Commander Applications?

From the comments:
  • It appears the new " Commanders application packet" is by invitation only. No patrol Lts to be considered. As usual the " transparent" process is opaque.
Must be another "policy group" invention.

Applications? Gee whiz, what was the matter with the old system? Shortshanks tells the Superintendent who to put where based on aldercreature input and political reliability. And maybe an envelope or two if you come from certain wards.

No patrol lieutenants? That rumor better be false - the backbone of the Department?

And speaking of promotions, if you're on one of the big lists (Detective, Sergeant, Lieutenant), there's some good news in the pipeline:
  • The Judge has instructed our attorneys to present the City with a list of demands. Depending on the City's willingness to address the issues that precipitated this lawsuit will determine if the case goes to trial. At this time, the City has indicated that one option they are not interested in considering is conducting a new examination.
That means Daley is still playing the "no money" angle and existing exams will stand for the time being since a new test costs upwards of $4 million. This also means that J-Fed will be the only superintendent in recent memory to serve out his term without giving a major test during his tenure.

Time to revamp this entire system... But not too sure about this... I heard from a very reliable source that FOP is considering giving up seniority rights to a more "fair" efficiency system... Hence the trial and error we have been hearing so much about with this green/yellow/red grading system... Apparently JFed thinks that there is a way to "reward" those who work in the now, and a way to SCREW those who have worked for the past 25 years and are taking it a bit easy on their way out... So get ready for a bomb shell... get ready to work all the way through 29 and a day! If FOP signs off on this, and it looks like it will be in exchange for insurance at 55 rather than 60 something... apples for apples... so for us guys who did our time and are lettin the hairgels carry this department looks like the free ride is over... They are working out details buut seems like this will effect days off, furloughs, watch assignments, details, unit assignments, secondary employment, etc etc... And it all boils down to revenue... who makes the most for the city... so get ready boys and girls.... men and women... this effects us all and is not good... seniority rights are going to the wayside... this new efficiency system Jody and the brain trust have invented is more than you can imagine! I saw a copy of the 'Commander App. Packet' this morning. It is, without a doubt, the funniest, most stupid thing Weis and his merry band of clowns have published for the masses (Lt. rank and above) yet. I loved the section where the "cmdr. applicant' has to show he has all of these stelar qualities that everyone knows Weis and Masters
don't possess at all! The real closer in the packet is the disclaimer which states that the Supt. 'retains the right to fill any command staff position using an ALTERNATIVE METHOD.' Like a call from shortshanks, perhaps?
Why even submit such a useless application in the first place?
Who in the hell is advising the Supt. that this document isn't a complete embarrassment to all officers of the rank of Lt. or above? Why would anyone waste a moment of their time to even complete such a horseshit packet and submit it to people who obviously don't have a clue as to what leadership is? The inner circle is once again a joke among the entire rank and file.

When is the law suit? where do I sign up? for the Law suit that is because I did not get an packet, I am a patrol Lt. always will be because I made it on my own and the powers that be don't like that. This is the highest spot you can get on your own merit alone kids and if you don't have any clout and don't want to kiss an Aldercreatures ass or any other such power broker, that's where you will stay until 20 and a day. JODY - Have you noticed that the exempt application process does not apply to minority held positions. It was not use to replace Helms, Skahill, Rivera, Zavala or Martinez. But it apparently is the method of choice to fill the spots vacated by McNulty and Sobczyk. LIE

Guys, they have not even gotten to 100 on the Sgts list and 6,000 of you took it. The LT test is at 28 over all and 2,000 took this test. It used to be is you scored under 500 on the Sgts test, you were in and under 100, on the Lt test and you were in. If they take these lists down now, I would love to know what percentile on the test you need to be in to be promoted. Top .5 of 1 %? It's the 30% meritorius thats KILLING us. Soon to be convicted Ike Carothers brother was made mertiroius. What did he do? Be upset with this. Don't punish the people on the list by taking it down because its 3 years old. Thats silly. Fight the 30%. Make it so bad for the ones that r meritorius they will NOT want to be labled as a merit hack.BTW, killing a guy should not be an automatic merit spot.

Major problems with this system:

a. your activity might not be added up correctly....

b. the system is set up so each of us is blind to each others numbers.

the "bar" is invisible and can probably be moved around for each specific insident. I don't have a problem puttig up numbers, but I demand an open and fair game. No body would play football if the goal line kept moving. I want to see the alderman's retarded nephew's numbers too!

