A New Panel?

  • The new police panel to review Use of Force procedures announced today is not meant to be a disciplinary body but is an attempt to give officers the tools needed to remain safe, Chicago's top cop said.

    The Force Analysis Panel will review firearm discharge incidents to determine whether training, tactics, equipment or safety issues can be improved upon, Police Supt. Jody P. Weis said in a news release.

    "The department's goal for the Force Analysis Panel is to ensure that police officers comply with the law in the Use of Force, and it is also important for the panel to ensure the training, guidelines and equipment priorities are maximized throughout their law enforcement career," Weis said in the release.

    The Independent Police Review Authority, which investigates all police-involved shootings, will provide the new panel with information, Weis said.

This sort of sounds like the old Round-Tables (ensure that police officers comply with the law in the Use of Force). We hope it doesn't turn into something bad (Monday Morning Quarterbacking) and instead is something that takes a serious look at the dynamics of police involved shootings. Our main concern is that IPRA is providing all the data to the panel. The new IPRA policy of not commenting on shootings has actually worked out reasonably well, but we're still wary considering IPRA is still populated by a large number of OPS holdouts.

I saw you Commander Lucio from 014 on the news tonight. I was surprised to see that you didn't take your hat off to display that shoe-polish black pompadour of yours for cameras. Now Lucio I remember many years ago when you were a 3rd watch lieutenant in 011; you were the biggest uniform pimp I ever met. All you ever talked about at roll call was neckties, shoe shines, haircuts, buttoned collars, etc. Never a mention of crime. I understood though because you are a dumb man. Being a simpleton and the Commander of the Watch you grasped for simple concepts you could understand; wash your cars, shine your shoes, don't curse in front of citizens. Fight crime? Don't know nuthin' bout that. All that said...Lucio...Lucio...Lucio, there you were marching around 014 tonight in your Round Crown, leather jacket and the white shirt of a CPD leader; without a necktie and your shirt collar unbuttoned! Lucio! Uniform standards were the only thing about this job you understood. Now you've gone and screwed that up. It's okay though, you only have two more years to get that exempt pension for a man too stupid and too lazy to be a migrant farm worker. I hope your juice gets a skim from your check.

"THIS JUST IN" Let's see if this make the news? My fellow 8th dist rangers used the SWAT team to execute a warrant for dope and guns. Dop and guns were recovered from a condo belonging to our own "B.Cuello". Her daughter and daughter's jocker were inside the condo at the time. I love this job!!!!!!!!!

Maybe this panel can review the entire POLICIES and send us for REAL training on all the capabilities of updates in laws (reworded or newly created) new dept policies, i-Clear and AIRA, etc, and everything else they keep implementing.

Its the "here are the tools, sink or swim and figure it out as you go along" policies that really leave a lot to be desired.

Training should be maintained on a regular basis across the board. Each and Every officer should have a minimum of 20hrs of training each year, on a myriad of things.

Will this panel have members who were actual street cops? Who have dealt with the criminals and their families. Will the members have experience chasing someone down a dark gangway and have the person turn and point a weapon at them. Will members of the panel have the experience of the criminal throwing the weapon only to have another criminal scoop it up and away. Probably not, why have someone who has experience judging us.

This really looks like a stipulation in a consent decree or possibly a MOA (Memorandum of Agreement.) I thought the DOJ would have to announce publicly any consent decree's, but I'm not sure about MOA's. Either way, this step is exactly out of the book of most consent decree requirements, to wit: implement certain department policy and procedure changes.

Hey SCC, did you see J-Febs interview on NBC-5 News Tues.night stating,(and I paraphrase) that homocides were up in Chicago ONLY due to the fact that gang related homocides were factored into the final equation!
When last I'd checked murder was still murder!(Revs.,feel free to chime in ...)Our "Clueless Leader" went on to state that a solution to the potential danger could best be averted by citizens refusal to associate with these potential targets of violence.
This worked out very well for the pregnant young mother and child who were the victims of arson,recently reported in the news.
Fire officials believe that said fire was set in an attempt to kill two gang members that lived in her building . If only she had known that these individuals had lived in her building she could have moved and avoided her death.

I cannot recall one single instance where IPRA investigated a shooting and announced it's findings, week or even months later. What happened to the new City Ordinance requiring all investigations to be wrapped up within a certain time period?

Wow, concealed carry may be making its way to Illinois. Thank God for Southern Illinois's commonsense politicians and citizens.

Illinois Sheriffs announce backing for concealed-carry of firearms

The St. Louis Post-Dispatch and the Belleville News-Democrat are reporting that the Illinois Sherrifs' Association has announced support for the Family and Personal Protection Act (Illinois House Bill 245), legislation recently introduced by Rep. John Bradley (D-Marion) that would allow trained and otherwise qualified citizens to obtain permits to carry concealed guns. (via Rich Miller's Capitol Fax)

It disappoints my liberal fellow travelers that I, a non-gun owner, am not reflexively opposed to the idea. Most states have it. And most states say it works just fine.

Is it time for what they call CCW (concealed-carry of weapons) in Illinois?

Arson was suspected in an overnight fire at a Catholic church in the Bridgeport neighborhood, where red tape was found across two doors with a message saying a rape had occurred there.

