Log/C.R. No. 1021212
On 24 October 2008, a complaint was registered with the Independent Police Review Authority, regarding an incident occurring in the 1st District on 15 October 2008, involving the Superintendent of Police, while on duty. It was alleged that the Superintendent participated in a partisan political campaign/activity by way of comments made to a television reporter, brought discredit/disrepute to the Department because of said comments, and was inattentive to his duty. Based on the recording of the interview, and witness/accused interviews, IPRA recommended that the allegation that the Superintendent participated in partisan political campaign/activity be “UNFOUNDED”, in that his comments did not speak to his role or participation in the campaign. Further, IPRA recommended to “SUSTAIN” the allegations that the Superintendent impeded the Police Department’s operations and was inattentive to his duty in that while in uniform and on television he made comments that favored a particular political candidate. IPRA recommended that the Superintendent receive a reprimand.

Great Photoshop work!!!

SCC, I've been reading the comments about Milwaukee's new chief and found Milwaukee PD's 2008 annual report just came out:

http://badgerblogger.com/wp-content/uploads/50343_2008_police_annual_report.pdf

If you can, please read the chief's message on pages 3-5. In fact, if you could extract it and make a post, I think everyone here would like to see it.

Holy shit! Patrol is the backbone. Our job is to facilitate you doing yours. It's not just a number's game. The chief knows the difference between an honest mistake and corruption. His job is to help the troops do theirs.

Inside the report it looks like crime is down and there is a dramatic drop in citizen complaints against officers and also in formal internal investigations. Looks like he's more into having minor shit dealt with informally at the station level.

Can you put the link to the report in a separate post? (Hell, I'd like to personally deliver a copy to J-Fed...lol.)

I'm supposed to go up to the Dells this weekend. Instead of swinging up via Rockford I'm going by way of Milwaukee. On Saturday there's a Thank You, Milwaukee PD block party. I want to ask some of their guys if this is for real or just more bullshit. If it's real, then every mayor and chief in the country should read it. Maybe we should all copy pages 3 and 5 and put them in the mail box of every supervisor.

I printed out those pages and can't put them down. It's a PDF file so I can't cut and paste snippets here but it's the best damn thing I've ever read on this job, period.

Dugan writes one letter and then calls the command staff on the carpet, tells them to come up with ideas to fight crime and to back up the troops when they need it and you crucify the guy. I have worked for Dugan in the past. He IS a leader. He has done his time in the trenches and IS the real police. So now he is a boss, a well deserving one at that, and you want to fuck with him. You better be careful what you wish for, it might just come true. There aren't too many real police bosses left, and when they are gone, what then.
Place blame about not having a contract where it properly lies, squarely in the lap of shortshanks. Dugan makes policy, and run's daily operations but he does not decide contracts. That is directly out of shitty hall.
Dugan is a good guy. He's trying to help us out. Let's wait and see how it comes out before we pass judgement.

Whats the big deal ... so you have to wear the uniform, instead of ten year olds faded t-shirt that your mom or significant other should have thrown out five years ago. Rumor has it (and a good rumor, is that we are going to approved dri fit polo shirts pretty quick) I like the idea of being in uniform because when the savages take a pot shot at you they can't use, "The I didn't know he was the police defense." Ask the cop in New York who shot another cop who was in CD if being in uniform is a good idea. It's not like the bad guys don't know what we drive anyway.

I don't remember any Kenosha officers in a helicopter crash but they have helped out in other ways. I think the last cop killed in LOD there was the deputy shot on a traffic stop by an illegal two years ago.

According to the newspaper there, one of the two Milwaukee officers who was shot a couple of weeks ago is still in the hospital (his eye was blown out) and the other is recovering but said to be anxious to get back to work. The block party is at the site of the shooting.

I read the MPD report...geez, their chief looks like he has basketball-sized balls. Do a google and you'll find their union prez saying he agrees with almost everything he's done.

Wonder if our FOP is doing anything for our wounded brothers.

When you are working and stopping these mutts they treat you differently when u are in uniform. You get challanged way less in plain clothes. This leads to more cr#s and hassles. I have made this observation working various plain clothes units in the last 12 yaers...Every time were in uniform thier attitude gets shittier...

Where do work 016 ... and Man I would hate to be your Sgt. You can't spell worth of shit ... I can imagine what your report's look like ... I would hate to have you document something important ... And they let you work Tact. Give me a break ... You not only belong in uniform, but how about English class

Two Milwaukee County Deputy Sheriffs were killed while helping look for a suspect that killed a Chicago Police Officer. She will never be forgotten(Officer Brenda Sexton) 3yrs. of service. assigned to #008 district.

