Inspectors Don't Get It

And neither does the brass:

    Once again Inspectors chastised sergeants for managing calls for service ( 19-p that BS!)

    Apparently OEMC supervisors refuse to manage the calls taken and dispatched to units in the field. This results in a backlog of nonsense calls that are totally anti-productive. When good Sgt’s attempt to do what they are suppose to do; i.e. supervise!; they get threatened by some goof Big Bird inspector for doing their jobs. WTF does an inspector know about what’s going on in a district anyway. So the result is a 8 or 10 hour RAP with calls being dispatched 2 and 3 hours late. Officer arrive to find irate citizens who after waiting 2 hours, have already called IAD and got and got a CR# because they thought they got blown off. NOW, the poor Sgt has to handle a BS cr# because the BS inspector told him he couldn’t clear the board of BS calls !
    This is insanity.

    Oh yes- and when did you run that mission Sarge???

    Can I reassign this CR to the Birdman?
This started when supervisors attempted to do the job that OEC and HQ won't do - prioritize the calls. OEC takes every single call, regardless if it is a police matter or not. Field Sergeants and Lieutenants took the initiative and pushed civil matters, ancient disturbances, dope jobs without descriptions or operable data and got them off the board, thereby reducing backlogs and response times to real emergencies...you remember what those are, right?

But that flew in the face of OW Wilson's philosophy from 50 years ago that every call got a police response. Downtown tried to put a stop to it lest Shortshanks get irritated when the "reverends" bitched. Cuello even put out a directive saying the practice of blanket "19-Pauls" was forbidden. Backlogs soared and it wasn't uncommon for three and four pages of jobs to be handed off to every watch in Area 2 for days on end. Supervisors took the initiative to manage their non-existent manpower and handled what they could the only way possible - prioritizing.

And now, we see once again, what happens when people who have no idea what it's like in Patrol Division actually trying to run the Patrol Division. It's uncannily like Congress trying to run the Vietnam War. No fucking clue.

whatever happened to the old "no cars available" expose on CBS, back in the day....when the citizens called 911, and there were no cars to handle the calls...just like now (they call it a RAP (radio assignments pending), with field units receiving 4-6 assignments at a time, then maybe being pulled off of numbers 3-4, to handle another "hotter", or more important, assignment...OEMC says, hey, we're dispatching the calls....but the field units just CANNOT handle all of the calls for service, particularly in Areas One, Two, and Four...so the citizens who need and ask for service do not receive it...welcome to the world of imcompetent law enforcement..

not shocking. first off i dont work in 020 but i was passing through and had zone 11 on and heard a backlog in 020 on days about a week or two ago, there was no shootings or homicides going on but wow i always heard that was a slow place but to have a backlog unbelievable

Regular Joe here. In our neighborhood, we call everything in that we can because a) we have been told to at CAPS and b) we are frankly sick of the fact that the gangbangers are constantly shooting at each other but seldom KILL anyone so that what is actually happening on our streets shows up in the statistics. (We are not making this stuff up, officers do find casings and "property damage" after the fact.)

The district commanders keep repeating that we are "fully staffed" under the new criteria for all districts and that crime is low. (Tell that to my neighbor the Iraq vet who says he hears more gunfire at home than he ever did over there!) None of us are interested in clogging up the 911 system but we are getting such inconsistent information. What else can we do/should we do to make it so this crap gets documented in the system? With few arrests, the statistics make it look like nothing ever happens and we are living in Mayberry. We're certainly not the worst in Chicago but very far from being ok. Thanks in advance for your thoughts.

It is obvious the daley (we are worth 6% each year and you arent worth shit) administration hates us. There is absolutely no reason an expired contract should not be in the hands of an arbitrator after the first 6 months. I am not a big proponent of a blue flu but at this point and going on TWO YEARS with this asshole daley, it is probably necessary.

I just finished handling a stack of jobs 8 hours old. It was great! Nobody was there or the pissed off citizens said they didn't want a report now. No contract, no manpower, just a lot of bullshit from the retarded leadership. One job at a time. I'm taking lunch and going home!!!!!!!!

Hopefully the Sgt's in 011 are listening to this. This is a trick they use all day long so to keep the boss happy and have a limited backlog. Screw them, they want to dispatch these jobs with limited PO's on the street than let the city slowly die while were in a backlog.

Calls are taken and prioritized (classified) by call takers at 911. These are civilian employees that have not only ever worked for the police department; they are the bottom rung of the ladder at 911.

