer our calls.No aggressive policing.Protect yourself and your family.We the cops control this dept if we stand together.No more going to bosses promotion partys or sucking up.Your a sell out if you do.There is strength in our ranks.The prisoners run the prison so why cant the cops run the cpd.Remember they cant make you do anything unless they are on the scene then put the bosses down as a witness.No more tickets,Hell most are illegals anyway.If the mayor doesnt want people to have DLs then dont stop anybody.Dont jam up the good american citizen.Let the gangs and the shooting rise and change will come.The mayor and the bosses dont care about you so why should you care about them.Ive been around this place for over 13yrs,not along time but I have seen the clout heavy move up and the "specialized" units only put in 5 hrs days if that.Arrests mean nothing it will only get you jammed or many days in court.Now is not the time to be the police.Just collect your check.TYhis is the worst I have seen it and hasnt run its course

It would be kind of hard for me to look the other way if I witnessed an on-view felony IN MY NEIGHBORHOOD ONLY. Otherwise, I would really have to think twice about going through all the b.s. in processing a goof. Example; the watch commander, detectives, and finally, felony review. Sometimes it's just not worth the aggravation.

If we want to advance the department we have to go out and aggressively enforce the law and allow the Supe to handle the political footballs (the city council. the community folks, and the Mayor). If this Supe fails it will be a huge loss for us. Do we want to return to the old insider Mount Greenwood/Northwest side cigar smoking illiterate Supes of the past?

I hate to go off topic but I am on furlough and unable to keep up with your blog. Holy Smokes I looked at the merit appointees list and my gosh the majority were M2 and M4 officers. There were not a flood of of M1 officers! My GOD from reading this blog I thought only M1 and M4 officers were merit appointees.

As far as the issuance of M4 carbines, yes the officers should pass the power test. It would be ridiculuous for some of the 375 pound bad examples we have on the job to tote an M4. The numbers should be severely limited. Personally I don't think there is a need for more than three M-4 carbines per watch in every district and they should be transported discreetly and pulled out only when necessary. They should not be seen on traffic stops.

Me personally I like the new Supe. He has had his hiccups and errors but that is part of entering a new culture. Unfortunately our department has suffered from incredibly poor leadership and we have suffered from being under a political administration that is unethical and at times inept. I say we give the Supe a chance because frankly there isn't anyone in the exempt ranks that are fit to lead the department at this juncture. The only person who could do a better job would be Lt. General Russell Honore, the soldier who bought law and order to New Orleans following Katrina. He would have the personality to cut through the BS, establish priorities, and forcefully advocate on behalf of the department in front of the communities we serve, the city council, and the mayor.

This Englewood Ranger (Former Marine) knows no danger! I am going to courageously follow our new Supe!n Hooyah!!!!!!!!!!!

Aggressive! Shove it up your #@$%. 006th District just dumped one of their Sgt's. from one of the most aggressive teams in the city and no words out on why yet. They dont want policemen they want a bunch of do nothing yes men who dont know anything and if they step on themselves hang them out to dry.

For the first five months of 2007, I arrested 63 people on the beat car. Same period for this year - 9 people (signed complaints and a warrant or two for a really bad dude). I am proud of this decline. No. But this is the reality of what we face now in regards to leadership. I try to counsel the future of this department - guys with under three years on - to take it easy because they could find themselves thrown under the bus soon. Quite a few of them are still out there running and gunning. I'm all for it but just not at this time. Stay in your car people and let JFED's tenure ride out without becoming a scapegoat.

Likewise, Ramsey wants to fire the officers in the incident in North Philadelphia in the wake of the murder of Sgt. Steve Liczbinski.

Without support of PO's on the street, you lost the battle. They will look good and follow orders but aggressive, proactive policing is down. Young officers nervous and lack effective leadership. New commanders do not communicate with officers, inspectors that strictly enforce every rule no matter how trivial. Tac and gang teams consistently moved from district of assignment to work on problems in the same areas. If we had sufficient manpower, tac would stay in their districts where they know the gang members. Hiring has all but stopped. retirements increased. Read the signs, they are obivious.

