Open Post for Council Hearing

CLTV is scheduled to carry it all live.

We'll try to update comments as quick as we can, but we can't be everywhere. And we'll link up to media coverage as it becomes available.

Here's the CLTV Home Page. Anything good will probably appear there first.

UPDATE: Dog and pony show. Links at the following:
Many commentators are noticing the odor surrounding the manpower numbers. Some questions - if we're so up to strength, why are we running almost half our district cars as 10-99 units on midnights? Why have we not seen a single rapid response car up in the District since May? Why are we getting Time Due denied for "manpower" issues? And why are they having an Area Chief and a Deputy Superintendent approving time due for 09 August?

Personnel is full of shit with their double counting again.

I have a question.
Why are Aldermen (for instance most recently Alderman Isaac Carothers) bashing police publicly about gang violence in their own areas? What are they doing to stop the violence? Why are they calling for the CPD to be parents? Why doesn't J-Fed publicly HAMMER down these statements?

After seeing the Cozzi video. How can any of you excuse his behavior?

Good cop or not, he looks like a complete moron, a pussy and a criminal after what he did.

Leg cuffing a man who was already handcuffed. THEN hitting him with an object. After he had an injury which brought him to the hospital in the first place

Not exactly courageous on Cozzi's part

The prisoner may have been mouthy, but he posed no threat to anyone at the time of the video. Sitting, or rather slumped in the wheelchair

And I know that this asshole wasnt exactly the Mother Theresa salt of the earth guy.
He was a career asshole with more than a few arrests.
But this time he was doing NOTHING to pose a danger to anyone

What Cozzi did was inexcusable. AND he let someone see him do it

To say that Cozzi did NOTHING wrong is a statement of ignorance and shows why the public dislikes us, for covering up obvious wrongdoing by our fellow officers.

Coppers arent ALWAYS right. Pretending that they are, is stupid and dangerous

We monitor each and every comment that goes up on this site and we have yet to see someone excuse Cozzi's behavior. Almost to a man, the comments disagree with what he did.

However, he served his punishment as determined by a Court of Law, the Department, the Police Board and a Court of Law a second time. Cozzi apologized in open court. The shithead even settled for a few thousand dollars in civil court.

This single-count indictment by a Federal Grand Jury based on J-Fed's referral of the case to his federal government cronies is what completely broke morale. A second set of charges after punishment had been meted out and served is ridiculous.

You sign your comment "Retired and glad of it"? Trust us, we're at least as glad of it as you are because you were obviously nothing but a company suckhole your entire career to not see what this is. You were certainly never "the police."

And your reading comprehension leaves a lot to be desired as well.

So, as far as you're concerned, the conviction and sentencing for battery AND the suspension wasn't enough of a punishment for something a shitload have done and would still do, if not for the wonderful advent of big brother video?

And why was Cozzi there in the first place? Wasn't it because someone called 911 and requested the police?

People don't want the police to do what the police do, don't call.

Soooo you worked in a car with no A/C in the 70's and you saw/did nothing that would be considered a federal lawsuit or basis for firing by todays standards? If you say no, then you're in some serious denial dude.

The problem is when you worked the street, things were 180 degrees different than today's anti-police, lawsuit happy environment. You can't compare 70's policing vs. 2000's policing.

For those of you that really want a new contract, Think Again.

These two items will be the biggest and most important to the city:

1.) increase in medical contribution per pay check.

2.) increase in pension contribution per pay check.

Whatever raise they give us will be offset by these two items. The contract we have now is better than what will be given to us.

It is a horrific waste of life to have young children tragically murdered by gang bangers who are mislead into a subculture of criminal enterprise, hate, greed and jealously.

Most of these senseless killings could have been prevented if only da mayor and alderman would initiate the hiring of the proper balance of police officers, detectives and supervisors needed to effectively protect and serve the citizens of this city.

We need competent and knowledgeable police managers who are leaders!

We need a superintendent who is experienced, knowledgeable and tested as a law enforcement professional.

We need commonsense policies and procedures to manage an organization that has been historically dysfunctional, ineffective and unwilling to change were change is needed the most.

Our citizens need to rise up to the occasion and send a clear and unmistakable message to career politicians that they must support honest hard working police officers and provide them with the necessary resources to get the job done!

If necessary, as a citizen you must demand accountability of your elected officials. As that citizen you must act accordingly within the law.

ALWAYS remember which elected officials who fail or refused to help and support working police officers.

To be honest NONE of them have supported the police in the way that is most needed as evidence of recent scandals, lack of creditability when hiring a superintendent and placement of incompetent political hacks as police managers who are in charge of your safety.

The fate of all our children is at stake, their future is in our hands, even if only one child's life could be saved your effort could make all the difference in the world.

Remember all these politicians and vote them out of office! You only see and hear from them around election time when their cronies come a knocking on your door once every four years- asking for your vote. Tell them that their arrogance and ignorance has allowed the criminal element to win by victimizing our city!

