So now IAD is actively making people blow off duty? This could be a golden opportunity to bring the Rules and Regulations to the public eye as being overly broad in terms of regulating our private lives. Too many of the Rules and Regs are used for political witch hunts and to stifle otherwise legal behaviors. There is no defined threshold for impairment or intoxication when you're off-duty and not operating a vehicle, yet IAD is calling people in to blow to play some kind of "gotcha" game with careers.
Rest assured, they are going to try to trip someone up big time with this crap.

I am almost a confirmed non-drinker, that is, I will have a drink on occasion but don't drink on a daily basis. I do however think this policy is absurd. Who the hell is pushing this nonsense? What right do they have to force under duress an off duty officer to come in and blow on a Breathalyzer? If you are off duty can you refuse to blow? What are the consequences of refusing? Where is our so called union on this violation of a citizens
civil rights, yes an officer is still a citizen and still has rights. General orders be damned we are American citizens and have every right to be drunk in our own homes off duty just as a plumber or electrician has. Did this neighbor sign an affidavit and was he arrested for lying? I don't believe we should put up with the Gestapo tactics the department is leveling at us any longer, if we do it will only get worse. Civil court isn't just for offenders, perhaps we officers should start filing suits ourselves. This goes beyond drinking and steps over the line when it comes to civil rights. No general order should infringe upon civil rights and it should be totally illegal to impose the "Condition of employment" when it violates a civil right.

At the LEAST of our rights, (of which we have almost none) someone suggest at the next FOP meeting that when an officer is called in off-duty to blow, he be paid same as being called in off-duty to work but for a FULL TOUR. This, at the very LEAST, which is what you will get, can be put in the contract. If you think you're getting hit hard now on med. insurance, wait til' you retire. I'm paying hundreds a month for single/no dependants and the cost of prescriptions goes UP, not down when you retire. You'll get nothing in health benefits from the Furor on the next contract, so start asking for all that other stuff they're gigging the shit out of you on,like this incident SCC speaks of. Can't sue? Police officers have rights!!! I guarentee the complaint was more than just the PO being drunk. Why would IAD show up for this complaint? I know a minor is involved but a little investigating at the hospital would have taken care of that. I going to guess this isn't the first time the neighbor has gotten a CR# against this PO.
I might be crazy but maybe we will see the end of the world and IAD arrest somebody for fileing a completely false complaint against a Police Officer. Who am I kidding????? My family is instructed to not allow anybody in the house without a warrant. (Law Enforcement Types). Tell anyone from the city where I am while rdo or furlough. I don't answer my cell if the city calls. They can leave a message.
I believe that IAD must inform you of the complainant for a beef.
This guy having blown 0.00 should hire a good lawyer and sue him for slander, defamation or whatever.

Just a thought on this issue. If the situation was after normal IAD 2nd watch duty hours the odds are pretty good each of these IAD assholes traveled to 014 in their Department provided take home vehicles. I've been around a long time, 29 years to be exact, and if I learned one thing over the years it was NEVER, EVER, TRUST AN IAD PRICK. Don't care if he's your twin brother, he'll fuck you in a New York second. Each and every one of these pricks no matter if they were your best friend, your best man, your next door neighbor, will screw you given the chance. ALL OF THEM ARE SCUM -PERIOD STOP.
Yes, the Street Deputy can make you blow and IAD doesn't even have to tell what you blew either. No one knows what the "legal" limit is for intoxication while off duty except for IAD. Ask the union, they don't no either. How do I know? b/c it happened to me.

There are big parts of this story missing. IAD doesn't call you at home and tell you to drive yourself to the station in the middle of the night for a breath test. It just didn't happen that way.

All of the black and hispanic lieutenants and sergeants are there as a favor to their clout that had them promoted meritoriously, think West=Givens, Cochran, et al. If the copper was on the medical he is subject to various types of examinations as deemed nessesary by the IAD. I knew a copper several years ago who was on the medical and the IAD came to his house. The IAD demanded that him and his copper wife ( also on the medical ) take a piss test at their home. He jumped out a rear window of his home and got lost. His wife took the test. They beefed and lost their case. They both were eventually fired.
Sad to say you don't have much choice.

No, don't arrest- sue and collect from the callers home owners or renters insurance. PO CT did it some years back when a guy said he smelled alcohol on POs breath when PO wrote him a ticket. LT. TM calls PO into station and I was called in to do the breath test. Triple zeros of course. I think the PO got a quick 5 grand on the deal. I believe a PO/attorney from the district handled the suit. Insurer paid out on this one FAST. Your in good hands...

