The Letter - Very Long Post

OK, we finally got a few e-mails, including at least one exempt who forwarded it from their personal account. We expect IAD will be told to track down that exempt first thing Monday morning. Here's the letter that was posted to most exempts in the Patrol Division Bureau of Patrol. The original is italicized. Our comments appear in the bold:
  • Words can not describe the anger, outrage, and sorrow, we all felt Monday morning when Alex Valadez was violently taken from us by 2 "spineless cowards." Yet, those emotions were funneled into great police work allowing charges to be lodged almost immediately. That end result is due in great part to the initial observations of TRU Officers whose keen eyes spotted the offender's parked car allowing the investigation to rapidly advance. The rest was great team work by all Department resources to send a clear message; you will not kill a Chicago Police Officer and get away with it!
It was great police work, mixed in with a bit of luck, that located the vehicle and Dugan is right to note it. After all, what police work isn't hard work and being in the right place at the right time?
  • Alex's murder in a drive-by shooting underscores the impunity in which gangbangers operate. While we can't control what the judges do (or don't do), we sure can impact on gangbangers driving abilities. There are too many guns in cars left unchecked and traffic enforcement as a means to ferret out these illegal weapons is almost a lost art. We need to get back to basics and focus on gangbangers in vehicles. A vehicle impounded for noise or any of the other categories can't be used in a drive-by! Take their cars and leave 'em walking!

    It is unconscionable what happened to Alex Valadez; a Chicago Police Officer gunned down in a drive-by shooting while standing on a sidewalk. Shame on us!
These appear to be the paragraphs that a number of commentators are making hay about. Dugan says that traffic enforcement to find illegal weapons is a lost art, but it's probably more of a dormant art. Everyone is still more than a bit wary about cameras, J-Fed, recent court rulings and the like. A lack of training to work within the changing ground rules is a Department failure, not an officer failure. Leaders are supposed to lead by definition, by design and by example. This isn't happening because the leaders don't trust those leading them. Witness the upheaval within the exempt ranks - it's downright embarrassing.

The quote, "Shame on us!" when taken on it's own should upset any officer worthy of the badge. But taken in context and in the message Dugan was trying to convey, it's merely a poor choice of words and not worthy of outrage.
  • This is an excerpt from this morning's John Kass column, "...It's a terrible thing what happened to that officer, but there's something good about it, if that's possible," said the man, who identified himself as Cornell. Residents say the neighborhood has swarmed with police since the shooting, and the men who usually hang out on the street are lying low. "It's so quiet now. Old people feel they can come outside, and sit on the porch, and the old women can mess around in their yards, with their flowers," he said. "It's quiet now."

    What was done in Englewood in the wake of Alex's murder was the right thing to do, but it begs the question, why aren't we doing this all the time? Did it take the murder of one of our own to finally step it up and do the right thing for the right reasons? We should be targeting the gangbanging, gun toting thugs, and taking them off the street ALL THE TIME! We put a lot of resources in 007 to send a message. Its time we take that message to other parts of the City.
Why aren't we doing this all the time? BECAUSE WE DON'T HAVE THE FUCKING MANPOWER! We can shut down any neighborhood any time we want for a short period, maybe a week tops. And then mission creep sets in. Reverend start to bitch. Gangsters agitate because they're in the business of making money and too much of the community relies on the underground economy provided by dope. The community senses an opportunity to score a lottery ticket on the police and start making allegations.

And it's not just in that neighborhood. The gangs in other parts of the city feel the pressure ease up because so much is devoted to one area and they start to settle old scores, make territory moves that might have been kept in check before, move more work, recruit more customers, etc.

The only way Dugan's "message" is going to be felt is with a wave of hiring, an exodus of hidden house mice, and a "back-to-the-basics" approach that involves fully staffing Beat cars, Rapids and watches around the city with support from specialized units. Not all this "Strike Force" bullshit that strips the districts, has people running around putting out fires, and then leaving a neighborhood (and the district) in the lurch when another "fire" pops up 4 miles away. Temporary pressure doesn't stop the bleeding and a tourniquet usually means the amputation of the limb. This is the same thing.
  • I am asking the District/Unit Commanders to step way out of the box and look at every conceivable way to increase vehicle stops/impoundments so that these gangbanging thugs will not feel they can drive around armed, looking for prey. Every drive-by has the potential for hitting an innocent person and we can not allow another Police Officer to fall victim again. Don't let our previous ways of doing things get in the way of your creative ideas. I'm really tired of hearing "we can't do it because...." You have the mission, how are we going to get it done?

    In the next couple of days, I expect Area Deputy Chiefs and the ADS SFG to meet with your respective District/Unit Commanders and kick around ideas to accomplish the mission. Wednesday afternoon I will be meeting with the Deputy Chiefs to discuss what ideas you have come up with.
You have a force already - you stripped it from the Districts. MSF or TRU or GEU should do a few months of directed impound missions if that's what you want. Order "no discretion" for driving offenses. Suspended? Tow it. Revoked? Tow it and crush it. Loud sound? Impound it. Fireworks? Whores? Guns? Take it, no breaks.