I have spent my entire career protecting and serving the people of Chicago. I never asked for anything in return. But, now I need your help! Please if not for me for someone else you love.

We can't allow one more innocent child to be murdered in our streets while these insane politicians argue about what to do with the police department. If they have to ask that question then THEY DON'T DESERVE TO REPRESENT THE HONEST PEOPLE OF CHICAGO!

I don't think anyone is excusing his behavior. How can you after viewing the video? The board found his actions inexcusable, he served his punishment. The problem here is J-Fed. Wouldn't it suck if J-Fed looked at an incident from 1972 when you were on the job, where you might have done something wrong, then nailed you?

If Jody does not tell the alderthiefs the real story behind the problems at the CPD it is only because he does not know or understand the truth. Lets face it the bosses do not want to step on their dicks, so they do absolutely nothing to make things better for the working PO. Also, most bosses are so afraid of their own shadow that they would never tell Jody some of the truth behind the problems. Nothing will chance until the bosses start stepping up and telling city hall the real problems and bosses need to step up and tell the toy reverends and the alderthiefs to mind their own business.

Hey retired guy go fuck yourself!!
In the 1980's growing up as Hispanic teenager in Humboldt park you would of gotten a lot worse than that asshole got that day. But you know what? I had no reason to fear the police back in those days because I had no reason to be involved in any activity that that would cause my paths to cross with the police ie; criminal activity, curfew violation, challenging the police authority, and a father that taught me right from wrong.
While I do not condone what Cozzi did and agree it was wrong. I can relate with him working in these shitty times/streets and losing it for a second. A mistake that was probably caused by having a bad day due to the stressful job we have(you should be able to relate). I am pretty sure you probably saw a lot worse during the National Convention and those guys did not get indicted.
Again what Cozzi did was wrong, what the majority of us have a problem with is that there is a criminal and discipline process in place that deals with police misconduct. As stated several times on this blog Cozzi PLEAD GUILTY to a MISDEMEANOR CRIME, served PROBATION without a VIOLATION, APOLOGIZED to the other party in open court, took ANGER MANAGEMENT CLASSES, and served a 2 YEAR SUSPENSION WITHOUT PAY!! Now if you were a real police officer as you stated, you should know that any person other than a police officer would of got a slap on the hand. Cozzi admitted his crime and accepted whatever criminal and administrative punishment they felt he deserved. He did his time without a peep. Now we have 2 superintendent's that don't agree with a Judge and a Police Board that are in place to deal with police misconduct. They wanted Cozzi to quit and since he didn't agree with them JFED got his FBI buddies to get in indicted two years after the fact. This is a police board that loves to fire police officers yet they felt that Cozzi's actions that day did not rise to the level of termination. Therefore we feel Cozzi paid for his crime and should be able to continue with his life.
The only reason both Cline and Jfed want to fire Cozzi is because he is a NO CLOUT officer and is expendable to appear they are tough on rogue cops. But if Cozzi had juice he back to work already. He already won at the local level and we hope he wins at the federal level. There is a convicted ex-felon aldercreature named Medrano who is currently working on the staff of a cook county commissioner, when asked why is a convicted felon working in a office that is operated with tax dollars (stealing tax dollars was his crime) the commissioner stated that Medrano served his time and is a asset to the taxpayers because he already knows how politics works. So I say Cozzi is also an asset to the citizens of Chicago.
You sound just like Jfed at a meeting at HQ, wait JFED get the fuck off our blog and I hope you get fucked today just like you fucked Cozzi!!!!!

Another one who just doesn't get it. Yes, he was wrong. He admitted that he was wrong. He paid for his mistake. Now he is being forced to pay for it again after going through the discipline, not to mention court system, but this time on a federal level.

What about that as bullshit don't you understand? If you make a mistake and pay for it, should you be punished again and hounded for the rest of your life? He was punished by the court system, punished by the department, fought to get his job back and got his job back through the board.

How hard is it to understand that this means a lot to every other cop that could face a beef in the future? If they don't like what the courts in Illinois and the police disciplinary system do they'll go after you federally?

Give me a fucking break.

LAPD cops win $15 million in suit against department. We need some of this in Chicago. Last part of the article below.

The policemen sued the city in 2005, claiming authorities had ignored problems with Perez's credibility and were eager to use them as an example of the police department's reform effort. The three testified that the allegations ruined their families, careers and health.

Police Chief William Bratton said the department is reviewing the decision. "Once the review is complete, a decision will be made as to what the next course of action will be," he said in a statement.

Dear, 7/15/2008 02:34:00 AM or may I call you J-fed, Cozzi may have overreacted or my not have that portion is subjective. What is not subjective is that he paid retail for his transgression and (you) the new Supe decided to use him as a example for the rev'rends how you weren't going to stand for the element being mistreated by the brutal poh-leces. I have said it several times (you) J-fed should work a beat car in the ghetto and maybe you would have a different view of the "brutal" beating. Also, if the circumstances were reversed the shithead would have charged with simple battery, because, unless you are maimed the ASA will deny charges. In short, I hope that when Cozzi beats the case J-Fed put on him because the Court upheld the Police Board Decision he sues (you)J-Fed personally.

