The Price to Join

  • Whether they’re patrolling Chicago’s streets or handling the phones at headquarters, much of a police officer’s job involves public perception: that solid and impenetrable wall of blue with each policeman and policewoman outfitted in the instantly recognizable Chicago Police uniform.

    But what you might not know is that your neighborhood “Officer Friendly” shells out thousands of dollars for everything from her impeccably pressed shirt to the gun and holster she carries.

    And though officers receive an annual equipment allowance of about $1,800, the costs add up quickly. If officers bought just one each of the minimum required equipment – a scenario police spokesman Roderick Drew said isn’t common – the price tag totals nearly $4,000.

The article also provides a partial breakdown of costs for summer, winter, dress and optional uniform items, though we don't think the summer item labeled "shorts" is a regular item for anyone not working the Bike Unit and they miss things like boots, cuffs, OC, asp, leather cases for all the tools, and a gear bag to carry all the extra equipment. They don't even mention the vest that should be replaced every 5 to 7 years at almost a grand a pop.

It's a good beginning rebuttal to the aldercreatures and bean counters who started the bullshit about how uniform allowances are "bonuses" that should be cut. But it could go a lot farther.

My vest is 9 years old... my mortgage payments and taxes and private school education dont allow me to afford a new one... maybe Im rolling the dice, but Im paycheck to paycheck... My wife works, but its not enough to afford a $600-$900 uniform upgrade... the "bonus" we get doesnt cover the costs for me to look presentable... I take pride in my job, even in the current situation... if they cut the "bonus" I will never buy another piece of uniform or equipment again... sorry

I will first state that I have only 2 years on the job. I hear things like, "kid it ain't what it used to be." At first I believed that these guys were old salty f&cks that just didn't give a fuck anymore. Now I don't give a fuck anymore either. If it isn't some asshole getthing in trouble for killing someone drinking and driving or some asshole thinking with his dick and molesting a kid, its someone who is a legitamately good guy getting in trouble for actually doing their job. Point is this job is getting embarrasing. I always wanted to be the police, but now I realize it isn't worth it anymore. I am a lucky one, I am young and I have a college degree. If it wasn't for the economy I would have been gone by now. Don't get me wrong, the rank and file men and women in the department are awesome and I have the utmost respect for them. I just feel that the shitheads in this city and state for that matter do not deserve the service that we give them. I have also heard guys say, "kid this used to be the greatest job around." Guess what, the Chicago Police Department is now the GREATEST soap opera around.
After the sentence handed down to Cozzi, I now join the answer your calls and do nothing else police. Thank you for your time SSC.

Thanks for a great post.

When I worked for a small department we had to buy most of our own gear but the city allowance usually covered most of it plus there was also a cleaning allowance.

The city opted not to buy most gear, including our weapons, on the theory that if we paid we would take better care of the equipment. I can't say that's necessarily wrong and the city, unlike the one that occasional works, also paid for repair and replacement due to on duty damage, i.e., ripped shirt while subduing prisoner.

Of course, here they wouldn't dream of taking care of us. After all, we're not aldercreatures.

Forget how much these items cost, how long do any of the uniform items really last. They are so cheaply made, and so expensively sold.

I bought a sweater from the GAP and it has lasted me 20+ years, no fading, no piling, hasn't lost its shape, and cost me less than $25.00

However, the loverly Police Issued sweater that I paid well over $100.00 for is already falling apart, and yes it is the fleece lined sweater, so the newest version, and yes, anywhere any part of the uniform equipment touches it, is worn away like nobody in the public would believe.

I welcome them keeping my $1,800 BONUS and making a commissary, I will be there each and every time the threads pop on the cargo pants, when one trip and fall scrape out the entire knee, when there is a rubdown wear of having my wallet in my back pocket.

And they need be supplied with vests, vest covers, turtlenecks, shirts, pants, cuffs, cuff keys, ammo, belts, sprays, radio holders, blazers, dress blues, hats both the "crown" and baseball type, raincoats, helmets, sweaters, outer seasonal coats, leathers, batons, flashlights, and leather good cases for my various assortment of ticket books, along with pens- black, blue and red, paper, and all the other items I am required to provide for myself with the wonderful $1800 BONUS.

Tell me where the commissary will be located, I will gladly stand in line!!!!!

I spent 4,600.00 my first year and did not even reach the threshhold for itemization. Each new assignment brings with it additional items.
I anticipate a breakeven point around year 8 or so.