The districts are in constant backlog and can't run the missions piled on them now. We're running from legit domestics, to baby momma drama, to disrespecting 12-year-olds, to babysitting ambulances that never asked for an assist in the first place. And that's to say nothing of the dope jobs, anonymous disturbances on the corners, false burglar alarms, an AIRA system that takes three times as long to fill out as a paper report, an iCLEAR system that's down five times a week for "maintenance," four hour waits for theft jobs, half manpower on the desks...do we have to go on? You have your Strike Force at the cost of District response times - use it.
  • For years I've heard "you can't get in trouble if you don't do anything." I bristled when I first heard it and my attitude hasn't changed today. District/Unit Commanders have an absolute obligation to ensure personnel under their Command are "pulling their weight." BOP has previously sent out a "2008" listing of those under your Command with little to no activity. As I expect you to hold your Watch Commanders accountable, I am holding you accountable for your Command. We can't afford to have spectators; we need WARRIORS and should expect nothing less!
We, too, bristled when we first heard that. But then we saw lots of people with certain last names who could do "anything" and skate like it was nothing. We saw dogs getting ahead while damn good street coppers toiled in anonymity without anything like a fair shot at a promotion and the chance to mold and lead new generations. We saw the political administration treat cops like crap, dragging out "negotiations" for years for the simple reason that they knew we couldn't strike back.

And then we watched our "leaders." A superintendent that liked to hang out with the Outfit. A serial sexual harasser promoted. A drug using Chief who pissed hot - twice. The bedroom antics of quite a number of bosses. An Assistant Superintendent who had guns and drugs stored at a property registered in her name. Were any of them held "accountable?" No. If the rumors are to be believed, these aren't even the tiniest tip of the iceberg.

Here's the thing about WARRIORS - they have to be led. They have to have the support of the organization. And they in turn have to have confidence in the organization. That isn't present here.

And here's the thing about organizations - when they fail, the LEADERS are supposed to be held accountable, to fall on their swords. Not throw the warriors under the bus. Accountability at the LEADER level isn't happening anywhere.

And when that happens, warriors do what they do best - survive to fight another day.

YOU the bosses are the ones responsible for this mess. You basically told all the real workers on this job that they were rogue officers and did something wrong while they were being aggresive and doing what was asked of them. Which was getting guns and drugs off the streets. You know what? This time people wised up. Why do you think not one officer from SOS that was worth a shit went back there when the MSF started up? Because they knew better thats why. So to all the bosses that ruined morale and turned workers into call answerers and nothing more this is on you. Not me or any of the other officers that were once hard chargers.

How about an IAD sergeant who forged documents to get a PO fired? The PO had to be reinstated, the sergeant, because his cousin was the 1st Dep., was allowed to resign. Then because he is connected to the Daley-Stroger crime family he was given a $130,000 a year job running the TSA at Midway. Yea, I want to make traffic stops. How come you didn't have the balls to tell the Sup. that what he did to Cozzi was wrong?

What you said spells out why officers in vice are pissed off. Lt Gushbutt has been there for 5 years and did nothing-nothing-nothing-didnt even show up for work. Now chief comes down on the unit for doing what SHE ordered the officers to do for years. 8 officers get dumped for doing exactly what SHE told them to do. Why wasnt she held accountable? Why wasnt she the one who was dumped?

The exempt protect each other and use each other to their benefit at officers expense. They say whatever they want and officers will never know what hit them and never have an opportunity to address an exempt or defend themselves against the goddamn lies these exempt come up with about officers. Lies designed by the exempt in order to justify their unfair and illogical actions and decisions.

WOW. Words can't explain my anger. This is absurd. We need to come together as a family of blue and really do something for ourselves. WE see that J_FED doesn't have our backs and will hammer us at anytime. I have experience with Duggan/Risley *(^&*(^ what a pair. Thanks for demoting Risley or we would have two of these letters floating around. I say we stop the work for two weeks compeletely(even those go getters) unless its a decent felony pinch let them all go and just answer the calls, unless we're scared or something. we need to stop the puppet show.!!!!!!!!!!!!!1

Veterans have seen many get fucked and thrown under the bus locally or federally etc.

Young P/o's just HEAR about things and want to hustle and run around like we all did and get war stories and experience...

This is the confusion and both are tough issues. Veterans are close to leaving and New Officers have a long way to go so it will always vary...

Leaders are now EVALUATING you... the Officers based on your stats and proactivity even they can reference your NEGATIVITY (CR's etc.)as well as Awards etc..

SGT's are being evaluated based on how they do their ratings and bias now too if they don't evaluate YOU properly...IT WILL SHOW the Commander and Watch Commander who is trustworthy as a SGT.!

Veterans don't care as they may be close to retirement.

Listen everyone we are in a day of computer technology and everything is visable as it is LOGGED! Can't float or hide anyone anymore! YOU NOW HAVE TO PROVE YOUR WORTH!

My problem with this part is that our leaders; that are commanding warrior status from us have waited until the middle of June to have a consensus of how to accomplish the mission. (we'll assume "mission" means summer) That's the problem, none of you have a clue of what to do because we have become so overwhelmed with patronage that it has finally ruined this department. Your triple promotees are waiting for someone to give them the answers and they're just not coming. The true leaders have been overlooked again and we have become the medias daily punching bag which; whether intended or not has deflected any attention or public outcry from the corruption and garbage that this city has become...

