Noticed that the mayor managed to have bricks installed at Buckingham fountain within the last year. I was at the taste last year and it was gravel then. I noticed it is now bricks. Maybe if he didn't spend that cash on the bricks he wouldn't be trying to lay off 1500 people.

Wasn't this title originally District Administrative Manager? They must have had to change the name of the title to play fast and loose with the position.

I count 25 Districts in this man and woman's police department and I count 27 names on the list, which means 2 of them are not even in a district office.

So now, where are the other two? And what are they doing? Interesting. Very interesting.

That is probably 150K to 200K totalbeing pissed away for two connected individuals. Who are they? And why are they? They must be the two that are even more connected than the other 25.

Thanks for throwing that out there SCC. I know we're not the most popular group but I've personally heard from enough POs to know we have some support, and the consensus is there are bigger fish to fry than us; aldermen and their slush funds, clout heavy ward bosses, do nothing clout heavy exempts, etc, all with 100K+ salaries.

I like my district manager, but I know they were political spots, and there are some familiar names there... relatives or clout getting taken care of with salaries 12 to 54K over my own?

Score another point for nepotism!

Bonnie Snarski is the most worthless of District Managers. The only thing I've ever seen her get done with any amount of expediency is getting a "District Manager Only" parking sign put up near the front entrance of 025 by the space closest to the door. This way she don't have to walk very far from her Cadillac into the building.

Unfortunately, Bonnie is VERY close with Alderman Banks. After all, he is the one who got her the job. So don't expect her or any of these other useless bureaucrats to go anywhere anytime soon.

I couldn't agree with you more. Except I cannot speak of the other district managers. Though, John Madden is at that district for at least 8 hrs a day. He knows more about the policies, orders, and will help any copper out with any problems or questions they have. He knows more than anyone in that office and is one of the nicest individuals I've ever met. Yeah, it's a large salary, but he still drives a fuckin piece of shit car that's older than I am and doesn't spend a dime on fancy fuckin clothing.

What are the district manager's responsibilities? In our district we our constantly out of supplies. I swear it took me an hour one time to locate a gun inventory envelope. Nothing is ever in the same place twice. The vault is locked and caps office has the key. Who is supposed to take care of this stuff? Sounds like a district manager job.

She was Dana's secretary and he got her the job of District Manager when she RETIRED. So, she is collecting her pension while making another $78 grand being a district manager?? Just another of Dana's dollies left over from his reign.

SCC, Mike Falatovics is not a district manager. He handles the contracts for equipment for the department. He doesn't work at a district, he works in HQ. While I agree that the district managers aren't necessary and are doing jobs that officers did for years for a fraction of that pay, he is fortunately not taking a position such as that and shouldn't be on that list.

I have known John Madden for a long time and worked with him in the past. Without any doubt, he is one of the hardest working members of this department - sworn or civilian. He is one of the true assets of the Chicago Police Department.

The man has a work ethic that just won't quit. He doesn't just go through the motions either - he gets things done - and done right.

The man is very competent in his job and bends over backwards to help everyone. I still reach out to him from time to time for assistance. If he doesn't have the answer readily available, he will get the RIGHT answer.

His credibility is beyond reproach.

John comes from a police family and his son works upstairs in Area Four Detective Division. I have told him that being John Madden's son - he has big shoes to fill. From what I know, the apple didn't seem to fall far from the tree. The kid seems to be a hard worker too.

While I will be the first to admit that SOME of the District Administrative Managers we have (and had) employed at CPD are little more than know-nothing political hacks, to lose a person of John's caliber would be a significant loss to the Department.

Please be careful when painting with a broad brush.

Before her promotion from "training officer" (yes that is a real title for civilian trainers - thats another story) things at the Academy ran fine.

Now they are so fucked up, it takes weeks just to get the xerox machine repaired! How can that happen when xerox has a contract with the city and will come out the next day on a phone call? Clark-Henson stepped in and fucked it up.

Tri-River needs to do an audit of the hundreds of thousands of dollars under her control.
Guest speakers have not been paid in months! Guess they wont be coming back.

DUMP THEM ALL.

The position was created inorder to free up personal in the Ft. Offices of Dists.
Because these people could not competently do the job on thier own, the Dist. C/O's were allowed to keep thier office staffs.

That job did not exist two years ago. That position was created for her by Tobias. She was chosen over several other qualified civilians. She can work from home and have tons of medical days. It is interesting why the academy has a administrative manager? Daddy took care of his daughter.

More police leaders will be assigned to street duty. 20 additional Lieutenants will be available for provide supervision, and about 45 recruits currently in training will assist in improving security at city-wide festivals, parades and other events.

"Our most basic and effective tool in fighting violence is the presence of police personnel on neighborhood streets," Daley said.

* The Police Department has created a new strike team -- known as the "Surveillance, Tactical and Gang Enforcement Strike Team" (STAGES) -- made up of personnel from Gang Intelligence, Gang Enforcement and the police districts to conduct undercover surveillance in potentially violent areas.

