This is a decent summary:
- This hearing was unreal:
- Who's in charge? J-Fed didn't even know who the acting Cmdr. of 025 was. Why? Because a politician picked him. And I'll bet he couldn't identify 1/3 of the cmdrs. if you put them in a line-up.
- J-Fed didn't know who in the command staff ran the Taste in the past; except for Sgt...I mean Deputy Keating. That's because his incompetent command staff has never managed the Taste/Fireworks before. All those bosses were fired.
- O'Keefe still hasn't answered how many cops retired last year and this year...just how many we are down. And he didn't count resignations, retirements, LOAs, dismissals, etc.
- A mobile fucking POD wagon? Christ! I can't even comment.
- This weekend, after my days off, I intend to "depolice" a bit on the street. It's called no morale fuck-head!
- TRU, with the stats cited, you all should be ashamed of calling yourselves the police.
- Tact/gangs NOT being sent out often? What district? In mine they're gone all the time on weekends.
- What did he mean all tact teams assigned to the Taste were on hire-back. A little semantics maybe? The dozen or so in the west loop were all on-duty and he called up nine others. A little white lie there.
- We've lost with this nuthead and his staff that's in command now. Jesus, all they need to do is interview live, like at these hearings, some of his commanders. Then everyone would see what duds they are. Little Leo the best gang cop in Chicago? What the fuck!
Some observations:
- Is anyone surprised J-Fed doesn't know who's working for him? He's congratulated Eli Voulgaris on at least one occasion, maybe two, for running a tight ship even though he demoted Voulgaris from Commander back down to Captain. This is only the most obvious sign of his cluelessness.
- He doesn't know who ran the previous big events? He can't find anyone who can pull the previous Detail orders and get a list of people? We are truly doomed. Nice to see Balcer begin the sanctification of Sgt. Deputy Chief Keating though. Daley's minions continue to be untouchable.
- O'Keefe is a numbers manipulator, plain and simple. Why are many Districts downing up to 4 primary beat cars a night, running half the midnight watch 99, never seeing a rapid on days, a single wagon in places that used to run three and that wagon is doubling as the beat car? Here's a simple answer - NO ONE TO MAN THE FUCKING CARS!
- Bea is in over her head. As she's only 5'02" it isn't hard to see where she gets lost in the bullshit she spouts. Try to be a little less coherent Auntie Bea. That line about "five older brothers" preparing you to run a Department? What a joke. A pod-wagon? Good god, who fed you that idea? We hope you've updated that resume because as head of the largest portion of the Department, we figure you're the first on the chopping block for lowered production.
- De-policing? A new SCC favorite term. We'll be working that into our posting from now on. Many of our commentators already have.
- Evidently, everything said about TRU is true. They can't even produce the numbers that Maurer created them to produce. One of the larger drains on District manpower, all they are is a unit that rides on the backs of half a platoon of workers while burning up all the decent eating spots citywide.
- Tact and Gangs not detailed out? An out and out lie. Not only are they detailed out, but regular rapids (when they are up) are detailed out to the west and south sides every weekend. Who wants to run PCAD inquires?
- We don't have the duty rosters for who was working the Taste on-duty and on callback, so we'll leave that be. But we can all agree that the Taste was horribly undermanned and it showed. Anyone who says different, boss, aldercreature or reporter is being willfully blind.
- The best gang cop in the city? Sorry, but besides riding on his wife's clout and that strange gym he doesn't remember owning, isn't his number one guy for search warrants currently at callback for falsifying huge numbers of search warrants? Could we get some clarification on these issues?

