- Found out today that there will only be six, yes, six, training districts: 004, 006, 008, 010, 024 and 025.
The order comes out on Tuesday. First round of FTO bids to these districts are on the 12th and the second round on the 19th.
After the shit they pulled with those guys in 014, with some of them being sent to 009, I believe, now they are doubly fucked. They even have to leave 009. (That is if they went to begin with.)
How the hell is this a morale booster? I do not know of one person who took the last FTO test without the reasonable expectation of returning to their district. Everyone, I mean EVERYONE, I talked to who took the test wants the D2A pay AND to be working in their district!
Yes, this is the way to show that FTO's are the backbone of the department's future!
Once again, the Department (or J-Fed) fail to realize that District of Assignment is the most important deciding factor. Back when they did "Furlough by Watch" they expected all the old timers to bid to faster districts on 3rd Watch and Midnights so they could get their 6A/B and 7A/B furloughs. The end result then was almost no one moved - the old timers took their 5A/B and 8A/Bs if they had to...as long as they stayed in their districts.
Expect the same thing with FTOs - we predict 60% of the people earning D2 will resign rather than move.

Still no idea what happened at the recent supervisor's open forum at 35th street. What's up SCC?
SCC your right! I was an FTO in 012, Monroe, a few years back. When the city said 012 was no longer a training district I resigned.
WHAT?? No big bad 11th district??? How is Jody going to break it to the "fillmore rangers" that their district, made up largely of vacant lots and piss bumbs, just isnt what it once was!? I mean, all those bad ass coppers not getting the title of wild wild west??? WHAT IS THIS CITY COMING TO??? I mean, all those REAL POLICE!!! HAHAHAHAHA that is HILARIOUS 011 wasnt recognized as busy enough to be even a training district!!! Guess the west side really IS NOT the wild wild west well, at least not that part of the west side just a shadow of what it used to be sorry fillmore, but any district that is made up by a significant percentage of yuppies (lower east side) DOES NOT make you a fast district and this proves iT!!!

there are no recruits and none are being hired so it makes sense (from their perspective) for the department to get rid of the FTOs and save money. It's called budget cutting. It's going to take 2-3 years until recruits outnumber FTOs and then there will be a new test and more districts will be taking recruits. It's all a numbers game for the time being. The main thing about this is that between the lines one can read is that they expect the number of new hires coming into the department to be minimal. That is the scary part of this.

If this is true I would guess that they are counting on FTO’s resigning. Too many FTO's are without ppo's because they are not hiring enough to even cover the retiring po's. This means a bunch of FTO's making money for a job they are not doing. So the city sees an opportunity to save some money. The easiest way is to get the FTO's to voluntarily give up the position by changing the rules. With the city crying broke and no ppo's, a re-tooling of the FTO system shouldn’t have been completely unexpected. But if they do this, it also means that there are no plans in the future to do any significant hiring to help us with manpower.

You got that right. Why the 010th District? What about the 007th District? Seems to me they want to move people just to reduce current shooting trends which can change overnight.
Instead of fucking with FTO's who are just PO's taking on more work and headaches trying to do the right thing. Eliminate the fucking DOC and TRU and send them all back to Patrol where the greatest need is. J-Fed will wait to Fall before he makes any moves just to play it safe.
Is this headquarter's way of "de- policing"? Considering that there aren't new classes going in, who do they really have to train anymore. Another back door attempt at discarding union contract? No one to train so let's get rid of this position and pay increase or at least let the number of people doing it dwindle.

I for one am not surprised. I was one of the first new FTOs when they started the program back in I believe it was 99 or 2000. Anyway back then they blew a bunch of smoke up our A$$es about how we would rotate in the academy 1 month a year to help keep the Academy up to speed and we could interact with our future recruits. We were told we would be doing roll call presentations to help the district keep up to date. We were they were trying to get it so we could get a couple of extra points on the test. (I knew it was BS but some people fell for it)
Anyways after about a year of being given sub-standard recruits and being told to pass them at all costs. Fighting with the W/Cs over my extra half hour a day I was entitled to for filling out the paperwork and finally being Screwed over by a W/C who tried to dump me off the watch in favor of a lower seniority FTO who was, and still is a suck A$$ I gave it up.
I thought back then and still do now that the FTO job is important. The problem was no one else in the Dept seemed to think so and I had enough of the BS.
Good luck to you FTOs out there who stick it out. The D2 pay was not worth it to me.
for a program that needed to be fixed and was on life support it just died. Thanks to the powers that be for screwing the program even more. i agree we will lose a large number of ftos who would rather walk than transfer and you cant blame them.
2 years ago we went to the academy and were asked what could be done too fix the problem, this was nt one of the suggestions. I am disgusted and feel bad for my fellow ftos who are being backed into a corner.