On a related topic, J-Fed the fact that you attended the funeral for Officer Francis in uniform was a slap in the face to a heroic fallen officer.

tell the ghetto BS "reverends" start being their brothers keepers! Start calling for community accountability like they have been calling for police accountability! We make all these sweeping changes, what have the citizens of the south/west side done to improve their situation?

This is just another attempt at this clown ass department to act/look professional... Sorry, Jody, bet you didnt realize what you were getting yourself into! Now I guess why he gets paid such a handsome salary! YOU COULDNT PAY ME ENOUGH TO DEAL WITH THE WEST/SOUTH SIDE "MINISTERS" or "COMMUNITY LEADERS" aka gang enablers

by the way... if they "pay our salary" what do you call food stamps, WIC, LINK, medicaid, SSI, SSDI, etc etc ah forget it

Crimes of violence by gang members should be considered acts of terrorism and enforced by federal laws that pertain to such crimes. After a few gangbangers serve sentences of 10-20 years with 80% time served, they will drop like flies. Besides, most of them are in the system from arrests and contact cards. Even if they deny gang affiliation in court, records will prove otherwise.

282 vacancies? Ted O'Keefe wasnt even able to look Ruggai squarely when he said that. Doesnt take a rocket scientist to know that he bold face "LIED" to the City Council and the Citizens of this city.

Does he fall into that Rule violation makeing statements either written or oral that are untrue?

finally announced how short we are of the 13,4xx people that is budgeted for police. There are 282 vacancies. Multiple this by 70 grand per officer (middle point of new officer salary and retiring vet) and the city saves 19 million per year. Nice. Public safety rocks.

I've been watching CLTV and it's just after 12 noon and so far
J-Fed has had it pretty easy.

Aldercreature Carothers has so far ineffectively questioned J-Fed in attempt to take him to task.

Alderman Burke made some sense. He basically stated that police need the support of their leaders and of the citizens and that police need to be shown appreciation.

Alderman Balcer wanted to commend Chicago Police officers especially for their work at this year's Taste of Chicago.

Alderpuppet Solis wanted to make an issue out of immigration enforcement by police which he was told that, "it's just not done" and that there hasn't been any increase in complaints concerning this issue.

So far Jody remains cool and remains on the defensive and hasn't really gone on the offensive. A couple of times though he looked eager to pass the question onto his staff. Cuello just looked silly and unconfident when answering questions about cameras. She wasn't clear, but it sounds like they have equipped an old wagon with a camera to follow around the dope boys. Not too sure what's going on with that.

I learned a new word today and so far it's the word of the day; "Depolicing". Word seems to be getting around that officers don't want to do proactive police work anymore. They say officers are concerned about lawsuits and such. I'm not sure how this is going to work, but sounds like we should be looking soon for some sort of individual performance evaluation.

RE:

After seeing the Cozzi video. How can any of you excuse his behavior?

We aren't necessarily saying that what he did was right, but we are saying that there has to be a clear cut discipline system that is abided by. Cozzi went through the system, did his time, paid his price, now let the guy move on. It's like he's getting tried twice for the same crime and getting two different judgements. It's not fair. If you can't see that, then i feel sorry for you.

Also, sometimes these a-holes need a crack and that's the only thing that will register with them. You were not there, nor was I, so we don't know what was being said or done by the offender to provoke cozzi.
What if he told you that he was going to kill your kids, wife, etc..? sometimes that shit gets under your skin.
What if he spit at you?
What if he was yelling at the top of his lungs and wouldn't shut up, thereby causing a huge disruption in the hospital?
Get my point?
If you are/were the police then you would know that sometimes the ONLY thing that gets through to some of these people is pain.

No contract yet again. A 1-3 year wait for a contract that we have to have a beg, borrow and steal attitude and when it finally does get settled it's a table scrap disgraceful one at that.

No manpower. The city and department keeps paper shuffln' the numbers. All the troops on the street know that we're 3,000 + officers short out there.

J-Fed's ridiculous head hunting. The dept's and city's blatant attitude towards cr's and lawsuits and the working police.

J-Fed's command changes citywide. Who you know and who you blow obviously still applies. The same goes for "Oh we have to put more black bosses out there because of public outcry". God forbid you put the most qualified individuals in supervisory and command positions. I don't care if every boss was black, hispanic or white. If they actually deserved the spot and are most qualified than Way To Go, the spot is yours!

In my 20 years + it's been the same story. The number has been shrinking over the years, unfortunately for everybody, but it's the truth. It's always been the same 10-15% of all the police officers on the street, making the arrests. The same officers in the processing rooms and the same officers in the court rooms. 10-15% doing the work of the whole department. If you fuck with those that are still working out there and you show your hatred towards the police department with no contract and you show your penny pinching ignorance with not hiring more officers and you threaten to hurt the workers for doing their job then no wonder their are less arrests. No wonder less officers are being proactive and only being reactive these days. Yes the scum have taken back the streets and that's why crime is through the roof.

