Anyone Hear About a Meeting?

A meeting with the supervisors?

Our friends over at SecondCitySarge missed the meeting and their comment section isn't as lively as ours. The "official" Sergeant and Lieutenant websites are dead. We count over a hundred supervisors among our regular readers - anyone have anything substantial from the meetings? Or was it J-Fed and a bunch of crickets chirping?

I didn't go. What for? I don't need to be sent to the other side of the city on the shift I don't want for asking a legit question. NEXT... I'll wait until Oct. 2009 to see what happens. I will ride the storm out until that time. Yes, he will be gone either right before, or pretty close to the announcement.

I was there, SCC. The meeting consisted of J-FED curled up in the fetal position in a corner sucking his thumb, mumbling something along the lines of "Tidy Cat makes the litter box smell good". Oh yeah, crickets WERE heard sporadically chirping in the background.

02:38, They have no intention of arming POs with carbines in large numbers. Do you really think they want the police shooting people with rifles? The real purpose of the program is to get as many officers to take the power test as possible. They are going to make that test mandatory for all new programs, establishing precedent to test everyone, and fire you in your 40s just short of collecting a pension. Wake up.

I am not surprised. Someone in Daley's office shows asshole Weis a model of a new training center for police and fire and Weis jumps on it and announces he wants to build a new training facility. Sure he will, if President Obama lays a billion or two in his lap so Walsh Construction together with the Mayor's cousins and nephews can take care of the next generation of Daleys and Veneckos.

Notes from the supervisors meeting:

Estimated attendance: less than 50

The black Tahoe is the preferred choice. Graphics will probably be the traditional one.

New recruits to be trained with Glocks only.

Brust(sp) is only person allowed to strip an officer. J Fed showed common sense in why decision was made.

J Fed wants to completely revamp the promotional exams and merit process. He believes there is no reason one should not have a score when leaving the exam site and know their rank at the end of the day when all exams are finished. He strongly believes in merit but it should be because of what you do, not who you know. He would like to have officers nominate themselves for merit and have to complete a lengthy package detailing their accomplishments and qualifications. Have the process more transparent, possible with union reps at the selection process as observers.

20 new Lts this year....6 merit.

The reason that patrol is under represented in merit promotions is because exempts are NOT nominating officers from patrol. (shocking!)

Mandatory fitness testing as a condition of employment or for promotion is NOT true. The reason for it as a requirement for the carbine is that if you are carrying one, and have to run, you shouldn't be huffing and puffing when trying to aim the weapon, thereby throwing off sights--dangerous situation with that type of weapon.

600 vehicle locks for carbines coming.

Performance reviews coming January 2009. He believes there are way too many CRs obtained for things that are performance issues or simple mistakes. There are better ways to handle those issues: training, notation in file which will afffect performance grade, etc.

Explained, at length, the Cozzi incident. Said that he explained it the same way at other meetings with officers. He only asked the US attorney to look at the video of the incident. It was a decision he made at the time and stands behind that decision.
MY OPINION: Believes he was right in his decision to make the call. But in retrospect, may not have made the same call in light of the fallout. I could be wrong, that's just my impression.

They are actively looking for a very strong case to charge somone with perjury in making false allegation and signing the affidavit. Mayor is on board.

He will back anyone that acts as a reasonable person. That action may not the right, but if actions are reasonable, ok. Example: If attacked, spit on, etc and bad guy gets an extra crack or so, wrong, but not unreasonable under the circumstances. Incident will he handled accordingly.

He would like to eliminate TRU and the DOC. Decentralize control. Let the Commanders decide where their problems are how how to address them.

New computers coming. He can buy 3 motorolas for the price of 2 toughbooks. OEMC has the motorola but is sitting on their ass and not making a decision if they will work. All he asks of them is to make a decision.

GPS coming to all cars. Command staff included. Command staff and dangerous districts to get the first. Installation to be started very soon. This is an officer safety issue.

He's not a fan of the inspectors as they now. They should be focusing on larger issues, not petty stuff.

He is amazed at the length of time it takes to institue any change in this department.

He never expected that when he made a command change, that person will take all his/her people with them to the new unit/district. This totally disrupts everything. The boss in the new spot should not make personell changes immediately but have those that now work for him prove that they can do the job. This will not be allowed to happen in the future...Question not asked--But that's what he did!

My overall opinion:

I didn't agree with everything but overall was impressed. He appeared genuine, wasn't feeding us a bunch of BS. He's trying to use common sense in setting policy and in his decisions. He seems as fustrated as we are in how this department is sometime run and how decisions are made. He will make a decision and expects others to do the same. He has a vision that includes a lot of common sense. That's going to be his biggest hurdle. Because, we all know that common sense and the Chicago Police Departemt have nothing to do with each other.

I didn't go and I don't know of anyone who did. Why? There is no point to these things. I would say that they are supposed to be a feel good session, so that the supe feels that he is getting "in touch" with the troops, but they don't even appear to be that. If he wants advice he sure doesn't want it from the working police. So why waste my time and breath going to a meeting that is completely useless and pointless. They are taking down names and units, say something that is controversial and get the boot. No Thanks!