I have had the priviledge of training alot of men and women over the years and with what is on the table with the program is going to kill it. we are short as it is and its only going to get worse.
we need a good fto program and we need good ftos. the ppos come out and those first few months are critical. please dont screw this up beyond repair. the program is on life support, if you do this you will most definitely kill ot.

i can only think of one reason why they keep jaggin these guys around. that is so they resign and stay or have a chance to bid back to what district they want. then in the end the city would save money on NOT having to pay these people their d-2 pay. what a slimball city we live in, all about the money.

JFED does not support the FTO system. He and other exempts realize the program in its current design is a complete failure. No other city treats their FTO's so bad as Chicago. Recruits after graduation are thrown to the wolves. Then everyone wonders why recruits are afriad to work or make decisions. A recruit was fired for very bad guidance by the acting FTO and no one defended the recruit. Academy training alone is not enough. We must have effective FTO program. This is disgusting.
This will ruin the FTO program. Great idea guys! And the FTO's that are currently in the districts will definitely be affected since they aren't hiring new PPO's.

O.T. Hey I just got back into town and was reading post from the week. I noticed that a lot of people were upset that the garbage tax was being talked about. I agree that it is a stupid idea. but what you didn't realize as you were all beating up the POLs was that it was introduced by the leader of their union. The guy that might suffer the most if they were to go with a 2 man crew it ould cut his flock by 33%. He was just looking to secure the jobs for his dues paying members so that he could keep his do nothing job.
Maybe he has a GREAT IDEA. You pay for all the services that you get.
If you want your garbage picked up? you pay for it. If you want the police? pay each time we come to your house. Fire? pay as they get there. Ambo? pay before they take you to the hospital. If your kids go to a public scholl? pay for it.
And if there are any of these services that you do not need, we will NOT tax you for it.

What is th ematter with these ass holes dont they get it. They did this shit once before and the FTO program fell apart. There are plenty of learning oportunities in all districts. FTOs should be allowed to be in every District based upon District Size, need and learning oportunities. As a young guy with no clout, there just doesnt seem to be much of a future here on CPD. Anyone who has friends on any depts out that way care to comment on how they like it out there? Thanks!!

Williams is a cousin of Craig Robinson (Obama's brother in law) and has been offering advice on law enforcement issues to the Obama campaign as an unpaid advisor. Why can't the FTO's and their recruits BE the one's that DEPLOY from the distric they are assigned to those districts they want them to work in?
Pick up the radios, squad cars, tasers etc. in their district of assignment. Put a FTO beat tag on the top of the car (that tells everyone they have a recruit).
Tell the zone they are available for jobs/assignments in the zone/district they are working.
Assign SGT.s from the academy to log them and meet them in the districts they work. Drop their paper off in the districts they served or to the Sgt. from the Academy so HE can analyze their work.
Return to the district they came from for check off!

Why just those districts? Spread the FTO s around. 017 has plenty of crime and so does 019 and 023 still has the gangs and problems and 011 and 015. Where is the rationale in this new policy?? I remember vividly when many of us quit the FTO position when they changed the rules some years ago. Obviously they didn't learn from that fatal error, Oh Well!!

No big deal. 12 years ago I got very lucky the watch commander put me on a regular beat car with two partners who he felt were good police men I learned alot and did actual police work. The poor saps stuck with the FTO's on the watch never did anything. The FTO's on this job are for the most part a joke that no one wants to work with.

This is so true. The FTO section has lately been the bastard child. To many promises were broken in the past, that I'm not sure what it will take to make this a viable or sought after position again. They've had focus groups in the past, which for the most part were a waste of time for those that did attend. Those attending were told there would be change(s). This was another promise broken. We all are cognizant of the fact that there are some,some, FTO's or actors that shouldn't be near a recruit. But the majority of men and women who took this position have done it for a variety of reasons, and most have had venerable reasons.
The department should and/or must come to the realization that the FTO is one of the key elements in bringing the department back to respectability.
Unfortunately, I don't think they understand this and are apathetic.

Eventually, they plan to make FTO a pre-requisite for Sgt. The new training district plan will help to significantly cull the herd of undesirable potential Sgts. from their point of view. I don't understand why the department is doing this, the last time they limited the districts, more than half of a class of 80 FTO's dropped out, and a good number of incumbent FTO's dropped out of the program.

