- Our boss told at roll call the other day:
13,322 total sworn
Only 9,161 Patrol Officers (job title code 9161 by the way).
Figure close to 2,000 admin spots and you've got barely 7,000 in the districts which means an average of 280 per district. This actually soun[d]s like a legit breakdown.
Now do 2/7ths regular day off, 7% on furlough, 3% medical, IOD or CU and you see why everyone's working 99.
Someone has got to have real numbers somewhere, even if it's just the District totals. Manpower assigned to a District minus the people Detailed out. If anyone wants to send totals off of the District worksheets, we could figure out how many 99 units are working any given midnight and we could tally up the number of times we're downing primary cars. Same thing for cars being sent out of District.
The political front is cracking and the brass are quaking. Citizens are noticing and media are being forced to ask questions of the Administration. Finally.

OT - 2nd Ward Alderman (whatever his name is) was at a mandatory outdoor roll call at 35th and Prairie (and just happened to have camera crew with him) and stated that he and the community were behind the officers and that "he knew that our morale was not really down." Of course he did not ask any of us for comments. They just don't get it, or do and don't care anyway!

Actually, things are moving rather quickly, much faster than expected.
The Taste fiasco helped, relevant to the publics' budding awareness, as, sad to say, did Officer Francis' untimely murder.
Citizens murdering citizens on the west and south sides didn't do much; had there been the same occurring in, say, Lincoln Park or the Gold Coast, things might have progressed more rapidly.
In any case, this is going to be a long campaign, not quite as long as one might think, but, longer than the mayor will want or will be able to survive.
And that's the key; 'they' think they're unbeatable, they really do.
They won't realize that they've lost until the night of Election Day, 2011.
That's how long it will take to really achieve Victory.
Perseverance is what it's going to take. Nothing less than Total Victory, evidenced by the political version of Abject Surrender.
Sort of like what the Japanese Emperor had to do, ie., Kiss the American Ass and say Thank You.

In 1995, after years on the West(the lost)Side, I bid into a slow Northside district. When I called in, for my 1st nights assignment; the watch had put me on an OH-what-ever car in plain clothes; they had more bodies than cars.
My God, what has that stuttering midget done to this dept. since then? And why?
granted it's the first district,,,,, 2 or 3 cars down. 4 or 5 10-99 units and only 1 sgt-no desk sgt- on a friday night.
A boss finally admitting we are really short! that is a concept don't post his/her name as they would be gone for the truth but then again i thought cpd was for honesty! Guess again! we are down many, with the canceled order of cars,radios that go maybe 4 hours, the cars breaking down,motor maint a shambles no parts on hand to fix cars rapidly, no contract on horizon, still clout that are clueless and much more!. look at another example of daleys shit holes and sewers caving in and not being repaired why? daley is hiding more money as yet we pay the highest taxes in the nation!
What about cars that are down and are covered by the wagon as a beat car? thats everynite in most districts

Yes, we are undermanned, The funny part about this is that the police managment has been lying about manpower for so long they dont even know how many police we reall have. Retirements have outpaced hirings in recent years and will again this year. Someone needs to tell Daley all those cameras dont make arrests. But neither do I anymore.
How bout the number detailed out from every district? That takes away from your actual totals. 43 detailed out of the 016. Never to be seen again.
Hay, why doesn't the Dept. do what the State Police tried a while back: Put DUMMIES in certain critical positions and fool the public into thinking they are being policed? On second thought, the city already did that and that is exactly what got us into this dilemma.
9161 is only 1 paycode. if you run all the sworn paycodes, there is over 15, you get 13000+.
Finally admitting to a shortage? The numbers are totally off.

My gut says 'fuck Dick Johnson', let him read the blog.
My head says 'What happened to the rule of thumb to NEVER trust the media?'.
My heart says 'Gee, it would be satisfying to see these pricks exposed to the same or more virulent media vendetta that they enjoy directing our way'.
But my balls say 'The fucking media can kiss my ass and come see me when I jerk their chain'.
The media ALWAYS want EVERYTHING spoon fed to them, (just like the feds), thus this offer to 'interview' those gullible enough to think that this shit can be cleaned up easily and quickly; (by letting a fucking tv 'reporter' get his rocks off 'scooping' the competition, and, in the process, exposing the aforementioned gullible to retaliations that, at best, would likely remove them from the very positions where they can, in the long run, do the most good).
This shit can't be cleaned up quickly or easily.
Plus, the media only report on nickel and dime corruption, rarely on major league corruption, unless they are competing for the 'scoop'.
If the purpose in anyone seriously considering this 'offer' is to speed up the process of informing the public, the truth is that NOTHING, short of a fucking tidal wave, EVER speeds up the publics' understanding of the truth.
The public doesn't want to understand the truth, resists understanding the truth and will only come to understand the truth over a longer period of time, and a greater variety of experiences, than a Dick Johnson 3 minute head talk will give them, even IF the public are watching the news at all that day, and even IF the public are tuned to WMAQ TV when Kay is giving his head talk.
The public has the attention span of a 2 year old on meth.
And that applies only to those who are paying attention at all.
But what the public DOES pay attention to is what they ARE paying attention to now, ie., citizens being shot, citizens being robbed, citizens being assaulted, raped, burglarized, intimidated and, yes, terrorized by all the usual suspects.
The public also pays attention to their pockets being picked by their reelected public 'servants', via their publicly paid revenue agents.
They pay attention when their cars are ticketed and towed, when they discover that they have to put back a few of the items they wished to purchase, because of the sales tax increases, when they fuck up their tires hitting the many pot holes that remain in the streets, almost 4 months after the last below freezing day, when they see how much of their utility bills are taxes and when they get their property tax bills in the mail and wonder why the fuck did their tax bill double, when they just heard little richie say, on the news, that property taxes haven't risen in the last 10 years.
If any want to carefully and discretely leak information to the Dick Johnson's of the media, though this guy wouldn't come close to being my last choice, they can do so at their own peril.
A better choice would be Kass. Then Johnson would have to vet himself through Kass, if Johnson wants a piece of this journalistic action.
Even better is to let this strategy simmer, rising to a slow boil over the next few weeks.
While the misuse and misappropriation of budgeted CPD monies might seem as egregious as the Hired Truck Scandal, and it likely is much worse, proving it as the criminal acts of all involved is what the media would want, before airing the story. And that is unlikely to be possible at this time.
As more citizens discover this blog and, in doing so, begin to open their eyes, the media will, (as they claim they do, but don't), have to follow the story where it leads them, that story being more and more citizens becoming more and more informed of the many truths that cops take for granted as being obvious.
The citizens of this city and county have been treated like babies for so long, they've forgotten how to stand on their own two feet and think for themselves.
Assisting the media to continue to spoon feed the public the watered down pablum that the media will inevitably serve up to the public is a waste of time and effort, without even considering the risks of retaliation involved.
Because you KNOW that any who expose their identity to Johnson WILL get ratted out, by him, or whoever he reports to.
Much thought and discussion is needed, before permitting any media types anywhere near anyone's identity.
But, hey, maybe I'm being overly cautious.

