Officer Down Memorial Page: It's interesting that for many years it was accepted by the CPD and all concerned that the first CPD officer to die in the line of dute was Casper Lauer. then a few years ago along comes Ald. Oily Eddie Burke who claims a guy named Quinn was actually the first killed in the line of duty. The claim was rejected as meritless but Oily Eddie insisted on the change. He was again rejected. But Oily Eddie finally got his way I guess. The truth died a lil but but what the hell, we must bow to that rat again.

This guy is nuts. Being an African American Officer I watched this tragedy daily, because I grew up in the Englewood Area. This was one of the biggest misjustices against the police that I've ever seen. I knew those detectives and I saw first hand how this case effected their careers.
Maybe the dumb ass that wrote his comments should see the photos first hand. I've seen the crime scene and autopsy photos of her face peeled down and the gash on the side of her head from the brick, the panties in her mouth, and the leaves in her nose. So there is no doubt that these little boys killed her, and the necrophiliac did his business on her.
The detectives had it right from the beginning. The CPD did what it does best, turned it's back on the officers when they felt a little pressure. Now they are older and still doing "dumb shit". Can you do a post discussing the recent cutting of the budget for Police and Fire while the police department is short on manpower as it is. And perhaps discussing when they will be hiring again as I have been waiting for a long time to take the CPD test. I have wanted to be a CPD officer for the last 10 years and I am anxious to test.

PHILADELPHIA (AP) — A veteran police officer was shot and killed with an assault weapon after a bank robbery in Northeast Philadelphia on Saturday, authorities said.
Steven Liczbinski, 40, a 12-year veteran who had just been promoted to sergeant, was responding to the robbery of a ShopRite at Castor and Aramingo by at least two men shortly before 11:30 a.m. Saturday, authorities said.
The suspects fled, but a short distance away were confronted by the 24th District officer and opened fire.
“It is my understanding that he was either in the car or had just gotten out of the car at the time he was struck,” Police Commissioner Charles H. Ramsey said.
The suspects fled that area and were later spotted by a canine officer responding to the robbery and the report of an officer down. That officer shot and killed one of the suspects, police said.
Authorities said Liczbinski was married with two sons and a daughter.
“I ask that we rally around his family and wrap our arms around them,” Mayor Michael Nutter said. “He has obviously paid the ultimate sacrifice in serving his fellow Philadelphians.”
“When you first get the page, your heart just sinks,” Ramsey said. “This is hard on all of us.”
Police were searching a wooded area of the Juniata section of the city for another man and a woman. A state police helicopter was helping with the search and federal authorities were investigating the bank robbery.
Police originally described a man and a woman in Muslim-type garb and a man wearing a white hospital mask. The masked man had shoulder-length dreadlocks, but Officer Tanya Little said that could be wig. Ramsey said one of those suspects had been killed, but he did not know which one.
About a dozen blue-shirted officers, some wearing white motorcycle helmets, lined both sides of a black hearse and saluted as the slain officer’s body was put inside. The police motorcycles, some bearing black- and blue-striped flags, then escorted the hearse from the hospital.
The shooting came about six months after the last death of an officer in the line of duty. Officer Chuck Cassidy, 54, also a father of three, was killed during the botched robbery of a doughnut shop on Oct. 31.
The blow or blows to her head were the main cause—perhaps the only one. She had a depressed skull fracture on the right side, with fractures radiating from it, and bruises and abrasions on both sides of her face.
Police can charge a person when they have reasonable grounds to believe he or she has committed a crime. “Reasonable grounds” is a subjective call, but in David’s case it doesn’t appear the police had anything close.

Officer Mathias J. Degan was with other officers assigned to disperse crowds near Haymarket Square. A bomb was thrown and exploded amidst officers. Officer Degan was struck by shrapnel. Officer Degan was the first of eight officers to die in what is known as the historic Haymarket Tragedy.
Officer Degan served with the agency for 1.5 years and was assigned to the 3rd Precinct. Officer Degan was a widower who was survived by his son.
Eight men were arrested and charged with the officers murders. Seven were convicted of murder and sentenced to death. The other one was sentenced to 15 years. On November 11, 1887, four of them were executed by hanging. The day before one of the suspects killed himself in his cell with a smuggled dynamite cap which he detonated in his mouth. The other three were pardoned by Governor Altgeld in 1893.
Eight police officers were killed during the Haymarket Riot labor dispute. The officers were at the scene of a civil disorder when the rioters opened fire and threw a bomb into the crowd. Eight police officers suffered fatal wounds and 70 other people were injured by the gunfire and explosion.
The officers who were killed included Patrolman Mathias Degan, Patrolman John Barrett, Patrolman George Miller, Patrolman Timothy Flavin, Patrolman Thomas Redden, Patrolman Nels Hansen and Patrolman Michael Sheehan. Patrolman Timothy Sullivan succumbed to his wounds two years later, on June 13, 1888.

