Well, the Taste disaster is coming to the fore. Articles everywhere are blaming the Department for pretty much blowing the 03rd of July event:

Can everyone see exactly where this is headed? Daley mouthpiece Fran Spielman starts the ball rolling. Daley's hand picked head of the Police and Fire Committee starts hearings. Everyone else picks up the slack. BLAM - instant scapegoat - just add water. Daley likes to keep scapegoats around in case he needs a body to throw under the bus.

I'm not the police so correct me if I am wrong. Shouldn't you learn how to work with crowds while in the academy? And then learn some more while working the streets as a po? And then learn how to supervise when you are a Sgt? If you work the street as a po and sgt wouldn't you know what gangbangers looked like? dressed? and how they act and how to identify them? Do you become a LT when you still have know expierence on the job/street?

3rd. As far as 2016 goes. I don't think that this will affect it that much. You probably think that I am high or drunk. But I am not.
Rio is one of the leading cities and they are a lot worst then we are.
2006 they had 2273 murders. Down from 2002 when they had 3728 murders that year. From 1978 - 2000 they had 49,900 killed in that time frame. The cops shot and killed 1330 people in 2007 alone. A 25% INCREASE from 2006. And ONLY 3% of all their murders are solved by the police.
If the IOC holds what happens here against us they will also have to look at the those numbers.

SCC, I don't know if anyone else has raised this issue about city stickers yet. I am a Department member and to this day, I haven't gotten my renewal in the mail, and it is July 10. As a matter of fact, MANY people I have discussed this matter with, fellow Department members and resident civilians included, have not gotten their city sticker renewal in the mail.
Could this be a ploy by "hizzoner" to generate revenue on a scheme?
Scenario: No renewal in the mail. Need a city sticker by the 15th of July. Person forgets and gets ticketed on the 16th. So, off to purchase one after the 15th with a penalty, in addition to paying the ticket (fine).
HMMMMMM, I smell a rat............. and not a ghetto rat..... Or perhaps the ghetto rats are running the city clerks office?

Why do we need a Taste of Chicago Crime in the Loop at all? Separate the fireworks show from the Taste. Put distance between events and interested party goers. Improve safety and security measures by hiring more police officers (off-duty), and equipment and train our officers to do the job right in the first place.
Why did Da Mayor play games with the normal hiring practices of finding a new Superintendent? Two executive searches costing hundreds of thousands of taxpayer dollars, then he hand picks a guy not even recommended by the police board but through a Federal Judge Friend (was it Burke's wife)? Perhaps we should elect our Superintendent and district commanders by general or special election. Let the voters decide who they want to run the police department in the city and in their neighborhoods.
Jody Weis fired a few cops, brought in a few retired federal lawman friends to key department positions, Weis had some meetings with the public, media and police officers. Introduce fitness testing and M 4 rifles. So what has he really done so far? NOT much in six months.

Why can a city like Milwaukee have a permanent fest ground with three large stages and an outdoor concert arena and Chicago can't. Chicago shuts down traffic on main streets downtown for most of the summer. The admission fee is well worth it, especially since everything inside the fest is cheaper than Chicago. I attended the 019th District golf outing yesterday, and as always it was a great time. This year's proceeds went to the Francis family. Next year's outing will be in honor of P.O. Richard Francis and like previous events, the money will go to needy police families.
I've been going to this event for years now and the attendance has dropped. There was a time when we had so many people the course had 2 starts. I would love to see those numbers again. However, the camaraderie remains and we joined together as a family... as we always should.

SCC, I don't know if anyone else has raised this issue about city stickers yet. I am a Department member and to this day, I haven't gotten my renewal in the mail, and it is July 10. As a matter of fact, MANY people I have discussed this matter with, fellow Department members and resident civilians included, have not gotten their city sticker renewal in the mail.
Could this be a ploy by "hizzoner" to generate revenue on a scheme?
Scenario: No renewal in the mail. Need a city sticker by the 15th of July. Person forgets and gets ticketed on the 16th. So, off to purchase one after the 15th with a penalty, in addition to paying the ticket (fine).
HMMMMMM, I smell a rat............. and not a ghetto rat..... Or perhaps the ghetto rats are running the city clerks office?

Our Department has become a complete bureaucratic mess since the new positions were created. Decisions that used to take minutes now literally take weeks as they go up and down the chain. In over 25 years I have never seen anything like this. I seriously believe that we as a Department will never recover from the events of the last year. It is very disheartening and frustrating.
Mark my words, the animal-like behavior will be worst at next year's Taste. You could sense it out there, you could hear it. "They" believe they have taken over and can't be stopped.

I was in court today at 26/Cal. In the elevator a private defense attorney asked what was going on with the CPD. He said normally there are between 1200 and 1300 arrests a day in the city, and he goes into the branch court to drum up business and there are only three defendants. He asked why the police are not making arrests. I answered that the mayor and the public got the police they wanted. That no cop is going to stick their necks out anymore.
I asked if this affected his business, he answered of course it did.
So basically what we are doing or not doing is definately getting noticed.

I only received the renewal for one vehicle and never received the renewal for the over priced SUV sticker......$120.00 I think I know why they didn't send that one!
To add insult to injury, I stood in line at Gayle St. for 1-1/2 hrs to pay $230.00 for city stickers and a residential parking permit. Then, some poor elderly man, who can barely stand is told that he has to wait in that line, outside, in the heat with no shelter or chair! How absurd is that! If I was next in line, I would have let him in but I was at the back and the idiots working outside didn't even approach the people in the front of the line to ask them if they would mind allowing this elderly man to go ahead! How f**ked up is that? The lines at the alderman's officer weren't any better!

