Yes, it's Bud Billiken Day. And J-Fed isn't taking any chances of being caught short this time. We don't know if J-Fed has been briefed on Billiken Day, but we'll summarize a bit of it here:

- It's a gangster parade. Everyone wears their colors. Officers will be on post for 10 to 14 hours. There will be no relief granted for any of them.
- There is no central authority running the parade. If a float wants to enter the parade at any point, they do. If any parade unit wants to leave the parade route, circle back and pass a certain block again, they can. Just make sure no one gets run over, because the police will get the blame.
- There is a tent set up for free babysitting. Actually, it's not free babysitting, it's a spot where abandoned children are brought. The count of "lost" kids two years ago? Two hundred and seven (don't ask us how we know).
- No one gets arrested. Let's repeat that - NO ONE gets arrested. People are allowed to smoke all the weed they want, commit any lewd act, expose any body parts they wish, fornicate openly in cars, gangways, streets, etc., drink openly and underage and no one goes to jail.
- Following a parade that runs about 10 hours, there is a big picnic in Washington Park. At the park, gangs will be everywhere. Huge numbers of fights will break out. Guns will be everywhere and a number of people will be shot. At least one will die.
Call us cynical, but this has happened in years past and this year will be no exception. And now because of what happened at the Taste, the Department goes into typical overreaction mode.

When I was a recruit they had me work the Bud Billiken parade. We stood in our khaki uniform for over 9 hours. My legs were noodles.. We had the dorky "police" orange vests on. And to top it off, a couple of old ladys looked at me and said, "You is a recruit, don't worry, we'll protect you." How sweet. Since then, I call it, the Butt Fuck Billikan parade because it is a misreable tour of duty. Plus recruits only get Comp time ;-), Of course they know recruits can only take comp time, how else you going to pay J-FED? Don't you get it guys? The LABEL!! I said it before, The citizens just can't get enough of the LABEL!!! Terrorism Expert and he works out!! whilst terrorist gang bangers and drug lords walk right under his nose. J-Fed wouldn't know terrorism if it hit him in the face.. It would have to be in a plane. Jagg.. G-D Bless you guys working it, be safe.

Here is my take on the Bud Fest Parade, having worked it for years as a PO, supervisor and then late in my career as an exempt. It is a long, both time and distance, disorganized event. The picnic in the Washington Park area is most likely where any problems will occur. I worked it several years ago then the free concert at the stage in Washington Park had to be cancelled due to safety concerns. About 70 people were hospitalized due to the heat and crowd crush at the front of the stage VIP area. Roaming gangs are throughout the park, especially in the later hours. The line of March is virtually uncontrollable due to crowd crush and pushing into the street at the intersections . Every unit must stop and put on a show every block. Its less drinking then the Irish Parde, Less Stupidity then the Gay Pride Parade, but the potential for violence is just behind the scene. Years ago when the projects were still up the project gangs from the Taylor and Stateway would be on the West side of King and the gangs from the Projects on the East side of King Dr would be on their side of King Dr. and Washington Park was the common area. Although the "jects" are gone the gangs still remain and return to their roots for this event. The babysitting service is correct. They now have at least 2 "lost child" locations that handle more then 400 missing kids. Ambulance calls due to heat, injuries and other assorted falling outs are over the top. But mostly its nod bad , just disorganized until the end, and in the Picnic Area. Some random studd on the outside of the parade route during the parade but mostly all at th end of the route. Its impossible to arest your way out of the situation, just like the Irish drinkers, and the Gay Pride foolishness. But you must havve a great presence of police, a proactive approach to forming up of gangbangers, and dispersal plan, Use of gas is a last resort too many small kids and decent families actually trying to have a good time. Throwing the gangbangers into wagons and locking them up has to be quick and efficent because once you start you will find it hard to stop. Proactive decisive leadership and actions and smart deployment and quick reactions to events is key to reducing incidents. Guess What all our experienced leaders are gone. This is a problem that Gang and Tactical teams working under their own bosses, Sgts and Lts. will have to handle. They need to keep the administrative folks on traffic and line of march assignments, use your race horses to win the race, keep your plow horses( administrative people ) in the fields. Zfind out who your best leaders are and use them. Forget about Jimmy Jackson, Bea Cuello, and the rest of the Top Brass are clueless, Use ADS McNulty, Dan Dugan, DC Kupczyk ( former Tac Lt. ) with a clue. as your field leaders let them use the Tactical and Gang teams as needed. Unifed Central command without the usual Top Brass no nothing input. Keep our guys safe.
J-Fraud I challenge you and you FBI crew to put on the uniforms,( blue shirts this time after all you didnt even earn the white ones) and form a team of arresting officers and see what actually takes place on the ground.

