So someone in J-Fed's orifice oops, we meant office, puts out an Order that is in direct violation of an existing General Order and it takes over two days for someone to notice? Who's General Counsel again? Oh yeah, Deb Kirby, former head of IAD.
We were talking with a few of our predecessors the other day and in their 122 years combined experience, either this is the most clueless Superintendent in known history or someone is setting this guy up to be the biggest patsy of all time.

Heard the Dept is sending double the amount of POs for the Cinco Demayo Fest than normal. The JFED is concerned about all of the violence between the gangs along 26th St. If we have nice weather this weekend watch out.....

In the federal system, the AUSA's are in charge of investigations and they tell the enforcement people (FBI, DEA, ATF) what to do, when to do it, how to do it, when to start, and when to stop.

I have nothing against civilians and am not speaking of anyone's qualifications. I just wondered if everyone realized that a large portion of our Command Staff (the people who make decisions that affect us) are either civilian, or civilian retired FBI or civilian retired CPD. Prior to this regime, any civilian exempt member except for the DS and ADS of BAS were classified as Directors. Also, we previously had only 5 civilian exempt positions. Now we have 12 total. And ALL these positions except for three positions are now classified with SWORN titles!!! Retired policemen getting police pensions and sworn Commander, Chief, DC, and DS salaries. Isn't that double dipping into our pension? I wonder about that?
I just found it interesting that we have added so many new exempt spots and only eliminated two exempt spots - the Supt's Commander spot and the DS of CSA. Obviously we have alot more money that we have been led to believe. Yet I hear that our brothers, the sworn exempt are forced to take several days off because the city needs to conserve money. I don't understand. I hope all these salaries make a difference, since they are all taking a huge bite out of our pensions.

Retired sworn should be paying into our pension if they now have sworn positions although they are civilian. I wonder where the retired FBI will be getting their pensions when they leave our department in exempt positions?

You're not going to believe this however... the Event Director @ the Hilton downtown has let me borrow some extremely NICE camera equipment for St Jude!! He gave me blank tapes... everything today!! I met him once at a s/w side meeting not long ago.
So... I hope to see all you beautiful people early this Sunday. I have one day to figure out how to use this equipment! You see, there are many people out here that appreciate what you do. The people at the Hilton were MORE then happy to donate these items and were talking positively about you when I went there today :)

A wise old Captain with 30+ years once told me that City Hall knew that they made the right choice for a new District Commander when they received a shitload of calls and complaints from all factions(cops, politicians, community organizations, etc). That was validated their new selection. Our new Supt. seems to follow that line of thinking. It appears that the new guy has all of us work up into a full lather, which is exactly what Daley wanted. you know I wish more coppers would get involved. the last time we held a march downtown a couple years back at city hall, I was there. Of course Daley wasnt there, infact he got wind of the march and he didnt come into the office at all. lots of union workers other than police but when I counted the heads that I knew were the police, it was less than 100. Damn shame.

You sound EXACTLY like two of the people on my block who constantly rant about illegal aliens. However, they have a mechanic who is an illegal, the lawn service they use is made up of illegals, the two Polish guys they use to fix their house are illegals, the maid service they use is full of illegals, etc.... In short, on the one hand, they rant and rave about illegals in our nation. But they LOVE the cheap labor/services provided by illegals. Clueless doesn't even begin to describe this J-Fed character that has been inflicted upon our department and here's just one more illustration of that fact: at this morning's St. Jude's parade, J-Fed didn't even know which hand to use for a salute - - I kid you not... I was right there by him from the time he stepped up on the podium and this fool had to 1.) be corrected when he used the wrong hand to salute AND 2.) he had to be reminded to put on his white gloves. Now granted, this was his first parade BUT C'MON... how do you make it past the age of 10 and not know how to salute??? And, you see 10,000 people wearing white gloves and you have to have one of your henchman remind you to put on your pair?

Sorry, buddy, but I don't ever hire anyone to do anything for me, I'm a do-it-yourself kind of guy.
Granted, you do make a few valid points, those being:
Too many citizens are all to happy to purchase products and services for much less than they would ever perform such services or produce such products themselves.
But it's not the American worker who is most guilty, it's the mentality of wanting to get something for nothing.
We all have no problem with 'earning' dividends on our stocks, yet ignore the means by which our corporations provide those dividends.
We all want lower insurance premiums, yet ignore the fact that much of the capitol insurance companies have comes from investments in the very corporations which have both exported the labor that makes their products or provides their services, and/or from investments in investment companies that do the same.
It's a vicious circle, lower wages lead to more debt and the need to pay less for goods and services, which supports the corporations' exporting of jobs and importing of cheaper goods, which leads to even lower wages, if any, and more debt and willingness to buy those cheaper goods and services, etc.....
We've dug our own hole and have only ourselves to blame for how deep it's become.
So, while you are correct, that doesn't make it right for those who are not citizens to claim they deserve all of the benefits of citizens, whether they are paying taxes or not.
How many of our fellow citizens have no problem with paying 'cash' to those 'less expensive' workers they regularly employ, either directly, as the employer, or indirectly, as the customer of the employer?
It ends up being the unavoidable contradiction between a free market economy and getting a 'good deal'.

ADS Marv Shear was the "Police" contrary to what you say. As a tactical officer in the 20th District back in the early 70's he and his partner Lee Eplen led the team in arrests for 18 straight months. He then went to the Traffic Division in the late 70's after suffering a heart attack. The man is a CPA and is probably one of a handfull of people in the City who truly understands the budget process.
As my mother told me years ago young man "if you can't say something nice about someone, don't say anthing."
