J-Fed is Toast

We've been pretty merciless in our criticism of the Superintendent. We've pointed out missteps, outed political hacks that have been promoted way beyond their abilities and ripped him for some truly bad decisions that circumvent contract protections.

We've also written a couple of articles about how J-Fed should really take corrective action. Empty out HQ harems, disband useless and redundant spots, automate, upgrade, and stick it to the City Council by telling the aldercreatures in no uncertain terms to mind their own business, support the police and tell their constituencies to straighten up their own houses.

It would appear on the surface all of that is out the window:
  • The mayor held a heated one-on-one meeting with his new superintendent Monday -- followed by at least two sessions that included other agency chiefs -- to find out why police were apparently overwhelmed by gangs and crowds at Taste of Chicago.

    "It wasn't quiet," a mayoral confidante said of Daley's tone.

So evidently, Jackie Heard has been calling her tame reporter Fran Spielman and begun the heavy-handed process of either making a round peg fit into a square hole or destroying J-Fed. It is the Daley way after all. Whatever the outcome, J-Fed is through. He'll still have "authority" to mete out punishment and such, but the message to the exempt staff is loud and clear. Hell, the message to everyone in the Department is clear - play ball with the mayor, don't embarrass the mayor, kowtow to the mayor and everything will be fine.

We're going to go out on a limb here and predict that very shortly there will be an alternate chain of command set up - a "shadow regime" if you will - that will handle day-to-day operations outside of J-Fed's people (if there isn't already). J-Fed and Brust can play dress-up and pretend they're really making a difference in the safety of ordinary Chicagoans in the face of rising crime rates, but the reality is this:
  • Daley, Weis and the "meri-clout-orious" Command Staff have done something unheard of in the history of the Chicago Police Department. They've taken a diverse group of people who, for the most part, want to make life better for hundreds of thousands of citizens, and just about completely beaten the desire to serve out of each and every one of them.
  • A perfect storm of incompetent leadership, no contract, half-hearted representation and almost no promise of a happy ending (no social security, no pension, no medical care, etc.) has stretched and finally broken this Department.
  • Manpower? Down. Tickets? Down. Arrests? Down. Revenue? Down. Guns? Down. Search Warrants? Down. Crime? Up - and up double digits with no end in sight. In fact, no end in sight to any of the listed shortfalls.
Hey J-Fed? You see that flash of light in the corner of your eye? That's your career dissipation light. It just went into high gear.

In what this weasel claims to be his own painstaking exempt selection process, he wouldn't dare use an IQ test for fear that most of those that surround him are borderline morons with little, if any, actual street experience as the police.

Our only hope is that U.S. Attorney Patrick Fitzgerald and the Justice Dept. drag King Richard II kicking and screaming out of City Hall or an Act of God.

I find this amusing. JFED comes in thinking he is going to clean house, makes all these changes, fucks with good coppers and thinks that by doing this he will have the mayors full support. Oh yeah, guess he didnt know how the Daley machine worked. Daley will use him as a scapegoat and send him packing in a hurry. He isnt going to take heat from the reverends or the downtown richy folks when they whine about the shootings, hes going to put it on weis. Its the Daley way. That being said, I enjoy watching weis fail, he came in thinking his shit didnt stink and that he could run this dept and make multiple changes. Well u pissed off the working coppers JODY so u fucked yourself early. Expect the crime rates to continue rising, because we have no intention of making u look good. Police Accused of Beating 5 Young Men for 5 Hours

Shuster Investigators have opened a criminal case into a group of police officers accused of brutally beating five young men for five hours at a Moscow police station in April, two officials said Thursday.

"The officers were ideologically driven. While beating the teens up, they used all kinds of nationalistic insults," said the rights activist, Lev Ponomaryov.

He said the police did not like their casual dress and haircuts.

The April 4 incident began when Vsevolod Ostapov was stopped by police officers for drinking a beer in public outside the Sokolniki metro station in northeast Moscow, according to complaints filed with the Prosecutor's Office, copies of which were obtained by The Moscow Times.