Collective bargining was fought for specifically this reason. If the FOP caves on this, We HAVE to disband them.

Did they tell you there is an application packet for Deputy Chief recently? Yes and the qualifications for it eerily seemed tailored to two current commanders. If one of them gets it that'll be interesting.

All these surface changes don't work because we can see right through them. Whoever is feeding this crap to the Superintendent should be dumped.

Right now we have a Sgt. who is a Dep. Chief. we have had patrol men serving as commanders and have a chief of staff (CHIEF)with no police experience. I would think that any restriction on the rank you have to be to be considered for promotion would lead to a law suit if any one working for the CPD is excluded from applying.

Tying all the perks in this Department to activity rather than seniority would DEFINITELY alter the culture of policing in Chicago!

It would put the ball back in the Mayor's court, and force PO's back into full work mode.

Talk about changing the fortunes and revenue stream for the city! Coppers would be racing to put parkers on cars before the meter maids get to them! Multiple citations would be the norm, and auto impounds would quadruple over night.

Of course, they always had the means to guarantee the success of the revenue producing process. All they had to do was allow the guys to share a little bit in the profit taking.

For example, when they first introduced 'sound tows', the gang bangers around Little Village with their cars full of Monster speaker systems were getting impounded with regularity, and legitimately so. The Officers would be able to make a little extra cash on the side by attending the impound hearings AND traffic court. But when it was discovered that the guys were getting paid for attending all of the hearings and such, they cut the court appearances out so the coppers couldn't get paid. By doing that, they removed the incentive for for the guys to write the sound tows and the number of impounds plummeted immediately. Btw, with the city in possession of their wheels and the bangers unable to afford as many guns because they were paying the city to recover their cars, there were a lot fewer drive-by shootings back then.

What do you suppose would happen if a copper was able to get a $1 service fee for each parker written? But the Mayor wants it all for himself. If he would learn to share a little bit, the revenue stream would have began to flow long ago.

EVERYONE of the rank of Sgt or above MUST be able to apply if they use an application process (although I can't for the life of me figure what nitwit thought of this)because there are currently Sergeants serving as Command staff. Mike Cronin was a PATROLMAN

The Superintendents Policy Group must have a subcommittee in charge of Worm Can Opening.

Great, the Detective and Sgt. lists stay up, so we get the lowest candidates on the lists to fill vacancies instead of the best, highest scoring, sharpest knives in the drawer. That, and the Merit-clout-orious promotions from Daley , the Alder-Stooges, and ruffus Reverends should keep CPD leadership and competence at an all time low for another 5 to 10 years.

Screw meritorious promotions, they are a joke. Likewise, the tests are fixed. The oral interviews and efficiency ratings are devices to let the politicans promote who they want.
So, what can be done? Nothing. Live with it or get another gig, which may well be worse than what you've got. Or get a real union that isn't in bed with the bosses.
During the Civil War, Union troops elected their officers and non coms. Not a bad idea for the CPD, actually.
Who knows better than than the guys in a district who the phonies and wothless clout babies are? Who knows better when a stack of Department Commendations is complete bullshit than the guy who rode with the recipient?
How many bosses on the CPD would be low level Park District employees if the troops had a say
in the matter? Forget about a few extra bucks in you check or another day off. Get a real union and a say in how promotions are made, and both you and the poor saps who live in the city will be a lot better off.

Welcome to the world of "Pulling numbers out of my Ass!"

FACT: The number of people who passed Part One of the Sergeant's test was 4,500.

FACT: The highest number of Sergeants even on the job in the past 10 years was 1,205 and that was three years ago. So 2,000 people taking the test is impossible. And with the degree requirement, it was only 900 that even tried to take it.

Try to exaggerate a little less and have some credibility.

At probation we have a system that seems to work pretty well for people who want to move up to a supervisory level.You take an exam which you can get a certain amount of points for, but then you also get so many points for seniority, an advanced degree and your performance appraisals.
I know many cops who are smart guys,been on the job 10 years or more, are hard workers , graduated from good colleges and are stuck at the bottom.If you had a system like ours I'm sure many would be lts or capts by now.I know 2 guys who both graduated from U of I at Champagne, have been on the force for years and I think one is still a patrol man and one's a sergeant.There seems to be a lot of great natural leaders who CPD is wasting.

