Re Districting Coming?

This rumor pops up every few years. We've posted it here before. But in light of:
  1. current economic realities,
  2. the Olympic dreams of Shortshanks,
  3. the fact that Daley might not run for reelection in 2011,
  4. and a patsy for Superintendent that he can saddle with the political heat
Why couldn't this be a reality?
  • In order to reduce the CPD budget J W will be eliminating several units, exempt positions and demoting several others. Word in the halls of 35th is no one is safe..(Except maybe the FBI guys).... Deputy Sups, Chiefs and Deputy Chiefs reduced, Street Deputies eliminated. Units like Graphic Arts ...closed.

  • Funny you mention this, I heard the exact same thing.
    Marv Shear is telling his "friends" that come Jan 2009 that three districts are to be closed, numerous elite units to be eliminated, exempt positions eliminated, and the city is pushing hard to get rid of the non IOD Limited Duty.
    This is Daley's way of balancing the budget on the hands of public safety.
As stated here and elsewhere, we've been long time believers that we are woefully shorthanded. We still remember the days of all 10-4 units, two wagons, multiple rapids, two traffic cars and a fully manned 06 contingent aside from the Tact/Gang teams. Much of the shortage is units and inside spots draining Patrol - look at your District "Detailed Out" list. Daley is attempting a paper shuffle by eliminating unfilled spots. By getting rid of 300+ unfilled spots, he's reduced the manpower shortage by a large percentage. If we're short 1,000 cops, he's just eliminated 30% of the shortage without hiring anyone.

So where does he get another 700 cops? Along with the equipment?

By closing three Districts.

Actually, they'd probably have to close four Districts, then chop 008 into two Districts. But the net effect would be something along the lines of three fewer Districts, one each in the white, black and hispanic parts of town to spread out the political impact. 012 is off the drawing board, so that might be the logical first choice. Who else has an old station that hasn't been replaced yet and likely isn't going to be replaced due to cost cutting measures? 023?

aren't they building a new 023 soon? or is that 020?

the 2 districts for sure will be 013 and 021. other choices will be 020 and 023. which are all in my opinion districts that should have been closed years ago. 019 and 024 are only 3 beats a sector. same goes for 013 and 021 - the crime has dwindled in both district. 012 and 014 will cover 013 easily. 002 will cover 021 easily. 019 and 024 will cover 020 and 023. it's the smartest thing to do in my opinion.

while they're at it: split 008 into two district, add 4 beats a sector to 005 and 022, and add 5 beats a sector to 004 and 006.

012 isn't going anywhere, too political with Greektown, Taylor Street and Pilsen, think more along the lines of 013, 021 and 023, 008 will not be cut in half, just re-drawn....

Please with the rummors! Does anyone think the Mayor is going to cut some of "his guys"! Like newly promoted Dep. Chief Murphy? That spot was created for him! Do you think Daley will demote or cut current filled spots in light of the current media spot light as well as the high rise in shootings and Homicides? This is what will be happening:

No new promotions of Det's, Sgt's or LT's (Notice the merit annoucnement was out a few months ago and still no class for LT's)for at least a year!

This year there was to be another class of 50 Sgt's and 100 Det's and 25 LT's. All canceled!

No new hiring as well!

Count on no more new vehicles, PDT's, radios or other equipment!

Overtime will be extremley monitored!!!!!!!!

Watch commanders will be keeping a very close eye on all revenue based activity. The city has just recently give CTA supervisors ticket books to write vehicle parked in bus stops! Just ask
11th District officers about the CTA sup. writing ticktes on CPD vehicles!

Any new exempt postions will all be "acting" postions. Just look at the Naroctics Commander, Area 5 Deputy spot, Dep. Chief of group "B" all are acting. The city is saving money by not paying.

I believe that Mayor Daley will run again. He is the type of person who holds extreme grudges and built up quite a few enemies over the years. So he is the type of person that wouldn't give up the power the Mayoral office holds. Unless he is appointed to something with more power.

As for the closing of some districts, I believe that if Daley really wants it done it will be during J-Fed's 3 year term. Daley can use J-Fed as the shield for all the public out crying and then the new supt. can walk in with clean hands.

I can also see the department going to either two or three detective divisions.

Either:
Detective Division South and North

or

Detective Division South, West(or Central) and North. Like the old Gang Crimes Units.

And in each of these (two or three) Detective Divisions, all of the tactical officers would be assigned. Districts would be made up of completely uniformed officers. You can reduce the number of tactical people needed and less Sgt.'s and Lt's. Right now we have 25 district tactical Lt's. They would save 22 Lt's by having three area tactical divisions. (just rumors I heard)

I thank the Lord I am KMA in years. This department will be completely changed and not for the better before J-Fed's term is up.

They are all down sizing.