* The Department has expanded the use of its Surgical Strike Teams, Public Violence Teams and the Anti-Violence Task Force. These mobile teams help identify and direct needed resources to problematic areas.

* The Department's Mobile Strike Force will be expanded by about 50 officers and supervisors. This team will continue to combat violence in high-crime areas.

* And the Department has created a new website called CLEARpath that will bring neighborhood residents and the Police Department together in an effort to increase participation in block clubs, which can be a great weapon against gangs, guns and drugs.

Daley said the City will continue strict enforcement of its curfew for young people under 17. That curfew is 10 p.m. Sunday through Thursday and 11 p.m. Friday and Saturday

The answer is as follows...
Every year a member earns 2.5% of their salary towards pension. For the first 9 years and 364 days, if you leave, you get the money back in a lump sum, say $50,000.00 At ten years, you are vested in the program. for example, if you leave with 12 years on it is as follows...


12 x 2.5% = 30%

.30 x say 70,000 = 21,000/year

So if you leave after say 12 years, and the salary is 70,000,
you would get 1,750.00 a month.
I'm not sure how they handle taxes. That's why if you leave after 20 years, it's 50%

20 x 2.5 = 50%

Hope that helps

At the end of the day, call the pension board, or FOP, they will be able to help you more accurately.

Hey, Mel Kantor was a judge I believe, he might have taken some suspension time on his law license but after that he finished out his career as a lawyer working the halls of traffic court at 321 N LaSalle.

If Mel came in a courtroom his case got called real fast and it was always non-suit or supervision or not guilty. He stood up for people and they took care of him.

Back when the District Administrative Manager position was created the idea was to eliminate District Secretaries and replace them with the newly created civilian post.

It didn't work that way. The district commanders squealed like hell and got to keep their district secretary and the Admin Manager stayed too. They don't mind shitcanning a desk Police Aid spot or a clerk but they hang on for dear life to those clout spots.

The district managers were originally hired to replace the sargent in the office and supervise all of the civilian employees that replaced the P.O.s in the office. Go count the civilians in the front office. We have 1 civilian and 1 district manager. The district managers have nothing to do except made up work to look busy. I will be more than happy to retire and supervise that 1 civilian for half of what a district manager makes.

Don't let those inflated salaries fool you...those poor people work as hard as any hard-charging P.O. in a fast district on the 3rd watch...YEAH, RIGHT!!! This is the biggest waste of money for the least amount of service. Look at the Dist. Mgr. in the land of the BQ...this useless waste of skin cannot keep enough reports stocked in the district. On a weekly basis, there are at least 3-5 runs to equipment and supply...outside of the regular deliveries. How is it possible to run out of case reports in this era of AIRA??? Aren't they supposed to control the building maintenance too? It took well over 3 years to get working hot water in the locker rooms, and that was only after grievances were filed. "I'm workingn on it" usually doesn't take 3 years. Yet, she comes in when she wants, leaves for ungodly amounts of time every day, and god help you if you're in her path at 1700!!!!!! Sorry to ramble like this but I am totally pissed at the money these useless fools make....and we can't even get a contract. Thanks little Dick and you alderthieves. Now I'm going to get totally pissed on soft drinks, in my own home, plotting unspeakable acts to perform on cats!!!!(How do you like that you narrow eyed, bulging forehead, enormous flying saucer looking hat wearing waste of 310k a year.....nyah nyah nyah

The District Managers spots were created partially as a result of the Booz Allen Hamilton evaluation of the Department, which sought to civilianize as many administrative positions and partly as an offshoot of CAPS. They were designed to replace the District Secretary and oversee the civilians and desk officers in the District. They were to supposed to serve at the pleasure of the Commander (he/she could get rid of them if he wanted since they were/are non-career service!) and be the lead automation/technology specialists in the Districts. The first managers in the five prototype districts had Master's Degrees and five years of supervisory experience. As the positions became more coveted, the minimum qualifications were relaxed and phone calls were made. These were part of Deputy Ramsey/Barbara McDonald's grand plan of making a more efficient, effective Department. Didn't work.

John comes from a police family and his son works upstairs in Area Four Detective Division. I have told him that being John Madden's son - he has big shoes to fill. From what I know, the apple didn't seem to fall far from the tree. The kid seems to be a hard worker too.

While I will be the first to admit that SOME of the District Administrative Managers we have (and had) employed at CPD are little more than know-nothing political hacks, to lose a person of John's caliber would be a significant loss to the Department.

It is even worse than you describe.

Huberman fires and lays off a ton of people whenever he gets a new spot, and could not care less about how they will support themselves and their families. That is bad enough, but Huberman does not keep his own "house" clean and running lean.

Karen Rowan, an attorney, retires from CPD and Huberman gifts her with a 150K a year contract for consulting at OEMC, then CTA and now at the Bd of Ed. Karen Rowan gets 150K, plus another 110K in retirement income. Not too shabby for her, but a waste of taxpayer money, especially when the 150K for consulting was like throwing money out the window.

There is NOTHING that Rowan accomplishes that could not be accomplished less expensively by existing in-house counsel.