Four of Ostapov's acquaintances -- Kirill Karyazin, 25, Simon Ovcharenko, 18, Oleg Kolesnikov, 18, and Oleg Dobrazhansky, age unspecified -- came to his aid, and they all were taken to a police station, the complaints said. Boris Rashupkin, 17, a passerby, was also detained. Once in the station, the officers punched and kicked the detainees and assaulted them with stun guns and batons for five hours, the complaints said.

Shortly after the incident, the police's internal affairs department ruled that the officers' conduct was legal because they had "attempted to prevent a mass fight," Vremya Novostei reported Thursday.

The police's internal safety department seconded the decision, saying the young men were detained for "disturbing the public order," the report said.

The case will also be heard by Moscow police chief Vladimir Pronin, who has promised to deal with the accused police officers, Ponomaryov said.

Amen SCC. It's sad that in my very young youth (preteens, teens) I wanted to be the police to help others. I never would have imagined that citizens would second guess me after I just saved their asses. It's really sad.

A big FUCK YOU to the mayor and his ilk. You can't make me generate revenue. How about you make good on your statements at our FALLEN BROTHER'S funeral? I believe you stated something to the effect of 'we owe police officers a great deal of gratitude...' How about some gratitude in the form of a decent contract and cost of living increases in this TAX SOAKED PISSHOLE OF A CITY?

Bag-o-garbage approved raises for himself and others based on the ecomonic formula of COLA (Cost of Living Adjustment) to 3.8% ($14,000raise) and our "Union" has asked for a first year raise of 3%!!! The City has offered 1.1%!!!! WHAT THE FUCK!!!!!! Since the cost of living in SHITcago has gone up WAY higher then the COLA figure of 3.8% shouldn't we get at least that? I am tired of this Department, City and FOP bullshit!!! Based on $68,000 a year the City offered a $750 raise! That doesn't even cover the fucking sales tax I would pay in SHIT-cago to feed my family for the year...if I shopped here,LOL!

I believe Weis actually thought he could come in here and make a difference, and I also believe he truly wants to do what is right. However, a city department is a different animal than the feds. Different resources, different personnel, and different problems. What he needs to understand, is the problems of this department are deep rooted and tend to be political, not professional. Regretfully, this job has become us versus them. We are beaten down and this is the culmination of bad unions and bad politicians. My suggestion is wholesale changes, not shuffling, go out in a blaze of glory and take some pointers from underlings. Do what is right and everything else will work its way out, because he can gain more allies from working bosses and police officers than from the political hacks jockeying for his spot. I really don't want him to fail, because then we fail, No - I want the political cronies to fail, I want the BS reverends to fail, and most of all, I want the alderthiefs to fail. Weis is not our problem, this city's politics are.

I,liked your changes and given a chance to be your own boss and not a puppet for the mayor this city might have had a chance...all the mayor's cronies are putting the heat on the mayor so they can get there clout jobs back. Whether you agree with me or not, these are my views. Weis was hired by Daley and knew his background. Every command change probably came from city hall. Daley screwed up and has but himself to blame. You can make anyone a top boss anywhere, even if they have no clue what the business does. What you nedd is a competent staff to guide you with the best decisions to run that company, even if it's the police department. The problem is all the command staff that had any knowledge was busted or launched.