I walked on the job in May'68. Took the test while home on leave from my second tour in Viet Nam. Came on the job in Sept the same year. The Dept was described as a "semi-military organization. Most of the recruits were vets, or at least National Guardsmen, protecting the shores of Lake Michigan from Uncle Ho. My first net pay was about $210. For half a month. Top salary for a Patrolman was $7800 annually.

They bent your bones in the body shop under Uncle Stanley, taught you some law, and arrest procedures, then tossed you out onto the street. Called the Sergeant "Sarge," the Lt. "Lieutenant," and never spoke to a Captain except for court notifications at roll call. Now everybody is on a first name basis, chummy and touchy feely.

If you want a unit to do aggressive patrol, look for military veterans, both for supervisors and troops. Supervisors should be part of the process, from roll call to hitting the lockup.

The unit a pool of manpower immediately available for emergencies. When not patrolling the events in two man (oops, persons), saturation missions in high crime districts was always the thing to do. Some commanders wanted the manpower, most feared backlash from "strangers" coming into their turf, upsetting things, and leaving.

There was a voice in every community crying out for aggressive police action.

Night # 3 of any saturation mission was usually pretty dull. The mopes and dopes had been locked up, and you could essentially fire a cannon down the street without hitting anyone.

Real supervision would have prevented the S.O. mess. Arrest stats alone are not enough. What happens in court, plus patterns of types of arrests are indicators for good supervisors to stay on top of things.

Our troops are smarter now. Well, at least better educated. Old guy/new guy together can be an effective team. No extra "FTO" pay, just passing on your knowledge to the newbies is reward enough.

I guess you can figure out, I'm sitting in Flawida now, done with it all. That doesn't mean for a second that my heart and soul are not still with the Department.

One last thing. Since the Special Ops tag has been so tarnished, you could call the new unit something like - the Task Force?

Hello Jody, CPD Brass, Politicians, Media, Reverends, and Citizens of Chicago. We all know that you visit this site so lets talk about the hearing with J-FED today. I understand he only has been in office for approximately five and a half months but other than Carothers you guys were pretty easy on him. Here are a few questions and answers that should of been asked of or given by J-FED.
1. Does he have the trust and support of the police officers? No
2. Is morale down? Yes
3. Are police officers being proactive in policing? No, because of an unfair discipline system that finds a p.o. guilty on the word of a shithead.
4. Do you have incompetent bosses? Yes, look at everyone he had at the hearing with him. None had answers for them just like at the meetings with the p.o.'s, I don't have that answer for you I will have to get back with you on that one.
5. Are bosses chosen because of qualifications or political clout? Again look at the exempt members he had with him.
6.If he personally read their resumes and chose them why didnt he know that none of them had been in charge of a big city event like the taste of Chicago and wouldn't that be a good qualification to have when selecting the people who will be running the department. You know why because CLOUT got those people promoted not their abilities. Heck one alderpuke related that he will be making sure that his command staff reflects the racial makeup of the communities. What difference does someones race make running a district? shouldn't the best qualified person get the job?

People if you want the police to start caring again or just picking up a pay check follow these simple suggestions.
1. Give us a decent contract with decent benefits.
2. Revamp the citizens complaint system. The way it stands now a p.o. is guilty first and has to prove themselves innocent. That complaint then stays on a p.o.'s record for several years whether exonerated or not.
3.Back a officers actions 100% unless said officer is found guilty in a court of law.
4. Get rid of the six day work week. By the time your days off come around you are burnt out, stressed out, and are tired of the bullshit. One might have a lapse in judgement and do a Cozzi.
5. Remove clout and politics out of the department it cast a sense of corruption.
Nuff said, Jody you got off pretty easy, LUCKY!!!!!

To the retired guy--

Ok, let's see, in the 70's, if a cracked out homeboy spit at you or talked back, you just smiled and wiped the spittle off your chin, right? Bullshit. Fact is, the reason bad guys are able to push our buttons is because... They know they can get away with it because our dept has gone from a real, hardworking police force to a pansy assed report generating smiley faced caps 'peace officer' department. No disrespect to those who have reitired years ago, but odds are most of you would be in prison working in today's climate. Same as how most of the new guys today would have been chewed up and spit out if you hit the streets years ago with your 'im educated and have 3 months of caps' academy training. Times have changed, and we are all just trying to ride out the storm..... Don't second guess or monday morning qb from the comfort of your couch. You don't see us saying 'tisk tisk, the police were so heavy handed during the convention...on camera and everything, for shame!!'. Cozzi was a moreon. But 30 years ago he would be a moreon with a dept that would, at the very least, hide him in lockup until he straightened out.

No one will talk about it openly, so I will. When Weis came to the department, I like many others thought it was a chance to really move the department in the right direction. Since he was an ex federal agent, many officers were suspicious, but also, many were willing to give him a chance.