There are many issues in the CPD: manpower, contract, training, etc. But how do you blame the police when someone shoots someone else? The people involved in the shootings at the Taste are gang members. Their families, their communities and their reverends know what they are involved in. If their parents had done what mine had - taken me to task for wrongdoing (heaven forbid the police were inovlved - I was automatically wrong), maybe we would have more accountability in families. The CPD needs to answer for our response, etc. but blame the offenders for doing shootings.

I was in court today at 26/Cal. In the elevator a private defense attorney asked what was going on with the CPD. He said normally there are between 1200 and 1300 arrests a day in the city, and he goes into the branch court to drum up business and there are only three defendants. He asked why the police are not making arrests. I answered that the mayor and the public got the police they wanted. That no cop is going to stick their necks out anymore.
I asked if this affected his business, he answered of course it did.
So basically what we are doing or not doing is definately getting noticed.
Next time why don't you keep your mouth shut. Let's tell a defense attorney y arrests are down, nice.

The Supt got rid of experience and a few well liked Bosses who knew their stuiff, who were not double or triple merit, who had the morale of their troops well in hand. Their troops appreciated them and did their best for them. Like him or not, Risley knew how to handle a large event; but he was kicked out. Grau was getting a grip on homicides; but he was kicked out. Rosebrock had great stats in 19 and truly cared about his troops as was evidenced by his appearance at the funeral for Officer Francis. But he was forced to retire. Under Vulgaris, morale was up, the numbers were up, violence wherever TRU was at was non-existent. But he was dumped. Okay some dumps were good: Kolman, O'Donnell, Brown, but some were not. The Department lost some good people, we cant lose the few remaining good bosses like McCotter, McNulty, Kupcyk, Riccio.

Well did it ever occur to you all that this may be the prelude to a FED take over? Get as many CPD out by RULE violations and frustrations etc. numbers down in personnel corruption etc.

I went to the curency exchange and had both stickers in 10 minutes. It was worth the fee.

I saw quite a few. Riccio and Kup are neophyte Commanders, with no real track record in their positions. Kup's got his hands full over in 008; Riccio is in a District that runs itself, a no-brainer, not many hard chargers there. I find it interesting that all the "great" bosses are all white males, most of whom never got their hands dirty managing one of the busier districts. Say what you want about Roy, 009 is busy.
Joe Patterson held the reigns of 007 for longer than most previous Commanders, as did Starks in 011 and Jackson after him. You want to find some good bosses? Take a look at the Sgts., Lts., and Capts. who are there (with all due respect to Kup, who was a Capt. in 011 before his recent promotion).

It was especially fucked up this year because the city had new "systems" and "procedures" in place. I finally was told that if you renewed at a currency exchange last year, for some unexplainable reason you did not get a renewal in the mail. Don't know if that is true or just city mumbo jumbo bullshit someone made up. It was real fucked up for everyone.
On top of that, I could not renew my motorcycle city sticker at all at any currency exchange and was told I had to go to either Gale St or downtown to the clerk's office. I drove past Gale St and decided fuck that shit. I was going to wait and maybe go downtown early one morning.
Instead I went home and renewed on the internet and got my new stickers in the mail about 4 days later. Typical City bullshit, fix something that has worked for years and it gets fucked up beyond all belief. I just discovered the internet renewal by accident and it worked just fine. I had to input my own VIN and plate number but so the fuck what, I got a sticker and that is what matters. I do so want the City to get my money.
There is a new provider doing the mailings etc, likely someone named Duff or Vanecko or Daley. Did you expect anything different?
J Fed should really look in OEMC and all the favortisim that is going on over there and he should let the police do ther jobs

I only received the renewal for one vehicle and never received the renewal for the over priced SUV sticker......$120.00 I think I know why they didn't send that one!
To add insult to injury, I stood in line at Gayle St. for 1-1/2 hrs to pay $230.00 for city stickers and a residential parking permit. Then, some poor elderly man, who can barely stand is told that he has to wait in that line, outside, in the heat with no shelter or chair! How absurd is that! If I was next in line, I would have let him in but I was at the back and the idiots working outside didn't even approach the people in the front of the line to ask them if they would mind allowing this elderly man to go ahead! How f**ked up is that? The lines at the alderman's officer weren't any better!

I bought a city sticker at a currency exchange for my roommate using her paperwork (receipt) from last year and her vehicle registration only. She did not receive her renewal form in the mail. And I have purchased mine in previous years without the renewal form, also using the receipt from the previous year and my registration.
I have a question? I as well as some of my colleges would like to know if all these units were to be detailed to the taste, why were all the members from the Internal Affairs Division absent from the event? Why are most of the members form IAD being removed from the data wharehouse and clear system. Are they afraid? I stand up and be counted. You wanted to be assigned to that unit so please do not hide. IAD is needed and from what inside sources are saying being run by Tina who is sane and open minded (GOD BLESS) not ADS Deb Hilter Ickmen. I hope it changes for the best. There are some good cops done there.
Your powers of observation ain't that good. Normally to buy the stickers you need the renewal form. Somebody down at City Hall dropped the bal and the majority of the renewal forms were never sent out. Obviously you are not a detective...

You could buy your city stickers online since the middle of may. Or you could go to any Dept of Revenue office, ward office, Dominicks, or currency exchange. You make it sound like the only way to buy the sticker is through the mail.