The fault does not lie with the Superintendent. He was hired to root out corruption. Unfortunately the Superintendent was never a street cop and does not have the background to run the department effectively. I'm not saying he is not trying, but someone with actual street experience in a city this large would have done better. The mayor is the one to blame. He hired Weis to root out corruption. Superintendent Weis may be qualified for that but not everyday problems of policing and planning. When he came in he sought the resignations of top brass that were highly qualified in handling day to day police activities. He replaced almost every district Commander with people that for the most part didn't have the background for command experience. He replaced major command staff with people who were less qualified than those replaced. The department is dangerously short manpower and constantly borrowing police from other districts when a district has major incidents tying up the cars from the district involved. We have units that instead of patrolling just some areas and not handling calls when they should be assigned to patrol to answer the calls in all districts. The CAPS program is a useless waste of manpower in the districts. The 5-15 police officers assigned to the CAPS program in districts and at headquarters should be on returned to patrol and CAPS should be disbanded. All it is there for is show. It does nothing to reduce crime. The fact the mayor brought in someone who took a police officer who was disciplined years ago for an incident, then had federal charges brought against him effected every police officer. The police now are in fear of doing proactive police work, which results in complaints, even though they are unsubstantiated. Now the feeling is even thoough you get a complaint and you are found not at fault, what is there to stop it being re-opened in the future and you are found in violation even though the complaint was unfounded. I know we have had a rash of corruption and major violation with certain police officers, but that doesn't mean you go after every police officer in the department. 99 percent of police are honest and believe in the job they do. We needed a Superintendent that knew the streets and still fight corruption in the department where it is necessary, but not blanket the whole department. We needed a Superintendent that knew the supervisors and their backgrounds personally. When you make major command changes without knowing the person's background, you are asking for problems. That and the fact you pushed out command staff that had the knowledge to guide the department and advise the Superintendent correctly because of their vast knowledge hurt the department even further. The mayor may fault the Superintendent, but the fault lies in the fact that the problem started when a Suprintendent was hired who did not have the knowledge of the workings of the police and the background of being a police officer on the street. I doubt if the input for all the command changes and the loss of highly qualified high ranking supervisors was just the choice of the superintendent and not with the help of the mayor.

It's a well known fact that not only was there not enough man power at the Taste that the Det. and inside people sent were useless. Say what you want about Tac/Gang teams they will at least do their jobs. The detectives stood there and wined about being there and the inside people were too scared to do anything. Don't send a boy to do a man's job.

Under Daley's regime, the CPD has become a train wreck. There is absolutely no hope for morale, integrity and professionalism unless and until the CPD is released from his clout (aka: "merit") stranglehold.

Even then, it would require an autonomous outsider to initiate any meaningful reforms.

The appointment of Jody P. Weis as police superintendent is a catastrophic failure. If Weis has any pride, dignity and self-respect, he would resign, probably citing disingenous "personal reasons".

However, Weis does have formidable leverage. If he was publicly forthcoming and the media ran with it, it could ignite a firestorm of taxpayer protest by all but the beneficiaries of Daley's corrupt largesse and the brain dead. Untold thousands fall into the latter category and Daley knows it.

Don't hold your breath.

Sociologists can go on and on about why people turn to gangs and violence. Police have to deal with the reality of the mess.

Unfortunately, sociologist and politicians have average americans believing that the police are bad. The police need good leadership. They need to go back to being the police. You create civil unrest and the police beat your ass.

I really don't think J-Fed is toast. I really think that the Department has hit its breaking point and J-Fed took control at a terrible time. We are extremely short handed and the Mayor does not seem to care ,but then again his reputation regarding issues mentioned shows he never did. How come when the Commisioner of the CFD retires or moves on, his replacement is announced on the same day. No big search and interview process is done. But when the Sup of the CPD is replaced it is a long drawn out process the takes months to do. Daley has done this each time the CFD needs a new Comm.

And they wonder why the CFD doesn't make many changes

If suspending, arresting or stripping coppers is success then I guess Weis and Daley are successes.

I don't agree that everything is Weis' fault. He just does not know the department. Danny Dugan should be the First Deputy to assist with getting this department back on track. He is the real police and is great at his job. His voice needs to be heard. Petersen is also ok. Jackson is a nice guy but is over his head. We are all blue and need to stick together. All of this negativity is a shame. I came on this job 14 years ago because I had so much respect for the police and believed in the brotherhood. I am really sad to see what this department has turned in to. it is not the fault of the Superintendent, but those that led before him. The department has been going down for a while now. I blame it on people taking the job for the wrong reason. Those that believed in true blue are leaving or have given up. We need to work ourselves at getting the job back to the way it was years ago. Remember those that made the ultimate sacrifice.