Their district selections encompass neighborhoods that have a mix of Chicago's ethnic population and a variety in the types of crimes committed. I'm only guessing that was thought about when they selected these particular districts.
024 has plenty of crime, and criminals, for an FTO to aggressively train a recruit.
No other District on the North side is really busy enough for the PPOs to learn how to be the Police.
The good news is, I hope this makes worthless Bubba in 006 leave the job, or at least resign his FTO position. A thoroughly useless FTO who has only served to frustrate numerous recruits who come to 006 with hopes of learning how to be the real police...
there needs to be at least one more car in each sector in 006... its a joke trying to work there... plus half the district is made up of lazy bastards on 1st watch...
Anytime you ride with anyone who has less experience than you, you are a de facto FTO, albeit without the pay bump.

011 is not really that busy, just lotos of black glovers wishing talking up the not-so-wild West, like a bunch of dopes. Go south for the real action young boys and girls, the West side looks like kiddieland compared to out South. Southside Cops [minus 022] should receive Combat Pay bonuses.

Bit of History-- they had FTO's in every district and every watch years ago. Then the powers that be decided they would only have 6 training districts (in 1985). 3 north 3 south-- 009/021/005 South and can't remember north ones. I know 019/025 was some. Then they poured the recruits in, they would have the FTO's work with a recruit for 2 weeks and then change them around. Horrible idea it was then and is now. It took about 10 years for them to realize it was a bad idea and look to fixing it. Time to move forward into the past. They will do it, and the job will go on. Good Luck

Get it right! Condo owners pay high property taxes along with paying for private garbage pickup. The rebate is only for about 10% of what we pay. My condo tax for 13,200 feet is 3,500 after homeowners exemption. Fuck off cry baby.

I think they should strip the FTO's of their pay when they are hiding inside, not on the streets and not with recruits. Maybe they can save money that way instead of screwing the working FTO's.

All the guys with more time on than I do always have a great, "my FTO" story.
The sad fact of the matter is that my first FTO I worked with for one day and bounced.
The second and third ones couldn't have cared less about teaching. They were relatively young and one of them blatantly told me it was because of the pay grade that he did it.
I've never heard anything good about any FTO since I've been on the job.
There is only one in my district worth their salt. The rest are adequate at best.
The department can pay everyone off probation on a daily basis to "train" PPO's on their cycles and refresher but they don't have to give us a salary hike.
It's cheaper for them in the long run.
Days that I used to work with a PPO (there aren't any on their cycles, but some are on refreshers, thank you hiring freeze) I'd often hand in my out of grade and time due slip much later, simply because I forgot about it.
The city realizes that some of us have a life outside this job distract us from taking their money that they are handing to us, no matter how little, on a per diem basis.
So what happens is the 7 month wonders are trained by the 1 year six month and one day wonders who were trained by the same thing.
The system is broken the cycle keeps repeating itself.
It's sad and pathetic and I really wish that more emphasis was placed on the FTO program.

Get it right! Condo owners pay high property taxes along with paying for private garbage pickup. The rebate is only for about 10% of what we pay. My condo tax for 13,200 feet is 3,500 after homeowners exemption. Fuck off cry baby.

You say you have always thought that FTO s are a little strange huh. You are a moron. Some of us got into it because we had shitty FTOs when we were getting trained. I had one guy that was asleep 1 hour into our shift and the other one who did not want to do one bit of police work. then after I was trained I worked with someone who told me he was trained we were working and stopped a car that blew a red light. we pulled him over and out came the button with an apology and he told me he just got done working a 16 hr tour I smiled and walked to the car after saying good night to him. the goof i was working with was asking him for his dl and insurance. i couldnt believe my ears and told the moron to get into the car. at that point i knew that we had a serious problem with ppos being trained the right way and i decided to do it on a full time basis.
I agree we have a few bad ones out there but like everything else there are bad ets, bad detectives and so on.
but we need a program that is going to train these kids the right way from beginning to end so coppers dont come up and want to write bs tickets to coppers who havent slept in 24 hours.
anyone who says we dont deserve detective pay have not walked in the shoes of an fto. there are alot of detectives that dont deserve detective pay. ftos have to sit next to someone they do not know, have never worked with before and hope that when the shit hits the fan the ppo can handle themselves in a manner as to protect their own life as well as my own.
I got into the program for all the right reasons and to make a difference and to say all the ftos are incompitent is bs.