i am truly embarressed by her,i'm being completly honest. she sounded like my kid daughter telling me what she wanted for christmas this year. Chicago's dumbest.
having worked in TRU for the last year and some months i can tell you that the numbers are askewed. they account every one in the unit (sgts, desk personnel, time keeper, and other police officers not assigned to a regular team) divide all the arrests made the last 6 months since j-fed took the helm. Then you have to take into account the p.o.s that were going to be shipped out to the districts. They were really working hard for jody since they were going to be dumped. As for arrests pre-jody of tru they were excellent every car brought in a head a night. And we caught a lot of slack from this blog for bringing a few bags of weed. The last i heard there was a work slow down. Well then i see some P.O.s like criticizing what TRU does every day even though tou don't see the inner workings of the unit. YOu think you know but you don't. Unless you attend roll call you don't know. You don't hear TRU guys talk shit about district guys. We bite our lip and carry on because we know that when we are in a district hopefully they will come to our aid if the shit hits the fan and vise versa. So if you want heads you got it just ask the 3rd district 2nd watch if they were prepared for the onslaught the occured on the 15th. It's on.

All I can say is wait another year and see what happens to the CPD, the crisis is known nationally wihtin the police community. Police officers are the first line,meaning the real reps of Chicago. People are sensing something major has occurred.
I'm embarrassed to work for this rinky-dink outfit. Wish I could just buy out the rest of the time I need to retire. What a bunch of delusional ass-clout-clowns.

Now this is puzzling.
It seems as if TRU officers are not being appreciated for their ground breaking efforts that, to me, appear as if they invented de-policing.
In fact, if one were to carefully assess their track records, one might conclude that they are an excellent example of the definition of de-policing.
I'd even go so far as to say that they may have gotten de-policing down to a science.
Rather than criticizing them, shouldn't every remaining officer not yet convinced of the negotiating value of the effects of de-policing be learning from them?
And be encouraging everyone else to emulate what looks like a polished and well oiled system of techniques to get to the 1st and 16th, month after month after month, without being CR'd, suspended, fired, indicted & prosecuted, sued, etc.?
These guys are leading the way; shit, they're doing practically nothing while being expected to do the impossibly everything. And raising the blood pressures of their 'superiors' to levels far beyond those of mortal men while doing so.
We should be thanking them for being ahead of the learning curve, not criticizing them.
They are the true pioneers of the de-policing wave of the future.
As a civilian, let me just say that the following things I, as a lil' ole civilian noticed during the "hearing"-- have left me not only speechless, but very, very concerned for not only the future of the Chicago Police Department, but the City of Chicago as well:
1. How could a Superintendent of the 3rd largest city in the country NOT at least know the name of one of his Commanders and the district he/she is assigned to?
2. This Bea Cuello person-- she really doesn't have a fricking clue at all, does she? She came across as just plain ignorant, idiotic and stupid. The police wagon thingy with the camera is just ridiculous. God, I REALLY feel safe and secure now!! Was this her first time on tv? What an ass kisser?? She just needed to answer the frigging questions and stop with the personal commentary/remarks. And she's Chief of Police???!!
3. The woman introduced as the legal person for the Department. Could she have gotten rid of her chewing gum BEFORE entering the chambers? How very professional...
4. De-policing??? WTF??
5. "No-Neck" Ike Carouthers-- It amazes me how he was all "gung ho" about Weis in the beginning, and now has a problem with him... PULEEZE!!
5. At least Weis didn't wear a uniform to the hearing! I'm with you on this one!! He shouldn't wear one at all! He hasn't earned it! This is not only a slap in the face to all of you officers, but to us ordinary civilians as well. It just doesn't make sense!!
Even though I don't always agree with a lot of the comments on this site-- not all African-Americans hate the police or have a "ghetto/gangsta" mentality.
Some of us were brought up right, and have and/or are trying to do the same with our children. Some of us go to work (legitimate jobs) each and every day, work hard and try to pay the bills and provide for our families just like you.
I respect and appreciate you for what you do and go through each and every single day to serve and protect all of us. I know that you have families and loved ones too, and I can only pray and wish that all of you continue to serve and protect to the best of your ability-- in spite of it all-- and most of all-- come home safe to your families. There were reasons for some of the demotions that had little to do with job performance and more to do with CRs and unprofessional behavior that most of you will never know about. If an exempt was demoted, there were reasons.
The exempt himself (or herself) may tell you they weren't given any explanation, but that's just not true. There were factors that led to the dumps. If the people affected choose not to tell their friends and former co-workers who chose to inquire why, I can respect that. But don't think it was an arbitrary, knee jerk reaction.