Then why is Rowan hired by Huberman time after time after time?

Rowan is the close girlfriend of Babs MacDonald and Huberman owes MacDonald and will do as Babs wants and Babs wants her girlfriend Rowan close at hand and on their team, regardless of the money that could be saved.

Babs MacDonald also retired from CPD and Huberman took her with him as a consultant to OEMC, City Hall, CTA and now the Bd of Ed, at the price of 200K a year. 200K plus 150K yearly retirement income equals the 350K a year. All for a person that is not needed at the Bd of Ed. Again, this is like throwing 200K of taxpayer money out the window.

If Huberman did not pay Babs the 200K a year, and Rowan the 150K a year, he could save 7 employees that make 50K a year. Seven families supported by 50K a year could continue to eat and pay their mortgages.

Rowan and Babs both get over 110K a year in retirement income, which is plenty to support their lifestyles and pay their bills. But instead of letting them go, Huberman will fire or lay off 7bread winners. It makes me sick.

Hey Jay Levine, Pam Zekman, or any reporter that has the balls to tackle the big boy Huberman, how about asking the questions? I gave you a fucking road map and directions. Use them.

Mr Booz-Allen Report, My neice worked in a south loop restaurant a few years back and while waiting a table overheard the conversation between the applicant and the aide to the alderperson for this exact job. Tony C is at BAS Administration and the girl Allison is at the Police Academy.

Is Tony C the guy that follows ADS Shear around? He is a District Administrative Manager? Isn't he a retired policeman, just like ADS Shear? Why is the District Administrative Manager title being used for a position at HQ? The job title is not HQ Administrative Manager.

This creative scheme had to be conceived and implemented by DS O'Keefe and ADS Shear as a method to give this Tony C guy a promotion and a raise. DS O'Keefe and ADS Shear are the department's money guys and they must know all the loophole tricks of creative hiring, promoting and funding.

PLEASE, will somebody from the News Media look into the back door dealings of DS O'Keefe and ADS Shear? PLEASE, look quick before they magically change this Tony C guy's title to HQ BAS Equipment Facilitator or Coordinator or some such shit and bury this little embarassing problem!

Never trust them to do the right thing. They will never do the right thing unless it is the only option after being exposed.

They will just use a new title to put a fresh coat of paint over the wrong thing in the effort to hide it. That is how things work in the city that works and is fraught with corruption. Their motto is, "Do as Daley do, not as Daley professes."

She was promoted to this position (at the Academy) via M. Tobias last year sometime.

She is useless as tits on a bull.
Why the Academy needs an Admin. Mgr. is unknown. She can F-up a one car funeral. She has a "staff of about 8 people. Why?
BECAUSE SHE WORKS FROM HOME!
CAN'T EVEN BE RELIED ON TO SHOW UP FOR WORK.
How can a Admin. Mgr. manage from home?


Before her promotion from "training officer" (yes that is a real title for civilian trainers - thats another story) things at the Academy ran fine.

Now they are so fucked up, it takes weeks just to get the xerox machine repaired! How can that happen when xerox has a contract with the city and will come out the next day on a phone call? Clark-Henson stepped in and fucked it up.

Tri-River needs to do an audit of the hundreds of thousands of dollars under her control.
Guest speakers have not been paid in months! Guess they wont be coming back.

LEAVE THE DISTRICT MANAGER in 013 ALONE!!

She is a wonderful women. One of the nicest people I've ever met in my life! She does her work and then some. Ms. Oneal has gone above and beyond for the officers in 13 and has a heart of gold. She can answer any stupid question thrown at her and she does what needs to be done. It's a shame that she's not making more. I bet she does more then the idiots who are paid more above her...

Don't have to divide their duties among the DC's staff...district manager is in charge of then except the dist. secretary. And she or he has already spread the work out. Kantor does nothing, shows up at 1030hrs every day and walks around the building smoking and drinking coffee for a few more hours and then goes home, useless as tits on a bull.

Mr Booz-Allen Report, My neice worked in a south loop restaurant a few years back and while waiting a table overheard the conversation between the applicant and the aide to the alderperson for this exact job. We thought she must be mistaken until, lo and behold, who shows up at a certain district as the manager but exactly who she named.

I didn't say all of them were appointed because of what they knew. The "Civilianization" plan was designed in 1989 or 1990, and created positions for more civilians (Detention Aides, Civilian Police Dispatchers, Clerk IV Timekeepers), and added more Clerks/Data Entry Clerks. This was all done in an effort to force the old timers to retire (there was no mandatory retirement age then) rather than go back on the street. The District Managers started off in five prototype districts in 1994 or 1995, right after CAPS came into existence. When they added twenty more in 1995-96, that's when the phone calls started in earnest and the minimum qualifications eased up.

Noticed that the mayor managed to have bricks installed at Buckingham fountain within the last year. I was at the taste last year and it was gravel then. I noticed it is now bricks. Maybe if he didn't spend that cash on the bricks he wouldn't be trying to lay off 1500 people.
