Getting this rumor from more than just the comment sections:
- Just heard there was an exempt meeting Friday and that tact, gang, and TRU are no longer responsible for the DOC. The department is going for a zero tolerance approach. THESE OFFICERS WILL BE EXPECTED TO BRING IN A HEAD A NIGHT. AND WILL BE DEPLOYED THROUGHOUT THE CITY WHEN NEEDED. Reportedly numerous commanders and deputies were given the things will change or you're gone talk? Anything to it?
Since we have the smartest readers in the world, someone somewhere has to have heard enough to support or kill this one. Is quota-based policing coming back? And are they foolish enough to put it into writing?

There is a difference in quota based policing and requiring officers assigned to specialized units in a major city from making regular arrests. If the officers are incapable or unwilling to do so, they should be removed. If their supervisors are incapable or unwilling from motivating and leading those officers then they should be removed. If you need help find an arrest SCC, ask your watch commander for some assistance.
I hope some of you hair gel types plant a recording device into your Ace Ventura coifs before this meeting. It would make for excellent political fodder. If you're smart you can black mail the boss into that promotion you've always wanted.

Yeah, I thought I noticed a little something different about the speeches the bosses have been giving. They even threw out the catch phrases "zero tolerence" and "we're taking the gloves off" and blah blah blah.....Listen boss, in this day and age, there is no way I am going to stop and frisk everyone who is walking on the street in your so called "zone" because you want to boost your numbers. Everything is legit now, no probable cause, no stop. No gray areas, like "he spit his gum on the street, so let me stop him and pat him down for littering" and that type of shit. First off FUCK any new unit, why because the Department put good officers with 20 or more cr#s over a five year period into the BIS program and or Personal Concern program. The FACT is even if you had 20 exonerated cr#s good officers were "blanketed" throughout the Department.
What then came about kicked out of units,like S.O.S, T.R.U. kicked off,incident cars,tact or gang teams,gun teams,saturation teams,robbery or burglary teams,etc.
Then you (Many Good Officers) with justifable cr records were placed into "The Program".
What followed casting shadows and negativity of some sort of wrong doing over many good officers careers.
As a direct result a work slow down no, but doing your job without the "aggressive edge" there by giving the city what they wanted, "hands tied" approach. Now as SCC reported/posted on 6/28/2008 regarding the city admitting placing the officers in the "program" without just cause. And the city contacting the FOP to have members that were effected sign off on a wavier showing no liability on the citys part.
I say Fuck that, and any new or re-created S.O.S. unit, Its all about C.B. numbers a head in the book (raid book)every night always has been that way. SCC we will never see a document of any such conversations that occur behind closed units or teams doors. The pressure to produce is force which leads to some sort of illegal activity or worse corrpution.
This will be a sad decade in Chicago Police History, because this MORALE is to far broken.

The effect the dept is hoping for is all out numbers on anything drinker/pissers/tresspassers. The BS numbers will be way up but crime won't go down. TRRs will be up because shitheads on the south side will be in shock if they get locked up for drinking. Numbers up crime still up. BS arrests will stop some people from being killed but its not the answer.

The numbers game is the most dangerous one to play. The current climate (not that it will change back) is no support for the guys on the street. "Zero Tolerance" is a really cool and aggressive title but in reality it' a JOKE!! Save money for all the benefit parties for guys taking time for attempting to enforce "Zero Tolerance". Then again, how much do we have to see and hear about guys getting it stuck up their butts for doing proactive work? I for one am just going to do my job,no extras,back up my fellow officers and go home everyday. Left the tact thing behind for those who like the hour rotation or the feeling of being "special". Here is what I would do if I was a plaintiff's attorney. I would pick and area, let's say area 3, and sit in misdemeanor court and watch for a month. I would note all tact arrests that are nollied and contact the arrestees for civil representation. When I have 30 I would certify them as a class and sue for civil rights violations and then I would subpoena the exempts and their blackberrys.I would put on a case for the quota system and the fine officers that played their game would be on the hook for punatives.

I'm not saying what cozzi did was right or wrong but what I will say is this is a fucking paycheck, period.punishment was granted and punishment was served,end of story. This puts food on the table, a roof over my families head. I REFUSE to be bent over a barrel for any "citizen" or boss. I'm by no means a doomsdayer, troublemaker or a coward, I spent some years on the gang team in 007 and had my fair share of fun and also the stress, but things have changed big time in just the last couple of years. To these young guys do what you have to do when you have to but as far as the tact/gang bullshit listen to the older guys and leave it alone its not worth the hassle. I've got nothing against workers or dogs but sometimes its best if you bury yourself in the middle, in under the radar, out under the radar.

I'm sorry to say I disagree with everything said here about making no arrests. I say, make every arrest you can...10 minutes before your end of watch. Make the city bleed OT money. The want zero tolerance, bring it in. You don't have to go balls to the walls policing, but bring in every drinker, pissing, soliciting, etc arrest you can. Down every car on pinches and make sure 2-3 cars are on OT processing bullshit arrests every tour. Then I would like to see the response from downtown and the 5th floor when budget overdrafts become a reality.