I actually respect what Dugan is trying to do. And i would really love to do police work and take some bad dudes and guns off the street, BUT he hasn't worked in a beat car in a long long time.

It's a totally different ball game out there now.
With the manpower being so short and then if you do one thing "outside of the box" and get caught you'll be absolutely hung out to dry... and not just lose your job... GO TO JAIL. There are camara's EVERYWHERE now! Not like when dugan was wearing a blue shirt. The bangers can disrespect you and even spit on you and now we can't do anything back to them. If i was a normal citizen and someone spit on me i would kick the shit out of them, but being a cop and someone spits on me i'm supposed to just say "oh well, la ti da" and tack another charge on that will get dropped in court anyway or another month of pointless court probation. We just can't do anything anymore.

You can't just stop a gangbanger b/c he's a gangbanger anymore.
You can't just go through a car anymore like you could before. Everything is being recorded and if you don't follow every single letter of the law.. Boom, there you are on the cover of the suntimes and getting refferred to federal prosecuters by J-F*ck.
So who the f*ck wants to risk all that for an ungrateful neighborhood and residents? Not me.
Hell, we don't even have a contract and the city doesn't even want to give us a cost of living raise. So that shows just how much we are appreciated around here.
Let those savages burn their own neighborhoods down. I don't care anymore.

Good intentions Dugan, but you've been away from the game for too long to know what it's like to be a blue shirt now.
Not only are we driving around with a camara and microphone recording every single thing we do, the citizens have cell phone recorders and camara's to record absolutely everything. And the laws just keep getting stricter and tighter.
Even with the best of intentions and you get a bad bad guy off the streets, if you didn't have probable cause or something for the initial stop, sorry charlie, there goes your job and freedom.

Dugan's trying, but with all these laws and camara's and everything, our hands are just way too tied. It's gone danny boy. It's hard to believe, but those good old days of actually being able to be the police are really gone.

Deputy Dugan, have your commanders and exempts doing the stops you want! They are the police. Have them be aggressive. Let them make the stops you want - the type of stops we used to do - and then back your exempts when they get a beef from these shitheads.

I tell you what will happen:

ALL OF THE DC's and WC's are going to piss and moan and tell us to do our job. They will rant and rave and tell us to do our job. They will threaten us and warn us and tell us to do our job.

AND what will they do? Nothing, but blow hot air out of their pie holes and issue more threats.

Do you read this you bosses? Show some fuckin' leadership and not by simply flap'n your jaws!

You put it on us, right? Well, we are the warriors. We are your tired, beaten down, falsely accused, unsupported in any meaningful way by everyone, warriors.

Someone wearing a white shirt with brass on it show us leadership. Are you willing to go into battle with us? Are you willing to be leaders and warriors? I would bet the house the answer is, no.

UNTIL THEN, until you exempts and white shirts with brass shut your mouths and hit the streets with us you can ask and threaten us all you want and you won't get a thing from us if you don't do what you ask of us to do.

Why the fuck can't anyone in a white shirt effect an arrest, or write a ticket? Instead it's, beat *10, or beat **90, or even beat
**00 saying, send me a car over here to handle this, or write that guy, or respond to an on view I have.

The "letter" does not even give a hint at the bosses being any type of leader. Instead, they just want their ideas. Here's an idea: Go play in traffic during the evening rush. Until acts of leadership are exhibited by the bosses on a regular, visible basis, nothing will change. Further, the "letter" puts it all on us to accomplish the dirty work and puts on the bosses the fear that you'll lose your spot and take a pay cut. Hmm...let me see we do the dirty work... and you yell at us so you can keep your spot. That seems real just. It is unfucking believable how the department cannot even see the doublespeak they are using.

Well this is the message I get from the letter: If the bosses want to steer clear of trouble, then I will follow their lead and avoid trouble, too.

WTF DON'T YOU EXEMPTS GET? We know how to do our jobs. We want clear, consistent and constant support for making our stops and getting our guns and telling the shitheads to take their false complaints elsewhere.

Let me ask you Dugan...now that the Supreme Court has changed the rules about us being able to search vehicles, are you going to back me up when I get sued for following your little motivational memo and recover a gun from some shitbag's car? What about you Jody? Will you be there at corp counsel with me, or will you turn the tape of the traffic stop over to your fed buddies?

In my humble opinion, Dugan is using the tragic death of one of our own to try to "motivate" people to do more so he can get out of the hot seat regarding low numbers. I find this so reprehensible and completely inexcusable.

Officer Valadez's death was horribly tragic, as was Richard Francis's and the others before him. What we don't need is a damn Monday morning quarterback telling us what we should have done to prevent these events (even if it is only "implied"). For Christ's sake, Officer Valadez has family on the job...think of how they would interpret this absurd letter.

I am so thoroughly disgusted with the way this department has taken a nose dive in the last 2 years. Police work used to be a great source of pride that was often passed down through generations. The pride I now have in being a police officer grows smaller by the day. We all know this job "isn't what it used to be" because times inevitably change. But when I realize now that a job that I was once so happy to do is the last thing I would ever want my children to do...things have gotten bad. Sorry that I am rambling on, but I had to get it all out.....

Maybe if the department didn't promote %30 merit hacks we wouldn't be in this position.

