- Mayor Daley said Thursday's he's preparing yet another round of mid-year budget cuts -- on top of the $20 million he has already slashed -- because of sagging revenues tied to the economic downturn.
- Daley ordered a citywide hiring freeze, slashed overtime and ordered a 3 percent cut in non-personnel spending, including Police and Fire departments that had previously been "sacred cows." He warned that city services would suffer and that layoffs could follow.
Yeah, we'll be seeing all sorts of goodies any day now, including a contract.

WOW, shootings and murders are going through the roof and this idiot mayor wants the police to cut 3% of our budget. He's out of his mind. He should get rid of all the do nothing's in city hall first then work from there. But i'm sure the alderman are going to give themselves a nice big raise again this year.
Well i thought i'd seen it all, but this is got to be the topper. Today i saw 6 TRU cars go into a store and linger around forever and then one guy buys a bag of chips and PURPOSELY goes in the longest line to take up MORE time.
So they're all just waiting in line to buy just one bag of chips and when the guy pays with his credit card, he asks the others if they want to be on the paper.
These guys are really something.

He was moved up after being a body guard from 1983 to 1993 and after being promotted to Sgt in 1993 He was brought back in to the Unit in 1994 as Commander of Unit 543 the Mayors Body Guard Detail(he is only a Sgt of Police). In 2004 the Mayor had him transfered to the TRU as Commander and than 001 District. After a short time in 001 District and than he has never been on the streets, this guy was promotted to Dep Chief. This guy never done any street time, This is the way people on this job get promotted!!!!!!!!!!!!!! Not what you do, but who you know. DICK DALEY and DICK JAMES M. KEATING!!!!!!!!!!!Two jag-off's

Here's what a GREAT COP Deputy Chief Keating was. Back in the late 80's I worked the old Chicago Stadium (Hawks and Bulls games). He also worked the stadium. At that time I was in 013 Tact while he was in narcotics. He and the other do nothing losers from narcotics would laugh and joke about all of their negative search warrants because at that time "activity" in the narcotics section was based on generated raid numbers, not on actual arrests or narcotics recovered. Keating would actually make fun of the narcotics cops who actually did their jobs. My partner and I tried to go to narcotics, but when we were interviewed by then Sergeant Terry Hillard we were told we were qualified, but we needed a phone call (And that's no B.S.) Needless to say we never made it to narcotics. I thought Keating was a loser then and I know he is a LOSER now. This is the "Quality Leadership" we have on this job. Thank god I only have a few years left.

So this guy never took or passed a Lt. Test? What about a Sgt. Test? Wow that makes me want to go right out there and make tons on arrests. Mabe they will do that for me some day. Always has "something to handle" at the academy or has a hair appointment or some such nonsense.

I've worked thru mayors Byrne,Washington,and Sawyer,and we held our own,even though I often wondered about some of the idiots they gave us as superintendents,but we worked around them,and you could still do police work without being secondguessed on everything you did.
Now we have Richard M,if you want to know when the demise of the CPD started,it was the day he was elected!We've been on a downward spiral from the day he took office.The political (merit) promotions,the lack of up to date equipement,the ghetto lottery,those are just some of the elements that led us to where we are today.I have never seen morale as low as it is,think hard about your careers if your still contemplating doing proactive police work.The writing is on the walls,men and woman,your nothing but a sacrificial lamb to the storefront reverands,and the lotto lawyers.They'll throw you under the bus to appease the haters for political reasons.

Bullshit. I had used too live with two roomates, one graduated from DePaul the other graduated from the University of Chicago. Neither of them make anything close to what I do and are still struggling to pay their loans. I'm 26 by the way and have 3 measly years on this job. Getting a decent job in todays day in age is only luck, education means jack shit to anyone.

