Who to Blame?
In the post right above this one, we point out J-Fed being fitted for a goat costume. We're still convinced it's coming. But the spin being put out by various factions is nothing short of amazing. This is great theater. Take for example the blaming of administrative lieutenants in change of the 3 July Fireworks. You know why they're blaming lieutenants?
- You can't blame J-Fed directly - that would be questioning Daley's judgment. You don't question the thinking of the smartest politician to ever pass the bar.
- You can't blame J-Fed's hand picked deputies - they're all pretty much Daley's picks anyway. The one or two that aren't have Daley cronies running their offices so as to have a set of ears around to tell Daley what's going on.
- You can't blame the Commanders - they too are Daley picks. J-Fed didn't know a single one of them before arriving so he had to rely on the people picked for him to point him in the right direction. Mistake.
- You certainly can't blame the Captains. They're stuck in their own districts and therefore had nothing to do with the Taste or fireworks.
That leaves the lieutenants. That's not to say a lieutenant couldn't run the show. We got this letter from a west side reader:

You might not know this but in previous years the entire July 3rd event was run by a lieutenant. Lieutenant EFB. Deputy Chief Radke may have been on scene, but it was EFB's event and at EFB's fingertips were 200 plus cops from SOS, 200 from Summer Mobile, one or two tact teams from every district, CTA Special, and a host of other cops, probably 1,000 to 1,200 in all. And the crap never got too deep because as soon as the crowd thinned out, you had 200 or 300 cops clearing each and every corner until past midnight.
Now, SOS is gone, Summer Mobile is gone, Tact is running short handed, no one works CTA on 03 July, TRU ends up in Area Two five nights out of six and the solution is 75 recruits from the Academy?
How did we get so many lieutenants who don't have field experience? Oh yeah, "meritcloutorious" positions, a number of which were filled by aldercreatures and the like. We still haven't seen any directives or standards regarding "merit" promotions. What amazing quality do the recent batches of lieutenants and sergeants have that qualify them to run an event the size of the 3 July fireworks?
Does anyone remember why J-Fed was brought here? It's wasn't to fight crime. It was to fight the Department.

WOW that letter from the masses was dead on target. That thought could also be expanded to the demise of other units i.e. Public Housing, School unit, and you can see what has happened since the demise on those units.
Talk to a copper friend who worked at the RibFest in Naperville. He reports Zero incidents of violence. No females had their tits or ass grabbed. Several reports of lost wallets all of which were found and returned!
Ten bucks to get in, and that seemed to deter the Riff-Raff from attending.
You are correct when you say his marching orders were to fight the department. Looks like he is winning. Murders up, agg batts up, arrests down. They got what they wanted. The dammage is done and this wont be turned around in my police life time. I have 8 years left.

Since mayor midget has given gangbangers credence & respectability, they should be recruited into CPD, they will fit in perfectly with the city's new contract proposals...they don't even have a life expetancy, they'll fit in just fine, thus NO PENSIONS TO BE PAID OUT.
I have posted this before. Meritocracy is now taking its toll. The last Lt.'s test that was half way legit was in 94-95. You had to be able to read fast, make decisions quickly and move on. It was an in basket that was the most difficult I had ever taken. Then Meritocracy took hold because the "gifted" did not do well.
This is what you get, a mess.
Danny Dugan is about the only boss up there that could handle it. I am not a friend of his but it is the truth. In fact, I am gone.

What you left out was in the past they would detail all the PPOs from the districts who were off their training (evaluation) cycles and have them do the traffic control. And the academy had a lot more recruits in house that were all detailed out for traffic and the ones with stars patrolled. So that was easily another 200-400 bodies. But the academy only had 75 and the districts are too short handed to give up any PPOs.

Will Keating be at city council hearings? Cuello or Peterson? Can you imagine the press attention at Bud Biliken parade? Put keating and his two wheeler in charge. Then detail recruits and traffic aides. OPPS! No recruits in academy! Hiring freeze on to reduce size and save salaries. Use inside personnel. Then call on LD officers then use civilians. But no overtime and god forbid city hall decides to hire.
All we have to do is redeploy swat and put desk people on street. If that dont work redeploy swat and put desk people on street. (Problem is swat and desk people dont make arrests). So if crime keeps goin up just redeploy swat and put desk people on street.
Dan Dugan is the only hope this dept. has. Iam a trouble making rabel rouser, but I would work for Dugan because I know he cares about his people.
I think everyone is getting this whole thing wrong. We all think that Daley should be taking care of his constituents... and he is.
Most gang bangers are minorities. Most minorities are democrats. Democrats only vote for other democrats. They have become dependant on liberal handouts and have countless children to continue the cycle. Daley is cultivating votes.
Daley's plan is coming to fruition; drive out all of his enemies, surround himself with people that will vote for and support him, take a fall when he needs them to, and dumb rich yuppies that choose to live here and spend their money.
That leaves us on the fringes; won't vote for him (or any democrat for that matter), don't want to live here, refuse to spend a dime in the city, and will not allow our children to be indoctrinated in the political machine that is the Socialist Republic of Chicago and Illinois.
The reason why we are not receiving justice, answers and services, is because we are no value to him. Why do we expect him to change, when change would mean the death of his regime?
It's funny how the democrat rhetoric of "hope" and "change" give me neither hope nor the expectation of change... their slogan should be "despair" and "stagnation".
There are plenty of Lieutenants and Sergeants with the balls and experience to handle what happened at the taste but they will never have a chance. They are the ones who made it off the list and have spent all their supervisory time on the watch in patrol. No clout means no administrative jobs, no more promotions and no units for them. Also no respect. When Weis collected resumes from the Lt's they were never considered for advancement because they didn't have the 'special " schools and fancy credentials. Doubt he has ever realized the real reason is lack of pedigree not lack of qualifications. Look at the people in your district with the most time on the watch. Those are the bosses to go to if the shit hits the fan.

