SOS Returns?
Whoever is in this supposed J-Fed "think tank" really needs to come up with something original, but for now, everything old is new again:
- Aldermen said Weis opened the door to realigning police beats or districts to get more officers into high-crime areas and raised the possibility of resurrecting a "better trained, better supervised" version of the Special Operations Section, which was disbanded after a cops-as-robbers scandal.
The quoted paragraph is the only part that deals with a "new" SOS unit, but looks like someone realized you need a quick reaction force to address large-scale disorder in progress. For all its faults, SOS was a pool of 200 people you could pull at a day's notice or 100 people in a moment and not affect District manpower, unlike an Incident Team. The problem has always been what to do with those people when they aren't needed for details, emergencies or missions. When left to their own devices, some people allegedly went rogue. When over regulated, you have an undesirable "head count" mentality. Where to strike the balance?
Also, if you read carefully, redistricting is waiting in the wings. Again. And aldercreatures are talking about it this time.

I was there, had more fun than I could think of! Met some of the best Cops this City has to offer (pre-"walk with a swagger" days!), with the exception of a few that fucked it up for not only SOS, but the entire Dept! Did a shit-load of good police work too!
Then again, there were a handfull of Cops in 25 districts, and a few diffrent units doing the same thing we were: LOCKING UP BAD-GUYS! And enjoying what we did every day!
Does the City need a unit that is ready to do details at a moments notice? Do "crime supression missions" in a diffrent Dist every night? Kick a little ass, take a few names? Get guns, dope and gang-bangers off the street? Knock down some doors? Do what it takes to get "bad-guys"? (and NO, 4 cars being down on a traffic ticket, blunt, impound and arrest, does not constitute "getting Bad-Guys")

Now, I want you to find TWO things; #1) Cops willing to go out and do what it takes to get the job done. At this point, Cops willing to sacrifice the Job, pension, bennifits, and a stint in federal prison on a Civil Rights Violation (Thanks Jody!).
and #2) Bosses that will back the Police up 110%, boses that wont back down to political pressure, or toss Cops under the bus for promotions, or political gain. Yet back you up on the CR's, law-suits, and other bull-shit.

The map was drawn out a few years ago at the tune of a few million only to be scrapped by the aldermen themselves. Mostly lines being redrawn but 008 was split in two to make a 026. Don't see this one making it through a second time either.
With real and ethical leadership, bring back SOS, We need the unit to combat gangs and handle large groups. Is it still possible to find a leader with brains. ethics and experience? We have exempts that fit this profile but clout always seem to raise its ugly head.
Bring them back. When they have down time, use them for saturation.
If they're busy running a dumbass window tint mission in Englewood, then they're not going to get into too much trouble and Pookie isn't going to be driving that day. And if there's some district that needs to be shut down, well, then the seat belt mission is over.
(So why do we need both SOS and TRU? One IS SOS. The other is a bunch of 2-year wonders that WANT to be SOS, when they're not eating lunch anyway)

There already IS a mechanism for realigning police beats and getting more officers into hot spots in a hurry. It is called the Tactical Response Unit and if it isn't working blame the fucking goof boss who thought it up.
And if more are needed they can grab the gang teams like they already do. There are no more bodies to pilfer from the districts, the districts are way down in personnel already, no one left to take.

The problem with SOS type units is as stated earlier. When not on detail what to do with them. I say have them conduct training to respond to all types of emergencies.
First assign enough p.o.'s to allow 10 hour days for two watches 7 days a week. Then on each watch have half the force conduct training, crowd control, gas, firearms, CIRT, etc.
The other half of the watch can be deployed to 001-018 for additional high visibility patrol around high priority terrorist targets.
This allows both the street platoon and training platoon to respond to any crisis situation in a more timely manner.
DO NOT have "SOS" out looking for heads. Looking for heads is what led to the opportunity for the past SOS scandal. It also delayed response to crisis situations due to p.o.'s processing prisoners and writing paper.
The mentality the bosses have of heads, heads, and more heads has to go. They wanted SOS bringing in heads because they couldn't stand the thought of a lager unit of p.o.'s doing "nothing."
This is a unit Chicago needs, for the tax payers and all district p.o.'s that may need a large back up force in a hurry.
That's my two cents.