Since the last sgt's test they've only promoted about 100 people off the actual list. Your chance of getting promoted even if you score well is so miniscule that you lose hope. They've gotta define merit first off, and promote more regularly and up to at least 500 off the list to give people hope. Give them a reason to go out and work hard and study hard for the tests. It makes for better policemen.

For years this city has been shaping this department by allowing store front preachers, bullshit aldermen, and corrupt politicians to dictate how police work is done and how police are punished. This the department they wanted, now they have it at the expense of the general public. How the irs does not investigate the all of these so called churches that line south Ashland. the preachers want to be politicians so let them, and let them lose their exempt status.
It is a sad day when police officers are more afraid of their exempt bosses than they are of confronting a drugged crazed folon with a gun. THIS CITY NEEDS A CLEAN SLATE. NEW MAYOR, NEW SUPT. If they're serious about this, they're going to have to rearrange their priorities.

PATROL IS THE BACKBONE OF ANY POLICE DEPARTMENT.

The beat guy/gal should be treated like kings and queens. Every other unit exists merely to support patrol. Yeah, tact teams, detectives, OCD, etc. They may have different missions, but those in patrol should come first.

Patrol shouldn't be the fucking doormat of the department, a place to escape from. People should have to be dragged, kicking and screaming from patrol.

Trouble is, I don't know how to accomplish this. How can this department learn to give the proper respect and reward those who stay in patrol?

Just because an officer chooses to remain in patrol doesn't mean he/she has no ambition. It means that they love what they're doing. There's nothing wrong with that.

Unfortunately, the department is going to take a long time to recover from recent events, and may never completely recover. Once they're lost, they're lost forever.

You'll read a thousand posts with filled with crap and nonsense, but here is the truth. The policing you want done, CAN'T be done. The administration has systematically made it impossible to do what needs to be done. The gloves can't come off because of the repercussions officers will receive when the beefs come. The beefs come with the job, thats just the way it is. But, you usually had good supervisors who knew better with bosses that knew you were a good guy and not on bullshit. When I came on, a SGT in the Academy told me that good police work operates in that grey area. You know what, he was right (only the real police know what that means). I LOVE THIS JOB, but, it's not worth my family or my freedom. I never broke the law nor will I now. A few bad apples cast a huge shadow on a great department, and you, the adminstration came down on every officer as if we were bad cops only to satisfy your position in the food chain. That is not leadership. I have a little knowledge about that as well. Weiss made a HUGE example of Officer Cozzi for a bitch slap to a flipping hype who spit on him! Do you think for one minute that Officer Cozzi didn't pay his debt to society already. You know he did but you stood by and did nothing. That is not leader Sir. You want enforcement? Here's a clue! Lose the cameras. Say what you want but you know its true. Lose the missions. TRP's and other gay missions DO NOT WORK!! It's paperwork for you and your retarded meetings and that is all! Go back to written reports. It's faster and gets officers back on the street. A dope arrest used to be 30min total on a good day. Try 2 hrs now. Start looking at people to promote from within the ranks with ACTUAL street expierence. Generally the guys in the ghetto districts working afternoons or midnights with about 8 or 9 years on and a good arrest history with about 100+ arrests a year, felonies (generally speaking so no need to attack)! Allow supervisors to be supervisors. Micro managing NEVER works. If they give play for good work, let them be supervisors, and do their job. Going to a unit should be for guys that got shot or deserve to go because of good police work. Have Unit Commanders evaluate and justify why some of their personnel belong there. You do need a REAL SOS unit again. I hate to admit it too but it worked. MSF and TRU, not saying they are bad officers at all, just don't have the drive in them that SOS officers had. You need to inspire Sir and you or Mr. Weiss haven't or won't do that. By the way, Mr. Weiss will never be one of us and I recommend that he quit. A IAD fed cannot adjust to working and dealing with the ghetto. Weiss is case and point. He only knows how to jam someone up, not to help.

I loved seeing the officers that were put into 189 that had no idea what a “Vice” case report was for. “Drugs? Let go with time on the end because of some mysterious “head, tummy, pussy” ache, while my Sgt denies my slip. Furlough changed for “operational reasons”? Come the 1st and the 16th; are there any differences in the “dog-ass” Police check or the “real” Police check? Feel free to point out where I’m wrong, sir? I’ll tell you where I was wrong, sir, I was wrong when I showed up to work when I was sick, when I used comp time vs. hitting the medical. I let that “pride” get in the way.

Yesterday my beat car had 129,999 miles on it. The volt meter was low and the car was trying to bog out. The Microslate PDT that was still in the car from 1999 was missing the 'pause break' button (only a street copper will know how important THAT is) and the screen would blank out randomly. Many times yesterday I TRIED to run some plates. The network never sent me back any results! Never. I got bored fight the broken system that the brass does not want to fix and I gave up.

Whatever.

Dugan needs to brush up on his case law. I recall a Naperville PD "WARRIOR" got f-ed for stopping a car for traffic. He discovered fruit of a burgarly and made a good pinch. But the courts ruled against him bec his stop was for traffic.

Dugan is right that traffic stops are a good way to get weapons, etc.. but what he fails to recall is the number of POs that are at call back for being aggressive and then getn fuckd by IAd folks.
Yeah, stops, serach warrants, getting guns -but when the gangbangers beef -IAd finds ways to sustain the bullshit-knowing damn well that these beefs are lodged to back off coppers and get money in the form of settlements!