And the sad part is that Mayor Daley can actually use the excuse that due to the decreased number of arrests and citations, not as many police stations are necessary.

Sure sounds like "payback" for the alleged "slowdown".

A couple of the big bosses came by TR'S Pub in exciting Mt. Greenwood the other day and let me in on a few secrets. The department intelligence I gathered was that Mayor Daley actually wants to lease all our police stations and squad cars. Once Daley leases them out, the police department will become the lessee’s property and all the police officers will work for the privately own corporation.
[hic-up, burp, and a earth shattering rear end wind] Everyone will start at minimum wage with every limited benefits. All the revenues produced by tickets and other fines will go to the private corporation.

Word on the highest bidder so far is company out of Japan. Good news is that all officers assigned to the Kamikaze division will receive double pay for their last week of work. [hic-up, burp, and a earth shattering rear end wind]

Now I was listening to this after a few adult beverages, so I am not sure if I got it all correct.

Well I have to run, Capt. Jim Spratte is teaching me Japanese just in case they do take over. Jimbo said he learned it while taking down the Japanese Mafia in the late 1970's. I think your estimation of the impact is pretty correct. J- Fuck look out the heat is on you after all "you run the police Department" ha ha. Here comes the bus those front tires are aiming for you ass wipe. To quote shortshanks, " Nothing is off the table" Closing the following Districts will actually gice a total of about 150 or so house cats back to real patrol operations its small but a start. 012, 013, 021, 023, OW Wilson wanted to do away with 21 but the political heat saved it. Same thing with 023 the politicians saved it in the 70,s from Daleys axe. ( king Richard the first ) They then reinvented 022 in the late 70,s due to political heat. The OW redistricting originally had only 20 Districts, Cut it down from about 50. He said he did it because now we had more motorized patrol with better communications system. He did improve much but the politicians still kept control and saved 21, 22 and 23.The 022 District has a new station so they most likely will survive and take part of the 008th District to make it smaller. Look for the elimination of 3 Patrol Areas. ( Central Zcontrol will be untouched by Imperial decree ) but three of the other areas and Deputy Chiefs will be gone. I agree the Street ADS is gone as are Personnel Commander, Preventive Programs, Perhaps a merging of Traffic and Mass Transit to eliminate more Commands. The General Support COmmander bye, bye, ELiminate the Deputy Chiefs of Detectives all three of them, Combine all vice units put one commander in Charge of that. I could keep going with my budget knife but I am tired and covered with blood. The whining from the inside house cats and politicians is hurting my ears. All you specialized 5-6 hour a day units look out they are coming for you too. Details out to FBI, Aldermen etc. GONE. Remember everything is on the table. Aldermen will have to promist big political favors to keep their special perks.

Totals back to the street about 1500 persons, The dumped exempt will retire( if they have the time ) and J- Fuck will take the heat and the Emperor will continue to Fiddle.

Good. Please split 008 and give the tax payers on the west end some kind of police service. The only police cars I see lately belong to the cook county sheriff's police, bedford park and summit. Thank you to those units for doing the job the city won't, you are greatly appreciated.

The population of 012 has tripled in the last 10 years with more growth coming. I get the feeling that 013 would be a better choice to merge with other districts. 021 needs a new building bad so it might be on the block but again this is a district that is showing population growth and the U of C is a political heavyweight. What needs to be fixed is that the southside districts are dangerousley undermanned. 3,4,5,6,7,8,22 are all dangerous to work in because of lack of manpower. Several of these districts have areas where it is debatable of who is in control the gangs or the police. Most of these districts have every single car down at high schools for dismissal because of the near riot conditions when these "student" are released upon the public. From 1400-1530 you are on your own on the southside because there are no police available.

If they cut the districts, alderman should be cut to only as many as there are districts. If they all insist on staying let them lump together in whatever district covers their spots. Let them split one salary per district and share one secretary. Let's fight and protest as a united front to make it happen!

020 is a new station and will not be closed, look for 023 to close with 019 and 020 swallowing what was once 023(no pun intended)

My idea for 008 move 007 boundries west to California, everything south of 79 to 006 and 022 everything north of 47th to 010 and 009 keep the manpower that 008 has and then remap the beats then with all of the shit that happens between California and Kilbourne maybe all the calls can be answered

During my entire career, I herein confess to being a despicable "house mouse" for two weeks in the early 1970's.
I was detailed to Research & Development. My brief assignment concerned district boundaries, demographics and census tract data.

At that time without dispute, the bloodiest, most violent districts in the city were "the Deuce" and Fillmo'. We're talking about almost a hundred homicides each per year. Other shitholes like 003, 007 and 010 were distant runners-up. Unlike today, Area 2 was "a walk in the park" aside from the "Alligator" Gardens enclave.