Back to the police front it seems that every third house on my block in the 16th District has a take home car in the driveway. Why do the CO’s of units like ERPS and Equipment and Supply have take home cars? How many people in the Caps office? Area Deputies office? In my District on the A&A sheets only 18% working on last Wednesday were in the field and in addition we have well over 50 people detailed out of which only 9 are L/D. Maybe it is time to stop being a politician and be a manager. But that would be too bitter a pill to swallow right Mr. Mayor?

That's how they do it, procedures and drugs that were paid for this year or last year are not paid for next year or at a way higher price. One of my friends has worked for years at a hospital in the insurance department. She has seen the decline in workingman's benefits over the years, especially government employees. However, elected officials have the double platinum anything they want at the taxpayer’s expense plans, now and in retirement.
Of course there is the offer of a 1% pay raise, which will not even cover the price increases of gas or medical care.

3% of NON-PERSONAL (?Personnel?) means money spend for things, not people. So, it's NOT a 3% cut in the Police / Fire Budget.
It's not like I didn't give Weis a chance to privately discuss his role in bringing meaningful reforms to the CPD.

As evidenced by his recent anecdotal comments on the Roe Conn radio show, Mr. Weis apparently believes that outstanding police leadership and a gifted intellect are mutually exclusive. Some may fairly say that he has even elevated several morons to exempt positions.
This brought to mind the decade-old case of one Robert Jordan who applied to become an officer with the New London (CT) P.D.
Unfortunately, after Jordan scored 33 of 50 on the Wonderlic test (estimated IQ: 125), New London refused to hire him because he was "too smart" to be a NLPD officer.
Weis apparently has the same condescending disdain for intelligence. Considering he is nothing more than a highly-paid puppet for bar exam double flunkie Daley, I'm under the impression that Weis is not exactly Mensa material himself.
Yet, he has the unmitigated chutzpah to speak of CPD "core values" such as professionalism, integrity, courage and excellence. Only the best and the brightest. Right, Weis?

I ran the run to remember today. I saw j-fed and mrs j-fed. It was funny all the exempt suck asses came by to smell j-feds jock. The rest of the real police just ignored him and put their backs to him. But i do want to thank you j-fed for getting me in shape for the run. I lost 15 pounds on your plan. I don't bust my ass anymore for this city. At the end of the day I have more energy so i go workout and run. I don't have court 4 times a week anymore but that's ok I got the wife making more money than me. So thanks J-fed.

I know TRU gets a bad rap. There are about 1/3 of the guys and gals over there that actually go out there and try and often do make quality arrests. The other 2/3 are wet under the ears, think they know everything and have attitudes when they visit a district station. But its proven that TRU works. If the districts where doing there job, then TRU wouldn't have to be there to nip the crime rate in the butt. The recent downsizing of TRU didnt make sense for starters. The problem is that the dept should be hiring 3,000 + more police, not shifting numbers. The 90 some officers they lost, the new commander got rid of them based on the "eenie meenie minie moe" concept, not on productivity. Way to go "new" commander, you got rid of numerous officers that were actually doing real police work. I tell ya, nothing changes on this job except for things getting worse.

On the one hand, I think the P.O. did the right thing and left because he knew if he didn't, Keating would go out of his way to fuck with the bar/owner. My guess is that the manager felt itimidated and that's why he asked the P.O. to leave.
However, what the manager should have told Keating was, "Sorry. This guy isn't bothering anyone so I'm not going to ask him to leave." But, we all know if he had done that, there would be premise checks on the place every night. On second thought, let 'em and then sue for harassment.

You must work in some nice quiet northside district(16,17,19,20, stop me when I'm close) because here on the southside that stupid thing doesn't shut up for more than a minute causing my battery to die on more than one occassion(especially during summertime) halfway through the tour. And that is on a fully charged battery from the radio room.
I think we now have something to unite all of us. I don't know of any copper that don't hate Daley and JFed.