I would like to believe that the letter is meant to help another officer not get murdered but I don't. I hope I'm wrong when I think its just another ploy to get numbers, revenue up. I hope I'm wrong when I say they,he,whoever is using his murder to do exactly what it said, shame us........its ourfault he was murdered so we can make up for it now by producing. They know its manpower issues, and

The letter, made no sense to me and I trained in 007 and staayd there 4 many years, and I was trained that if any1 spits on me or raises a hand/fist to me they go to the hospital!!! well written....a long time ago I came on this job and the steps an officer went through were clear...find a partner....get picked up on a watch (a Watch Commander you wanted to work for)...you produced if you wanted to be on that watch....if you wanted a straight watch assignment it was available so long as you produced...after a few YEARS you knew enough to be asked to join the Dist. Tact. Team and your LEARNING and producing continued...eventually you took tests and found a spot where,,,,,you guessed it you worked to stay there...Now I've used the word produced alot but keep in mind that always meant DOING the JOB...the street stops, noise issues, curfews, arrests all came from DOING the JOB....But keep in mind back then there were BOSSES we wanted to work for......I know straight watches will never come back but at least back then there was a sense of camraderie problems were handled at the Dist. level by the Watch and Tactical personnel....but then again we had BOSSES we looked up to and who we knew if we made a mistake while trying to do the JOB eery effort would be made to protect you and in the same token if you screweded up because you were a DOG then you dealt with your punishment....Make sure the Beat officer knows that the administration has his back and he/she will produce....Thanks

The administration is trying to make coppers feel bad for not being aggressive... and to make the city some money.

I can't believe they would use the death of an officer to say we need to do more sound impoundments to rid these shit heads of their cars.

What we need is MORE HIRED police officers, why doesn't the letter address those issues? And I don't mean have everyone in uniform, or push all the house mice out into the street. How about working with the States Attorney's Office for harsher penalities against agg. bat. to PO cases and any type of gun / gang / narcotic related violence!

No, they want us to impound the gangbanger's car so the city can make some fucking money! Most shootings happen when the guy is on foot or on a bike anyway. Here's a great idea, how about keeping the gangbangers locked up longer!

You don't think if you take a gangbanger's car that he'll just steal one or carjack someone?

It's simple:
Less gangbangers on the street =
Less violent crimes, homicides and shootings.

May a merciful Jesus Christ bless Bill Cozzi and give him the strength to endure and ultimately win his appeal.

This is but one reason why the vicious and sadistic WEIS should burn in Hell. With the compassion of a textbook psychopath, he was destined to become an abysmal failure from the moment he scapegoated Cozzi.

i am still the working police because i like being the police and don't care what the douches on here say. i have got 6 guns this year (i know not a lot), but 5 from people walking on the sidewalk. 1 of those was in a car and that was because the fucker was too drunk to remember he had a banger under the seat.

granted, these guns all arrive via vehicles. but from my experience i've got a lot more pistols from street stops then in cars.

ALSO i've handled 50+ shootings, almost all of the shootings have been people approaching on foot and shooting. hardly ever do i get a shooting where it happened from someone shooting from a car. In fact I asked these guys the other day if the people who were shooting were on foot or in a car and they said to me "drive-bys? that shit is in the movies! them dudes was on their feet!"

Inconclusive, impounds = money.

Excellent points SCC. I still laugh about the fact that I got counseled once for not writing enough movers in a 90 day period. I was on the medical for almost all of them and then furlo. Worked a week maybe. Wrote 10 or so. Written reprimand. Asked the guy who is related to the congressman what his average was....none in 5 years. Wonder if he got written reprimand too. Nah, this job is fair.

I would love to go back to old school policeing but some things have to happen first.

1) the public must not only support this but call out for it.

2) get rid of gov't cameras...all of them.

3) remove GPS from the cars.

4) contain iad, ops and have a talk with ccsa.

5) have daley get the media off our back.

if we ever go back it will mean that things have eroded severely.

That is EXACTLY what I was thinking. How to work within the new framework. All the in car camera classes did was scare people, it didn't tell you how to work in the new framework.

FYI: it wasn't just 'dumb luck' that resulted in the discvery of the offenders vehicle. Officers B.R. and A.I. made a conscious effort to carefully retrace the direction of flight from the scene. These guys are top notch officers and bring great credit upon the CPD.

Aclu wants "gang dispersal notices", we have to get stupid event numbers, Contact Cards, No D/C arrests just to get asshole off the corner for a few hours, No EDGE missions and worst of all, the Rating system (QUOTA/Numbers system that counts how many Contact cards you turned in and ticket activity and anything you throw on for your stats game). Not gonna happen. Impound court hits us with stupid reasons to give back the cars like "did you put the orange tow sticker on the window"? Or Is your partner coming? We have too many road blocks thrown at us and the media doesn't help. The general public doesn't respect us. The City's Ghetto Lotto keeps paying out on anything. Don't get me started on promotions....all I gotta say about that is, it's still the "who you know" deal.
And, you don't need college to do this job, you need a good head on your shoulders with good training and good leadership.