I remember when I was in S.O.S. working every 3rd of July. E Fred would handle alot of the event, one year Supt Cline was standing behind us with about 15 other exempts, E Fred walked up to them and told them to start clearing corners. It was funny to see the white shirts snap to it.

**The PPO's were pulled to work the detail. They were there for 10days straight, no days off, straight time. Recruits 100 of them were out there too but with the violence that happens and being inexperienced, not fully trained and not properly equipped, they should not have been there for any reason.

If you happened to be working the detail you would of heard 1800 on the air several dozen times each night. Well if his lack of experience was leading the troops then why is he not being held accountable? From listening to the zone you would of been lead to believe that Commander Georgas was calling the shots. I would certainly hope that the Mayor and alderman read this post. thank You SCC.
First of all no one Lt ran the taste of Chicago on te 3rd and SMF never has had 200 officers. SMF has always had 100 officers and on the 3rd they were assigned to all the bridges. Yes mass amounts of booze was taken alway but that means it wasn't making its way into the taste thus cutting down on the problems. The dept lost some very key personnel in the last few years. Traffic has no personnel to get that traffic out of there rapidly. This makes a great difference, the TMA's (former tca's) have no one in charge of them that has a clue. Remember they use to be under the police dept therfore they were supervised and did their jobs. All they have are a few old CPD (lt and higher) bosses who r getting a 100 grand pension fROM CPD and now collecting a check from the city to boss these women around (who don't listen to them)and really they are just getting richer. Little TB has a civilian son who rides on a ATV as some kind of boss from traffic Mangt. By the way only law enforcement can ride those (atv's) on the public street, right from the ILCS. The TMA's need to be returned to the CPD so the police can effective do their jobs.

The decline of the Department started under Hillard. He forced many of the old-timers out but then he was dumb and listening to Phat Phil.
Phat Phil completed the destruction of CPD with his lying and deviousness.
J-Fed is trying to address the problems but by forcing many of Phat Phil's underlings out, even though it was necessary, will have some temporary setbacks but it is not necessarily terminal.
What he should do is find some of the old timers who are retired but willing to serve and bring them in to help with the transition.

5:26 was right on the money. Georgas was all over the radio on the 3rd and the 4th, barking orders. You should've seen the Meritcloutorious Georgas array his "soldiers of misfortune" in formation to protect the Jardine Filtration Plant. Let me tell you, Jardine was safe. The water supply was never in jeopardy. Can't say the same for the dude that got shot up leaving the Taste.

Shut the F___ up! You don't know shit. Georgas was glorious leading his troops to a heoric victory over the dreaded forces of evil at the Water Plant. Not only did the our Adonis fearlessly key his radio dozens of times during the holiday weekend, he was in real danger standing within about a half a mile of the Taste. A stray bullet from the Taste mayhem could've hit him, you know. Don't ever rag on Georgas unless and until you've got the balls to defend a major metropolitan water treatment facilty (at night, no less!). Georgas should get the Lambert Tree award for this.

Perhaps Commander Georgas would have had a better vantage point as to what was going on at "The Taste"if he had actually been there and not orchestrating his buffoonery from the Jardeen Water Filtration Plant. Let's see P.O. in 024,P.O. in A3 Deputy Chiefs Office, P.O. in S.O.S., Sergeant in 018, Lt. in 018, Lt. in T.R.U., Commanding Officer Lt. in the Marine Unit, Commander in the 018th District. I would have thought that Commander Georgas with all his earned spots would have been a little more prepared for July 3rd and July 4th.

I was there also with my family great time,great people, no animals running wild it was a great event will attend next year! the shit waste? I would never tell anyone to go there it is nothing more than freaknik X10! Fuck you daley and what you have done with no manpower!

i am not dissing SWAT here. there are some excellent officers there and the city needs them. but i am getting sick of these guys being used as show-ponies. they are here for high-risk entries and warrants etc... not to carry M4s at the taste. it is such over-kill. this is not bosnia. if there are too many of these guys and they don't have enough to do put them back in the district.

This is truly what is wrong with our Police Department. Our exempt staff is such a joke, it's almost disturbing. For the example above, how can Police Officers actually respect an arrogant 37 year old Commander that cannot control his own authority? Guys know he's a joke right off the bat.
A true leader doesn't have to ask for something, then stand next to you and watch it get done. Coppers bend over backwards for good bosses that ask for just a little bit every once in a while. As a P.O., you don't want to make the good boss look bad.
With these current exempts, MAKE THEM LOOK BAD. SLOW DOWN

**Georges was running around Navy Pier on the 3rd. I don't know if he stayed there the whole time or if he moved down to the Taste itself. He was there, although that doesn't mean much.

Indeed. Look at how the clouted washed their hands clean of the April 2003 cluster fuck at Cabrini and sent two blueshirts to the slaughter...he and his fellow on-scene merit buddies have been promoted several times since...how soon we forget...
J-fraud fucked over Cozzi, when he did that we all knew he would throw us under the bus.
J-Fed got Cozzi indicted BEFORE he took over his position as Supt. This is by his own admission at the meeting at lane Tech. He defended his action which ought to let everyone know where he stands. It was a message and we all got it.
J-Fed lost the rank and file before he ever spent a day on the job.
Who ever gave him the advice that he should wear the uniform surely gave him some very bad advice. Wrong wrong wrong. Sort of like me being promoted to 4 star general without ever spending a day in the military. In South America it works for generals or dictators. Here they call you J-Fed