4) THE RETURN OF THE ONE GUN DUCK DAY. DA MAYOR HATES GUNS SO REWARD THE POPO WHO TAKES THEM OFF THE STREET.

5) MEET WITH THE CHIEF JUDGE AND START FINING ALL THOSE MEATHEADS THAT GET LOCKED UP 4 MISD. THE COUNTY AND CITY NEED THE MONEY. EVEN 10 DOLLARS WOULD HELP.

6) HIRE RETIREES TO WORK THE DESK IN ALL POLICE FACILITIES. I SEE THEM WORKING PRIVATE SECURITY FOR 15 $ AND HOUR. PLUS THEY ARE TRAINED ALREADY AND CAN WEAR THEIR GUN.

7) DROP THE TRU UNIT AND STICK THEM BACK IN DIST. THE ARREST THEY MAKE ARE LAUGHABLE. JODY IF YOU DONT BELIEVE ME ASK YOUR FLUNKY PETERSON TO FIND OUT HOW MANY FELONY CASE WERE PROCESS BY DICK FROM TRU.

The way cops are being treated and singled out by this city, you have a lot of nerve to ask them to be more aggressive. This city does not want aggressive police. You reap what you sow. You can't have it both ways....

You want change. You can start by telling your boss it's going to cost him. Tell him to quit fucking dragging his ass on our contract. Give us a decent raise where we might get a few disposable dollars after the bills are paid. Fund our pension the way it should be and tell him to have his nephew give back the millions he borrowed from it. None of the bullshit the real estate market fell apart and the money is gone. Tell your boss to quit trying to screw us on the medical insurance. If the retirees were paying too much, I'm sure we are too. It didn't cost us anything at one time.

You can start with those few things. Get us a decent contract we can live with and you might get some respect; then you can ask the troops to do something for you.

all the bigmouths have no affect on the criminals or their activity in their neighhoods. the pols,reverends and such arent taken seriously by these shitbirds. we have slowly had our ability to be the police taken away by these concerned public officials....the public now has what it wants..a greatly resticted police force... and remember boys and girls...once these policies are in place...theyre here to stay. another sham. how many po s are there really? 10,000 ? 13,500? are we counting the bigger guys twice? we have a bunch of guys retiring every month and only a few coming out of the academy. the numbers dont add up

Finally, finally the rest of the department is feeling what I have been saying for years, dont do a dam thing for this city! I will drive by hand waivers, blow off BS jobs, do paper when called for and back up fellow officers. Other than that I will not lift a finger for this city. I watch DVD's, listen to the radio, surf the internet (wireless internet), eat well, than go home to my family. I am a DOG and dam proud of it. I will even tell the blow hards at the bar telling war stories that they are morons and the DOGS life is where its at. Recently I responded to a P.O. asking for an assist. I am from an out side unit, second car on the scene, and when all is said and done a district sgt. asks me why I parked on a fire hydrant. With out responding I got in my car and left.

So, when chicken shit is the rule of the day, I now make sure the chickens are in order and don't worry about the other crap.
Except that is, for P.O.s calling for help and my radio jobs.

In the future fellow officers, make sure there is plenty of legal parking when requesting assistance.

I went to the meeting at headquarters and the one at the academy. I wanted to see what our new superintendent had to say. He is full of shit. Every question he does not have an answer, he has this cocky persona and attitude about him that makes me ill. He tells us he will back us up and be behind us but when it comes down to it, he is not working in a busy district where we are getting hammered with jobs, chasing shitbirds, and working our asses off. I am sick of him having these mettings, get our on the street and earn your fucking star. I hate seeing him in that uniform because he did not earn the right to wear a chicago uniform.

The area 3 and 5 case management Dic’s both say that arrests in response to radio assignments are about the same, but on-view-P.O. initiated are way way down. Why would that be?