When Weis threw Officer Cozzi under the federal bus he lost any chance he had to improve morale. Cozzi was repentant from the start, did everything that was expected of him and took his punishment. He was suspended for two years and lost much, but due to his stellar background both with the department and in the military, the police board decided there was a redeeming quality worth saving.

In spite of all this, Weis back channels Cozzi into a federal felony. Weis should have held a press conference, said he was ashamed of Cozzi, but would reinstate him as directed. Instead he pulls this stunt. And he wonders why morale is low! Wonders why many men and women won’t go the extra yard! This is a bell that cannot be unrung

Wrong is wrong period

I worked a few years on this job starting in the 70's in a non air-conditioned Beat car on the street, in a day off group, around the clock, myself.

Stay safe

Retired and glad of it

I don't believe that the majority of PO's feel he didn't do anything wrong. He did. The issue was wether or not he should have been subjected to double jepardy. I don't agree with what he did.

But I wasn't in his shoes. I don't know what level of threat he felt.

We've all been in situations where our radar is off the charts. Where we percieve a threat when in actuality looking back at the moment it might not have been as bad as we initially thought. We're humans. We make mistakes. He made a mistake and he payed for it. He was punushed for that mistake. How many times should we have to repay the same dept? Why would anyone want to put themselves out on the line knowing that this is the type of administration that is behind us??

I'm not like other officers that condone not doing anything. I still work. I'm not laying down for these thugs. The difference now is that we have to be much smarter about how and when we do things.

"You are nothing more than 50 stumblebums that have somehow managed to get elected, and I use that term loosely, in this fine city. Not a single person in this room, including Ed Burke (Mr. Police My Ass!), has any idea about police work. Maybe the "community" should take care of their own kids rather than blame everything on the police. That includes telling your daughters to keep their legs closed. That also includes telling your sons to keep their dicks in their pants and if they can't accomplish that, then they should at the very least wear a "jimmy cap." Then when shit hits the fan in the community, take account of your own sons' whereabouts. Where was your gun-toting piece of shit son last night? Why are your other kids sitting on the front porch and smoking week all night long? That is, of course, if they are not out there fucking and breaking things. I could on and on..."

Wait! That's just a dream.

'given to us'?

Volumes could be written on just how pathetic an attitude that is.

What the fuck do you think is happening?

Leverage building, that's what's happening.

Membership uniting to provide the balls that FOP 'leadership' needs, and hasn't had.

Without the members of this union/fraternal order creating and maintaining the pressures that provide leverage, fighting for a fair contract, (fair being defined by the membership/employees and not by the fucking employer), doing, or not doing, what it takes to build and apply that pressure, until the midget's eyes pop out of his balding head, your bleak and gutless perspective will come to pass.

Wake up, buddy, your union brothers and sisters are depending upon even you to grow a pair.

NO CONTRACT = NO CONTACT

Maybe a little something to think about... Does anyone have the sense of self pride any more? The last thing in my mind about being a Chicago Policeman was anything but having a great time, acting like a fool and chasing down criminals. And when I finally did join the department, I realized that it was much more fun than I could have imagined. I have no concern for what the Supt. or upper management says, when you boil it all down it is me and my partner driving around, making jokes, getting in car chases, foot chases and occasionally shooting my gun. If you aren't having a fun time everyday that you go to work then I don't know what you're doing wrong. The new Supt. has not made one decision that has affected me or my working habits, in fact on a day to day basis, I haven't seen any change at all. With the exception of the Gold Star showing up at roll calls. Sure you may hear about all these terrible things but I personally have not seen one. Either I am shelter in my nice spot or it just isn't as bad as everyone is talking about. I am embarrassed that our city is making national news for the crime rate and the disarray among the department. I want to be involved with something that I could be proud of. I also have a respect for authority. Like it or not, the new Supt. was chosen by our corrupt mayor to lead us for the next 3 years, like it or not he is hear and most likely not going anywhere anytime soon. You won't find me saying anything negative about him or his lack of 'police skills' or his physical appearance. That is because I was raised with that respect.

This is the ONLY country in the world where the police or a municipality can be civilly sued. It is all coming to a head now. The police will react to crime and take paper. Then the dics will follow up said paper. Until the system changes proactive police work continue to go by the wayside.

In other countries the police are fired or suspended for gross misconduct but there is no cash cow if you are violated. Let the police be the police without attornies getting rich and government paying out!

I did hear him say at the hearing that although we are justified in using deadly force in some instances, they're trying to look into things to see if there's any other way of handling this type of situation.

So what's he saying? Second guess yourself and put yourself at more of a risk? Is he saying we should wait for them to shoot first? This will be interesting.

More than 300 officers retired this year and we hired 100. 25 more recruits expected at end of July. 282 is completely false or absolute creative accounting. How can the press and aldermen accept that number? Did he allow for promotions, firings, deaths, officers stripped? We are absolutely short of officers on the street. Every unit created depletes districts. 85 sgts promoted came from blue shirts. Ted Okeffe is a absolute car salesman.