You could even include 018 among the runners-up because of the Cabrini-Green PJs. Those three 19-story bldgs. at 1150-60 Sedgwick, 1117-19 Cleveland and 500-502 Oak St. were the sources of perpetual sniper fire (God bless Jim Severin and Tony Rizzato).

Much of the city has since changed dramatically. At that time, I proposed that the logical boundary between 002 and 021, then and now, should be E. 47th St. rather than Cottage Grove.

Absolutely no way. Political pressures from the University of Chicago demanded that the Grove separate Hyde Park academia from the savagery of "the Bloody Deuce".

The dynamics of gentrification and the since razed Robert Taylor CHA jets clearly indicate that 002 and 021 will merge and continue to operate on Channel 5 radio.

A split in 008 and the disappearance of 013 is a long overdue no-brainer.

While my fortnight project was interesting, I was delighted to return to the streets of the "Jew-Town" Detective Division at 943 W. Maxwell St.

I read in a neighborhood newspaper that 023 just got some funding for a new station, and they have had the property for a while now. I'm not saying that the city wouldn't scrap the project, but it seems like they've come too far to take it off the board.

Also, finance called the district manager in 019 and asked how many cells there were in the lockup. They can't close us, but I'm sure they think we can take more than what we take in now (019, 023, A3, NAGIS, Gun teams, CTA, Saturation, etc).

This means North siders will be paying huge sums of money so that the ghetto's can have more police service. It's a joke you can't get a police car to come to an accident on the north side as it is and forget about seeing a car actually doing patrol. You better call your alderman. All the northside districts gang and tact cars are already detailed south and beat cars are 99 or left unmanned. No wonder burglaries and crime are rising on the north side.

First its fairly common for Commanders of units to be actors for a fairly long period, don't know why but thats the way they do it. Second the merit list for Lts. was not do at H/Q until 4 weeks ago. It tkes a minimum of 3 to 4 weeks to make their picks, expect Lts to be made B/4 Thanksgiving, raise will hit next years budget.

usually there were 3 - 4 manned cars up per sector never less than 2.

There was one wagon per sector.

There were four sectors in the average District.

Each sector had it's own sgt .

In every district!

I'm old and I know I left out more.

For anyone to say that there are 13,500 PO's on the streets now is a liar.

Hope this is thrue would be justice for the working coppers! At 35th also many units will be consolidated, and the airport (Midway) will lose a Lt, guess Jody finally realized it was a wasted spot! Heard also the commander of airports "Is on the bubble due to an incident of paparazzi Sunday night he was involved in! I have it on camera video also like someone else has!

If they eliminated 79th-75th st from 004 and gave it to 003(who is smallest in A/2 and has their own zone), that would cut about 75 % of 004s calls!

How about where they built the new 009th district. That district is pretty big and when building a new district that will be there for most likely a 100 years, why wouldn't you put it right in the middle or close to it so that all areas of the district have close access to it. BUT NO, guess where it goes... 31st and halsted. Right in the middle of Bridgeport and way up in the far northeast area of the district. Oh, and about 2 blocks from the house the mayor grew up in.
Coincidence???

The 20th District will not be closing anytime soon. A brand new Station just opened on Lincoln Avenue a few years ago.

Same for 17 and 16.

Area 3 (19 & old Area 6) opened over 30 years ago and is showing it's age.

Same for Area 1 (2nd Dist.) opened over 35 years ago and is a hell hole building.

24th District opened in the late 70's and is approaching 30 years of age.

25 (Area 5) opened in 1981 and should have been opened in 1980, but they had so many problems with the contractor and Illinois Bell would not turn on the Phone lines until the city paid up all of it's overdue bills. The building sat empty for a year with a 24 hour guard from 015.

Area 2 (5th District) is another weird design glass shithouse almost 30 years old.

The 4th District was one of the first NEW LOOK buildings and is over 35 years old and falling apart.

Police Academy? Piece of shit building, falling apart, leaking, etc, etc.

15 is new on Madison Street, 22 new, 10 new, 6 new, 9 new.

3rd District (The White Castle Design) is showing it's age.

I'm betting on 21, 12, 13 being mothballed?

I can't remember the status of anymore districts and how old they are, Help?

Keep in mind the loss of 350-500 limited duty positions. Those positions will need to be filled with full duty PO's. Since there is a hiring freeze and no civilians are going to do those jobs. (Hell, you can't get the civilians we have to do the jobs they are supposed to.)

In addition, you will lose that benefit from the medical. Once you lose that benefit you will never get it back. Heaven forbid if you get injured or illness be falls you.
All officers will have to be full duty or no job in the future!
Try supporting your family on that!

008 and 004 must be split into two districts each. These two districts are by far the biggest in the city in terms of square miles. They also have an enormous amount of apartments buildings and two flats. They are the most populated districts in the city. It's insanity to have two disrticts this big and populated.

