Who's Writing Tickets?
The "Ticket Book Inspection" has provoked more than a little outcry in the comment sections. It's also revealed a bunch of stories, some that might actually be true:
- I am a Norfolk Southern rail road Police officer, and the department of revenue just sent us 500 parking ticket books. We are told to issue tickets to violations we see in the neighborhoods we patrol. I understand movers are next. I guess whatever you guys are doing or not doing over there at the CPD is working. You guys obviously have the City looking everywhere for revenue now!!!
We know TMA's, Meter Maids, Streets & San supervisors and maybe even some CTA personnel are writing tickets. Now other police departments? Amazing.
- Same here in the 17dst....new commander tells us we can't have special without 90 day activity sheet...he gets a call from downtown and he can't enforce said order. Commander then comes to roll call and tries to make peace with po's and later has Sgts look at our mover books.
Once again, an exempt that has no clue what a contract is and what rules must be followed because they've served their entire careers in house mouse, specialized unit or downtown positions. "Can't have special"? Bwahahahaha.

At least give the citizens some fun when they loose a lot of money. They pay all these fines and they never learn a lesson anyhow. Open up a casino! We are turning into a boring city out of the movie Demolition Man. We need a machine that spits out tickets when you curse. Let's face it we can't even get new PDTS so that will not happen. At least we have a human A.K.A. BIG BIRD that will write it up by hand.
How come the union guys don't visit us in roll call anymore? I should have voted for Tony Langony. Even better Billy Burns would make a great F.O.P. President. The guy has several graduate degrees and plenty of time on as a blue shirt. Tony would be Vice President because his name sounds cool (You talkin to me!).
I might be one of the last, but I still write lots of parkers. I work in an area that has residents that don't pay taxes, so I hope we can get something out of them. I will probably continue to do so because of that reason. However, I'm waiting to see about our new contract. If we don't get a nice retro and some overall appreciation, I will be purchasing a new portable dvd player, and I don't really watch movies at home. If they think activity is down now, screw us out of a good contract, and this will be nothing.

Simple solution to this crisis:
1. Quit unjustly suspending and firing officers.
2. Make the disciplinary system fair and impartial.
3. Drop Mike Cozzi's unjust Federal prosecution, resintate him to the CPD along with all the other unjustly fired officers.
4. Get us a fair contract.
5. Abolish the merit system.
6. Let us do our jobs and support us by providing the proper equipment,training and upper echelon backing.
7. Make the ten hour day a reality.
Things will quickly go back to the way they were if these simple steps were enacted.
Whats next, "faith based parking enforcement initiatives? Meeks will have his extra limos and church buses generating revenue....for a % of course.

Uhh, by what legal authority do railroad police have to write municipal ordinance violations (parking tickets) and enforce state traffic laws ?
Are they trained in the traffic laws? Are they going to court?
What happens when they pull over what they think is a minor traffic violator and he turns into a DUI? Don't even think of calling me to take it over. You started the incident, you finish it.

I was very mad today people. I was writing a book of parkers today on South Wabash St. ( I am on my 30th. book this period) I was working alone because my partner was sick. I was told I was to never work alone on the 2nd. watch by my watch commander. He does not want me to get hurt because he said I am the best worker on his watch.
I got an assignment to go to the public housing builings off of 22nd. Street. The dispatcher was giving me a man stuck in the elevator. I firmly told the dispatcher that I just write parkers for my watch commander and I will not go. The Sgt. came on the radio and told me I had to go.
I said no-no, I am writing tickets. You believe the Sgt. came to where I was writing tickets and yelled at me.
I then called my great uncle,Tom Byrne (rtd) crying. He left city hall and came to were I was at. Thank God he came. The Sgt. froze when he seen my Uncle Tommy. I told my uncle I was doing my job witing tickets to help the mayors budget problem. Uncle Tom smiled and told the Sgt to leave me alone.
When I checked off, always five minutes until my tour ends, the Sgt said he was sorry and that he was proud of me for carrying the
2nd. watch in all my ticket writing. I told this Sgt, Everyone makes a mistake!
I said it once and I will say it again. Support the mayor, he has made this city world class. It does take money people!
Be a team player and write a book or two of parkers so the mayor can pay the bills. Maybe he can give us a raise then.