Without going into the lack of leadership, support, or protection from our mayor, community, or supervision, it would be nice to have SOS/TF/GANGS SOUTH, WEST, NORTH/SOG or whatever name they would like to stick on it to be reincarnated. It was a terrible misstep to launch all of the SOS personnel after the Finnegan debacle.
In the beginning it was a Commander, two LTs., roughly 20 SGTs, and 175 Police Officers. Two Watches. Half of that 175 was the HBT team and the rest were remnants of GANGS S/W/N after the purge.
It was tremendous. You had a perfect blend of old school with young rompin stompin tigers. But back then you had bosses like Eddie King, Schurla, and even Hilliard look you in face and tell you before you went out to the Bulls Riots, Loop Flood, or Taste of Chicago that they were taking all CR#s. You had Lts. that would leave their cars and grab some mope by the trachea if they did not obey an order. Ah well... the good old days.
The key to that unit was having fully staffed DISTRICTS. With that in place you could then grab great workers with THEIR PARTNERS from each district.
You had guys on your team from the north, south, and west sides and you really learned all of the city
Unfortunately SOS doubled in size with the influx of talentless, marginal, clout babies and it became a watered down version of the great unit it formerly was.
Here is to hoping that it will happen again someday.

Excuse me??? Thats where most of the officers on the street are now anyways. For example, 7th dist is roughly the size of 2211's beat and contains 3 sectors and 5 beats per sector (15 Beats). The rest of 22's beats are similar in size to 2211 but there are only 9 beats to cover that. I want more beats and beat cars to cover 22.

I agree! I work and live in 022 and don't get me wrong, I'm not comparing 022 to 006, 007, 005, but we are a little busier than some people may think. Granted, a lot of it is nonsense, but they are calls that need to amswered nonetheless. The problem in 022 is the beats are too damn big. This may have been fine 25 years ago, bu the beats and manpower have not kept up with the crime. I know this is the case in virtually every district, but this is where a huge amount of Officers live. People will come on here and rip the Officers of 022, but realize there are times a car is needed on the west end and 2211 could be handling a traffic accident at 95th & Vincennes, which is still in the 10 sector. But with the way this department is going, they'll probably make 2211 bigger yet so the east end can get even more undeserved Police presence.

I'm sure you did an excellent job at being the police when you were in SOS. My question is why do you need to degrade other officers to make your point? That's the same, "I'm better than you attitude" that Finnigan and his crew carried. I don't work in TRU,but I can say that every time I've been on a stop they back me up. That's good for me. I don't care if they have 1 year on the job or 30, they still wear the BLUE shirt that "we, ourselves" often critize and disrespect.
So they're going to realign police beats to put more officers in high crime areas? So now I will go from little to NO police service around me and all this bullshit because I live in an area where people actually know how to behave? The safest thing to do on this department is to answer your calls for service. I saw firsthand what happens when one tries to become a pro-acive policeman and the end results were not good. So now, I just answer my calls and advocate everyone else to do the same.
The Police dept of fifteen years ago would have locked up the taste trouble and several would have been hospitalized before the elevator ride to the 11th floor.

This is the trap. Don't jump in.
The unit will push stats with a no questions asked policy as to how you got them. This will start a race between people in the unit, each trying to out-do the other in stats. Crime will slightly slow down in some southside districts and the department will take the credit. Guns will be the prize and the bosses will look the other way if you go into houses.
Nothing the department does will protect you from the many lawsuits that will get filed within the first two months of this unit's life. The trend is to pile punitives on the officers involved. Five years down the road, the unit will be portrayed as corrupt, and you will be guilty by association. Once you lose the city's money and your own, the brother in charge at the time will take your job.
Jody is here to police you, not the shitbags in the street. The unit will go up to November with no mention of CR# accumulation. Once the greatest crime fighting tool (winter) starts, there will be a massive review of the CRs. The winter media cycle will bring forth many police for public shaming, many firings, many upheld firings by the Board. Jody will show he can "control" the unit with very public discipline displays.