On 17 August 2000 Deputies; Ralph E. Zylka age 48 with 24 yrs. of service and Sung Hui Bang age 31 with 3 yrs. of service, were returning to their landing base after a successful search and capture of the murderer SAM LUPO.

During the manhut the Two fallen Deputies assisted the Sauk County Sheriffs Department who requested air assistance, after their Deputies were involved in a vehicle pursuit with SAM LUPO.

In bad weather the Two Deputies operated the helicoptor, because they had SAM LUPO on the run. After the capture their helicoptor crashed in a farmer's field in Dodge County.

I don't remember any Kenosha officers in a helicopter crash but they have helped out in other ways. I think the last cop killed in LOD there was the deputy shot on a traffic stop by an illegal two years ago.

----------------

Two Milwaukee County Sheriffs were killed in a helicopter crash in August of 2000. They were searching for the murderer of a Chicago Police officer. Brenda Sexton was beaten to death in her sleep by her then boyfriend, Sam Lupo. He took her star and gun and ran to the Dells, where his family owned a cabin. As they searched for him, Milwaukee County sent out their chopper to help. During the search the chopper had a catastrophic malfunction and crashed, killing S/O Sunny Bang and Sam Zylka. There funeral was well attended by CPD due to the sacrifice that was suffered in an effort to catch a dirtbag that killed one of our own. They will always be remembered!

Ask the cop in New York who shot another cop who was in CD if being in uniform is a good idea...........................

The NY cop that was shot and killed was in civilian dress because he was off duty. Read up.

I remember that helicopter crash. Two young deputies killed in the assist.

I went to look it up on the Milwaukee Sheriff's site and found something else interesting -- the sheriff's blog.

Read what the Sheriff (who is African American) has to say about racial profiling:

"It's when he starts beating off @ the fires he torched then we have to worry."

Hey Jagoff-

I don't want this pervert anywhere near my daughters and he should be locked up. Would you joke about this if he did this to your wife, your mother or your daughters?

Personally-if it were me-and this happened to a woman I love or care about-I'd find the son-of-a-bitch and feed him his toy in tiny peices. How could you make light of this? Especially since this could be the start of an escalation to greater things?

Only a man with a very very very tiny weenie would joke about this.

All the comments about Danny L: stolen car? Was it proven? No. Gambler? If yes, did he take money from you? All the other sh*t. I'm sure you you have the proof. Danny was a good cop plain and simple. He would also put bosses in thier place. And if you think all that crap is true about him then I guess he's no better than your mayor, alderman, etc that YOU voted for...the only difference is Danny would back you up no matter what cause your a P.O. Can you say they same about your mayor, supt, alderman? Didn't think so.

being a good copper and then being a good boss, are two different worlds apart...most bosses, reaching for the brass ring, change.
They have to, or no Exempt position.
They have to, and I mean have to become Company men first.
Example: John Farrell, could never become a company man...no exempt status.
Do you really think you fill out an application for the Exempt spot?
The Exempt positions are all filled from inside a smoke filled room, and the first questions is, Is he/she Loyal?
That means, can we depend on him/her to be a TEAM player for the Company?
You can believe what you want, it is, what it is.

Since when did gang and tact teams NOT go into uniform during summer months and be detailed out to every single festival? It's happened every year for at least twenty five that I'm aware of and every year the people working tact and gangs are shocked at this phenomenon.

6/18/2009 09:02:00 PM

Yes we know that idiot but that was only for details not every day. That happened after 911 for a while. Why not eliminate tact teams altogether. We can't afford them the watches are too short and people can't get time off. We have tru, msf and a host of other units, we don't need tact. Eliminate tact until the department is back up to it's numbers.

Good idea? Definitely not a good idea to state this publicly, if anyone gets caught simply advocating this they could be fired.

Absolutely a termination of employment offense, to do or to publicly suggest. Stick with legal stuff, informational pickets, letter writing, protected 1st amendment stuff.

Don't do shit that can get you fired. We are not made of teflon like da mare.

Yes I agree, I had a real injury that f-ed me and I had an inspector from IAD do a med check, Don't do anything that will get you jammed up. If your sick use but if your planning a call in sick please use caution and better judgement. If they do find out they will hammer you.

Daley needs tact and all those special units so he has free security for all his free bullshit festivals all summer. Free for him but they cost taxpayers a fortune. Other major cities hire off-duty officers and supplement them with private security for street fairs and festivals. People who pay property taxes in Chicago don't even go to those things because they're always a hot mess.