FYI: it wasn't just 'dumb luck' that resulted in the discvery of the offenders vehicle. Officers B.R. and A.I. made a conscious effort to carefully retrace the direction of flight from the scene. These guys are top notch officers and bring great credit upon the CPD..

I am on a tact team, and I can't remember the last time my kiss ass sgt. went out and hit the streets and stopped some cars. He is always giving us his motivational speech, as is our kiss ass Lt, but neither one ever dares and works the streets. Neither even wears a f-cking gun belt! What about our D/C? What about our Dept chief? What about the hundreds of other "white-shirts"??

How bout lead by example boys and girls. Get a pistol out of a car, boss, and show us how to write it. Go to court and show us to testify to it. Show us how to respond to the CR and/or the lawsuit!
Then, if your activity is low after trying to do so, sit down and have a counseling session with your next in line boss. how bout that?

You are correct that warriors need good leaders. You are also correct that with the imposition of strict enforcement the community and the bottom feeding plaintiff's lawyers will be filing suits like crazy to win the lottery against POs and the City. And, you know what the problem is? Because of the federal judges in this district, the gangbangers whose cars are impounded will win those cases or a large percentage of them and the media will rail about the POs who used "storm trooper" tactics and impounded Pookie's ride so he couldn't go to work or continue his career as an honor student. Then, the POs who did the hard work and heavy lifting will be the subject of a grand jury investigation by either the feds or the SA and be transferred or stripped of their police powers. Worst case scenario they will be indicted and even convicted.
The leaders that are needed are not just those at CPD. We need strong political leaders who will support aggressive law enforcement. We need federal judges who will not presume POs and law enforcement guilty. We need prosecutors who won't go after POs just because it will earn the approval of the media. We need a mayor who will back up the police. We need a superintendent and deputies who know what they are doing and know how to police a large city and are impervious to political or media pressure.
Right now, none of the foregoing is in place. So, if you go out there thinking the days of the Task Force are back with "agressive preventive patrol" allowing you to make random car stops, you will wind up in a whole heap of trouble and no one will back your play. How do you tell your wife and kids you lost your job and have to sell the house because you did police work?
The change has to come from the top down, not from the bottom up. I have had a long relationship with law enfrocement and the CPD although I am not a member. I can tell you that, unfortunately, POs and law enforcement have become the prey of the media, unscrupulous lawyers and their clients, the reverends and ambitious prosecutors who wish to kowtow to the revs and their flocks for votes. It will take a sea change and that is not in the cards with the political climate in this country.

The average PO DOES NOT write tickets because who wants to waste time going to traffic court. No matter where you are from, it's a very long process. There is NO parking and who wants to be crammed on a bus after parking in 001?

Trust me....make up 2 traffic courts North and South and you will see movers improve.

How are you going to impound cars when they won't pull over and you can't chase them? How are you going to get guns and drugs out of cars when the gangbanger knows you can't chase him and just takes off and blows a couple red lights, "chase" terminated. If he really wants the police to be the police again then he needs to do the following just off the top of my head:

1. Get the cameras, microphones, and gps out of the fucking squad cars and the blue light cameras off the streets.
2. Give us a fucking decent contract and a decent raise.
3. Give us some decent working equipment.
4. Get rid of all these dumb missions and leave us the fuck alone to do our jobs.
5. REALLY back us up, go to bat for us, and stop throwing officers under the bus.
6. HIRE some fucking police and quit running half the cars in the districts 99.
7. Let us chase offenders fleeing in vehicles and put the blame on the fucking offender instead of the police. Get some spike strips and start ramming these jagoffs off the road (you'll get your impounds then).
8. Get the court system to actually start punishing these assholes that we keep locking up on a daily basis. Make us feel like we are actually accomplishing something.

Until you do at least a few of these things, policing is going to continue to be a "LOST ART".

I have 10yrs on. I understand the point he was making, but if he is trying to motivate us by making that point, he is doing it the wrong way. I have been sued 4 times and I dont care about that, because each time I know I did what I was supposed to do. The problem I have with that is, the city settling. And quite frankly the possibility that if a lawsuit ever did go to trial in this liberal fucked up society, a jury would believe the thugs and have me pay out of MY pocket. But aside from the lawsuits that every working copper will have, I AM NOT going to prison for making a simple mistake or even for doing my JOB! Im not justifying beating prisoners but we r human and the fact is MANY deserve to get hit and there are many of us who after awhile may reach our breaking point and give one a pop. I have been spit on, kicked, swung at, etc on this job and NEVER does the offender that did those things to me get prison time. These are people with extensive arrest histories and a guy like cozzi slaps a guy, SERVES HIS PUNISHMENT and then gets backstabbed by the administration and willl now serve 3.5 yrs in prison? ARE U SERIOUS? YOU want me to run around and risk that for YOU, DUGAN? FUCK YOU!!! Sorry but not a copper I know trusts this departments leaders. The ONLY ones that will do the shit you want are the guys with very little time on because they have yet to be fucked by this department. That will eventually happen and then NO ONE will do shit because we wont have any new guys to do it. We havent had any coppers hired in God knows how long and even if the process started today we would be another 1.5yrs without the bodies on the streets. Now couple that with the guys in busy districts handling up to literally 35 radio assignments a night and being denied lunches for backlogs, and maybe you see why nothing gets done. GET your pussy ass out of the office once in awhile and see what goes on. Then you clowns come up with AIRA, great move. Last night, my brand new Tahoe in the 5th District had 950 miles on it.