One of the reasons that J-Fed doesn't know who is working for him is that the Mayor ordered the demotions and selected those to get promoted. J-Fed didn't know any of the people he demoted or promoted. Now he has Monique locked at his hip whispering in his ear, this Masters guy who doesn't have the vaguest clue about police and used to work for the Mayor as Chief of Staff. Ted O'Keefe another Mayor guy in charge of Dept. budget and that means equipment and manpower. Another Dep. Sup who came from the FBI and doesn't know about police work. Pat Daley, another friend of J-Fed and FBI guy who knows nothing about police work. Brian Murphy, a former copper who has worked for Daley longer than he was the police.
J-Fed doesn’t know anything because he is not running anything. He is looking for the next pay check after Chicago and he has to have Daley on his side to get a good recommendation. This problem is nothing more then a snowball effect. J-Fed is not to blame for the PO Shortage and the BS merit promotions. This was a problem with the CPD since Little Dickie became the King. He has placed this department in the spot it is today.

Seems a simple task for people to just make copies of their roster every day and fax them somewhere...after about a month or so of sifting to get all 3 watches from 25 districts for 30 days you'd think Kass could write something a bit closer to staffing reality and maybe generate some push behind the numbers lies.

this is the reason I don't bury my head in the sand, there are still people out there who need and respect us, unfortunately none of these people are our top brass, politicians or the media, so we continue to get knocked down, but as always we get back up and take care of those that take care of us.

Going into this hearing I didn't know much about Aunt Bea, but WOW! She embarrassed herself in front of a television audience and more importantly she showed herself to be incompetent to the rank and file police.
What did she call them, Mopods? So, we are way down in personnel, we don't have functioning cars, radios, or pdt's but we're going to invest in wagons with cameras? And where do we plan on mobilizing these things, which one of the hundreds if not thousands of dope spots are we going to put these things. Whose going to man these "Mopods"? Are we going to take more officers off the street.
We all know how much of a joke the pods in place are? And the first time I get notified by a "Mopod" watcher of a drinker or car parked at a hydrant I'm going to flip out.

It has been said on this site, if you dont like this quite! I could not agree more. I for one am looking for other employment. This job, city and county is a joke!!! I have lived in other parts of this country and this place is the most corrupt city to say the least. I have a friends who are either jammed up by IAD or just burned out by the management. I have heard stories of how IAD would target people and never would believe it. I WAS WRONG, I know of two guys they are going above and beyond to stick it to. These two did not do anything wrong and are hit with 30 pending. So yes another department would be nice at this point. It will be a long time before they get this one back on track.

**Tac & Gangs to other districts can be done, but Rapid cars detailed to the west & south sides? That's against the contract. If they send them outside of their area, they are supposed to be paid at the OT rate.

In all honesty, why should you bust your ass to get the #'s for them? You're feeling no different than the folks in patrol. Thanks for slowing down TRU, we all need to stick together on this.
In particular I liked his explanation of what his buddy Pete Brust is in charge of. Oh wait a minute he really didn't give us a job description. All of the things he claimed Brust is doing are processes in place or been in place at one time or another. Useless arrogant asshole Ole Pete is. It really galled me to see this scare crow looking MF wearing a uniform. At least J Asshole didn't don the costume for the event.
Maybe Aunt Bea got her experience by having 5 older brothers. Where were they raised? Mississippi? Then I would say she has experience, Then there is J-Fed, he has all that Fed Experience. I am an old timer and was always told by the Old Timers I replaced way back when, they would always say as part of my training, "Never trust a Fed." I guess they were right!