Hey, I know none of you want to hear this....but IAD had no choice but to come out once they were notified. Everybody in IAD isn't the boogeyman, and there are some people out there that have even gone against their chain of command when the evidence didn't justify slamming the accused PO. This isn't anything new, people...we've all seen citizens make BS beefs on us.
I've even gone out on calls where two off duty coppers (neighbors) were beefing on each other. We can get pretty petty on our own, with little or no interference from the civilian population.
That being said, once contact was made, the PO was mandated to blow per orders of the WC. No getting around that. Use discretion as to who you are willing to allow to contact you by phone or at your residence when you're off duty.
At the same time, if the beef is serious enough, and your warm car is outside and your neighbors inform arriving units that they "just say him go into his house about 10 minutes ago" and the cutains are moving but nobody answers...well, be prepared to deal with that too. Glad to hear to 014th Dist. copper blew zeros for IAD. Remember: if there were no Abattes and Callahan's out there, we wouldn't be in the mess we are in today. The rules were always on the books, but now they are strictly enforced, with the emphasis on STRICTLY. And no, I don't work in IAD, but I've seen both sides of the coin.
True Story...A Sergeant in 016 was working with two members of his team and stopped a fool at Narragansett / Belmont conducted a field interview and ran his name...He was intoxicated and talking to himself....they basically stopped to see what was with the guy and if he was ok....the guy gave them the name of "John Smith" and they asked for his ID to which he said "He didn't have one" The officers and Sergeant got out and the guy tried to run...pull away etc...he was stopped and one officer found an id in his right front pants pocket...they ran his name and determined he was a drunken fool...The Sergeant stopped a CTA bus for the guy and asked it to wait until they were done with their investigation (name check) and then the Sergeant put him on the bus.....The guy gets on the bus and makes a beef at 014....the BEST part is they MAKE OUT A ROBBERY CASE REPORT!!!!! Stating that the coppers and Sergeant took $800.00 from the guy!!! He alleges that they removed an envelope from the guys pocket and the envelope contained $920.00...took $800.00 and gave the envelope back with $120.00 to the goof!! ...Let me tell you another thing...There is a POD a half block away...they stopped him in front of a bank (cameras) and directly across from the bank is a gas station with (cameras) and the Sergeant flaggs down a CTA bus...puts him on it and what does the bus have??(cameras)...they run his name...and.....drum roll.......their car has GPS!! SO let me ask you do you think this really happened??? The answer is Not a snowballs chance in hell...I know all involved and they are all hard working coppers ...the Sergeant is one of the hardest working Sergeants you'll ever come across...and there is NO WAY he is taking money from anyone!! I just hope they have good footage of the incident and they sue the shit out of this goof for making the alligation!!
most of you out there know what to do when the phone rings or a stranger is at the door. but does your family know the drill. i have met some pretty salty police wives in my time but the kids also need to be taught. remember, the police are now under attack from many levels. 5 years ago this story about the po in 014 would have suprised me but not now. if you want to keep this job you have to be diligent about everything you do both on and off duty.

The Union should demand that real Detectives, nominated by fellow Detectives (so you don't get any of the mushes)---not the meritorious ones, promoted from P.O. making Dick pay to meritorious Detective, then returned to IAD as "real Dicks" because their too incompetent to handle a real criminal investigation be co-assigned to complaints against P.O's. I guarantee if true Detectives were co-assigned to independently investigate all complaints, the majority would be classified as unfounded before any behavior (IAD'S and WC'S)like this would be allowed to occur. This is despicable behavior. SHAME ON THIS DEPARTMENT AND SHAME ON THE USELESS PILES THAT CALL THEMSELVES IAD INVESTIGATORS!!!

I sued a spineless and vindictive boss who ordered a subordinate to initiate a CR investigation. When the investigation ended the findings were :EXONERATED, I contacted my attorney ($500) and the resultant suit yielded me a clean $5K.
Many years ago, a PO at the airport had a similar complaint made about him ( but on duty ).
He blew 000 and got a nice chunk of change after everything was over.
Several years ago, when the Union staryed the legal superfund, one of the purposes of this fund was to help coppers sue idiots that made false allegations about its members, so where is the union leadership ????
get the same right wingers that help the shitheads involved aclu etc. dont give any alderman or representative any breaks if you catch them drunk and if they dont blow make sure you do all your paper right. they still get their license suspended. and if given an order to drop it, write a to-from to everyone with the name and star number of who ordered you to drop it. also according to rules and regulations, you must be at 0.0 blood alcohol level or else they can get you for violating rules and regs

I was in the same district with West-Givens. What a useless piece of S$%^. Doesn't know police work, has no clue and is meritorious all the way. She will fuck you over the first chance she gets.

Remember the first town hall meeting by JFED and Aunt Bea? They promised a open fourm. One officer brought up the iossue of false citizen complaints after they sign the affadavit. Department does not acknowledge false allegations and will not go after the citizen if the complaint was completely false. Town hall meeting was a warning. Shut up and bend over. JFED punished that officer and will burn anyone else over false complaints. Do not blame IAD but the system developed by J-FED and his think tank. DO NOT ANSWER THE DOOR OR PHONE.