1. A superintendent we can’t trust!

While I was never a Cozzi fan, J-Fed is knee deep in this one. If you think activity is down now what will it be if he gets hammered in Federal Court? J-Fed needs to call in any makers he has if any so the Feds just drop it and state that it was handled locally. He can state he did the right thing to the public. The average PPO with one period on the street knows more about police work than J-Fed does.

And his pay scale is insulting to everyone w/o a contract. Since you are getting a pension from the Feds how about deferring your salary until we get our retro checks!

2. A mayor we can’t trust! Enough said. Patrick Fitzgerald could you hurry up a little bit PLEASE?

3. ASA’s that will play both sides of the street. Remember after all else they are lawyers.

4. A scum bag press corps. Did you ever see a front page story about a news anchor or columnist’s multiple DUI’s? Or the weather forecaster three bankruptcies because of a coke habit? Or the wife beater?

Coppers have been slowing down for sometime now, and there is plenty of reasons for that; bullshit law suits, bosses that don't back you up, no more perks, but the real nail in the coffin had to be the cossi case. At the Morgan Park H.S. meeting Weis mentioned how the TRU unit will now be more aggressive. They will augment the Patrol Division and help out more on Domestics and Priority One calls.
He said they will be more in the law enforcement capacity rather than making revenue for the City. TRU will be a tactical law enforcement unit to get drugs and guns off the street.

Sounds to me like what S.O.S was doing all along? Funny how Unit 153 never truly dies...

I think almost all of started out the job really wanting to do work and get a lot of these shit heads off the street. But after only a few years, you realize that almost all of your work is futile.
For instance, If you arrest someone for drugs, they're out in a couple hours and right back doing the same thing AND when they get to court all the charges are dropped on the spot. They even tell you now that they don't care if they get arrested. So why bother, what the f*ck is the point.

If they end up with a few casualties along the way, they are willing to pay that price to live in a lawless state.

It's evident by when your chasing someone down the block and you ask the neighbors on the porch where the offender went and nobody says anything.
Why bother?
And wait till the first time you get sued for doing your job and doing absolutely nothing wrong but locking a deserving criminal up. If that doesn't turn you sour to working....

I work in 025 and J-Fed just threw two good P.O.'s under the "J-Fed Federal Indictment Express". Two P.O.'s were supposedly involved in taking kickbacks from tow truck drivers. Now, everyone knows that this is against CPD policy. And if they did do such things, then for God's sake, punish them by giving them a CR # and a warning, perhaps 5 to 15 days of suspension. But what did the new CPD under J-Fed do? They are now under investigation by the FBI AND they were stripped at IAD headquarters on 5/20/08. There you go folks, fuck up once over a minor thing and you will have the Feds after you. What a joke. I could understand sticking the Feds on a P.O. if one steals, makes up evidence, plants guns, drugs, etc... on people. But to have the Feds hound you for taking money from tow truck drivers? And then we are supposed to be more aggressive for this department? Why even bother. I say answer your calls for service and if you see something on view, then help the citizen out. But I would not stick my neck out by doing any type of proactive police work because J-Fed might end up indicting me.