p.s. I told my uncle Tom, I think I am ready for the tac. unit. He told me grinning, I should wait another 6 months. My lawyer husband told me I should be a Sgt already with only 19 months on the police force. I can wait another year I told him. I love writing tickets and it helps pay the bills for our mayor.
SCC: Just as info, this deal with the parkers, movers and shakers didn't start just recently, it goes back many years, probably a decade or more. We were writting movers and parkers on city tickets 10 to 12 years ago. The railroads didn't collect a dime on it, everything went to the city. To my knowledge, besides the RR police, state campus police were also writing tickets back then. There was no limit on how many, where or when we could write them. The city will hand those things out to anyone who can make them a buck.
I don't know who is writing tickets , but I heard the reason why no patrolman can be trained as a breath techs right now is that all the inspectors and IAD are being trained as breath techs...can anyone actually name ONE thing that our new boss has actually done for the good of his fellow policeman since Jan?

"Million parking tickets" for the month of Oct. I think we can do it people. I had to wake up my lawyer husband and tell him, he said it would be great for the city and our Mayor.
If everyone takes out 5 ticket books a day, takes them home to pre write the date and our names we can do it.

The city is using very dishonest tactics do get money. True story..
The other night on a Friday I went to dinner in the area of North and Clybourn I parked on a meter at 7:45 p.m. and it was the only spot all the meters were taken. Me not trusting the city, fed the meter even though I didn't have to after 6:00 p.m. just like the meter said. I just wanted to make sure there was no suprise on my car window after dinner from some city hire revenue generater, and it was worth the four quarters. Well, after dinner I came out only to find construction barrels blocking in all the cars and now there were white paper signes covering all of the meters saying "No parking construction zone 6:00 p.m. to 6:00 a.m." There was a P.O. there with a construction crew and my car along with all the others had tickets on them.
After talking to the P.O. I explained that I parked there at 7:45 p.m. and there was never one sign or anything and the city is pulling some BS. I told him how I even fed the meter. He said all the other vehicle owners said the same thing and were pissed. I got lucky and left before they started towing the other vehicle owner's cars that got double scamed by the city. What the city hopes is that 50% of the people that received tickets won't care and pay them and most of the other half will lose at the hearing and have to pay anyway. This city is really starting to leave a bad taste in my mouth!
I heard that they are even going to give the drivers of the "Meals on Wheels" trucks ticket books too. LOL

Officers, all this stuff you've heard about Chicago PD not wanting to fight, wanting to stay out of the ticket and arrest quota war, is a lot of horse dung. Coppers, traditionally, love to fight. All real Americans love the sting of battle.
When you were recruits, you all admired the champion Kel-Lite head buster, the fastest draw to shoot, the big league ball busters, the toughest ass kickers. Americans love a winner and will not tolerate a loser. Americans play to win all the time. Now, I wouldn't give a hoot in hell for a cop who lost and laughed. That's why Americans have never lost and will never lose a ticket and arrest quota war. Because the very thought of losing is hateful to Coppers.
Now, a police department is a team. It lives, eats, and fights as a team. This protect my spot stuff is a bunch of crap. The exempt bastards who hand out merit promotions to kiss asses and favorites that make them look good, those in special units and administration position within the Department don't know anything more about real police work than they do about fornicating.
Now, we have the finest uniform and equipment, the best spirit, and the best diverse workforce in the world. You know, by God, I actually pity those poor political bastards we're going up against. By God, I do. We're not just going to vote the bastards out! We're going to cut out their living guts and use them to grease the door jams of our squad car doors. We're going to shit on those lousy Daley Democratic Machine bastards by the bushel.
Now, some of you boys or girls, I know, are wondering whether or not you'll chicken-out under those white shirts. Don't worry about it. I can assure you that you will all do your duty. Simple, Daley has the laws changed to allow them to write 'em. I can envision what's next.....Plead guilty to a traffic offense and you'll be handed a book or two of parkers and told to write as your "court ordered" supervision.