Don't forget about the ghost cars. In my dist., on the sheets they have foot guys, and desk personel listed working cars but in reality they're on the desk or the foot post is unmanned.
Accountablity is being demanded by the populace.
USA Patrick Fitzgerald is beginning to ask hard questions with no forthcoming answers,it is only a matter of time until the CPD implodes.
Counting the same officers twice,once in the district of assignment and then again in the unit of detail is no longer working.
What now???
There are some officers that are preparing to step forward and present facts,they are seeking legal advice regarding whistle blower status. KMA's,retirees and those unfairly disciplined need to assist too. There will be a sort of Knapp Commission before this is all put to rest,but in the end the CPD will be better.
I suggest coppers make copies of A&As every day for 1 week in their respective district or unit of assignment and forward to SCC. That will give you an idea of how many guys are assigned and how many cars are manned daily throughout the city. A little time and number figuring will allow SCC to post what the REAL #s truly are. Let that hit the papers, u cant argue with who is on the sheets. Hell Im considering sending copies directly to the media. Let them investigate that and then we can get copies of number of calls for service on a daily basis and show the TRUTH. Want to know why people are waiting 4-5 hrs sometimes for a report in many districts? We will show u. I know of a beat unit that recently handled over 30 calls for service in one tour in a busy southside district. 30 calls in 8hrs for ONE BEAT CAR. LETS GET THE TRUTH OUT THERE

I was walking through my neighborhood and noticed a lone car with a parker for street cleaning, even though the nearest posted sign was a half a block down. I also noticed that this car had an FOP medallion on the bumper and that the parker was written by a copper and not a meter maid.
Just got me thinking, and no it's not my car so I have no vested interest, how many of us would have written that parker on a fellow cop. I personally would have given him a play, but I wonder what others would have done.

**If anyone was going to speak, they would want to speak anonymously. It is against our dept. policy to police talk publicly. I don't know if anyone would think it would be worth getting suspended or losing their job so that Channel 5 could boost their rating with this story. We all know that the media is all about themselves and not about us.

As I understand it the reasons given for not implementing this schedule was the department would need more cars and radios as there is a two hour overlap where manpower is doubled.
With the lack of manpower and cars being down that is not a factor, 99 cars become 10-4 cars for these two hours.
Does this sound safer and more effective to you?
Would this schedule lower your stress level and give you more time for your family?
Would morale go up?
Why is the union not presenting this to the City?
Why is the City not using this to raise morale? Do they really care?
Won’t overtime hours go down? Isn’t that what the city wants?
Our Union says they will not negotiate in the media.
We know the media reads this blog; let’s let them know this is what we want and let the good people of Chicago call their alderman and demand it.

Wagons are just big cars. They give the wagons in 025 more jobs than anyone. Most of the so-called rapid cars are all held down on missions. But maybe it will change since their Sgt. has finally been forced to retire. Good riddance.
In an automated Police Dept of the 21st century, why on earth would we need 2000 administrators???
I though computers take care of most of the compiling of stats???
Each district with 3 watch sec, 3 bid desk spots per watch,3 lockup keeper, tak sec, district sec, timekeeper, review office, neighborhoods 8, other asst inside jobs. 10%-15% of manpower per district inside office.
Just keep the administration the same and add 100 officers per district and we should be better.
How many in headquarters?
How many in Homan square?
How many in the area Det Divs?
How many assigned to all bosses above commander?
I still think ther are lieing about total manpower, or they are hiding political hacks and princess'es!!

To get an accurate count of sworn members, consult the unions - FOP, Sergeant's, Lieutenant's, and Captain's associations. These are closed shop / fair share collective bargaining units that receive dues via payroll deductions. Thus, each unit should have an accurate membership count. The membership totals from these four organizations plus the number of sworn exempts (less than 90) equals total sworn.
Call the unions and debunk the professed manpower totals.

How do you know this was a fellow copper? How many shitbirds do you stop in a week with a medallion or a stupid checkerband hanging who say, "oh it's a friend of a friends cousin who's a cop" Maybe they OPD'd the name and it came back with "does not exist." Don't always assume kid, won't get you very far in life.