Why bother with any meetings you cannot speak out you will be moved or worse! Thanks to SCC I could careless who the people are that run this site but I THANK THEM for this much need outlet in our time of great sorrow from a once proud cpd!

Capt. Hart from 011 told J-fed that arrests are down not because of lawsuits, but because the troops have no faith in him and are afraid of him because of the Cozzi incident. He has no credibility with the guys. That's when J-fed launched into his latest Cozzi defense. The back and forth was polite and respectful on both sides, but the message the captain delivered was exactly on point. At least we know that he knows, and he will have to live with it for his entire career here. Not that it will make any difference.

You sir are correct. The POWER test is just a way to push out old guys. We police must take a page from the Firemens manual, and do First Report Of Injury for any bump or bruise or even the remotest exposure to any pathogen. These reports will be you only lifeline to a pension.

The items that were discussed were topics that attendees brought up and asked about. I posted my notes here so others who couldn't attend could find out what was discussed.

As I stated, I don't agree with everything he had to say or with all of his ideas. Far from it. I took the time, MY OWN TIME, apparently unlike you, to see first hand what he had to say and how it was said. After listening and observing, I formed an opinion. This opinion is based on my personal observations, not what I heard or read somewhere else.

He presented a lot of good ideas. Some other ideas that he liked came from the supervisors. Unfortunately, some of those ideas won't happen.

I'm far from being "saps like this who listen to scripted propaganda and believe the shit spewed." If you were ever at one of my roll calls you would know that. I have no problem pointing out and ridiculing, the stupid policies and orders that are generated by our command staff.

It was my opinion that the man has, and tries to use, common sense...most of the time. This is something not found often in this department. Is my opinion wrong, possibly.....If I'm proven wrong, I'll be the first to admit it.


BTW
Publishing the letter J Fed wrote regarding Mette was not his idea. He was completely against publishing it. The supervisors in attendance asked him to do it.

Isn’t COZZI facing 8 years in a federal pen because of an extra crack or so??? Even after it was handled "accordingly" by the dept, and the local courts. You want to talk unreasonable.... We are all human beings, with emotions that sometime get the better of us (the price of being human). With all the shit we have to go through with the scumbags day after day (usually 6 of them in a row too), we as a whole do a pretty damn good job of keeping our cool. Here comes the unreasonable part, Cozzi lost his cool for a moment and now (even though there were no injuries, he had a massive suspension that was well over $100k out of his own pocket, and court ordered therapy etc.) he is facing time in federal prison over it (unreasonable and excessive). Weis handing the tape over to his fed buddies so they could have a "look" at it will probably go down as his worst decision. It is going to be very difficult for him to overcome this mistake.
I know this has all been said before but when he keeps trying to justify what he did and then also say he has your back, well actions speak louder than words and he has to dig himself out of a big hole. A good start would be admitting that he made a mistake in handling the Cozzi incident and fix it.

the Liberal News Media and strong ally of Daley is in a large part responsible for the de-policing going on, as they ALWAYS go immediately for the jugular of any police officers involved in any type of new-worthy story, without presenting the full facts of the incident. Daley seldom if ever speaks out in favor of the police very strongly, and when he does, he's a day late and a dollar short.
Also, if Jody is looking for reasonable people for Leadership/Supervisor positions, I've met a lot of them in the lower ranks of the P.D. in the past couple decades, and none of them can get promoted due to test-rigging, and phony "Merit" promotions to screwball friends and relatives of the screwball Supervisors we've bee stuck with forever and a day, thanks to Shortshanks Daley,the Vertically Deprived Megolomaniac.

Actually it was related to the Sup two weeks ago by an ADS at an exempt meeting. He is well aware of the problem that was caused when he followed the advice of "lawyer" D.K.

It's only my opinion, and I know I'll get dumped on, but here goes...Maybe we need better people on the Police Board. I know a lot of people are upset with the Cozzi affair, but you know what? we're a better dept. without him. Sad to see him pay two prices, but I wouldn't like to see anyone who did what he did come back to the Job.
Same thing with this stupid chick in 019. A 15 month suspension just ISN'T GOOD ENOUGH. I personally hope J-Fed steps in and GETS HER TOSSED OUT ON HER ASS TOO.
She does not deserve to strap on another gun or wear another badge, here on anywhere else. What she did shamed us all, and I for one would never ride in a car with her.
So please, J-Fed, do what you do best, and put it up her butt also with a hot "Fed" poker. Now, let the lambasting begin!!

I'm the one who kept asking if anyone had gone to the meeting and what happened, so thanks for taking your time to post it here.

Unfortunately, I'm one of those people with hoof in mouth disease and I could never have sat through the meeting without opening my mouth and then finding myself in 002 on midnights on a walking supervisory post without a radio. So, again, I'm grateful for the info.