Thanks to all the officers at the Second Amendment Freedom Rally yesterday at the Thompson Center. Hopefully that was a little better duty than BB will be.
Sure is a shame that when hundreds of law-abiding citizens get together in a friendly, orderly manner, that the Trib, Sun-Times, and most of the broadcast media seem to miss it. But when Jackson, Pfleger, or some other "leader" organizes a couple of dozen hangers-on at a local sporting goods store, they get full coverage.

Back in 1971 I was assigned to the Biliken Day Parade. I have to admit it was one of the single most pleasent experiences I had in my 34 years wearing the costume. Back then there was still a degree of civility to the Black COmmunity. My partner and I were adopted by the Willfred Family of South Michigan Ave. They treated Tom and I like kings. One of the daughters actually hit on me. My fidelity took over but I felt complimented non the less. I feel sorry for you kids that you didn't get the chance to meet the good people of the South Side. Each of them who treated me so graciously are probably dead or had the good sense to move out.
Just the thoughts of an old white guy. However, I'm not blind, I know for sure those days are past. The "animal" rules supreme in Washington Pakr nowadays. Just wanted you kids to know there once was decency out there.
Be careful and watch your back and be true to your partner.
I just hope they balance the manpower needed in busy Districts in Area 1 & 2 since 2 out of every 3 homicides and aggravated battery incidents happen there. I am sure gang bangers on the south side will be understanding on that day..and will behave better than before.....NOOT.!!! Actually, why would you wanna detail manpower from messed up districts to a parade..can't just have them working in the Districts...leave them on stand by basis..if needed and all hell breaks loose at the parade..then start deploying from districts...use TRU units and other support units..for that...They always do a marvelous job ... at parades..

I agree 100% the correct thing would be black officers only would show the pride they have in their community and peoples not to flame but it is the truth! I have never worked BB in my 25 years and never will. Good day to take that mental health day, let the chocolate folks work this one out for themselves with the chocolate police. A few years back our northside district tact team was detailed to Bud. A certain racist female Lt from 002, inspected our team and commented to our sgt., that next year she expected to see "officers of color, on the team.

Please post some footage of this wonderful event. I had the pleasure to attend a few in my blue shirt days and never encountered any problems, this was in the 80's and early 90's. I'm willing to bet that things have changed quite a bit now since the police have been neutered by city hall.

Now now, It wasn't the tact LT, who is now a commander, it was the Commander of 002, (who was sued by a bunch of white superviors who won the suit... then she was moved..... up). Hmmm, can't wait to get back to work and see what's happened to my (approved) personal day for Bud Billiken, since it was submitted back in MAY.
Okay, a few facts.
Barack Obama was the grand marshal of the parade in 2006 and 2007, so it's a fair bet he'll be there this year. He's a politician and he won't miss the opportunity. He's not scared to go back into a community he called 'his crew' at last year's parade.
Second, say what you will about Jesse, and we all have our Jesse stories... but last year he and other community leaders did what we were asking for for years - a media blitz aimed at parents having more pride and being more responsible and not letting the police babysit their kids. The number of lost (babysitting) kids was WAY down. From hundreds in past years, to a couple dozen last year. And for the first time, the community provided teen volunteers to mind the kids.
I'm not saying there aren't bigtime problems (shots fired and a chasedown of a teen running through family picnics with a gun at the end of the parade route last year comes to mind), but let's stick with facts, instead of half-truths.
We don't have to make stuff up to get the point across that it's a long, hot, thankless, chaotic disaster of a day.

**A W/C will not write "denied" on the slip. They will just hand it back to and tell you it was denied. And for this parade, your slip has to be signed by a Deputy.
Has anyone contacted the union about this yet? Just wondering what they have to say about the denial of time due and having to have a Deputy approve your time.
If they cancel your day off check the money box. If you are in a specialized unit , tact etc. too bad. You are in a position for the CPD to screw you unless you choose to go back to a beat car (which aint a bad thing... much lest pressure).
Bud Billikan is no worse the the St. Patties Day parade though.

I typically enjoy your blog and find humor and I actually learn something about the police. This time, I found it offensivee and mean to say that there are hundreds of abandoned children at the parade. Kids get lost in an instant. You are making this out like these are abused and neglected kids that deserve DCFS foster care.
SEISER WILL BE DETAILED AT BUD BIL. AND YES PEOPLE WILL BE ARRESTED.
Lets not forget that if past years are any indication all the supervisors, including watch commanders in 002 will take the day off. Poor slobs from all over the city will be detailed in to do their jobs.