off topic: what happen the other nite on 1st watch in 16th dist. f/4 called and wanted day off holiday (labor day). the capt. informed her he was down to all 1-man cars and the wagon was working both 1671 and 1623. she was told she had to work..well about 15 min later ADS Lopez calls and tell capt that he must give the p.o the nite off... hey Jodi..and you think i should go out and work and then get my time denied and yet a f/4 that has not writen a mover all year...yes all year gets special treatment...its true check the AA's.
That's the same worthless PO that got 45 days for inattention to duty. Was on personal in Walgreens when manager ran up to her saying securtiy was fighting shoplifter. I just received a notice that I have an old parking ticket the wife never told me about. I open the envelope and there are instruction form the Department of Revenue. What it real said is that if you are a P.O.S. living in section 8, on welfare, food stamps or just a P.O.S.…..YOU ONLY HAVE TO PAY A MAX OF $500.00 to the city.

Uhh, railroad police have full police powers and a larger jurisdiction than our beloved police dept. They can enforce all laws in their jurisdiction which would be any and all states that contain their railroad property. For example junior, a Union Pacific cop in Illinois has police powers in Illinois, Utah, California and anywhere else U.P. has a train track. And to the CSX railroad doggy copper, thank you for all the times you've helped us out when our own doggies weren't available.

How about just backing up the working PO's in the media, and also giving them the pay they deserve in a fair (and timely) contract? Then they'll go ahead and be proactive police again. Writing tickets, as well as making the street stops that brought the Agg Batt and Murder rate down in the last few years.

I came in to work yesterday at 0705. Roll call didn’t start until 0710, and when it did it only lasted five minutes because the Watch Commander didn’t come down. I chatted with my buddies for a while before picking up my radio at 0725 and turned it on just in time to hear the zone banging me. Since I don’t answer before 0730 I had time to urinate and make a quick phone call.
0730: I let the zone know that I was assigned by the desk sergeant to pick up coffee and treats from Dunkin’ Donuts. At 0745, I headed out to my car only to turn around and head back to the radio room for another; not only was the PDT not working, but the driver’s seat was stuck in a terribly uncomfortable position. I needed a beat tag too.
0800: I was in my car ready to roll. I completed my mission to Dunkin’ Donuts for the desk and was about to head back out when the review officer grabbed me for a run to Starbucks for a latte and piece of low-fat pound cake. At that time another car was making a third separate breakfast run for the lockup so I knew the review officer was in a pinch.
0900: The zone unleashes their first job on me, a #1 parker from an anonymous citizen that they’re holding me down on. That buys me travel time to breakfast so I immediately head off in the opposite direction. Half-way through my poached eggs and toast I give a 6B and request a personal which carries me through to 1000.
1015: Sergeant calls for cars at a street roll call where I finish my coffee.
1030: SOP mission. I read the paper.
1045: I volunteer to back up on a domestic. It’s over quickly, and now my fellow officer and I are ready for lunch. Between the job and travel time we down ourselves for lunch at 1130.
1200: I’m up and assigned a traffic accident. No injuries and one car can be driven, but on the other car the rear bumper is pushed against the tire. After a quick “repair” by yours truly I’m able to send both parties in to the desk for their report.
1245: Transport for some tact guys. They grab one then decide to round up two more so I follow them around for 15 minutes before driving three bad guys in to the station. They gotta have their numbers and I gotta have something to do…it’s a match made in heaven! On the way I chat with them about Meeks, Gustav and McCain/Palin. They don’t seem to be up on current events so they don’t have much to say besides “I didn’t do shit” and “whatchu talkin’ bout, muffukka”.
1330: Shots fired. I’m close, I go. Nothing to it.
1345: Personal.
1400: Man down. CFD gets him up and walking. Thanks, CFD! 9D. After that, the zone leaves me alone to enjoy my ice cream bar until check off.

I know for sure that the Metra Police are just like any other municipality, empowered by the State of Il to enforce ALL laws. They are a police force unto themselves.
I didn't know that until I ran into a situation and a retired CPD (of course) is working as a LT for them. I would assume it's the same for the other railways.

Yes they are. But how can they enforce laws that are not ON railroad property. They do have trucks that bring the trailers to put on the rail cars that they can ticket, but I don't know if they are authorized to write outside of the railroad property.