I like the appreciation for what we have to pay but that list is wrong. I was in the first class in the academy that had to buy the riot gear (mandatory) 1 week notice $300 was really broke back then i damn near had to work the corner to pay for it. Had already took out a loan for $4000 for all the other shit! They totally over look all the shit for the academy uniforms, control tactics gear, etc that would be used for a couple months then get thrown away. Oh but its tax deductable (not if you don't have enough exemptions to itemize) and a recruit just starting most likely does not. vest they gave us $350 a vest at that cost probably wouldnt stop a 25 or a 32. I had to come out of pocket $450 to get one that would stop a decent handgun round.

Keep in mind the list on shows one shirt, one pair of pants, nothing for maintainance, no mention that recruits can only purchase a glock 17 or 19, couldn't see did it mention the $150 raincoat, dowsn't mention that there are only a handful of uniform stores that have the approved uniform who rarely have a sale on anything.
I beleive that I spent closer to
$7k for a uniform.

Lots of gaps in that pulitzer winning piece.

Frank DiMaria says he city gives us bulletproof vests. One and only one he meant to say. I got one about 24 years ago. Long ago it went in the trash. I have bought four since then at an average cost of $500.

When I traded in my revolver it cost near a thousand dollars for the .45 semi-auto, extra magazines, holster, holders etc. And I also buy ammo to practice because the CPD won't give me .45 ammo to practice other than the Fed financed 100 rounds a year.

How come super sleuth reporter Chuck Goudie missed all that?

These were all tricks of the rotten Machine. You force people to live in the city (and maybe work for your re-election) and get them into debt on a job that doesn't pay much. You also keep them in line by saying that you can fire them for anything for a year or more.

What did they used to call those company "living communities" where all the workers were supposed to stay and shop at the company stores to stay in debt?

The fix is in with the uniform companies too. You think it costs over one hundred dollars for a pair of wool pants? Please. Kickbacks and "favors" are done to keep this bullshit going. Who pays? We do.

And a lot of this equipment was not required 10, 15 or more years ago. These new guys really get screwed. They even have to pay for the riot helmet which was always a issued item. The city does not make the equipment mandatory for everyone, just new recruits, so they can circumvent buying the first issue for everybody. When I have to go to a detail I do not have a traffic vest as it was not required when I came on. I was once told by a LT that he would write me up if I did not purchase the vest. I reminded him of my time on the job and that I did not have to purchase it. He actually looked into it, (Prob a merit LT anyway, could not make a decision to save his life) and when he found out I was right he let it drop.

If the FOP is listening (do they ever?) this should be a contract issue.

City should outfit each recruit with basic uniform and equipment set EXCEPT duty weapon, provide a cleaning/replacement allowance and free replacement for duty incurred damage.

We should buy our own hand cannons. People take better care of them that way.

We had better get the language clear people. The "bonus" is not a bonus. It might be called a Uniform Allowance however it IS part of our agreed salary and listed as such in our pay grade scale. Just because finance decided to separate it out of our salary on paper does not mean it is a bonus. Call it what it is.

Because it is a portion of our salary that finance separates out on paper, is the reason they cannot force you to do anything in particular with it.

If you keep calling it a bonus, then some nitwit will think they can cut it. This results in the whole pay scale for every officer being cut. Think people. Its smoke and mirrors.

4000??? if you include all of the useless crap you have to buy just for the academy that you dump after your graduated the price jumps to about 5500. i got out of the academy 3 years ago and my total bill including an off duty gun was just under 7000. so, a very good article but there is alot more to it than they think.. so much useless crap to buy.

One of the reasons the stuff does not last as long is that many vendors have the bosses in their pockets and we now get really poorly designed stuff that costs more and does not hold up.

If you make detective you have to wear dress clothes, now you need to buy suit coats, shirts, ties, slacks, shoes. If you are in ocd, you wear jeans to work, but you still need dress clothes for court. If you make et, you wear different uniform. If you are in the marine unit or mounted patrol, you wear a different uniform.

Not to mention the lack of office supplies that we use our own money for like file folders. Lots of officers buy their our own camera and entry tools and spot lights. Detectives used to buy 6 sets of baseball caps, sunglasses, tee shirts,jackets, to do lineups. Officers use their personal cell phones for work. Officers pay for parking just to go to court or attend meetings with states attorneys downtown.

I just spent 8,000 in the academy on equipment not including the BDU's. So factor in the 1,800 we get a year and I won't break even until 5 years from now. At which point I would need to buy a new vest and will have most likely bought new pants, shirts, vest cover and newer equipment.

So like said earlier, it will take about 8 years to break even... or wait... I am sure I will have to purchased special riot gear and such for the Olympics...

Make that 10 years.

I retired a few years ago and have tried to sell (give) away some of my uniforms at the F.O.P. sale. Unfortunately, very few officers bother coming out for this event. You can get great items for less than a fraction of what the uniform shops charge.