Even better after police retire from the dept., hire them back as civilians at top pay. Budget limits officers, but hires twice the civilians and more, many more bosses. Chicago needs to raise taxes some more so we can hire more bosses to devise stragegies to fight crme. We don't need any
stinking officers to fight crime, just boses; and oh, by the bay, put everyone on the street. Promotions are legitit so if you can't ge promoted, then your forced to work the streets, like poor Officer Frances, at 60, while
gold stars, more and more @ $310,000 per year just work on how to fight crime. GOOD WORK MAYOR!!!

Please don't tell me the training scenarios at the academy have been pulled. Jody doesn't have a clue on how to run a police dept.

7/15/2008 02:38:00 PM

UMM have you SEEN the scenerios these kids are learning? Verbal Judo? Bad Guy: " hey, I hope your mom burns in hell copper" copper: "i appreciate that sir, but Im going to have to ask you, as a measure of good faith, to please approach me in a non-violent manner so we can discuss the reason behind you standing in the street with a bloody axe" . Recruits are learning "deflection phrases" and are subjected to learning how to run a CAPS meeting, instead of being told "tell someone one time to give him a chance, then its game on. You are the police". Nope, not here. Its the tactical 8 step. It's contact cards and special attentions. Its beat meetings once a month. It's race surveys on each and every ticket. So I HOPE TO GOD THEY CHANGE THE ACADEMY, IT CANNOT BE ANY WORSE!!! Stop treating the academy as a way of washing your hands of potential lawsuits because "we told him at the academy not to do that" and START treating the academy as the first big step from transforming a civilian kid into a professional policeman. I only have a little more than 10 on, and if I feel this way, I can only imagine how someone with 30 years on must feel about the current climate. This better get fixed, and fast, or there won't be anyone left working in another decade or two to teach the new crew.... think the murder rate is bad now? Wait until the ENTIRE dept knows nothing more than Caps, the tactical 8 step, and verbal judo. Academy should teach you how to talk your way out of trouble and fight like a mad dog when you cannot. You want policemen? Train policemen. You want the PC Peace Officers with smiles and community meetings? Keep it up.

I'm no math major so I must be missing something here. Can any of my fellow poleeces help me out?

Budgeted 13,486
Short -282

Final 13,204

I believe they also said that we had 432 officers retired last year and 274 retired so far this year, for a grand total of 706 officers retired.

Now we go to the new hires.
I thought we only had 25 hired this year, but someone said 99 in the hearing.

-706(retirees)
+99(PPO's)
= -607

So here is the final problem.

If we are only short 282 P.O.'s, after 706 P.O.'s retired, and 99 were hired, then we have had to many P.O.'s the last few years and we now owe the city money.

I think I can now Chair the City Finance Dept.

These two items will be the biggest and most important to the city:

1.) increase in medical contribution per pay check.

2.) increase in pension contribution per pay check.

Whatever raise they give us will be offset by these two items. The contract we have now is better than what will be given to us.

__________________________________

Welcome to the "new" economy.

100& paid medical benefits are a thing of the past. More and more municipalities are going with 80/20 type plans.

The days of matching or bettering what GM workers got are over. GM is on the verge of bankruptcy because they gave benefits that they could have never paid for. You are now seeing the end result. Layoffs, closures and maybe completet bankruptcy.

It can AND HAS happened to municipalities. Both state and local politicians have to face the realities that after years of jobs leaving the state. the tax base cannot afford paying huge salaries and platinum benefits.

Some of you are whining like lazy Chicago school teachers about their contract and benefits. I always thought much higher of the Chicago Police. (Much higher)

Think you got it bad? Check out people (who are still working) in the private sector. ALL of the major companies have cut back benefits and now you are going to see it hit government workers.

You think you are exempt from benefit reductions? Think again.

Pensions in Illinois are over $40 Billion short and there are not many good taxpayers left to pick up the tab.

Raises? Taxpayers have heard at their jobs - be lucky you have a job OR sorry - if you want to keep your job you need to take a 10% cut. Others that have lost jobs have taken jobs at 50% less with less benefits.

AND these are people with critical skills and degrees and certificates - not HS grads.

Reading this blog and the comments from many of you, I would say first things first - get rid of the FOP and go to a new union.

There are no fighters there just like there are very few leaders in your exempt ranks.

You may still lose some benefits but you may be able to avoid the Tsunami that is going to hit all government workers.

Many of you good cops (all levels) have lost the passion that exemplified the heart of the Chicago Police. Others never had it. (and should have never been hired - let alone promoted)

Those who are what you call "clout babies and dogs" should be in public works on a truck or trimming hedges at Millennium Park - NOT stinking up the ranks, let alone exempt ranks, of the CPD.

As for your Supt., he's no Patton.
You manage resources - but you LEAD people.

Politicians are liars.

Politicians only do what benefits politicians.

Don't you remember that unkempt looking Bea informed people that they work for the CITY of Chicago and not just a district?
This is what is leading us and this is why we are the way we are.
Those bosses do not have any people skills let alone management skills.