After a 10 hour tour on a not so busy night in the ghetto, I turned it in with just over 1000 miles on it.

A little over 50 miles on it after 10 hours, yep that is the new CPD.

Hell, it would have been a lot less but I decided to take a long stroll over to 22 to partake in a lunch w/o the need for the cashier to be behind 12 inches of bullet resistant glass. That and I did have to go get gas too.

You get what you ask for, and it ain't much in the CPD today.

When I hear the god-awful sad news of another commrade in arms killed in Irag or Afganistan, I do not hear that the majority of soldiers killed were buck privates. I hear of sgts, lts, capts, even a few higher commanding officers. Why is that? Because these brave men and women who have achieved some rank show leadership to their rank and file and go out on the frontline.

What does a white shirt do? I can tell you it is not showing they are leaders. They weasel their way into cushy spots and they yell, or threaten, or act condescendingly or they do all of the above, but they don't fucking lead!

I never tell anybody I am a Police Officer. I answer my calls and give great Police service. That's it! And when they call me into the office for activity I smile and say OK. By the time I turn around I forgot what they said.

It took me 2 years to stop feeling bad about how I am now.
But again, I didnt make me this way!

After reading this document, I am truly sorry for the officers in 007, what was said here was more a slap in the face to them than to any one of us. I worked across the Ryan from them in 003, worked there in TRU, and have always found them to be excellent, conscientious, and hardworking officers. That you would overlook our OBVIOUS, politically/departmentally imposed handicaps, lash out at the very officers that go out every day, on every watch, to face all of the unknowns that come with dealing with the public, I have no words sufficient to describe the anger and disgust that I am left with....
I'm fairly certain that most of my fellow officers feel the same way. Shame on us, sir? I, on response say shame on you. Shame on you, and every boss like you. Shame on you for allowing this to happen. There is more blood on your hands as the leadership element than will EVER be upon ours. We go out,....went out, fought, tried, lost/won with the bad guy still getting off, took our beefs, listed our assets in court, and heard you cluck your tongues at us for impropriety when it happened. You and yours sir are the equivalent to Bill Clinton and Somalia. Think about that the next time you're watching "Patton" looking for your hooah hooah speeches. Before I joined the Army, my old man taught me a few key things about leadership:
1) Lead by example.
2) Make a decision and stick to it, if it was the wrong decision, don't backtrack, but fix the decision within the action.
3) Your troops don't have to like you, it helps, but it isn't necessary, but they better damn well RESPECT you.
4) Any failure incurred by the troops is a failure of leadership; a good leader knows how to employ all of his troops in the manner most appropriate to their abilities.
5) Stick up for your troops, if they fuck up, there's a reason for it, training, motivation, morale, etc. A good leader determines the cause and addresses the problem correctly.
6) Be fair. Treat your troops fairly and 99% of the time, the previous five tips are unnecessary steps in the process.

Sorry to the rest of you for rambling, probably get more accomplished by farting than typing. Stay strong brothers and sisters, we must now be more united than ever. BE SAFE!

I've been retired for a few years now, one of the things that I learned about WHY good coppers don't get promoted or rise above the chaos is the "PIMP SYNDROME".
If a pimp (commander) has severals whores (PO's) dutifully making all the money and bling (arrest/activity), the pimp would be stupid to get rid of those whores. The pimp will keep those whores in the stable (districts), enabling him bragging rights and a gurantee positive results, month after month after years (keeping those numbers up, for those monthly meetings)!

Yesterday my beat car had 129,999 miles on it. The volt meter was low and the car was trying to bog out. The Microslate PDT that was still in the car from 1999 was missing the 'pause break' button (only a street copper will know how important THAT is) and the screen would blank out randomly. Many times yesterday I TRIED to run some plates. The network never sent me back any results! Never. I got bored fight the broken system that the brass does not want to fix and I gave up.

a good policeman doesnt need a pdt or a good car to do good police work.. just a good partner and a car that will roll.. computers are not needed for police work.. jump out, grab dude and get ready to run... stop dude, get dude out, handcuff, and search... dude go to jail.. stop relying on computers and tahoes and air conditioning.

I am a retired Detective who over the years had many positions in patrol and in the Detective Division. In the old days police work was fun, you would get a car, a full tank of gas and go get the bad guys. We would make street stops and find guns. But then came a word called profiling and the job changed forever. Doing real police will get an Officer in trouble and in some cases the Pen. My advice to the new guys, do what you have to do, enjoy the benefits us old guys obtained over the years and let these benefits and conditions work for you. Be safe

Regarding complaint numbers ask Dugan and the FOP about this fact. If the complainer does not sign the affidavit letter or pursue the investigation why should Po’s or Sgt's or Lt's be named in the Cr#?

To add to that: chief eb is doing exactly what dugan letter says. Eb stood in front of the unit ordering to do illegal raids and confiscations. Eb said you aint the police youre nothin but a glorified tac team. If you cant hack it we'll find you a place to go. LT eg dont say shit mostly because she dont know shit because she never did shit. Now every day they both double talk and tell the unit to do two separate things for different reason and neither will answer a question directly because theyre both stupid as shit. After reading the letter written by Dugan, it really shows how out of touch he is with reality.