The fire was reported around 3 a.m. on the outside of All Saints St. Anthony's Church, 518 W. 28th Pl., near some cellular phone equipment on the roof but was put out within about 15 minutes, officials said.


I wonder is the Holy Name Cathedral fire was related to this one?

I've been involved in policing and firearms training since 1981 ( pre-Garner vs Tennessee); I've watched restrictions and second guessing go on the entire time.
What has been found time and time again is that police officers routinely DO NOT SHOOT or use force even when they would be legally and morally justified to use force.

Some Officers determine that the "hastle", the law suits, the risk of department punishment or legal prosecution, the media circus, the public ridicule, just isn't worth it.
Other Officers know that their skill level is so low they dare not fire their gun, it is simply too dangerous to the public at large (God bless them for their honesty).
Result...bolder, more empowered criminal class...MORE VIOLENCE!

The stats are pretty clear, the police are being attacked with greater frequency. The criminal element has no "fear" of the police anymore and "intimidation", once a powerful force multiplier for the police, has been gone for years.

Policing has been pussified for decades now, and to quote Rev Wright " the chickens have come home to roost"!

Police Deptments once actively supported marksmanship competition, this had the dual purpose of intimidating criminals and increasing Dept morale.

Highly trained marksmen are LESS likely to shoot as they have a higher threshold of safety brought about by their total confidence that they will hit their mark. This sort of confidence only comes from routine practice and testing of skills. The number of rounds fired is not important, it is the exacting standard sought.

In attending police training conferences the one thing our international brothers all notice about American officers is their lack of aggressiveness. In studies of prison riots, the prison guards who were attacked and killed by rioting convicts were the "nice" guards. The violent criminal class is animalistic, they sense the "alfa-males" and show deference to them. We Americans tend to be "nice guys". Our culture is "nice" and we embody our culture. 99% of the citizens we encounter are good, decent, folks who deserve "nice" treatment; our challenge is to identify the 1% and treat them in a different way, WITH THE SUPPORT OF OUR PUBLIC AND ADMINISTRATION!

If this proposed panel will train a squad of Dept spokesmen who will frame police use of force in the proper light, bravo. If this panel will submit after-action training reports that show how force SHOULD have been used, but wasn't, good!

If it is more cop bashing, no thanks!

If they have any members of this panel that are CPD they should have been involved in a use of force incident or at least experience in investigating them. Doubt that will happen. Just another place to be judged by those who know nothing.

You are right about the 24 hours, but I understood that was only a handshake agreement between cpd and the feds to help expedite our investigation. This verbal agreement came about after a cpd/dea task force shooting in Union station years ago under Hillard's watch. Then the unfortunate Joe A. incident happened right after that and the feds didn't keep their word and Hillard was peeved. My understanding was the feds have their own union and they have something like a week to give a statement. I assume only until Weis encounters a joint agency shooting situation will he figure out how to resolve this issue.

I have to say it's about time we really start to study how our shootings occur and look to see what we can do in the future to avoid, or better survive them. I don't like the fact that IPRA is involved at all. Once an officer is willing or able to talk about how things happen, training and tactical officers from the academy or SWAT team should discuss the shooting with them. That way more training and studies can be done to help prevent shootings, or at least attempt to make them more tactically favorable for the officers in the future. CPD's tactics are about 40 years behind the times.

Have you ever seen that "deer in headlights" look of the "person of interest" you had in the interrogation room.. . . Well
At the end of the "roasting" and the "roastee and team " were feeling a wave of relief Ike fired his best shot and inquired about the burglary of some computers from IAD,, at that moment I which I had better resolution on my cell phone camera because the expressions on the faces of Jody and the IAD guy (did they get rid of Tina)were "priceless" the Japanese were not in IKE's league when it comes to a sneak attack.
Total panic and disbelief incident happened in dec 2008 and poor Jody had no clue. Remember this hearing was in the context of department security and IKE's point Jody's own building and the 5th floor are not even "secure" There was general dissing of the Secret Service looking at our security and the inference is maybe they should start on the 5th floor
The kid's partner in the traffic car had two years on the job but was 40 yrs old
Alderman Harrison was angry that none of the bosses present at the hearing were female but unfortunately she did not see Kirby or does not consider her a female but Kirby's face was as red as her pulled up hair
Ald Dixon was concerned especially concerning police offficer's judgement and maybe 21 is too young to be the police and maybe should not be involved in traffic control
Ald Allen dissed the use of the Secret Service and stated this will cause a morale problem
Lots more but it is portrayed as another nail in Jody's coffin.
I request to speak and handed in the pink piece of paper but IKE apparently does not like comments from the audience.
I was going to commend Jody's identification of the "MERIT promotions and state the that is causing a great deal of the low morale also I wanted to know if his committee was looking into the decesion of the fed's to award over 40 chicago police officers awards from the 12 mil put aside for corrupt/clout promotions. It was well worth the time due

Crossed sabres with a 7 is the U.S. Army's 7th Cavalry Regiment. I won't even start on what it takes to be a Ranger. Of course neither one equates to some fat gimp that cried in the bathroom at the academy when he found out he was going to 007 and then shit himself, whenever he wasn't bitching, until he could bid out or get to a unit.
