Does this guy do any basic research? He published this one last week:
- Mayor Daley and Police Supt. Jody Weis say the police need assault rifles because they're out-gunned by gang-bangers. And since they say it, I assume it must be true, though I can't remember a story in which police officers suffered after facing superior firepower.
Um, North Hollywood for starters. Then there was the guy in 010 who caught a rifle round through his hand back in the late 1990's - they made him a sergeant after that. A sergeant in 010 who lost most of the meat in his left arm after being sniped from a rooftop. The hit team intercepted on the way to a murder in 011 or 013 two years ago - cop wounded. TRU sergeant killed some guy a year or two ago who had a machine pistol.
The point is, those guns are out there. We need to match them. Unfortunately, we probably never will. This article puts it in perspective:

- After a recent outbreak of gun-related violence, Mayor Richard Daley is now pushed into supporting a plan by new Police Superintendent Jody Weis to arm 13,000 Chicago police officers with assault rifles. Depending on how many weapons are eventually deployed, this may develop into the largest militarization of police patrol officers in United States history. If the department arms 10,000 of their officers with M4s, the police will have 9,900 more assault rifles in Chicago than the U.S. Marines presently have in Fallujah, Iraq.
- Even the most basic rifle training is going to cost a day’s pay per officer, range staff, targets, hundreds of rounds of ammunition, and cleaning costs. Estimate the salary costs conservatively at $160 per officer per day, and you’re looking at salary training costs of over $2 million just for introductory familiarization with the weapons system and another $338,000 in ammunition costs (based upon a bare minimum of 200 rounds per officer at a cost of $130/1000 rounds and 13,000 officers). As ammunition prices continue to go upward, due in part to increased police demand, the cost of rifle ammunition in periodic weapons recertification will continue to rise.
Daley will never spend that type of money on training and the regular street cops will never see these rifles. This is most likely another smoke screen put up by J-Fed in a series of smoke screens that do nothing but keep coppers hoping for a professional force, but resigning themselves to something on the order of Mayberry.

I remember an incident in 004 where the officers were out shot 3 to 1 by an offender with a Mac 10. Over 70 or so cases found, but luckily no copper or bystander got hit. But according to Neil this would only count had a copper got killed. Go F yourself Neil and the Sun Times.

Range said after the tact teams are done they will start with patrol. You will have the opt to buy your own or sign one of the shitty military surplus m-4 the city are getting. Also there building racks inside the squad cars to mount the rifles. So all u fatty's better start stretching and running.
Two maybe three sergeants trained per watch, if you can find three willing to carry the rifles. Maybe all the Tact and Gang Sgts, Specialized units. Ten thousand rifles? How many Empty Holster Suckhole jobs are there? The city might be able to subtract the number of EHS's from the number of coppers that actually work the street in districts who actually volunteer to be trained on rifles (no way it should be mandatory for everyone.) Or...do as many jurisdictions do and allow us to buy our own rifles. I have owned a Ruger Mini-14, .223, for years but I keep it out of the city because of our goofy registration ordinance (my bullshit threshold is too low.) Have you ever watched some of the CPD members shooting at a stationary paper target in the gun range, using just a common revolver or pistol? And you are going to authorize them to carry WHAT??? Are you out of your FRIGGIN MINDS? PLLLLEEEEASE, use the money for something else for the troops, to make their jobs safer, and more efficient. Sophisticated weapons belong in the hands of highly trained individuals ONLY. Otherwise they are more of a danger to fellow P.O.'s and the community, than to the thug element.

Well I work in 021 and I am glad we have the U of C police. They have the carbines already and have had them for quite awhile. I will just call them, let them do their thing and write the paper after. After all I am just a secretary with a gun.

We went thru the zip-gun phase, the Uzi and the Mac 10, even the Mac 11, a few AK's and the awesome SPAS-12. Well boys and girls, there are only a couple of times in twenty six years that any shithead even attempted to use them on the police. THEY ALL SIMPLY TRIED TO GET AWAY...YOU KNOW, ESCAPE. And as for 'automatic'...only a few were "run-aways". The seer altered, pull the damn trigger, and the thing 'jags' off every round in the clip. No control and no accuracy! Truth be told...if the dummies (police) practiced with what they have, there would be no problem. It's all about target acquisition...not who's got the biggest dick! WHAT CAN YOU DO WITH IT? The current crop don't know diddly about weapons. How many times have I had to tell them they recovered a replica or a tear-gas pistol? An Uzi, a Tech9, Mac10, even the Enforcer are ALL big clunky SEMI-AUTO'S...it is extremely rare that any one of them in the last twenty years is actually fully automatic! So, instead of carrying a 40 ounce pistol, the crook is trying to run away with a boat anchor...and he has NOT been to the range for profeciency! If given the opportunity (they get the first shot traditionally), I'd double-tap his ass with a .38, 9mm or my venemous .45! Not to mention some of us are grand-fathered for the .41 and .44 magnums. I call BULLSHIT! I work tact in a south side district and we've never been told about this, nor has any paperwork come across informing us of this power test.
Take anything Neil says with a grain of salt----he lashes out at authority figures because he can't control his personal demons.
After the North Hollywood shoot-out, the U.S. government gave the LAPD thousands of AR-15s.
The NYPD is also heavily armed.
Both NY & LA have multiple choppers available 24/7.