I think the recording device is an excellent idea, although illegal in Illinois. I wish I had one years ago when a certain W/C stated openly to the troops "Those people have been selling drugs long before you were born and will still be selling them long after you retire, no more surveillances". I would have loved to play that at a CAPS meeting. This was when they wanted us to stop bringing in dope dealers because we were making too much overtime in court. Well now they have it. We're not making hardly any overtime and not bringing in the numbers but for a very different reason, "Self Preservation" is what I call it. They say they have our backs, I call B.S.! Pro-2nd-amendment lawyer type here, and just wanted to give you guys a bit of food for thought. This weekend I read the DC/Heller Supreme Court case. I'm not a constitutional scholar, but here's what I got out of it.
A. Big rule: you cannot blanket-ban the ownership or possession ("bear") of weapons commonly used in the U.S. for lawful purposes of self defense etc.
Thus, you cannot blanket-ban handguns or rifles or shotguns, though you can ban sawed-off shotguns, or tanks or bazookas or mortars.
Thus, you cannot ban ownership and possession of these weapons in homes, whatsoever, though you can ban for instance concealed-carry in public (in which case you presumably MUST allow open-carry in public) and vice versa.
Thus, you cannot ban ownership and possession across broad portions of the population (for instance, those who were not sworn), except that you may ban ownership and possession by felons and the mentally ill.
And you can ban guns from "sensitive" places like schools and government buildings.
To be very clear, the reason I raise this here is because it seems quite clear that the U.S. Supreme Court just stated, in no uncertain terms, that any law blanket-prohibiting ownership or possesion of weapons in Chicago is unconstitutional.
So if you arrest someone for firing a weapon, fine. If you arrest someone for carrying a weapon? Well, that latter one is gonna be a problem until Chicago passes a new and constitutional ordinance.
And the braintrusts at headquarters, City Hall, the State's Attorney's office and other bastions of the Cook County Democratic party?
Hate to say it, but there are boatloads of charges in the system that are gonna have to be tossed. I hope none of you are out there stepping on the constitution in an effort to make Daley proud.
Like I said above, the City and State can implement a few types of regulations on who, what and where, but carrying, whether on the street or in the home, cannot be blanket-banned.

If you new guys go to this unit make sure a supervisor is with you on every arrest. Supervisors always want to call p.o.'s dogs, crybaby's etc. But they are never the ones in court under oath.If they are leaders they can lead .
Doc meetings: consulting with your doctor for $300.00 an hour.
Car meetings: spending two hours with a car salesman barganing. Then getting screwed anyway.
Caps meetings: trying to convince some lady at 4AM to give you some cap.

Now they don't even fear us, that is in part to you the good citizens that do not back and support your police. The media, politicians, and reverends also took the fear out of the police. That way your were following orders and they can have the federal indictment.

Yup, the pressure is on all right. The special units were givin the go get um speach or your dumped (meaning that the Boss will get dumped, as we all know).
So what do they do, they come into the dist. and make drinking in public arrests, pissing on the sidewalk arrests, and any other arrest that is bogus.
Where are the Gun arrests? Where are the Felony arrests? Can they make a decent arrest without 8 people on the paper?

Quota based is telling someone they must come in with one head per night. The Dept. CANNOT establish a quota.
Bottom line should be, if you see an arrest make it. I would hate to see an officer sandbag someone to meet the "quota" for fear of getting dumped from a unit.

Remember, you CAN NOT ARREST someone for something you could give them an ANOV for. (With some exclusions that if you are the police you should know.) When they say zero tolerance that's fine. They can not give you an unlawful order. Arresting someone for a city ord violation is illegal if you don't have the exceptions to the rule. Fuck the bosses. Arrest people who deserve to be arrested because of the crime they committed and the way they disrespect you and other police. That's it. Nothing proactive but make sure the shitheads know that it is OUR CHOICE notto arrest them. We will not take any shit from them at all. Remember, you CAN NOT ARREST someone for something you could give them an ANOV for. (With some exclusions that if you are the police you should know.) When they say zero tolerance that's fine. They can not give you an unlawful order. Arresting someone for a city ord violation is illegal if you don't have the exceptions to the rule. Fuck the bosses. Arrest people who deserve to be arrested because of the crime they committed and the way they disrespect you and other police. That's it. Nothing proactive but make sure the shitheads know that it is OUR CHOICE notto arrest them. We will not take any shit from them at all. Show them that we are still in control, but at this moment---until we get a good contract and some leeway, we choose not to enforce certain laws...

Man, from what I read it seems most cops are not happy with their job. If you don't like it, QUIT! What a bunch of crybabies. Go back to Target or the mall and be a guard. Go learn a real trade. The amount of work you do for the pay you get is pretty good. Go try construction or plumbing.
Listen stroke, cops like the job. They just want to be able to do the job without risking their freedom and future for doing it. If the only weapon at their disposal is to not slow down but to enforce the way the politicians want them to, then so be it. They will learn that officers have discretion for a reason. You want the police? Stop slamming their asses for doing their jobs.
If you're stupid enough to be playing real police now, you're not waiting to be thrown under the bus, you're sitting under the bus and doing it for them. They will learn that fucking with cops has a price. You can feel it from the comments, like yours, from bosses begging for more activity. Well, you'll get it after we get what we need to do the job. The mayor, city council and bosses got what they wanted. Now lets see how great this type of policing works in Chicago. Then let's wait and see what the citizens have to say about it. And after they can come up with better than 1.1% for the work we do, we'll see about aggresive policing.