I have been aggressive in the past but that is over. It is hard to stop doing what I love to do and I admit that I feel ashamed in doing so.It is not in my nature to lay down on the job. I want and desire to help good people. However, I think in this climate it is not prudent to stick my neck out or go that extra mile to do police work with an axeman hovering over my head waiting for the slightest mistake.Those of us non-clouted working officers always knew that we would not be protected if we made a mistake like the clouted, connected or related officers. Now it's far worse, you aren't looking at a suspension, you are looking at being fired and the possibility of going to prison. Now we hear of a mandatory Power test in the works, for whom? Everyone? Just patrol? How many Sergeants and above could pass a Power test? From the looks of it, not too many. Everything I see on this job lately is telling me to stop being proactive. This is like some sick version of Orwell's 1984. Everyone is walking on eggshells and handling every situation with kid gloves. Do you seriously think the GD's, Vice Lords,Latin Kings or any other gang is going to be afraid of "Bureaucrat's in Blue"? Stop! Or I'll yell stop again!, Is that what you want? From our point of view nobody wants to be the poster child or the sacrificial lamb that the city will crucify and hang out to dry, then wash their hands of in the press to make an example of some poor sap. I don't mean Abatte or the shoplifter or any stupid off duty nonsense, I mean an honest mistake at work in good faith. Yeah, what I'm saying is, I'm afraid to be the police. Today on NPR they stated arrest were down 15% for the 1st quarter of the year. Thought it would be a lot lower but not a bad start. I have to make a comment regarding this 'work slow down' topic. As all CPD officers know, the mayor hates us, J-FED (although may not hate us) would F^$# us in a heart beat, and most of Chicago's citizens hate us. There are so many reasons not do anything while on patrol especially not wanting to get jammed up. This department has chosen to promote horrible supervisors and GIVE NO REAL training to POs. NONE! Weapons, self defense, talking to an out of control Chicago citizenry. We have been left out to dry on so many levels. All we have is eachother. If more and more of us continue to hide out in a hole we will create a culture of complacency. Combine that with an ever growing violent crime rate, we will pay with our lives starting with the easier targets who's DVDs are glowing red hot at night. Who cares about parkers and movers (besides Daley) lets just care about ourselves and our families. Lets try to pull some corporate sponsorship and train ourselves or at the very least spend our eight hours moving around while trying to identify who the enemy is and keep a close eye on them as they are watching us. Lets get smarter at how we do police work ie. tactics and strategies. The arrests don't have to rise just are awareness of our surroundings. I know there will be some who will make fun of this but I love my kids and I would do anything for them as I would for my fellow police officer. I would love to see an improvement in our situation and owe it all to us. The FOP, J-FED, and the Mayor will have alot of explaining to do when it is discovered that the PO's took control of the CPD and made it better-ultimately were the only ones who can. Please post any suggestions and then run with it!

I think the 15% number is total Bullshit. I was up in the Area the other day and a watched them attempt to put together a line up. After checking 4 southsde Districts they could not find but one M/1 and had to use officers to hold the line up.

The real number may be more like 40%. However the city and press will play it off as arrests are down because crime is down. Remember these words.

I drive my beat car with 101553miles on it to all my jobs write every body a case report(it seems to make them content) occasionally try and run a plate or name on my pdt but it is always out of range or just not working, take my lunch, enjoy a nice personell, fill the car up with gas and pretty much stay out of trouble by ignoring all the silly shit going on in this city. They want to save money? Put more cars on the street,at least unmarks? Want to make people accountable? Start at police HQ and the Academy. Why do Lt Sgt and Po have take home cars? What is the reason. What do they respond to? Why does a Lt from R&D have a take home car? Why do POs have take home cars? Why do Sgt have take home cars that never see the street and only park them outside the house? The savings in gas and maintenance alone would generate revenue for more cops to be hired.

Why is that Lt on the Academy have take home cars? What do they respond to? Drives the car to work and back and it seats in front of the house. Waste of equipment!!!

Sworn personnel that have take home cars that respond to nothing, go back and forth to work and do nothing but shuffle papers or brown nose.

Save money and get rid of the take home cars. Hence hire more cops.

Why doesn't J-Fed address these issues?

Verification from 015 please... Heard Walter Green is making a huge impression in 015. Tac Lt showed a list of guys he wanted on the team and showed the DC their arrest stats. DC said he wants his tac officers to mirror the community there (black), no regard for work history. He dumped his tac lt from the watch and then dumped him to 025. Tells the troops that he will not allow anyone on tac below 3 years on the job but then brings in someone with 2 1/2 years on, 7 arrests and 160 days on medical/IOD. Obviously, the City's definition of "merit" cannot be found in a dictionary.

Their (absence of) "definition" is in diametric and flagrant conflict with the praiseworthy virtue of achievment deserving of promotions, awards, honor or esteem.

I would have no objection if the City were to describe this noun as arbitrary and capricious`management discretion to include CLOUT.

I was at the Academy this week for some training. I was shocked to see all the darkened rooms and hardly any recruits around. I think they have one metro class going and maybe one or two classes of CPD recruits. It's a damn shame. This Department is falling deeper and deeper into a hole.

