In Dugan's letter, he announces a very important meeting:
- In the next couple of days, I expect Area Deputy Chiefs and the ADS SFG to meet with your respective District/Unit Commanders and kick around ideas to accomplish the mission. Wednesday afternoon I will be meeting with the Deputy Chiefs to discuss what ideas you have come up with.
This is it! This is the big day! This is where our "WARRIOR LEADERS" determine the entirely new direction the Department will be taking! We are shivering with anticipation.
Of course, if this is like the last few meetings held downtown, Commanders won't be allowed to bring up issues like manpower shortages, equipment breakdowns and unrealistic expectations on an overburdened Patrol Division:

He's "really tired if hearing "we can't do it because..."" How about listening to the "because" and address that? That isn't whining - that's someone explaining the limits of human endurance, the assets required for a satisfactory job completion, prioritizing of jobs, and the frustration of coppers who have to execute the "mission" within an artificial time limit that doesn't take into consideration the reality on scene.

The type of ridicoulous ideas I would expect from our esteemed leaders would be as follows:
1. Have a press conference with the Sheriff and the States Attorney where the new initiatives will be announced and pretend like we are all friends.
2. Detail a car or two from quiet districts to busy districts.
3. Get more event numbers for missions that are not really being done in the first place.
4. Take the normal arrests and put them on some new form so that it will appear to be part of "Operation Useless" and get another event number.
5. Send out a fax decalring "zero tolerance day" and get another event number for that with the normal arrests for that day included on some new form, so it looks like there were "special zero tolerance" arrests made.
6. Make sure the helicopter gets event numbers of their own for all of the above missions so that it looks like they were involved in some way.
7. Put Leo in for another medal and declare the mission a success.
8. Make the MSF and TRU guys wear black BDU's
9. Ask Tom Skilling and Jerry Taft to give us more bad weather.
10. Appoint more meritoriously promoted supervisors who were never detectives to the detective division where they can "earn" their next merit promotion without ever being trained as a detective or ever solving a crime or working a case.
11. Under no circumstances are people who are experienced or qualified to do a particular job to be sent to actually do that job or teach ohters to do that job.
12. Hire more non-police to tell the police what to do. Pay them more and more money while refusing to give the police a raise or a contract for another few years.
13. Contact Interpol and ask them to file charges against Cozzi.
14. Contact the United Nations and ask them to file human rights charges against Cozzi.
15. Order new Tahoes for Ed Burkes detail.
Did you ever really take a look at the list of exempts he sent that email to? I counted 4 who have a working police career and half a brain. The rest should be in jail. What kind of genius strategies could these dumb fucks come up with? I say just call in the national guard for the summer.
FOP had 2 meetings over contract so far this month yet no update on website. Why is there always a huge lag between the meeting and an update on the FOP website. I always find information posted here before there.

Dan, I have no spot to protect, so I will speak feeely. We used to handle our Beats ourselves. We had enough cars and three, yes three, wagons. All that manpower roaming the Beats, looking for something to do. We learned how to find it and handle our ourselves. Selling out of a house? We'd grab some guys and take care of it. No calling in a specialized unit and washing our hands of it.
Manpower in the Districts prevented all sorts of problems from getting out of control. Now we do an IDSSR and hope some small group that works Citywide takes care of it. Manpower in the Districts should be your #1 goal.
If the Districts are stretched too thin, all the new guys have time to do is go fromm call to call. They learn no pro-active Police skills.
Now, where to get these bodies. Stop Centralizing! Pull back some of these PET units. Start with the Bait Car Unit. I almost fell out of my chair when I read that one. When we have lots of extra bodies, sure, throw the auto industry a bone and help create #s, but now? When we have no one man cars going out, put up that nonsense.

Dugan wants ideas? It starts with leaders who can lead, who can be respected, who can stand up for whats right and accept responsibility when wrong. There is no room for patronage within the ranks of the police. Patronage breeds pansies who are afraid to make decisions and who always pass the blame least they fall out of favor with their sponsors. There is nothing more degrading than a man being a puppet for the patronage team.

