A Real Number?

Discounting O'Keefe's numbers manipulation, here's something closer to the truth:
  • Weis said there were 995 officers at the Taste, about 400 more than last year. But, he also acknowledged a citywide manpower shortage of about 1,400 out of 13,500 officers—a result of attrition, medical leaves and budget limitations.

    He talked about creating a medical-integrity unit to verify leave claims are valid—a move promised by his predecessor—but said budget constraints have prevented him from taking that step.
That 1,400 number still doesn't take into account the double counting going on at the District level where people are counted in their Unit of Assignment (UoA) and then counted again in their Unit of Detail (UoD). But we're getting closer to explaining why half the cars on any given midnight are running as 99 units.

Some rumblings have it that the mayor may declare the City Service Funds BK. For the first time in a long time its possible that Police and Fire pay checks may start arriving late and even later!!!! Get use to new pay dates in the future..

ATTENTION ALL THAT ARE HOPING FOR THE FIVE DAY WORK WEEK!! Call the union and ask your rep....they ARE NOT pushing for the five day work week...the union told the city that they want the 6 day on 3 day off schedule.they are only asking for the 10 hour day for rapids...just so you know the rapids are barely manned..so if you bid for the 10 hour car like they did when the pilot progrm was up and they cant man it,guess what ...you will resort back to a 6and 3 schedule...once again the FOP is ignoring what the majority of us want...dont think its true...CALL THE UNION AND ASK,,and dont settle for DEMARIA'S bullshit..put it right on him..THEY ARE NOT ASKING FOR A 5 DAY WORK WEEK!!!

August 9th, Bud Biliken Crap. If you have to work it, make sure YOU close off every possible access point and run these nomads as far north and south as you can. Make it's horrible for them to get around. Make it just as much an inconvenience for them as it is for you. Every child that is lost, their parent/gaurdian should get locked up for neglect or something. Make this the most miserable place to be this year. Pissers and drinkers, locked up. Weed, locked up. Fail to clear the corners, reckless conduct or mob action. INCONVENIENCE IS THE KEY.

I'll tell you why most of us are "de-policing"

1) A lot of us are practically forced b/c of manpower to regularly work alone. Even the day after one of our own was murdered working 99, almost every single car was 99 on our watch.
(But the city cares about us)

2) Our schedule SUCKS! we have to work six straight days dealing with the biggest scum in the city before our measly 2 days off. How about 4-10hours, 5 on 3 off, etc.. anything. Give us options. Those that want to keep the 6straight 8hours can, but the rest of us normal people want/need a different more accomodating work schedule that doesn't stress us the breaking point by that sixth day. But the city doesn't care about what we want or about boosting our morale.

3) Merit Bosses! There are just so many now that have been made bosses by clout that it's a slap in the face to us. How can they expect us to take orders from someone that was a dog P.O. and dumb as hell, but is related to an alderman, sleeping with this boss, etc.. You can't do that without consequences. Tell me why i should "go get em" for someone like this. Merit promotions are garbage and should be done away with. Straight of the list so it gives the un-clouted, hard working beat cop something to shoot for. At the most 90-10%, not 70-30%. That's 30% of the bosses that are unqualified according the test given that are in charge of our well being daily. Somber thought.

4) NO BODY HAS OUR BACK. Policing is such a split second decision profession that sometimes things might not be so black and white. And even when it is no body backs us up. For instance, the shooting last week of the gangbanger with the record of weapons charges who was running around with a gun and got shot. That's tuff shit. You want to terrorize a neighborhood, thats what you get, shot. But now the city and officers are getting sued by the family. Why? It just burns me up inside. And all the media play clips of the family saying what an innocent person he was. Get the F out of here. But did you hear one peep of our supt telling it like it is, what a piece of shit the guy that got shot was. No, of course not.

5) The media. As in the last example they'll just put anyone on the news and let them babble any lie they want instead of editing the crap and putting out only the truth. They are a huge part of the blame to what has happened to this dept and morale. Every day we get beat up in the media for trying to do the right thing. We are supposed to shoot gangbangers that are running around neighborhoods trying to kill people. That's our job. To keep you safe. But they just don't see that. Maybe once a little more "de-policing" happens and they start shooting some of these media people or their family members, maybe they'll start understanding.

6) Everyone expects us to be perfect 24/7. We aren't. We're human. We go to bars, drink sometimes, and maybe occasionally if provoked far enough by the right assholes, get into fights. The department now is trying to control so much of our lives on AND OFF DUTY that we're starting to feel like hostages. We can't be more that .04 off duty!!?? WTF? This is a job! We work hard enough for 8 hours in areas most wouldn't dream of setting foot, trying to protect people and now we can't even sit in the yard and have some cocktails on our days off. This is just wrong.