I was told by a civilian boss I can't work special because of my productivity. I cancelled my detail the next day. I rather be on the street like I'm suppose to than to look at the civilians who have no clue about our contract. I was light duty and I was forced to go to 35th. As soon as I went full duty it was a problem to cancel the detail. I did it and I'm back.

Then i would go to traffic court testify on the ticket and a certain judge would say " I beleive the officer's testimony to be credible but i'll side with the defendant". After that i said fuck you. If the judges don't want to do their job fine i'll just write IVC (tail light, tinted window) The judge can trust these mutts to do the right thing. All of the judges in traffic court are political hacks. The biggest one is Carothers completely useless and unqualified.

I work a foot post on Devon Avenue in 024. It's really a rough part of the district. Do you know that there isn't ONE decent place to get a mocha frappuccino anywhere on Devon. It's so horrible. I have to call my boyfriend, he's the new CAPS sergeant in 020, to come and pick me up and take me to the Starbucks on Lincoln Avenue. He's so very nice to me.
Anyway, I just wanted you to know that I am doing my part to support our mayor. I write parking tickets all up and down Devon. Mayor Daley says the city is broke, so I think everyone should be doing their fair share as well.

I was sent to write tickets on a block near a high school, first day of class etc. Gave everyone a pass first day, second day I wrote 12. One had an FOP medallion on it. I ran the name through my PDT and no police officer by that name is on the CPD. I wrote the ticket. I held the city copy for a couple of days to see if someone called me, no one did, if so it would get trashed.
I get written by coppers in other districts, I don't even bother complaining, if I did it, I pay the ticket or try my luck at contesting. No use after all these years getting into a beef with a PO over a lousy ticket. I pay.
If the guy is a PO, I don't write it, if not a PO, they get a ticket, medallion or not. Only a PO should have the stickers anyway, family should use family stickers.
I paid three tickets myself this year, it stings but I usually don't park like a moron and don't give them an excuse to write me.
If that ticket was PO family, sorry. No one has parked on that block since the one day I tagged them all.
I don't write coppers parking tickets, if I can see it is a copper. If they don't come up on the PDT as the police they get a ticket, if they don't call in a day or two, it gets processed.
That's the extent of professional courtesy, I give a break. I usually get many fewer breaks than I give.
It's a job, don't take it personal.
I write two or the parkers a period without fail. And one or two movers. And usually a shoplifting arrest. They can't accuse me of doing nothing. Little, yes. But not nothing.
Observed a civilian driving on the wrong side of street at 0630hrs, placing something on parked vehicles. Upon investigation, it was determined to be an employee of the City Clerk's office in his own personal vehicle, specially equipped with a pdt, running license plates and issuing tickets for no/expired city stickers. He told me that although their primary objective was city stickers, they were writing any other violations they observe.
Give me a FUCKING BREAK!!
While checking my Department email account a message popped up telling me about a Department Training Opportunity. It was sent by an Officer Karen Bartuch of the Superintendent’s Policy Group. Out of curiosity I went to an alpha listing and found out that Officer Bartuch is a 6 year veteran of the CPD. I ask what a fucking 6 year female copper knows about police work. This PO probably spent the vast percentage of her long and illustrious career in some other do nothing job. Remember boys and girls these are the folks who are shaping the direction of the Department.
And we wonder why this Department is going to shit.
PS: I am a 30 year Detective who is in a limited duty position due to injuries sustained from an on duty incident. 22 of my years where spent as a beat copper on the south and west sdies. I have currency to speak to these issues. These broads who have no clue whatsoever about being the Police are in positions that dictate policy. J-Fed it's amazing how you manage to fuck up every day. I honestly do a double when I see the FOP medallion. Automatically run the plate, or my personal favorite medallion, FOP sticker and Hat Band over the rear-view mirror and no city sticker.
Then the plate comes back to a Chicago address... Then I place the proper accessories on said vehicle. If I can get the triple play even better ie. Meter Violation, City Sticker and Tinted windows!! Definately not a coppers car!
No I dont feel bad for doing it. Anyone who has a hat band over the rear-view mirror is a goof. So if that vehicle belongs to your wife, brother, sister, auntie to bad. If you are stupid enough to have given someone a medallion or hat band your a soft-ball.
Its been said time and time again "be careful what you ask for you just might get it." Well kids that's what happened when steady shifts came about. In my day the tightness of a group of men was held together by being on the same watch. Every 28 days we rotated. Admittedly, it was tough some times but knowing who everyone was, what their childrens name were, how long they had been married, etc. etc. held us all together. I know a lot of you will tell me to stop living in the past. But believe me things were a lot better then. I had my say, now I'll just sit back and take my medicine from you new kids.
But always remember one thing - go home at night the assholes on the street are not worth you getting hurt. If it's between you or them take them out with everything you got.

