Security Breach Averted
From an e-mail we received, another impostor was grabbed trying to enter the 025th District last week. The fake cop wore combat boots, black BDU pants, two sergeant chevrons lapel pins and carried his own Motorola radio in a pocket. When challenged by an alert officer, the subject admitted to not being the police and was arrested.
As the City refuses to actually invest in the physical security of police stations, it falls on the officers to maintain vigilance who comes and goes into the workplace. There might be some examples being made shortly as to the importance of knowing who's who.
So why do we get letters like this every so often?

- Hey SCC, just thought you'd like to know, that even after the 003rd Dist. fiasco and coppers being pulled off the streets and out of the offices to guard broken doors, that when challenged, the Area 4 CAPS lieutenant thinks she doesn't have to show ID. It seems she was coming in the back door this past week and when asked by a front office person for ID, she went off on the cop in front of half a dozen witnesses, flashing her gun and star saying, "This is my ID" and berating the cop for not knowing who she is. So what's the f#$%^ing point of checking ID's if some b#$%^ of a supervisor is going to put herself above the rules when a whole bunch of fellow cops are about to take suspension time for not checking someone's bona fides?

If the rules are to be applied, they will be applied across the board. We hope that J-Fed wears his ID properly at HQ and sets an example for all the other people who work there. We also think he ought to expect the HQ security people to stop him each and every day and not be afraid to challenge him if his ID happens to be turned around backwards or is tucked behind a jacket lapel.
And hopefully, people like the Area 4 CAPS lieutenant, get the message that they aren't above the example J-Fed is setting for them.

Why is playing by the rules so difficult. That's the reason this department is so messed up. Implement the rules and abide by them regardless of who you are. I guess an incident would be over long before anyone gets to the CAPS office????

went to meet a friend for lunch this weekend... he works at the Aon building (aka headquarters of Chicago 2016) I walked into the lobby and the security was impressive to say the least! Now Im not suggesting that 2016 has anything to do with this security, as many, if not a majority of downtown buildings have similar security. But I walked in, had no where to go but the security desk (only those with approved keycards could walk through the secured passages that lead to the access elevators). Once there, I had to show ID, sign my name, enter a time, print who I was there to see, get a temporary security ID badge only after leaving my DL, and was escorted to an elevator bank by security who turned a key and pressed the button... when the elevator arrived, another security guard was there waiting and escorted me to my friend's office, where he had to show his employee ID and sign for me... I asked if this was common, and he kind of looked at me funny and said "well, if you dont work in the building, we need to make sure where you are going, who you are seeing, and that you are legit"... WOW! I work in a FUCKING POLICE STATION AND WAS IMPRESSED! probably target #1 or 2 for terrorists and I can waltz in, give a head nod, and stroll wherever the hell I please... but some downtown building, most downtown buildings hire $15 an hour security that do a better job a securing a non-threatened facility (unless you have a few 767s at your disposal) than the CPD!!! And these guys wouldnt give a shit if I was president of the United States! They were doing their job and too bad if you didnt like it!!! We need to take a lesson from these "renta-cops" our station security needs to be a priority! It's not a matter of if, but more likely a matter of when something is going to happen... and it is going to be ugly!!!

as a PP0 working the desk I was yelled at for asking if I could see some ID from bosses that were coming through.
When I was called into the Watch commanders office and asked Why I asked the bosses for ID. I told him that, I was taught that in the academy, always check ID's even while guarding the crime scene. He then told me that the academy teaches all the wrong stuff, and if I was not sure who a boss was to ask someone first. I NEVER CHECKED ANOTHER ID AGAIN

The "uniform" could be that of several of the SEcurity contractors that operate in that area that are attired as such,and it isnt illegal to wear Rank Insignias either. NEED MORE INFO AS TO WHAT THIS PERSON WAS TRYING TO DO.....Walk in the back(in a secured area)or breach the gate and go inside? Kinda vague report. 025 even back in the Kappas days was a little off and way too over reactive. Could be the case here but will need more info.

I'd suggest they watch the movie "Patton" and pay attention to the scene where Patton (George C. Scott) apologizes to the troops.
When Patton broke the rules (striking and humiliating an enlisted man suffering from "shell shock") IKE told him to apologize or be sent home in disgrace. Patton's apology made it clear that no one is above the rules and kept one of the US Forces best officers in the game.
That police lieutenant needs to be forced to issue a public apology or retire. Anything short of that just tells the others that they're likely to get in as much trouble or more for enforcing the rules as for ignoring them. Human nature defaults to the latter.
This Lt. should be made an example of and DUMPED immediately! But, just like this Dept. nothing will happen to dumb white shirts throwing their weight around!