Here's a suggestion that you were inquiring about: Get rid of all these bullshit units. We need people back in patrol and in the districts before one person is sent to another platoon in MSF, or TRU. The amazing thing is they added another platoon to the MSF and took even more people from the districts for Jody's pet unit!!! This is bizarro world for sure.

I like to personnally thank the powers that be for showing me how much of an ass I was for actually thinking or believing for a fleeting moment that a hard working P.O. of ten years would ever make the K-9 unit. 30 out of 30 on the test, aced the physical, and THOUGHT that I had a good interview. Boy was I wrong. There was not one thing they could've found to scratch me......awards and arrests all way above average and no medical at all. Thanks guys for kicking me in the stomach and showing me that juice and clout TRULY rule on this job and shame on me for getting my hopes up for actually thinking i could make a unit doing something I love. Would be nice if I could see my results of my INTERVIEW to see where I FELL SHORT according to the city.

Not a bad letter from Dugsn and a great response from SCC.

Some years back a Commander called Patrolman Joe was a leader of men. His officers would infiltrate an area and lock up ALL gangbangers for anything. Some complained that they were only playing basketball and were arrested. Too bad.

This type of enforcement today would not be tolerated due to the fact that the officers on the street will NOT be backed up by their bosses in the event of beefs.

Everyone is afraid, bosses included, because of the person sitting in the department's first chair, let alone many in the State's Attorney's office. Can you blame them? And remember, shit rolls downhill.

I wish I was wrong about this, but the way things are now I'm afraid I'm not.

I left a busy south side District and went to the M.S.F. In both spots I have worked in some of the worst neighborhoods in the city / Country for that matter. Neighborhoods that have a lot of violent crime. And in the last 5 years or so working in these areas I have never seen DEPUTY DUGAN riding through. There were times when I sneeked downtown to Sight See , and I seen him there. But never in the Ghetto.

NO BOSS can tell you to write one ticket per day or even make one arrest per day let alone one traffic stop per day.............

That is a quota and the federal courts ruled that is illegal because if you DON"T SEE ANYTHING you can't make anything up just to reach these quotas!!!!!!!!!!!!!!!!

You will be sued and hung out to dry because no boss will put that on paper because he or she will loose their home, bank accounts and pensions!!!! Oh by the way the city has already said they will not indeminfy you for quotas.

I don't have much time on the job but from what I have seen already I don't trust any of the NEW BOSSES and that includes the new Sgt's.

Like COZZI's attornwy stated they'll throw you under the bus and won't bat an eye!!!!!

Lets not get your personal ambition mixed up with police performance issues. In typical Chicago political fashion, you take a tragedy and blame it on the little guy. The fact of the matter is that Ofc. Valadez was killed by vicious sub-human thugs. Suggesting that more traffic stops would have saved his life is foolish and cowardly.
The fact of the matter is that incompetent exempts and politicians are the reason for the slow down in police work. I suggest that during your 18 hour days, you brush up on law. Officer's are not allowed to search offender's vehicles (for all intents and purposes) once the secure the occupants. Even if they wanted to bend the rules, big brother is watching on the in car camera. Couple that with bringing in a fall guy Superintendent to clean up what was erroneously labeled an out5 of control department, you have the sorry state of this department.
What you and your boot licking subordinates in the Patrol Division must recognize is that unlike you, most of us have a life outside this job. Myself and the vast majority of other police officers love this job and want to do the "right thing". However we are not going to risk our livelihood to advance your career. I am a "warrior" for my wife and children first and foremost. The citizens are a distant second. You and your ilk have created our current crisis by tying our hands. Stand up like a man and recognize your own culpability. There is not one spineless exempt who will stand up in a meeting and demand more personnel or better treatment of P.O.s. You are all cowering at the feet of a Mayor who's judgement rivals that of Emperor Nero.
I happen to be a Watch Commander. I believe that my first responsibility is to the safety (physical, financial and mental) of my watch and myself. If you believe that the citizens and the political agenda of a corrupt city government come first, you are not just out of touch...You are deranged!
P.S.If the powers that be want us to do more with less they better a)show us some respect b) show us some money and c) quit throwing us to the wolves.

This "letter" will mean nothing when you are sitting in that federal courtroom as a defendant in three years for the asshole you stop tonight and don't do the 100 things you have to do correctly to arrest him or her.

Dude u took the words right out of my mouth. I actually thought it was going to be legit and it would be graded fairly. Boy was I wrong. And you know that they will never say how they came up with the magical decimal pointed score. And oh yeah I was wondering how both my scores for both positions were identical when they were two totally different scenarios.

so are you officer b.r or a.i. that is writing this?? stop patting yourself on the back stroke. if you wanted credit you should have ran the plate, called your team on the phone, had them meet you at the car and had a guy sit on the car while you and your team went to the house and investigated..... but typical tru 5 year wonder.... yelling and screaming on the radio about how you found the car and run this plate and all that other crap.. once you get a couple french fries on your arm youll start to understand how to investigate and do police work stroke... enough with the pats on the back.. a policeman was killed, quit searching for glory