I believe Weis actually thought he could come in here and make a difference, and I also believe he truly wants to do what is right. However, a city department is a different animal than the feds. Different resources, different personnel, and different problems. What he needs to understand, is the problems of this department are deep rooted and tend to be political, not professional. Regretfully, this job has become us versus them. We are beaten down and this is the culmination of bad unions and bad politicians. My suggestion is wholesale changes, not shuffling, go out in a blaze of glory and take some pointers from underlings. Do what is right and everything else will work its way out, because he can gain more allies from working bosses and police officers than from the political hacks jockeying for his spot. I really don't want him to fail, because then we fail, No - I want the political cronies to fail, I want the BS reverends to fail, and most of all, I want the alderthiefs to fail. Weis is not our problem, this city's politics are.

The officers answer radio calls, conduct follow-up investigations, process crime scenes and many other tasks. What the officers are not doing is, proactive police work.
Proactive police work is when an officer sees that little something that just isn't right, and investigates further. These little somethings are what lead to arrests, and disruption of criminal acts.

This is the police department that the pols and citizens want.

If three cars in the sector are productive and two are not make them follow and write up the dog asses on the two cars.

If you want to make a mark on this department a quick contract would help. It is some of the quick sand holding you down right now! Lower the age on the health care and get rid of all the old timers. You could have all the kids you want running all over the place with their glocks!

I've been reading comments all over the internet and various local papers with citizens saying the police did "nothing" as these gangbangers congregated. Very interesting that all of the sudden the police are wrong for NOT violating these assholes civil right's! It really is laughable!

I'd like to thank the City of Chicago for giving away the "ghetto Lotto" rather than fight some of these Lawsuits that come in. Now we have every asshole with a phonecam and a YouTube account provoking the Police in every manner possible actually hoping to catch an asskicking so that they can "get paid". Who would have known that one man could arouse the senses within all of us...Who knew that this man could stir the emotions of a whole city? I am smiling now as I write these words your reading. Listening to Alderman Billie Ocasio beefing about how a great guy J-Fed is. Somehow you know he’s right. J-Fed has exceeded himself beyond all expectations and professionally accepted norms of comprehension. Even for an average retired FBI guy. I noticed he's wearing his glasses again. Trying to look smarter? Unfortunately, I know that he has been given that long goodbye kiss. Yes, he hasn’t officially left yet, but, his balls are lying in a dumpster somewhere in the alley behind City Hall. Animal Control and Care perhaps could use some of his unmatched inspiration that the now neutered J-Fed has generously share with us.

Letting J-Fed off the hook with our hard earned taxpayer dollars is not the smartness move either. We must make room for him in city government; for at least the remainder of his labor contract. Now is the time for us to supply excuses and explanations for his invisibility inside the Police Department. Since those corrupt career politicians can’t think of any more reason right now- they used up all the good excuses on his present departure from the Office of Emergency Management and Communications/911.

Ah...problems, problems, and more problems. After the orgyfest at Police Headquarters and next week’s at city chambers. Who will be next...?

Take a look at FOP's website and what the city is proposing as CPD'S future contract, it is a FARCE...to be used as toilet paper for what it is worth. The contract should be reflective of patrol and all it entails on a day to day basis.

If anyone watched the 2008 Taste video fights, it showed the brazeness of the criminal element, and under what climate the Blue Shirts have to deal with.

Jfed will remain for the money & benefits, will take the public spanking for all its worth to appease the public, and to show that mayor midget is in control. mayor midget needs Jfed to avoid a federal takeover and get the Olympics.

Mayor midget should spend some of his pennies to pay CPD what its worth in salary & benefits AND morale would improve immensely, afterall CPD are working citizens of Chicago with many young families and future voters.