7) Residency. Why in this day and age are we restricted by a job as to where we can live. Doesn't it seem like it would be a basic american freedom to be able to live wherever you want? If i want to live in oak brook and commute in here every day, why shouldn't I be able to? The housing prices and taxes are getting too high for us to afford to live in decent neighborhoods.

8) Discipline. You can't hand down a discipline sentencing, have the guy follow it, serve his time, then pull the rug under him after. It just sends a terrible message to us that in the heat of the moment, if mistakes happen, and even after you admit to them, do your punishment, you can still get indicted years down the road federally. No one wants to work under these conditions and its showing. Again we are human and deal with the worst people on earth and sometimes they push you so far that you break and give them a crack. Ok, punish me, but then let me move on from the incident. It was a mistake, lapse of judgement, but through an 8 hour day we are pushed so far... even to the brink of near death, and we still aren't allowed to make some mistakes here and there?

These are some of the major issues that are affecting us and causing the "de-policing" of the CPD. This is a road map of things to address. Start helping us out with this stuff and you'll see a much happier and harder working police force. But until then, we are fed up and done being the city's whipping boy.

The way they mess with the numbers is intentional. They try to make it almost impossible for someone to figure out exactly how many P.O.'s we currently have.
My guess - Under 10,000
Just work a weak in a district and you'll see how many down cars there are, how many 1 man cars are up, and how from the second you get out of roll call till the time you check off you're in a backlog or constantly running from job to job.

The numbers on the I-Clear system are bullshit. Look around. Every district, unit, detective division is short staffed. Cops that are on medical disability are on that system as well as others that will never see another working day on this job. And less not forget on any given day 8-10% are on the medical roll (which includes I.O.D.).

When I came on this job, there was 10-4 cars for every beat, a 10-4 wagon for every sector as well as a few specialty cars such as hospital cars, traffic cars and others.

Today we are lucky to have a wagon up, time after time I have to hear a sgt tell a beat car to run to the station to get a wagon for emergencies or numerous arrest situations.

The whole system is screwed up. No cars available even during non-peak hours and the few cars we have tied up on bullshit non-police related calls but CAPS situations.

Listen to Zones 6.7.8.or 9. You hear a call such as, Man with a gun call with 30 mins on it. And the dispatcher saying, this caller has called 4 or 5 times, like the caller is wrong for begging for the police.

WE ARE SCREWED.

And the solution? Call J-Fed for questions while nothing gets done.

If they were serious about crime reduction, they would hire 2,000 more cops. Actually have more than enough. When cops are over burden with so many bullshit calls, they PRODUCE revenue. Parking, movers, ANOVS and while issuing these violations, you find wanted people, criminals, offenders about to or who have just committed a crime. But the Mayor rather blow millions on all kinds of kick back projects and schemes.

Chicago must be the ghost capital of the world. More dead people get paychecks, vote and sign petitions than anywhere else in the world.

The only place a ghost hasn't shown up in Chicago (yet) is as the person shot by the police.

Time has destroyed the mentality of the working police. The dogs have always survived because they don't care and have quietly disappeared into their misery.

If you can, forget about the 'blue flu'. Leave the the department and don't put yourself through an increased decade or two of the disappointment.

Now there's a plan if ever I've heard one. Let's start another unit. What, a new Commander, a few Lts., several Sgts., and thirty or forty P.O.'s. Yep, that's the answer, pull more police officers from the street to do the job that I.A.D. is supposed to do. J-Fed must have another Fed in mind for the job, or maybe this is the spot Ike C. wants for his brother.

Typical city and Police Dept. bullshit.

Hire more police officers, let them do their jobs.

It's not that difficult.

1,400 is alot of coppers. I look at it this way. The dept adds 1,400 to the ranks and thats 500 more dics (100 to each area) and 900 to the dists (36 to each dist). That would help quite a bit.

I know some dists don't need that many extra guys while other dists could easily use 50 or more to their rolls. The dept needs to get with the times and hire 2,000 more officers. Doing that along with trimming the fat (Caps, personel, HQ, and cutting the dept down to 3 bureaus (patrol, administrative, an investigative) would really make a difference).

How about a thread to see who the readers think should be the Deputy Superintendent of Patrol? It's obvious that Aunt Bea is the wrong pick. So, who IS qualified for this position?

I recommend ADS Bobby Lopez. He worked on tact teams as both a PO and a Sgt., and has a reputation as being a fair boss with a level head. Many will remember him from his Academy days as a sergeant where he was universally respected by recruits and veteran police officers alike.