As bad as people here say morale is, the word is that a ton of resumes have been sent over to the Special Functions Section (former SOS). Apparently, there still exists a large number of POs and Sgts. who want out of basic District patrol. I live in 16, protection is minimal but we do have an M/1 traffic car that tries over and over to fuck up the "whiteys" from the PF and FD and their familes. Bosses keep getting complaiants but no one does anything. If it were the other way around the "whitey" would be gone in a second. I got kicked off of the 011 tac unit (Fillmore) for arresting black panthers for actual crimes. The M/W tac Lt. could not handle the beefs so I was gone.
THere are some good coppers in 016 and when they ship out half the dist. to 7 or 6 or 3 I will help out in my community.
I have got plenty of guns and sons to pick up the slack, and my unit doesn't require paperwork.

OK boys and girls, this is it, first the reason SOSA had a scandal was because of a Lt. who had a competitive EGO. A nice guy but got carried away with numbers and ignored what was being told about some guys bending the rules real bad, He just wanted to be better then the Barons watch which I was part of, Now in order for a new SOS to work you need some old school Sgts.
SOS had three LTS. And a commander that was aware of everything. If the commander did his job, that scandal would be detected and stopped. Numbers were more important for Cline so they ignore numerous CR#s and court deviations for higher numbers. Now we have a major scandal and lack a unit to handle a large crowd at taste. Department and city will suffer because we lacked ethical management. To bring back SOS, officers should be careful but no. Many will volunteer and risk civil rights violations and cr#s. Some officers never learn.

SOS was disbanded, then the few remaining were re-named "Special Functions Unit" and they alledgely do what you mentioned. However, theres maby 25-30 on 2 diffrent watches. Who is running CIRT traning? Riot control? and all the other training? (uuuhhh, no one...)

Now, when you have someone out there who is doing it, you come here and bash him. 016 is a predominantly white district, so it's reasonable to assume that whoever the traffic officer is, he or she is going to bring in a large number of white arrestees, DUIs and the like. Since so many city workers tend to reside in 008, 016 and 022, it's likely some will cross paths with law enforcement. And their kids.
If you don't teach your kids and other relatives not to drive drunk, sooner or later they're going to hit a wall. Quit bashing the police who goes out there and removes these unsafe drivers from our streets, where they could run into our wives, our kids...you can't have it both ways. If this guy was a traffic car in 005 or 007or 010 the demographics would change, but he works in 016. Before SOS there was Gangs North, South & West. Those units worked well...hitting problem districts every night. All good units and alot of fun to work in. Someone got a bright idea to disband the units and send them to the districts. Bad idea! Community policing resulted in more problems.

Stop the TRU nonsense already, the 3 year wonder shit is wayyyy old already, most of those people probably have more time than half the people on here that type their nonsense. The theory of the unit was a good one that has worked well, zero-tolerance, take their cars, inconvienance them, make them miserable. The problem is that they are not being used properly, they are severly mis-managed now and it shows, they should have left them as is, not dump 90 people and 6 Sgts. If they create a new unit, it will be just like TRU, the days of trading up and H/I's is loong gone, never to return; they can say they will have your back but can't shield you from the never-ending onslaught of lawsuits.
A new S.O.S.?? Martial Law in this city for about a month would fix things real quick. Civil rights goes right out the door once that happens. Would actually be quite fun to watch I think....

A few things:
It isn't "SOS 2.0". It's more like "SOS 9.0"
SOS, Task Force, Bureau Of Field Tactical Services, whatever you want to call it this time around, it is still the same game. The Department needs a contingent of manpower that it can deploy around the city on short notice. They establish it, they go out, rack up numbers. Something happens, they become a liability and are disbanded. A time later, a new name but same game. And most of the same players.
One of the problems with numbers driven units is that while they do make some quality arrests, they make far too many "just for the numbers."
Another reason for SOS is that the city does not want to touch off the fuse on the powderkeg issue that beat realignment would be. Look at the screaming when congressional districts are redrawn. Can't imagine police beats redraw being any less contentious.
There hasn't been beat realignment on a city wide scale since early 1980's, when 025 opened and several northside districts were redrawn. Mostly 013 & 014. Despite tremendous population changes.
And 001 was redrawn when the new station opened so the new 001 district station would actually be in the 001 district.