The problem is when you worked the street, things were 180 degrees different than today's anti-police, lawsuit happy environment. You can't compare 70's policing vs. 2000's policing.

They were "pro-police" in the 1970's?

Ever hear of the fuckin' hippies?

Yea I have heard of hippies, black panthers, etc. but you didn't have the judges, media, the general public, the amount of fake reverands against you by today's standards. Also, the bullsh*t lawsuits that the city is paying out to these sh*tbirds would get tossed by the judges in the 70's.

How many general orders did you have in the 70's. They used to be on a booklet that could fit in your front pocket. Now with all of the general orders, special orders, department notices, administrative special orders the amount of paper to print them for one person would clear a forest.

Ever hear of fuckin, video cameras, cell phone cameras.

Since you want me to say it: You had it harder, you were tougher, you were the real police, you could drink more, solve more crimes, the world couldn't have progressed with out you, I have hair gel, college educated people ruined this job, bla bla bla. Happy?

So, do you still want to compare the 70's to the 2000's.

Yeah thanks for the forced pat on the back Balcer, you know everyone has been shitting on us and until you and the bosses change and wake up, nothings changing.Backing your police should come natural and not be forced. I work in personel and can guarantee and prove that the number of 282 spots open is untrue and a complete lie. that number can be multiplied by a few then we will be getting to the truth. I cant belive that the city and the department are lying like this.. im sure its daley wanting to save money, after all more police, more money spent on officers and equipment. if this continues, i dont care, ill post the actual internal department roster with the true numbers. it has every p.o. where they are assigned, rank, and status. it also gives the exact number of how many paychecks and people are employed for the cpd. and if they lying continues and our officers continue to be endangered the sun times is gonna revieve one hell of an anynomous package.

7/15/2008 04:37:00 PM

First of all, I call bullshit on you actually having that information available to you...

...However, if you do, I'd highly suggest you print it out IMMEDIATELY and send it to John Kass at the Tribune, NOT that anti-police, gossip rag National Enquirer wanna-be Scum-Times!!!! Also, expect a full internal investigation on who accessed that info. Whistle blower protection...you could not only end up an absolute hero to many coppers, but you'd get paid very well if they mess with you for it!

DO IT.

*************************************
You are wrong. The state law has to be changes to change pension contributions. The city puts in two bucks for every dollar we do. My father was one of the retired coppers that sued the city under Harold to force them to make their contributions. Almost all of the rumors you are hearing are bullshit.

In 2003 the FOP offered to increase our contributions to get 80% and paid health care for all retires and the city said no way to the enhancements. Our health care percentages are locked in. The city isn’t even talking about changing that. They need our contract signed by Sept of next year for the USOC. Most of the changes the city wants in our contract deal with discipline. Remember little Richie - no contract next year - no Olympics!

Today I saw at least ten "City Workers?" standing on nearby corners of the old Gale Street station all of them wearing red shirts that said something about buying city stickers. Start dropping off the assignment sheets at the aldermans office each watch. They can see how much manpower they don't have.

Again, if you move PO's to "conflict" areas, thugs are going to know this and just move to the nicer areas that are not policed. This doesn't solve shit. Don't move people around, just hire enough to take care of business.

And that is on Daley not Weiss.

This hearing was unreal:
- Who's in charge? J-Fed didn't even know who the acting Cmdr. of 025 was. Why? Because a politician picked him. And I'll bet he couldn't identify 1/3 of the cmdrs. if you put them in a line-up.
- J-Fed didn't know who in the command staff ran the Taste in the past; except for Sgt...I mean Deputy Keating. That's because his incompetent command staff has never managed the Taste/Fireworks before. All those bosses were fired.
- O'Keefe still hasn't answered how many cops retired last year and this year...just how many we are down. And he didn't count resignations, retirements, LOAs, dismissals, etc.
- A mobile fucking POD wagon? Christ! I can't even comment.
- This weekend, after my days off, I intend to "depolice" a bit on the street. It's called no morale fuck-head!
- TRU, with the stats cited, you all should be ashamed of calling yourselves the police.
- Tact/gangs NOT being sent out often? What district? In mine they're gone all the time on weekends.
- What did he mean all tact teams assigned to the Taste were on hire-back. A little semantics maybe? The dozen or so in the west loop were all on-duty and he called up nine others. A little white lie there.
- We've lost with this nuthead and his staff that's in command now. Jesus, all they need to do is interview live, like at these hearings, some of his commanders. Then everyone would see what duds they are. Little Leo the best gang cop in Chicago? What the fuck!

Enough said. I'm venting. And now I need a drink.

Deb Kirby should have stuck her gum under her chair. Unprofessional.

Thanks, Jody, for wearing a suit, like you should have been doing since day one. But did you REALLY have to correct the alderman when he commented about your five month tenure and you had to say 'five and a HALF months', like some four year old?

Admitting you hadn't even bothered to ask if any of your command staff had managed a large event, much less Chicago's premiere event, was priceless. Fine management skills.