The biggest question is why is there only a certain amount of places allowed to sell uniforms?
It is just like the paper contract. As soon as the city figured out how to make arrest reports the same length by computer as they were hard copied we all went to computer.

If the city and CPD has caused you to feel that way after only two years, do yourself a favor and get the fuck out while you can.

If you are not happy in this job, which used to be the best job on the planet, you will only continue to decline in your attitude and the way you handle yourself. You could end up getting hurt or hurt someone else.

I realize the economy is tough right now, but find something that will make you happy, even if it pays less money.

Don't buy dress uniform stuff new. You only wear it for St Judes and your graduation from the Academy. Get it used at FOP Sale for $20-40. Save your money for quality safety stuff or better weaponry. When I was in the academy Dineen came in and gave us all loan apps for the credit union. Told us how much to apply for and everything. Little did we know he owned the freakin' thing. Dineen. Sold, wrapped and delivered the CPD to the pols/outfit years ago. He's a burke/biotch!

for all you young, in shape guys, as you get older and lazier, wait till you hit the point where they charge you 40% for you clothing. I wear a 46 pants and 2xl shirts, 40% more than yours. I know its my own fault, but 40%, WTF!!!! Do they take 40% off for the really skinny and little people on the job? What a joke.
Did you ever notice these uniform places always know about uniform changes before we do? Is it so they can be ready for the new stuff, or is it so they can find the cheapest material with the most profit for them? But in thier defense to do have to pay off city hall to even be allowed to sell our stuff, its a licensing fee, curious as to what it costs...

why not ask for a larger uniform allowance in lieu of a pay increase? I think it would be non-taxable and you would be far better off getting any pay increase in the form of a uniform allowance than as regular pay which is taxable.

First of all there is no specific uniform store licenseing, just a standard city of chicago business license.
Every uniform store has to survive in this economy just like any other retail establishment. ie; cover expenses , make payroll, hire staff, follow any number of inane and archaic regulations from the City, and State as well as the Police department and of course try to make a profit!(that is the point of running a business)
Did I mention that the city has done barely any hiring in almost three years!(maybe a couple of hundred recruits in over 2 years)
But we're still supposed to keep everything fully stocked as if they're doing full hiring. Not to mention the cutthroat competition for a dwindling number of recruits from up to 10 different retailers for the average of about 10 recruits a month!
We can't just sell you anything we want to if you want to get through the academy, it has to be Department approved! Whether we agree or not with the products usefullness, functionality, or value. Our PRICES are based on COSTS!
Most of us take our responsibility very seriously, if we didn't we wouldn't get repeat business and then we would be OUT of BUSINESS!
I personally respect the tough job that you have to do and will always try to be helpful and assist in any way I can.

That's something I never knew. I was under the impression that you were issued a set of clothes/gear and that anything else you wanted to buy that was "preferred" was optional - right down to your service weapon. I thought you could carry any gun you want in 9mm or larger if what they issued you wasn't what you preferred (assuming you do have to keep your issued piece someplace, however - not sell it or turn it back in).

That's really unfair to you guys. do they expect the fire department to pay for their jackets, helmets, and equipment too? Please tell me at least bullets at the range are free?

What a sad state of affairs this city is, really. I don't know how you guys do it. They really do motherfuck you up and down at every turn. We stand behind you but other than writing letters and voting out incumbents, there's not much we can do to support you. I'd write a letter to Weis but that fuck will probably put me on some sort of a federal watch list for going against the grain.

Just who do these motherfucks think they are? They pay you shit, stiff you on your contract, then expect you to pay for basically everything?! Fucking pens?! PENS, for fucks sake! I'm sick of the system being built around what wastes the most money, is the most inefficient, and for you guys - the most dangerous and conniving. When I got promoted to Sgt. quite a number of years ago, I gave away all of my 'blue' items at the district I was assigned to.
I left them all out in the cafeteria, and they were gone in
minutes (had to buy all new stuff when I got promoted, as my size had changed for the field jacket, blouse, etc.). Maybe more people who get promoted should do this with their 'old' stuff that is still in decent condition.

MANY Men and Women are STRESSED out at this time over everything!

It used to be very costly buying the office supplies that I needed for work buy weren't being supplied. After that 14yr old boy was a assigned a radio and a partner, it hit me like a bolt of lightning. Every day for an hour or two I stroll in some City entity, with an attache' in hand saying "They said you needed office help, so they sent me from downtown." Well those lazy-heimers spin out of their chairs and are gone before you can say Who's your chinaman? Then I shake out my Trader Joe bags and load up on bulk office supplies and quite often I'm able to grocery shop also.