Please tell me this is all a joke. I took the time to read the entire Reader article today. You must have flunked reading comprehension. The article is very much against the two dectectives that handled the case along with their theory that the two little boys killed Ryan Harris. While the article does attempt to cast some doubt on whether Floyd Durr actually killed the girl, it never so much as even suggests that the two little boys did.
Finally, I want you to read the article and understand that Ryan Harris suffered a depressed skull fracture with mutiple surrounding skull fractures. This means that a portion of her skull was detached and pushed into the brain. The Medical Examiner said it was "unlikely" that the two boys (not yet ten years old) could have caused such an injury. More, the scenario the boys allegedly described (a thrown rock) could NEVER have caused a depressed skull fracture. Come on SCC, get real. You know better.
Then again, maybe you don't. After all, you don't believe in global warming. Get in the game, brother.

I read this article in the reader. I realized something. Pincham, J. Jackson, revs, black activist. They make race realations and police service to poor areas even worse because they are cover up artists. In the article I read things behind the lines that bother me.
The Ryan murder is no shock to me, I expect every so often to have kids killed in poor areas by stray bullets, or worse. Regardless, I read that Ryan grew up in an area with 75 sex offenders. Felons who lived in the same house. A crack addict relative who fucks many unk dudes also in the same house as ryan.
African Americans think the Police do it, pin cases, there is no such thing or event, I have never seen pinned case in my career, nor, I bet has any other officer. This is made up by people because of movies, polictical adgendas, and people trying to beat a case.
Police officers don't give a fuck when someone is caught or not for a crime, I don't give a shit, I'm only doing my job.
This is how I see it. Put an innocent girl in a place of adults who drink and use drugs all day by choice. With kids who see violence. And a community taught over and over to have no one real decentcy, you'll lose Children. Ryan is an occurance due to a break down in society.

One of the "little angels" was locked up in 5 a few years ago for shooting a neighbor kid. Adnre Grant, Pinchams flunkie, came storming into the station and when the black desk sgt. told him he had to wait he called the desk sgt. a dumb n-----. Andre was asked to leave and when he refused got locked up. It was a great day in area two.....
Please tell me this is all a joke. I took the time to read the entire Reader article today. You must have flunked reading comprehension. The article is very much against the two dectectives that handled the case along with their theory that the two little boys killed Ryan Harris. While the article does attempt to cast some doubt on whether Floyd Durr actually killed the girl, it never so much as even suggests that the two little boys did.
The article shows the boys were far from innocent first of all, and all accomplices are culpable of murder in this state. Unmentioned in the article, but known to people who worked the case, the boys had previous run ins with Harris. They were also known bicycle thieves. One of the boys also confessed in the presence of grandma that he had knocked Harris off her bike with a brick. No video exists however and the detective's notes weren't admissible for any court proceedings - they still exist though.
Finally, I want you to read the article and understand that Ryan Harris suffered a depressed skull fracture with mutiple surrounding skull fractures. This means that a portion of her skull was detached and pushed into the brain. The Medical Examiner said it was "unlikely" that the two boys (not yet ten years old) could have caused such an injury. More, the scenario the boys allegedly described (a thrown rock) could NEVER have caused a depressed skull fracture

Tell you what, we'll go out and pick a random ten-year-old from Englewood, give him a half brick and see if he can't make a depressed fracture in your head. 100-1 says he does it no problem. We'll even let you do multiple scenarios - you standing, you on a bicycle, you sitting, you knocked off a bicycle, you prone after getting dragged off a bike.

Those boys may not have killed her, but they weren't innocent and didn't deserve a dime.

Even if they didn't have anything to do with the Ryan Harris murder, which they DID... they still were never harmed by the cpd.... the whold lawsuit was TOTAL BS and there is NO WAY the city should have given them ONE CENT of money, or settled. This was a behind the scenes move that CHEATED THE TAXPAYERS of Chicago in order to pay off some friends of pincham.
Those kids were definitely involved, and they weren't traumatized by the cpd in any way shape or form....

The Ryan Harris case was messed up by Hillard. The detectives did not want to charge anyone at that time.
Roberta Bartik told him that the kids committed the murder and they needed help. The only way they could get help was if they were charged with a crime.
Hillard bought her reasoning and ordered that they be charged.
I hate this site and I hate you, but your reporting on the Ryan Harris case is very enlightening. Thank you and it is very sad that we may never know the truth.