Here's a thought, many of our fellow officers including myself are prior military or are still currently the Guard or Reserves. Why not let their experience with the M16/M4 qualify as trainers for the rest of the officers without a military background? Are you telling me our range guys are better trained or equipped than our military? I think not and I laugh at the very notion.

Listen you two year wonder.. they are by THEMSELVES on tour sometimes pulling over 4 shitbirds in a car when help is MILES away. A lot of troopers have dies from being outmanned and OUTGUNNED. I'd rather have it in case I need it than need it and not have it.
I see many guys here conduct unsafe t stops, two people assigned to the car. Watch and observe how a Trooper handles a t stop with 4 heads. They don't play around.

Whoever wrote this you must be the dumbest fucker known to mankind and that goes for SCC for even allowing it. Troopers have one of the hardest job in law enforcement. Back up could be ten to fifteen minutes away, when they pull over a car with four to six black dudes in a Buick Electra or 10 Mexicans in a Chevy Citations. And remember they roll 99. But you being a dumb ass wouldn't even know that. Some times I am so proud to be CPD until I hear a dumb ass disrespect fellow police officer. Sorry Troopers we have some dumb asses on this job.

Having been in the military as a small arms instructor, I think you're wrong. The average military trained rifleman is just that, a rifleman. It takes less than 8 hours of training to get out on the range and pass a qualification course. As an instructor, I spent 3 months in training. Military service is not an indicator of proficiency with a weapon. IF we get them, we will receive military surplus M-16's that will be converted to M-4's by either our dept. or a contractor. That would be a great special employment gig for the military armorers on the job. The city would save a fortune paying only time and a half for the work to be done.

You are a complete asshole. Try working alone and making the traffic stops that trropers do every day. Troopers encounter crime on expressways. In addition, they patrol county areas alone and assit cars are often ten or more minutes away. They are always backing up CPD and other agencies. I am soo tried of hearing young officers use the term "real police"! Compare the qualifications between the two departments. Troopers can pass power tests. CPD cannot find enough recruits to hire as they fail the power test. By the way looking pretty means pride in appearance. Have you looked in a mirror?

Looking at everything on this dept today i wish he was back at least he was the police at one time!
The cheap (for CPD) way to do it:
Publish a list of what must be covered in training. Publish a list of what rifles are acceptable. Officers who wish to obtain both on their own will be authorized to carry the rifle on duty.
That's how my department runs, and damn near all 120 of us have M-4's in the car.
Of course, doing it the way I suggest doesn't give a Daley nephew a sole-source contract, so I probably shouldn't have mentioned it.
Your right 6:22am, he is an asshole. I travel frequently between Chicago & Galena and see Troopers making stops 10-99 on cars w/3-4 people. Then w/that traffic wizing by: they are the Police.
I believe a Trooper last year in a rural area ran into some meth thugs

The city, IF they have any sense, will obtain military surplus M-16s from the LESO program. Cost runs about $25/weapon, and in most cases, the guns are new, unused, in the box. However, knowing the City, someone will get the contract as an intermediary for LESO, and add $500/gun in service and handling fees.

whoever wrote this is a fucking asshole. They work alone and do a hard job well. That's been said before. My question is this-where do you work asshole? I'll bet the average ISP Trooper makes more stops a day than you do in a period. And wearing the uniform correctly is a matter of personal pride, as well as a job requirement. Whoever wrote this you must be the dumbest fucker known to mankind and that goes for SCC for even allowing it. Troopers have one of the hardest job in law enforcement. Back up could be ten to fifteen minutes away, when they pull over a car with four to six black dudes in a Buick Electra or 10 Mexicans in a Chevy Citations. And remember they roll 99. But you being a dumb ass wouldn't even know that. Some times I am so proud to be CPD until I hear a dumb ass disrespect fellow police officer. Sorry Troopers we have some dumb asses on this job.