Appointing someone with these qualities would be a step in the right direction for raising morale. Lopez is a guy many officers would respect and support.

I'm retired but maybe officers from each of the 25 districts can look at the numbers detailed out and give us a count. When I was in the duece we had as many as 75 PO's detailed out. Many were transferred in only on paper and detailed out.

Son I can tell you that will not work. During my years I have seen many Juiced up come from the list at the top yet they were given the answer. That needs to be address.All we have to do is look at two Lts brother and sister who received the same score on Lts exam Along with being in the same Lts class. You think those two received the answers????? 85% of outside units and plain cloths along with inside people move right along. Sad part is there are one of many. The average blue shirt has about a 30% chance. So don't knock the guy who has been in Patrol for 27 years, Officer Francis was the real police.

Along with the fact they'll pick and choose who they fuck with.I told our Lt once I was not going to do An Illegal stunt for him. after that happened I got some virus was home sick for two days and during that time he sent a Sgt out to my house 4 times a day for two days I called FOP they said to bad so sad. Nothing they could do about it. GET READY

On WBBM'S website a story about the city council meeting that included this paragraph.

"But Weis says hiring new officers, including an additional 100 put in the budget last year has been slowed by Mayor Daley's budget office. Weis says hiring will pick up in the latter part of the year."

Interesting to note that Weis can not hire even only 100 Officers without the budget office directing him.

You hit the nail right on the head.
The real problem is there aren't enough bodies actually working in the districts. I know my district has between 50 - 60 P.O.'s detailed out yet they show as manpower in our district. WTF? One particular officer has been detailed out of our district for 16- 17 years! Nothing like an entire career being detailed out of a district to a cush spot.
When they want to analyze the numbers they need to discount the detailed out people when figuring out what manpower each district really has. Or for a more novel approach just eliminate most of these detailed out spots. Send them back where they came from and you'd be surprised at the influx of manpower in each district.
The powers that be don't give a shit how overburdened the lowly beat cop is. They simply don't care because it doesn't directly affect them.....or wait a minute I think it is starting to affect them. Keep it up. Hopefully someday the truth will be told.

TRU is getting the 10 hour day, like the old housing schedule. Don't believe me? Look at the letter of agreement between the FOP and City. I think you can see it on the FOP's website.

Thanks the the hundreds of dog-asses that abuse it daily, we are all but guaranteed to lose it within the very near future.

The vast majority of police departments have switched to giving you one sick day a month. Thats twelve a year.
God forbid you break a leg, get cancer, etc. I hope you didn't like keeping your house!

I guarantee if you very publicly fire a few of these PO's the message will be heard loud and clear and the medical abuse will stop.

I heard Jody Weis on the news and could tell he was never the police and knew very little about it. I have been retired a long time but it brought back memories when a new boss would say to us "If your right I'll back you 100%". Hell if your right you don't need to be backed 100%. You knew your boss would not back you if he said that. It's when you make a mistake is when you need to be backed up. I think Jody should stay away from the camera for a while. The BIGGEST dog ever and stands there telling the troops "go get em". The only thing he did on this job was drink and sell his gold jewelry. 2W morale in 004 is the worse I've ever seen. The way they mess with the numbers is intentional. They try to make it almost impossible for someone to figure out exactly how many P.O.'s we currently have.
My guess - Under 10,000
Just work a weak in a district and you'll see how many down cars there are, how many 1 man cars are up, and how from the second you get out of roll call till the time you check off you're in a backlog or constantly running from job to job.

I've said this before, but for the sake of others I'll repeat how it's done and you can come up with your own lists and start checking off who's really working and who's not:

This requires simple knowledge of Crystal Reports, so find someone who has some knowledge.

A simple report can be made showing those who the CITY are trying to tell you comprise who their 13,500 are.

Bring in all necessary data to report on each officer, ensure that you are only pulling ACTIVE officers and also ensure that you are only pulling "P" personnel, which is obviously SWORN POLICE personnel.

What you will find is that they have created the appearance of very close to 13,500 names being returned as ACTIVE POLICE officers, which should be the number of sworn personnel, PO to EXEMPT, actively employed with the City as POLICE.

I suggest simply that someone from each unit pull all the above officers assigned OR detailed TO their respective unit and start reading off the names and checking with your watches to see if there are people included in the personnel tables as ACTIVE POLICE who in fact are not, such as retired, passed away, etc.

This would be necessary for each UNIT to do, or it can be done for ALL units, grouped by the unit number.

Either way, downtown knows that these tables show about 13,500 at any given time and this has been deliberately made so to prevent the casual report writer from discovering the accurate numbers. They rely on the fact that no one person can verify who's really working in all the units.