The list goes on...one thing did stand out today! Our Illinois State Governor Rod R. Blagojevich publicly admitted that Chicago has a serious problem with growing violence in the streets... is Blago suggesting that Mayor Richard Daley can't run the Police Department or stop "out of control" violence?
The Governor of the State of Illinois knows there is a problem with the way the Chicago Police Department is being managed. The lives of three million citizens are at stake. Someone needs to step in and take control of the Chicago Police Dept. Right now there's complete chaos out there and nobody knows what to do about it.
The powers and authority of the police derive directly through the State. So shouldn't the GOVERNOR and not Da Mayor or Police and Fire Committee (Alderman Carothers) have the final say and authority over the Chicago Police Department?
Maybe the State Police should take over control of the Chicago Police Department? I would still like to elect a Superintendent and District Commander. But, if we can't get that then maybe the State surely can do a better job then J-Clown.
Is his search warrant guy NM from 023/A/4??? Man I would be shitting myself if I were on even one warrant with that guy! In the end, it is the individual responsible for his or her name on the warrant... so if NM was on bull shit, and you were part of it... kiss your ass good bye!!!

TRU was told when this new regime came in that they were not there for arrests,,they were there for intelligence..give the arrests to the districts tact teams...an obvious way to detract police activity and make them look bad ...and now they are pissed at what they asked for..check the numbers before they f&&&cked the bosses and the workers they dumped from TRU and then talk yer sh@#t...they made them as disgruntled as the rest of you guys ..but ya wanna mess with them now... if they lock people up they are scabs...if they dont they are useless right... no win situation if I am correct.. .... I have seen TRU Platoon's in the district and first and foremost they have no F_cking clue. And if a bad guy happens to jump in the back seat of thier squad while they are on thier 4hr lunch they would not know what to do.No Thanks, TRU can keep thier one baggers, drinkers, pissers, ect.
TRU is a joke. Set up by Mauer to take care of some white shirts and turned into a joke. You want morale to get better, give patrol the officers we need and stop the madness.

The dept. screwed up when it dumped a lot of good officers from SOS because of a few. Big mistake.

I still like the job, not echoed too much these days, understandable. I have seen the dept. slip over the last few years. There is no training in that we went from the oldest dept to a young one. 2 yr wonders working with 2 yr. wonders. A detriment, they are learing nothing. We see them in units running around clueless. They need to work with exp. officers. We need a real Sup. and real bosses. Stand up people. Just saying you will have our back doesnt prove it.
When we have citizens embarrassed by Bea on CLTV, thats pretty bad. Shows you how out of their element many of these bosses are. How do they expect us to follow clowns?
Big mistake and it was stated when too many bosses were dumped all at once. We lost a lot of experience and we are left with nothing. Now the Sup. is scrambling to figure it out, alone. A lot of bad commanders took over. All we can do now is put the bosses left, with the exp. and brains in charge. There are a few who have the years and knowledge. And not the Jimmys and beas.
Is it true, when a po gets stripped, the decision is made by Brust only. He is in total control. Then if the po wants to challenge this in a To From, The to from goes to Brust. What are the odds he will say he made a mistake? Bad move Sup., doesnt show you have our backs.

Just a beat officer now, but I spent 10 years at the taste, another 10 at Puerto Rican fest, Bud Bilikin and every other damn fest this city has and I could have easily outlined an entire traffic/crowd control response to the Taste just from being a tact guy that worked it for years under people who knew what they were doing!!!
If our Supt. really wanted to know how things should be done, he should sinmply look at police officer arrest statistics, cross referenced with beefs, and medical roll abuse. Find quality working police officers and ask them their opinions on a 1 to 1 basis about the issues he needs to know about. If the working police would agree to talk to him that is!!!

You forgot to mention Deputy Chief James Keating AKA. Special K. This guy will be all thier bosses. Hes been handed every position in the department by Daley. He was also the one in charge with the fiasco at the taste.

You are welcome. It is citizens like yourself that makes this job bearable. Please understand that officers do understand what the average citizens goes through as well, especially with their families and communities...everyone is just trying for a happy medium.