There have been rumors for the last 3 years that 021 will be closing. With the Ida B. Wells complex and most other public housing in the district now torn down, crime is way down. The only catch is the University of Chicago. They decide who the commander of 021 is, and may decide they want the district to remain open.

we're still short a good 2,000 officers no matter how you shuffle the numbers. that's based on what the city budgets (currently 13,500). I'm sorry but hasn't times changed, hasnt the population skyrocketed, hasnt crime skyrocketed, hasnt the threat of terrorism and terrorists acts climbed through the roof. isn't it time to increase the city's budget to 16,000 officers. obviously the city doesn't really care about public safety or the loss of of life of all our school children or all the people held captive in their own homes by violence in Chicago.

And the new station is not located at 31st Halsted because it is near where the mayor grew up. It's about who owned what portions of property that were sold to the city for tidy sums. Reproduction and Graphic Arts does formulate the Daily Bulletin, but all the grunt work, printing and such, for all department publications was privatized years ago. The publications are all printed on CPD property, but by non-CPD employees.

You are right about the civilian photographers. They do take all the photgraphs and, every time we have dealt with them, they could not be nicer, more pleasant or more professional, even though they seem to be in high demand and always on the go. Thank you DT and RF. You have been very kind to us over the years.

004 is dangerous to work in. Try calling for help and the wait will be long. Either 5 beats per sector or getting rid of the 75th to 79th Terror Town shit.

What we need is for Daley and Weis to shack up on 75th and Colfax or 77th and Essex like Byrne did in the projects back in the early 80's. Then see if they feel it's ok to respond to calls here 99 at 10pm of disturbances, pers w/gun, etc.

This redrawing is way overdue. I can see 004 getting the axe though as it's lock-up was closed some years ago and all arrests were forced to the area.

Now theres a place you need to look into Weis. 005 has their own rules for everything that are like no other place in the city.

Just remember that in the Det Div, same fools cutting the overtime are the same fools ordering us to pass jobs off. Dets on other watches are having to complete jobs started or at least initiated by Dets up to two watches earlier. Continuing an investigation is one thing and being ordered to finish someone else's paperwork is another. It's their case let them do it.

I'm sorry but hasn't times changed, hasnt the population skyrocketed, hasnt crime skyrocketed, hasnt the threat of terrorism and terrorists acts climbed through the roof. isn't it time to increase the city's budget to 16,000 officers. obviously the city doesn't really care about public safety or the loss of of life of all our school children or all the people held captive in their own homes by violence in Chicago.

you could have 26,000 cops and it would not make much difference in the crime rate. the only thing that has any long term effect on crime is locking up the criminals. daley refuses to do that since they are a big part of his base of support.

There is no such thing as exempts filling out an out of grade slip for a higher ranking exempt position. When your commander fills in as an acting Area Deputy Chief, for example, he still gets Commander's pay, nothing more, but does gets all the headaches.
A Capt or Lt who fills in as an Acting Commander, on the other hand, does fill out an out of grade slip.

020 has a new station, so scratch that! I can see them closing 013,
and 023 on the North Side.
On the South Side, I can only see them logically closing 021. Every other District in Area 1 and 2 is "under seige" except for 022, and that's a new station too.
Can't see them closing any of the new stations, it took the city too damn long to get them built in the first place.

NOT TRUE! O'Grady is able to submit an out of grade slip because he is a Lt., and still gets his .75 minutes per day on the books, also because he is a Lt.

An exempt rank who is assigned as an "Actor" (ADS, Deputy Chief, etc.) doesn't get a damn thing.
Because he's exempt, he can be placed at will in ANY exempt position as an actor, and isn't allowed to submit an out of grade slip for the difference in pay.
MANAGEMENT/NO UNION/NO EXTRAS.

Don't forget we are OVER 30% in supervisors while being way under in officers and detecives on the street. 003 won't go anywhere, not if Ald. Hairston has anything to say about it. Besides, 004 and 006 have far too much crime to take on any stretching of their boundaries.
If anything, I would see 003 expanding, possibly taking on some of 004, 006, and 021, if any of this rumored "redistricting" were to actually occur. As it stands now, the borders of 003 aren't that great: 57th to 75th from the lake to Wentworth.

They should make 008 into 2 districts. make the other district from archer to 65th and Harlem to central, and hell even if they put 2 cars there, that would be 2 more than we have now. Its wonderful when you put in a 911 call in and no one shows up for hours on end(then have the nerve to ask you what do you want us to do) or they clear the job, but never show up...the city that works...NOT. Theres a nice piece of land at 63rd and Nottingham that they could put up a small station, instead of the bums who sleep in the sitting park.And yes there are alot of officers who live in the area, but who wants to get jamed up on a off duty incident and lose your job or get sued, its just not worth it

I understand that you are all sent over to the east side of the district.
Beat Integrity? Beats west of Central and south of 55th street are left