Whats all this talk about about me on this blog. I was in my Dep. Chiefs Office shinning my medal for tomorrows march and someone called to tell me i was on the blog.
Here is my account of what happened. I was doing a premiss check per department policy, when I observed two officers engaged in a good time drinking beer. Per department police and currently in talks with FOP. We as a department can't have officers having a good time so I put a stop to this. I told the owner, no beer for the police. you said it right there "she may not be much of police officer" well arent we a police department, well i guess that is debateable, ive met her a few times and she does seem like a nice person but there are alot of other spots in city government where her "hard work can pay off" but shit if she is an A/4 dic and is never there or out working hard making the dept look good who is taking her case load thats all im asking

How about hiring a P.O.'s widow to work on the memorial and race. Since Phatty Phil gets a paycheck from this scam of a memorial why not someone that deserves and needs it get a salary. Why is a CPD Detective getting paid 80,000 plus to work on something a CPD widow could do.

The Working Police
We are getting the rifles. I saw them myself at Equipment and Supply. We got a shipment of 1000 Krag Jorgensens, chambered in 6.5 mm. They look great.
I got a chance to watch Keating in action 2 times. First was a fire down town near some college. JK was in some huge command camper thing, in the plush office at the dest. Well, the sun was shining in the window, so he had to cup a hand to his brow to prevent glare. So, rather than close the blinds, he had his drivers move this huge camper around the 4 corners of the intersection as the day progressed, all to stay out of the sun. The drivers had to set and reset the outriggers etc, it was so stupid that you had to laugh. The drivers just shrugged their shoulders and smiled.
The second time was St Jude last year. There was JK, surrounded by a phalanx of Capt's,Lt's and Sgt's, all trying to see and be seen (suck up) directing traffic. At one point they had some hapless civilian stuck in the middle of the intersection, lost, surrounded by bosses and every white shirt was pointing in a different direction...oh for a camera! It was priceless!
stop crying about the radio batteries....i never had one completely die before the tour was over....maby your dumbass radio person should give you charged batteries ....instead of dead ones

You must have an excellent p.d.t. in your flawless squad to run names and plates. Also, to code your jobs with, which I am sure that you handle a minimum of 15 per tour. Thankfully, you never have to ask dispatch for a call-back on the 2 hour old burg report, twice, then request the RD #, then notify a Sgt., then switch over to order up the E.T., all because you have this excellent p.d.t.. Thank Christ that you would never have to use your radio to do any of this, because then you might find out that actually using the radio, eats up the battery no matter how well it's charged.
Wow what a novel idea, give the police bigger and better guns. Anyone who's been on awhile can remember when cops had shotguns in their squads. What happened? Oh yeah the citizens complained and away went the shotguns. If they get better weapons I wonder how long they'll have them. Now, along with the Mayor and the right reverends, we have a boss who also has no idea what policemen face everyday. God help the legit citizens of Chicago.
Remember when the phony politicians get up on stage during any of the Police Memorial functions this month trying to make us believe they are behind us 100% they are just using these functions for their own recognition. He was probably the first black Sgt. who supervised a team that handled multi-kilo deals. Black Sgts. rarely have the opportunity to get the "good" teams in Narcotics. They almost always go to white and latino Sgts.
No black postal team Sgts.
No hispanic postal team Sgts.
No black "long term" team Sgts.
If you know anyone in narcotics, ask them who holds down the one long term team there now, and how long he's been a sgt. Also, inquire about who holds down the task force teams. How long have they been sgts? Does anybody recall ever seeing a black or latino sgt. ever being the supervisor of the postal team in the past, oh, fifteen years or so?
Or even having the opportunity to get it?

Terry Hillard was probably one of the best bosses I had on CPD.. That does not make him perfect or bullet-proof. He also had what I consider to be the most corrupt policeman ever (and uncharged to this day) as one of his right hand men until the day he left.

In the first few years, I'd agree with you. In the end, City Hall controlled him too much. His last few years he fucked over more working police, and promoted more nitwits/sex offenders than Rodriguez, or Cline!