Trust me, the majority of the CPD actually DO want to get out there and work. But these days, that will land you in call back, fired, sued and jail time. Believe me, even with the best of intentions, if you step one little crack out of the general orders or laws and J-f*ck will throw you right under the bus. Policing is all about split second decisions and reactions, some times you get things right and sometimes not, but it used to be that as long as you were out there trying and working you'd be ok. J-F*ck has never been "the police" so he has no idea how enraged you can get when some one for instance spits in your face. He just has no clue b/c he's never had to deal with this stuff. He's always been pushing some paper around or doing surviellence as a fed. Even though he thinks he probablly was doing police work, it's a totally different ball game. And until we get an actual Policeman in there, i would not do shit, only what's required. Hope this helps you out and keeps you from losing your pension.

You're wrong, but I don't need to correct you. The city, media, department, J-Fed, CAMERAS, and Dugan will do that when you step on your dick. Unfortunately you will no longer be a member of the CPD family when they do.

These pompuos, arrogant, rich bosses aren't smart enough to figure out why morale and trust are so low. There are dozens of reasons, but the way the mayor treats us and working for so long without a raise(again)are some of the main reasons. This department focuses on only the negative and will wait several years to hand out an award, but if you miss court they fast track the paper and have it finished and in your jacket in less than two weeks.

Cuts out the B.S. saves money, puts more coppers on the street and we make the arrests. Force the ASA's to do their jobs...not blame us. Cover us against bullshit lawsuits, don't bow to public pressure...you want a safe city...just as I do because I have to live here too...then let us do our JOBS!!!! Sorry...I don't have much respect for these so called bosses of ours. They think they are better than us and every chance they get, they shove that in our faces. i work in one of those "pet" units and would gladly go back to patrol if it would help. All that would happen is the dogs would be bigger dogs. The thing that needs to be fixed is front line supervision. The sgts and lt's want to be everyone's friend so they are afraid to call a dog a dog. Start doing your job sgt, don't let these people stay down for a hour on jobs that should take 5 minutes. This also goes for our unit, there are pets within the pet unit, they are worse than the dogs.
Yeah, that's the ticket. Bring back Lukensmeyer. Give him a car that he won't have to hide in his garage this time.
I worked with Lukensmeyer in 009. He was a brass balled no nonsense street smart cop who backed down more than one boss and made the Department eat their own crap several times. I"m retired but I would come back to cover his back.

Does it really matter what the plan will be? I am not opposed to a plan just to be opposed. I am opposed to a system that will sacrifice us at any cost and will turn their backs on us in a split second.

No plan that they come up with will work simply because no matter how much you beat a dead horse it won't plow. They took years showing us how much they would screw us and gave us solid examples of such but now then they are in a vice they want to use us to help them get out. This is the monster they created. This department is packed to the rafters with good, honest, hard working police but none of us can show it for fear of prosecution or just straight out crucifixion at the hands of the reverends, politicians and media.
The bottom line is that they don't want us to do our jobs correctly. We CANNOT lay hands on people when need be, we CANNOT make a solid case on anything without the states attorney's being more concerned about their conviction rates rather than what is legal and illegal and we CANNOT work with the lack of proper equipment and vehicles. Anybody out there that can come up with a resolution that does not begin with the bosses and city hall backing us up i would like to hear it. I still LOVE this job after 11 years and still love serving the citizens that deserve it but when it comes to the madness that this job has become and walking the tight rope every day between making sure my partner and i go home and worrying about getting sued for b.s. it's no wonder this department is a mess. 1530 hrs. Get event number for getting your radio and car keys.
1540 hrs. Put in a To-From for your lunch time but don't forget an event number holding yourself down while doing your To-From.
1600 hrs. Grab an event number clearing yourself from the station.
1605 hrs. Get a Special Event event number holding yourself down helping some the "Honor Students" at your local high school helping them with their homework and teaching them about life.
1730 hrs. Get an event number for an outdoor roll call where Boo-Boo shot Moo-Moo over the color of his gym shoes the night before.
1800 hrs. Get an event number for your lunch being declined because your in a back log.
1805 hrs. Get event number for Pothole mission
1845 hrs. Get event number for seatbelt enforcement mission where Boo-Boo shot Moo-Moo over the color of his gym shoes the night before.