And, to whoever did the computer printout on crime to date this year. Really, how hard would it have been to do another thirty seconds of work and run the domestic-related murders, to determine how many were and weren't domestic-related? You made your boss look dumb when he couldn't answer such a simple question.

Everyone that is vehemently defending the actions of Cozzi and blaming the current CPD evironment on his treatment need to take a look outside of the department for one moment and consider what other people think of this situation.

Cozzi, Abate and the Area 4 gun team vidoes have captured the attention of the entire country. Most of you morons don't even consider how stupid these incidents, along with hundreds of civil rights complaints that have been received by the Department of Justice against us make us look to regular Joe citizens who never come into contact with the police in their regular daily activities.

Think about what the liberal pukes in places D.C. or Oregon or wherever think of us because of what this group of assholes have been caught on tape doing.

Now, add that Daley wants the Olympics here and this stew of crap makes it look like he doesn't have control over his police officers. This causes undue pressure for him to clean house to show the country and Olympic committee that he can pull this off. Bad timing for them, sorry.

So if you want to defend a bunch of assholes that made us look stupid, go ahead and continue this crap instead of leading us into the future by cutting ties with these type of unprofessional officers.

Also, stop blaming the current environment on the treatment of a few assholes, because I, and many more, don't care about guys who weren't smart enough to do what they had to do off camera.

I have much greater concerns like keeping up with inflation and rising taxes, working conditions, and backing by the department for officers that are doing their job according to the rules.

This is a new era, get with it or get hurt. Bitching about it is not going to change a thing, they've already given the city to the dogs.

Signed, 15 years and I've figured it out.

I guess you can figure out, I'm sitting in Flawida now, done with it all. That doesn't mean for a second that my heart and soul are not still with the Department.

One last thing. Since the Special Ops tag has been so tarnished, you could call the new unit something like - the Task Force?

7/15/2008 02:12:00 PM

------------------

THOSE DAYS ARE OVER!

Yes, it was fun. I thought I was doing good. Having fun chasing these evil doers around the ghetto. Every now and then got a hold of a real evil doer.

It's over. Let it go. It's not comming back. It's changed forever. Units are only the department's way of using up young POs before throwing them away. Arrests are the way the aldermen can make their lawyer contributors rich on tax dollars.

The people getting robbed and killed don't want your help. They want the city's money. That is what the "citizens" of this city value most, not their families, not their homes, not their lives, they value money.

Now the goal is to avoid. Avoid more bullshit. Avoid beefs. Avoid contact with incompetant bosses. Avoid co-mingling with retarded POs. Avoid attention by anyone by doing only what is required and doing it quietly. Avoid court and ASAs and ignorant ghetto judges.

From now on, this job is going to suck and its going to suck forever. Get used to it and if your under eight years, get out.

Oh, sorry I forgot the most important thing. Cozzi was idicted so that the jagoff fed could bar him from coming back on the job. It's not an issue of punishment.

I can tell that this concept has escaped most of the posters. The same guys who are vehemently defending this asshole can't see the forest because all the trees in the way. And you call yourself professionals, how sad.

And remember the city extends south of Division, North of Belmont and east of Central Park. There are far more important issues than defending these assholes.

7/15/2008 04:31:00 PM

-------------------

He is saying he doesn't want you to shoot street killers because that is what the alderman wanted to hear. He told you it was good you shot the thug because that's what you wanted to hear.

He will tell the council whatever the fuck they want to hear because he doesn't give a fuck what happens to this city or to you. He is gone on Jan 1, 2011.

He will tell one alderman that he'll get extra police from other districts and tell another alderman that no POs are being moved.

He'll tell the council this month that the department is fully staffed and next month he'll tell them he needs more because we're way understaffed.

He'll tell you he backs you and he'll tell the reverend he'll fire you.

He'll tell you that you're getting new guns and equipment and he'll tell the mayor he doesn't need new stuff.

He'll tell you he doesn't read the blog, he'll tell Sneed he does.

He says whatever the situation requires. Discussing what he said, why he said it, and what it means is all a waste of time. He'll say the exact opposite tommorrow.

ot..wtf..The family of a Chicago teen filed a wrongful-death lawsuit Tuesday that alleged Chicago police fatally shot him last month even though he posed no threat to officers.

Luis Colon, 18, was on probation for a weapons conviction when he was shot and killed by a tactical officer on the Northwest Side on June 24. Colon confronted officers with a loaded pistol in the 2700 block of North Kilbourn Avenue, police contended.

In the lawsuit filed in Cook County Circuit Court, Colon's family said police used excessive force and killed him without justification. The family is seeking unspecified damages from Chicago and the Chicago Police Department.

Attorneys for the Colon family were not available for comment. The Chicago Police Department does not comment on pending litigation.

who was the judge that put him on probation, now the family wants money! I guess if he was shot by another pos they wouldn't be able to sue anyone. I can't wait till we can move out of the city. 18 months and counting. Stay safe out there.