Supervisors at 911 will not or cannot screen these calls and demand by policy that they be given out within minutes. So basically the men and women of the police department (including Sgt’s, Lt’s and W/C’s) are shackled and controlled by a civilian call taker that’s lucky if she call spell UPS.

Add to that the stupidity of Inspectors hounding cops and street supervisors for how they handle jobs- incredible….does anyone else from outside patrol want to jump in and tell the District guy how to do his job!

The brass and the inspectors are basically clueless what goes on during an 8 hour day in a busy district. The calls of "my ten year old won't go to school" "my babby daddy will not give me back my keys" are childish nonsense and do not require the police. Caps has gone way out of control because it makes people too comfortable to call the police. It basically tells the residents that the police will handle everything in your life from raising your kids when they will not go to school. Old 1130 midinights sgt m had the right idea. 19d everything.God i miss an old school sgt like that

too many calls are non emergency. but joe public demands to see a police officer.tenant/landlord disputes over rent and failed money scams are a few.alot of stuff that walks into the station isnt police related.1 problem is there isnt any social services. the aldermans office will tell you to call the district caps office. that is, when he s not calling all day asking for shit.

I can't vouch for the effectiveness of purging the district of shoofly inspectors as we did in Fillmo' many years ago.

You be the judge.

During the riots and at relief, these assholes would want to search the trunks of both squad cars and personal vehicles for "loot". They always struck out.

When they appeared in the district, we'd get out of their view and pop off a few rounds. They'd immediately hightail it Code 3 northbound to stay out of harm's way.

With non-stop 10-1's everywhere, we'd code out burglaries(looting) in progress as 19-Paul.

In retrospect, as long as you and your brothers got out of it unscathed, riots were actually a lot of fun.

It's not the Inspectors that don't get it, it's all upper-command staff. As a Sgt, I use to code jobs (19P, A etc..), now I let them build and tell those on my log, do what they can as safe as they can - F@#k the backlog. I refuse to code out jobs now without going to them. As far as the CR's due to delay in service, I can justify that by pulling the call sheets off the pcad. As the Russians said about the U.S. in the early sixties "We do not have to destroy them (Mayor, Super, etc..) They will destroy themselves from within"
Any Supervisor who codes Jobs in the era is screwing all the work the officers are doing in trying to make a POINT by only doing their JOB. Let the backlogs eventually force Mayor Delay into hiring more officers.

The backlogs never stop and never will until there are major changes in the taking and prioritizing of jobs AND putting more PO's in patrol and not in specialized units.

I will ride past the 3 hour disturbance and gladly give a code. ALL of the disturbances with anonymous callers get codes from me. You cannot breach my peace so I don't care if you don't like the mariachi band playing in the yard next door. Doesn't bother me any! If you're not signing a complaint, then too bad for you. Parking complaints... yea right; don't feel like giving the city any $.
If an in progress call comes out I go there first. It's gonna take another call (domestic/voop) sitting in backlog that's gonna get someone killed before the department knee-jerks and does something. Of course it will be a short term fix because they have no clue how to make this department work.

I ride 8 hours and could care less about a backlog that I know will never go away. I stopped stressing out about this stuff a long time ago. Anonymous callers are on the bottom of my priority list.

Sell tickets at $10 each, and in 100 man increments, people would randomly draw numbers (in case they had someone in Human Resources or the Pension Board to look it up in advance), in 100 man increments from 8,500 to 13,500.

This is the nature of large organizations: push authority upwards to people with no information about what they're doing.

The corallary of all this is, of course, that the people with the information must be ignored.

And this usually happens in reponse to one or two isolated incidents which generate an outcry and a demand from the top of the organization (say, Shortshanks) that "something be done about this". And so an inane rule gets enforced, and everything spirals downhill from there.

Finally, a positive response to RAP. One job at a time. I learned that tactic back in the 1980's. That is the one answer to avoid CR's and inspector harassment. One job at a time and keep your ears open for assist calls. Of course, responding to assist calls means morale is high.

#2. All civilian employees of the department are to be fired unless they accept 15 days off without pay. Their unions asked whether or not this would ensure job security, and the city said we don't know. They are now negotiating over it, but the federally required 30 day notices of layoffs are scheduled to be mailed out to all such employees at the end of the month.


And H.K unit # 177 has been pulling down about 100 hours o.t. while civilians will start losing their jobs. even after going to northwestern univ. while driving a unmarked car from the unit. so what does the comm. do he decided he will give him the vehicle full time. that what happens when the comm. can't do anything and has h.k come and help him making over time. if any boss feels like looking into this before something goes public here is the plate #M121573. is it really proper. He is out of control and he said no one can touch him he has daleys #.