FOP had 2 meetings over contract so far this month yet no update on website. Why is there always a huge lag between the meeting and an update on the FOP website. I always find information posted here before there.
I'm sure that it is because they are all to busy covering up their asses with the feds looking into pension fund mismanagement to avoid future jail terms.

It took the 62 most miserable days of my life to get a Ranger Tab. Why don't you go fuck yourself. As a matter of fact anyone that calls them self a ranger can go fuck themselves. Sounds like the majority of you agree that I am wrong. I can understand the anger, frustration, and bewilderment. But don't forget (and I know this sounds corny as hell) but don't forget the oath we all took. Why hold back, when u can be proactive. I'm not saying we can solve every problem we face but why hold back? Find another job if u think our oath to uphold the law to the BEST OF OUR ABILITY is wrong. Besides there's way too much brass and not enough of us cheap star carrying P.O.'s. Down 500 P.O.'s, we could at least cut 50-100 supervisors. That should be a no brainer.

OK: this is what has to be done if you would like J-fed to understand what is going on in the streets and what the patrol officers have to do on a daily basic...have each watch not tact, not detectives,just the men and women who have to work the radio and answer calls every day.Have each watch vote for someone who they think is a working police officer on a daily basis and who whould be willing to meet with J-fed and the rest of the Brass and tell them what it is like to come to work each and every day not knowing if you will have a working car,computer or will have to do seat belt, outdoor roll call, all the while the zone is in a back log.Then while you are at lunch the dispatcher calls you and tells you she is putting 3-jobs in your stack when your done with your lunch you can handle. Whey should the citizens of chicago have to wait for your lunch and then 2-4 jobs in front of them before they get any police service. Because she wants to clear her board and you will look like the dog to the citizens not the dispatcher. Im one that is willing to go in front of the Brass along with all the others that are voted for. all together at the same time in a place where we can speak our minds and not worry about being fucked with by the bosses when you return to your district. Lets set this up for 1 July 09 1100am at head quarters where we will have free parking and the 1st and 3rd watch officers could put in a slip for o/t....I/F

The type of ridicoulous ideas I would expect from our esteemed leaders would be as follows:
1. Have a press conference with the Sheriff and the States Attorney where the new initiatives will be announced and pretend like we are all friends.
2. Detail a car or two from quiet districts to busy districts.
3. Get more event numbers for missions that are not really being done in the first place.
4. Take the normal arrests and put them on some new form so that it will appear to be part of "Operation Useless" and get another event number.
5. Send out a fax decalring "zero tolerance day" and get another event number for that with the normal arrests for that day included on some new form, so it looks like there were "special zero tolerance" arrests made.
6. Make sure the helicopter gets event numbers of their own for all of the above missions so that it looks like they were involved in some way.
7. Put Leo in for another medal and declare the mission a success.
8. Make the MSF and TRU guys wear black BDU's
9. Ask Tom Skilling and Jerry Taft to give us more bad weather.
10. Appoint more meritoriously promoted supervisors who were never detectives to the detective division where they can "earn" their next merit promotion without ever being trained as a detective or ever solving a crime or working a case.
11. Under no circumstances are people who are experienced or qualified to do a particular job to be sent to actually do that job or teach ohters to do that job.
12. Hire more non-police to tell the police what to do. Pay them more and more money while refusing to give the police a raise or a contract for another few years.
13. Contact Interpol and ask them to file charges against Cozzi.
14. Contact the United Nations and ask them to file human rights charges against Cozzi.
15. Order new Tahoes for Ed Burkes detail.

FOP had 2 meetings over contract so far this month yet no update on website. Why is there always a huge lag between the meeting and an update on the FOP website. I always find information posted here before there.
I'm sure that it is because they are all to busy covering up their asses with the feds looking into pension fund mismanagement to avoid future jail terms.

This is the line we use in the 7th district. "Maam/Sir we are doing the best we can with the resources we have." Works every time.
Idiot Lenti was a Sgt AND a Lt. in the Det division. It should be a requirement that you be a detective before you are a Sgt. in the det unit. Stupid sgt's are no help to PO's and there are enough of those in the patrol division. You'd think a superintendant would want a smarter, better department.