If mayor midget believes that with high technology and small private security squads patrolling neighborhoods will suffice in keeping crime down, downsizing CPD to a minimum...he will pay a very hefty price in the long run. Whoever is advising him is cold, ruthless, arrogant, greedy, and evil...a city cannot be operated with ALL CHIEFS and NO PEONS. Take that to the bank.

CPD has to organize a public protest possibly when the budget hearings are being held, we should be able to disregard the No Strike Clause in the same way the city is disregarding CPD with its new contract proposals.

We've been pretty merciless in our criticism of the Superintendent. We've pointed out missteps, outed political hacks that have been promoted way beyond their abilities and ripped him for some truly bad decisions that circumvent contract protections.

We've also written a couple of articles about how J-Fed should really take corrective action. Empty out HQ harems, disband useless and redundant spots, automate, upgrade, and stick it to the City Council by telling the aldercreatures in no uncertain terms to mind their own business, support the police and tell their constituencies to straighten up their own houses.

Why does everyone assume that only one exempt in the old SOS should have been held accountable? Wasn't Gulliford there as a Lt., and then promoted later to Cmdr of SOS when Tobias was promoted? Is Gulliford not accountable for knowing about the shennanigans there? Gulliford was the Cmdr when it all came to light, about 2 yrs after he took the helm, and was promoted afterwards. What kind of message does that send?

I remember Lamon was made LT then three months later a district commander. Look at current district commanders. How many have street experience? Mealer, Moy? These are future leaders? Last time I checked, 29+ years to get ONLY 75% pension, cannot even count on SS, health insurance premiums? (laugh) ...with the new contract proposal, anyone will be fortunate to make it to past 20 years.

Do the math, all you young po's, coming on in your 20's...plus 30 years down the road, how old will you be, even with good retirement planning, unforseen emergencies, health problems, kids, etc...NEW CONTRACT ARE EMPTY PROPOSALS, like giving you a glass of tap water in a very fancy glass, and the city expects you say thank you while holding your ankles of course.

Are you soft? Heres a clue there was over 100 or more fights during the waste of Chicago, take a look at the u2 videos. The waste was a dangerous place to be for the normal citizens, the savages were running the show. Its not all about the shooting. FIGHTS and fucking with the family's. In the past the CPD was in control Officers would make the Gang Bangers leave. Also the bridges were not maned where they would search those who appeared to be trouble makers. a Gun at the fest means a terrorist could have taken out thousands of people.

Did you all catch Hizzoner on the news tonight (Saturday)...NBC5... there he was in his weekend casual gear saying what a good job J-Fed has been doing.... BUT.... he couldn't look the camera in the face when he said it and quickly changed the subject.

Even better was the footage of J-Fed walking in this morning's (so-called) Peace March. J-Fed looked bored as hell and like it pained him to even be there.

They also pointed out that homicide is up 12.8%

Tsar Daley needs to pull the plug on this useless J-Fed before there's even more embarassment for our fair city.

What is wrong with having a blue shirt? Officer Francis was a blue shirt and proud of it. He was killed wearing that blue shirt you speak of. It's a well known fact that not only was there not enough man power at the Taste that the Det. and inside people sent were useless. Say what you want about Tac/Gang teams they will at least do their jobs. The detectives stood there and wined about being there and the inside people were too scared to do anything. Don't send a boy to do a man's job.

Do you really think he is not part of the problem with this command staff. He's the G-D First Deputy and you see things are screwed up. Everyone knows the 1st Deputy runs the day to day operations of the CPD. Could write all day, you're an idiot.

What an arrogant punk. Those blue shirts may save your life one day fool. You should thank one every time you see one. Blue is where it all starts. What is wrong with loving the job for 30 years? Don't be jealous if you are disgruntled. Have some respect for those who PROUDLY wear that blue shirt. Go look at ODMP and see how many have DIED wearing that shirt. You are part of the problem IF in fact you are even an officer. If you are an officer I hope if I ever need help you are not one who comes to my aid. I would rather take my chances.