You CAN however, verify who's working in your own and send the ghost names in to SCC and let them keep track until the majority of units are tabulated.

2 years ago, those same tables showed just under 10,000. Today they show ~13,500 without any NEW hires or increases in hiring, and includes losses taken by attrition. There's NO WAY the current number of active PO's could POSSIBLY be greater today than it was 2 years ago by 3,500 MORE officers.

I recommend ADS Bobby Lopez. He worked on tact teams as both a PO and a Sgt., and has a reputation as being a fair boss with a level head. Many will remember him from his Academy days as a sergeant where he was universally respected by recruits and veteran police officers alike.

Appointing someone with these qualities would be a step in the right direction for raising morale. Lopez is a guy many officers would respect and support.

Our boss told at roll call the other day:

13,322 total sworn

Only 9,161 Patrol Officers (job title code 9161 by the way).

Figure close to 2,000 admin spots and you've got barely 7,000 in the districts which means an average of 280 per district. This actually souns like a legit breakdown.

Now do 2/7ths regular day off, 7% on furlough, 3% medical, IOD or CU and you see why everyone's working 99.

To 2:26am - excellent post, wish everyone in the city could see it and understand it, but then most of the sheep& criminals(that means politicians too) wouldn't get it or it wouldn't support their agenda.

Regarding numbers, it's disgusting and dangerous to you officers and we citizens that you don't have at least 13500 and that scumbags are hiding it. They should be fired for mismanagement and sued for endangering us all. I'm just an ignorant citizen but it seems to me that there should be many more police than currently budgeted for - maybe 16500 since population of criminals seems to have grown, while good citizens who work are leaving because of corrupt policies and civility disintegrating. Less police is the wrong way to trim the budget. The criminals running this city are wasting all the tax money.

The city is turning into a zoo and needs more zookeepers. Protection and incentives are necessary to convince anyone to take on this difficult and dangerous career.

You/we don't need State police or National Guard. We need an appropriate number of real Chicago Police Officers who are allowed to do their jobs and be protected from bogus claims and lawsuits from criminals. It's ridiculous to think
outside agencies could understand our streets better than you. The emperor isn't wearing any clothes, but Daley insists it's Armani!!!

I hope the politicians responsible for keeping the police understaffed and the judges and lawyers who perpetuate this mess, will burn in hell with the blood of any innocents lost through this on their hands. They should look in the mirror and understand their responsibility in the murder of Officer Francis (God rest his soul). They should be ashamed.

Doing a unit-by-unit count will not get you an accurate count of all sworn PO's.

Unless you filter or you will get the number assigned to one unit PLUS the number detailed to another unit. They will be double counted.

Most districts have about an average of 300 assigned to them. But they also have about 20% detailed out. This is where the manpower for SOS and TRU come from.

Just use the Data Warehouse for code 9161. List by seniority. Probably get the straighted number

Also allows specialized unit to pop up easily as they do not need budget approval. The manpower is paid by the unit of assignment

What bugs me is how many inside people have zero time on the job. Take a look at unit 111 and other top brass headquarters units. Rows and rows of police officers with
3, 4, 7 years on.

It's sickening. Why doesn't jw start cleaning house and putting the healthy young ones back on the fighting streets?

Give those assignments to the offiers who put in their time, and are getting older, burnt out, broken up, and just plain tired from rotating shifts and working the street for 20 - 25 years.

They still have a brain, and they can answer a phone and take a message.

Because he is Hispanic, Lopez was reached for on the Sergeant's list before there was the merit game, he is also a meritorious Lieutenant, and he is one dumb sob. He is cocky, arrogant and a mean sob, too.

Lopez may have been a meritorious Lt, and he might be cocky. But I'd rather work for him than Carroll, Keating, or Cronin.
If you think those three were competent choices, think again. Cronin never even attended a college, and left the job as a Deputy Chief; John Risley also never attended college, but left as a Deputy Supt., and not a word in the media about it. Keating, a Sgt. by rank, bypassed Lt. completely and jumped to become Commander of 001. Do you think that happened because of brainpower? Ronnie Nash, before being indicted and sent to prison many years ago, "miraculously" rose through the ranks, from Detective to Captain in 5 years, after being shot while on a job with Vrdolyak's brother. There are far more examples of the Irish leapfrogging over others in this Dept. than there are of any other racial or ethnic group.

lopez, please stay off the blog. your shameless self-promotion is sickening. time after time, you have been promoted way beyond your capabilities because you are hispanic, now enjoy what you have and stop politicking for something you cannot handle. you can even continue to pretend you earned your rank and tell everybody you got screwed out of the chief's job. some ppo's might believe you.