Pretty much most civilians, officers and bosses think that they do not have to show id to enter the Academy.
Then after 7AM all the side doors are propped open and anyone walks in unchallenged.
If you are entering a police facility you should have your id out and ready to be inspected by the desk personnel.

What happened was the guy walks in through the back door, where 2 signs were posted stating police employees only. He walks behind the P/O whos just finishing his tour. The P/O see's him and asks if hes got id. He says no. The P/O notices the radio chirping in his coat pocket and also notices the chevrons on his lapels. The P/O asks the guy if he's the police, or a ccsp, or a parole officer, he says no but he always wanted to be. This happens in the rear vestibule in 25. The P/O then tells him to turn around real quick and locks him up. 2 sgts and a capt were watching and at this time run over to see whats up. He was locked up for criminal trespass to state supported land and his car which was parked in the rear lot was towed. He was also interviewed by IAD. What if he had a Columbine attitudue and had an ak47 or a bomb around his chest? Could have been very bad. When asked about his BDU pants and combat boots, and occupation, he just said that he was a painter and this was not what he wears at work.
Come on Steve. The Supt. is no IKE and the Lt. might as well be that enlisted man suffering from "shell shock". Good luck to that P.O. getting an apology.

Saw Mike Quigley at Cops for Kids. He stated that he knows that the police vote is important. He knows that most are probably Republician but hopes to sway a few his way. He stated that Daley sent out hundreds against him to push for Fritchey or O'Connor. Daley does not want this spot filled by somone who is not beholding to him. Those "fans" are likely firefighters kids, (glad they can have pride in dad's, bro's or now even mom's work), college students in Fire Science and Technology Programs or EMT Classes, workers for charities like the 5-11 Club (they were there for us at the Rick Francis funeral), and volunteer firefighters from places that don't get much action and are here to learn something. It is not like this is something new.

Civilian painters in 024 asked me for security code to back door. Told them no. Asshole got indignant, said, "I'm working here, Guy!" Told him I still wouldn't give him the code. This is after all the bullshit of the last couple of weeks. Imagine some inspector sees an alcoholic, pot-smoking city painter using the code pad, then asks him how he got the code and I get identified as the dumb ass who gave him the code. I took it as an insult that a pot head thought he was somehow equal to me.
P.S. I did some painting backin the day. These guys we have are way too slow, sloppy, and inefficient to make it in the private world. Some real half assed work in 024.

So far the paper signs taped to the back doors of A/3-019 have successfully prevented any grievous security breaches. They boldly proclaim POLICE ONLY and quote from a General Order. You see how much security can be improved with vigilance and some 10 cent copies?
There was one Hispanic man and one Polish man who could not read English and did cross into the forbidden zone and had they been carrying explosives or guns things might have gone differently but the desk crew looked up from their salads and desserts just in time to ask "Hey, can't you read?" and an incident was averted.
I am so glad we now have increased and updated security at A/3-019. And all it took is a damn Xerox machine! Brilliant! Within budget too!

I saw A Lieutenant Cap from the 003rd District who was filling in one night in a high crime southside district. He too was challenged by a desk officer at this district because the officer did not know him and the "good" Lieutenant was not displaying his credentials on his outer garments. This same Lieutenant then gave a dirty look at the officer and continued to walk beyond the desk toward the watch commanders office without showing his credentials. Then LT. Cap proceeded to belittle the officer when approving his arrest. What an ASSHAT, you certainly lead by example Lt. Cap since it was YOUR District that started this fiasco in the first place. Why don't you show a little humility next time and come off your high horse.

No one shows their ID's at the OEMC/911 center. That place could be invaded by pre-schoolers. Walk into the lobby and take the unsecured elevator right up to the 4th Floor and say hi to Orozco. The elevator has biometrics for fingerprint access only, but for some reason - it's not activated. No ID required to access the lobby at 911.

I saw A Lieutenant Cap from the 003rd District who was filling in one night in a high crime southside district. He too was challenged by a desk officer at this district because the officer did not know him and the "good" Lieutenant was not displaying his credentials on his outer garments. This same Lieutenant then gave a dirty look at the officer and continued to walk beyond the desk toward the watch commanders office without showing his credentials. Then LT. Cap proceeded to belittle the officer when approving his arrest. What an ASSHAT, you certainly lead by example Lt. Cap since it was YOUR District that started this fiasco in the first place. Why don't you show a little humility next time and come off your high horse.