Railroad Police are private police although they do have peace officer powers under Illinois State Law. They do not however, have legal authority under State Statute to issue citations except upon the property of the company they are employed by and can write tickets till they are blue in the face, but they will be useless as a revenue source. I come home at 7:00 pm, park next to a tree and lock myself in the house for the evening. About 10:00pm I had to run to the store for emergency baby medicine. I get home at 10:25 pm and park next to the same tree, and now there's a sign posted for street cleaning the next morning.
I was off the next day and had no plans to leave the house, so I would have gotten ticketed. You're right, this city is being run by dirty rotten bastards.

Ticket writing? Hello come to a northside district where if you write alot of tickets you can make your own hours....start by splitting your shift between two watches and you overtime starts earlier than say if you worked 11 to 7 or 00 to 8. Then the day you have court you get the day off per wc because you write so many tickets...not a bad gig....that plus making 140K as a PO writng alot of hispanic dui's. and alot of PO's and firefighters and their relatives. What a great department
If you OPD/L my last name it does not come up. When in doubt dont write , unless someone called and complained. If the parker means that much to you need to get a life. I dont write people if I like their bumper stickers. Unless its a fire hydrant, handicap,blocking alley etc. who cares. P.S. I love writting parkers if I dont like their bumper stickers.

I see things have not changed much. They used to use that trick back when I was living in Chicago back in the late 70s. Park your car in the evening. No Signs. Go out in the morning, and the signs are there.
There was a meter maid I used to see now and then in the corner deli. I used to go in for coffee sometimes in the morning and would see him sitting there filling his ticket book up off a notebook he had with him. Guessing it was easier to just write the same guys he got last month than writing up actual violaters. I saw him take a whole stack of tickets once out of the deli and walk over to a storm drain and toss them in.
I may have gotten nailed by this guy. I borrowed my granfathers car for a week or so once while getting my car fixed and managed to get a parking ticket (that I paid). Then I moved to Rosemont, but my grandfathers car was returned to Rockford. Years later my grandfather got a notice of a parking violation outside where I used to live in Chicago but the date was while I was living in Rosemont.
My grandfather had passed on in the meantime, so my mom sent them a letter saying he had passed away. They responded demanding a certfied copy of the death certificate, which she dutifully went and got.
If it was me, I would just have ignored it. What are they going to do? Come to Rcokford and dig up his corpse?

Observed a civilian driving on the wrong side of street at 0630hrs, placing something on parked vehicles. Upon investigation, it was determined to be an employee of the City Clerk's office in his own personal vehicle, specially equipped with a pdt, running license plates and issuing tickets for no/expired city stickers. He told me that although their primary objective was city stickers, they were writing any other violations they observe.

Just so you know......The University of Chicago police ARE STATE CERTIFIED , They are trained at the Chicago Police Academy and actually receive more post training than the CPD....They also have a force of 140 sworn Officers which is more than the Oak Forest, Homewood,Evergreen Park and Midlothian police forces all put together. Just some info for you.

Who is "Dotys crew"? 2 Gang Sgts, one of which is about as dumb as they come, only police experience is walking a foot post. 1 Tact Sgt who aint much better. The Tact Lt, 2 usless PO's who couldent find a case report behind a district desk, and 1 girl in the Ft office.

Amen! Truer words were never spoken. Obviously, some of the 021 dogs have had their BS shaken up, and they've come here to vent.
Quityerbitchin! You work in the quietest district on the South Side. Shut up or leave, although I can't imagine where you could go and remain South and get paid what you do while doing so little.