I'm a dispatcher at OEMC. We follow rules set out in our SOPs (standard operating procedure) which are based on CPD's general orders. The system of how events are prioritized was made by the police department, not us civilians.

People go to their CAPS meetings, and are told by the police to call whenever they need something. I can't tell you how many times I've taken calls and got them on the zone for bs. "My 11 yo is in his room and won't come out to do his homework..." As much as we want to say be a parent, the police are going to arrest little johhnie because you can't step up, we can't. That wonderful man of a mayor daley has told the public time and time again that the police are here for your every little need.

As far as my career goes, there's only been a few times when I've received calls regarding strictly civil matters where I know I'm in the right and I tell the citizen they're not getting the police. About half the time on those calls they want to talk to my supervisor because they think I don't know my job.

When the crap starts to roll down hill, OEMC is at the bottom. We are powerless to make any change that could help police in the field. So before you start bashing calltakers and dispatchers, you need to remember that we're just trying to get by as well, in a department where we don't have a contract either, where "implied" rudeness will get you a CI (like your CR), and where we have to look at all the jobs on the board, and if they're not given out in a "timely manner" we take the blame for it.

I have no problems when asked, "Squad, can you do a callback?" yeah... that job has a lot of time on it, if they're not flagging you down I'll take a code.

If I see criminal activity I call 911 but request to remain anonymous because I don't want my personal information broadcast over the radio. If the criminal activity warrants my presence or signature for complaint I will be there waiting for the police. I understand that certain calls take priority over other calls. I would never make nonsense calls (i.e. my kid won't go to school, etc.etc.). However, I do want to document the criminal activity in my neighborhood. It is one of the few ways we have to document what is really happening on our streets and in our neighborhoods. It is a means by which we can hold city officials accountable and responsible for their mismanagement.
I know our police officers do their best to get to a call as soon as it is dispatched to them.
The issue is not with the officers on the beat but with the powers responsible for equipping and staffing the beats(Weiss & Daley to name a few). We don't appreciate their dishonesty about statistics and staffing... "Statistics show crime is down and we are adequately staffed". Blah, Blah, Blah. Anyone with a brain, eyes and ears know we don't have enough officers on the street to handle the increase in criminal activity in this city. Also, if you really pay attention to all the statistics thrown around in the media you can see how the data has been manipulated to present the scenario they want you to believe instead of the truth.

You are suffering from a political problem. It all stems from City Hall. A man in charge of cpd has never been the police. State's attorneys deny a pluthera of charges. Good victims don't want the hassle of court. Policemen are being sued to the point that they are no longer pro-active. We are so short that even if we wanted to be pro-active, we couldn't because we ride around alone all night- we know that if we call for help its not coming for a couple minutes, which is an eternity when shit hits the fan. In short, the police department is a city department. The city has been mismanaged into the ground, so the dept is symptomatic of the bigger problem. I'd simply move, but I can't, we have residency. You? I'd have been gone a long time ago. Try LaGrange. Its really nice, right off I55, and you can be at the lake in under 1/2 hour. Shitcago isn't going to get better any time soon.... I see us as South Detroit...

I personally would like to thank sgts for coding nonsense jobs for us.(Especially a certain 2nd watch sgt in 008) and NO I do not work in 008 nor am I a sgt. I'm ready to leave but with this housing market and some personal reasons to stay in Chicago it is not going to happen very soon. Eventually it will, though. Damn shame too. Its bad for everyone (including Daley's tax base) when decent law-abiding people feel that there is no way to fight it all anymore and they are better off trying to make it someplace else.

A Sgt.s job is the absolute WORST job on this department. When a Lt. gets sent out of the district to be a watch commander, he gets more pay. They don't mind it at all. A Lt. is the best job on this department.

When I was a WC in the "old room" AKA COS, the real police and the police department's dispatcher aides screened each call. They made sure that the BS calls were not dispatched.

Now comes the OEC then the OEMC and all the political bullshit associated with it and the powers- to-be says dispatch all calls. They do this to avoid making the clouted 911 hacks look bad and shift the responsibility on the police.

Now, brave and dedicated sergents and lieutenants step up and clean the shit only to be fed a load of crap for trying to help.

Please; stop helping. It is not appreciated and a real solution will not come from it.

Face it! we are unstaffed and overworked.

They work a 6 hour day.
Get out of grade when they are WC.
Get 1 1/2 when assign out of the area.
Make 11K a year more than a Sgt.
Seldom investgate a CR.

They were told to do this for "documentation" purposes. If it's not documented, it's not a problem. This is what they are told to do by the CAPS facilitators.