The 3rd watch has a few great sergeants and a few real weak sergeants. there is no in between. As for the watch commander...he is terrible at best. he was a cast-off of the 9th district where he was not very well liked. If i were a higher-up, I wouldn't care if the officers were naked with duty belts on to make a homicide pinch. Aside from not giving an address for safety reasons, great pinch by the officers, terrible reaction by some of the most spineless bosses that I have seen in a long time.

I have not attended one of these Supe's meetings. But, what if someone requests the Supe to invite the ASA (Devine) to a meeting and one of our own, in a professional manner, ask him why the ASA's Office is not prosecuting violations of the sworn affidavit?

IF the ASA has prosecuted a sworn affidavit case, prove it to us. Also, how about a permanent addition to a "not sustained" CR file if the complainant is found guilty of having falsified the affidavit?

Thursday night meeting at lane Tech in Area 3 w/Supt and Cuelo

I am 25 year guy and was very skeptical of J-Fed at first. Now after hearing J-Fed and being there for over two hours I will at least allow him to try to do what he says he wants to do. He answered some tough questions and seemed honest.

He didn't dodge questions on Cozzi, he said he felt that Cozzi went way beyond the line and was no longer useful to the department. He said Cozzi was not drunk etc. and there were no mitigating factors in his favor. Cozzi basically beat a person handcuffed to a wheel chair and his usefulness to CPD was over.

He admitted to recommending to the SAIC in Chicago that they take a look at the tape. They did and recommended indictment to the Justice Dept.

The limiting factor will be if he can get money from Daley to do things. This City has no commitment to training and has not invested in training for years.

LA and others are way beyond us, Daley has to come up with money somehow or else nothing will change.

As for doing our jobs, I feel that we should be careful to do things right, don't lie down but do not make shit up, no manufactured cases etc. Either the case is there or it isn't. No fudging, no lying, don't give anyone a reason to have anything over us.

So, we will see. One thing for sure, it wasn't the same old line of shit we have always gotten from a Supt. If it's a new line of shit then shame on us, if he can do half of what he wants we will be better off for it. I will reserve judgement and see what kind of contract we get and what substantive changes he makes.

He did say he would like to have a contract in place by end of 2008. Only Daley can make that happen.

I will say this, he came across much better than I thought he would.

Verification from 015 please... Heard Walter Green is making a huge impression in 015. Tac Lt showed a list of guys he wanted on the team and showed the DC their arrest stats. DC said he wants his tac officers to mirror the community there (black), no regard for work history. He dumped his tac lt from the watch and then dumped him to 025. Tells the troops that he will not allow anyone on tac below 3 years on the job but then brings in someone with 2 1/2 years on, 7 arrests and 160 days on medical/IOD. Third watch checked off with 1 arrest. Everyone else checked off with a big fat ZERO!!!! And you wonder why arrests are down?????

6) HIRE RETIREES TO WORK THE DESK IN ALL POLICE FACILITIES. I SEE THEM WORKING PRIVATE SECURITY FOR 15 $ AND HOUR. PLUS THEY ARE TRAINED ALREADY AND CAN WEAR THEIR GUN.

Great idea. Move officers on the street and use retirees not civilians. Too many PO's are filling jobs that a retiree or civilain are qualified for. Every unit has Po's as secretaries, time keepers, errand boys/gilrs, jobs for civilians or retirees. Of course, how can exempts hide their kids or friends?

To the 025 goof talking about how the two 025 coppers got indicted for taking money from tow truck drivers, a big F-U!!!! They are getting everything they deserve. They make the honest coppers handlings accident jobs more difficult. These tow truck drivers are ballsy and think because a few idiots allow them on their scene every other officer will. I do not allow them on my accidents scenes and if they do not leave they will be issued a anov and if they persist a ride to the station.
The only thing I do not agree is that the G is only going after the officers and not the actual tow truck drivers.
The department should conduct a reverse sting and go after these pieces of shit tow truck drivers.