Promotional bullshit has been part and parcel of this job since I came on in 1985. People with no clout study like hell, pay for professional study groups, hope like hell they can get into one of the "privileged" study groups and then maybe have only a very slim chance of actually being promoted.

They are swimming upstream against a very swift current. The know nobody officer has the 30% merit fucks to contend with and then there are the "in the know" mother fuckers who get into one of the closed when they open study groups and then there are the top tier folks who get private consultation with the pricks who know what is on the test.

So overall maybe a no clout guy has perhaps a chance of getting one of the 30% of spots that might be legit and left over, if it is that high. Then he has to contend with the women who always did real good on tests, no good at police work but good at study and test taking.

Bullshit. Jody, take your horseshit promotions and shove them all as far as you can right up your ass.

I don't give a fuck. Soon I will be looking for my pension but before then I have three surgeries to take care of, I want to go out in good shape you know.

In the mean time I go to my jobs and little more. My heart has not been in this shit for a long time. I just don't care any more.

Only if someone is getting hurt or if a policeman calls for help do I bust ass, the rest of it is all bullshit, just like some old timer told me so long ago.

Well you have a partial point, but the problem is that they've hardly taken anyone off of either list so to say that you're getting the lowest candidates on the list is way off. I don't think they've even taken 100 sergeants off this list and they've only taken about 200-240 off the detective list. The last couple of detective lists took around 500 off the lists and that's not counting meritorious, that's off the actually list. So you don't have to worry about low end candidates. At the rate this department is promoting they can use these lists for another 5 years at least.

You're making stuff up to frighten the young guys- no way would the FOP agree to this and the City doesn't hve the management to manage that kind of detailed surveillence of the p.o. performance- not the mention no budget for the lawsuits which will inevitably happen.

Besides- if the FOP agreeed to this is certainly lead to their decertification and another "Union" would move in-if for no other eason than that, they won't agree to it.

Jul 09, 2009 by SUPERINTENDENT

Traditionally, the goal was to hold promotional examinations every three years for police and fire positions. CPD has been more apt at meeting this goal than CFD. The career service promotional exams (sergeant and lieutenant) are budgeted through DHR, not CPD (per ordinance/Personnel Rules).

As a result, although CPD may request that a new exam be developed, the final decision lies with DHR and OBM as to when the exam is actually held. It takes about 9 months to develop each promotional examination. CPD has, in fact, asked DHR to include sergeant and lieutenant examination development and administration in the 2010 budget.

It is unlikely that examinations will be offered more frequently than every three years; test development for each examination is roughly $300,000. Test administration is even more expensive. Also, based on the fact that OBM delayed new entry exams in 2007, 2008 and 2009, it is possible that we will not meet the three year goal going forward.



So if they're developing a new lt exam after hiring only 40 people off the 2006 exam- the public really needs to find our where their money is going! Hey newspaper reporters-anyone have the guts to follow this thread?

I agree. Never worked with the man, but the high ranking players in my dist (far from Homan) knew who he was... I have NO problem with a working policeman like that making merit promotion. That is how it is SUPPOSED to be... based on good work and intangible qualities... Cline got that one right, so use it a positive example... Im sure that there are a lot of cronins out there, so lets not throw the baby out with the bathwater...

Right now we have a Sgt. who is a Dep. Chief. we have had patrol men serving as commanders and have a chief of staff (CHIEF)with no police experience. I would think that any restriction on the rank you have to be to be considered for promotion would lead to a law suit if any one working for the CPD is excluded from applying.

A good percentage of our exempt ranks are merit at least he made Sgt. legit and was a worker in 10. You cannot say that about a very large percentage of these bosses that they were ever workers.

Refuse to use unsafe vehicles without being ordered to do so. Missing Tender age person, call a plan, begin a canvass hold down 3 beat cars looking for pookie who is at the store getting flamin cheetos and a grape pop. Take in every TVB you can find if he can make bond let him make some phone calls before you get that I- bond written, Stop for every hand waver, hold yourself down for 2 hours on foot patrol in large parks. Write every DUI you can find, encourage them to take a blood draw, transport that blood or urine as required. Get a car wash every day, go for gas at the beginning and end of the tour. TTake your time writing the paper on jobs and arrest reports, you want to get every word spelled right and proper grammar. See some suspicious gang activity better go into the station and leave an information report. MAybe your CI,s if you have some will give you some confidential information on gamg activity and you can do follow ups with paper notifications . It goes on and on the way you can use the rules against them to grind the machine to a halt. Make sure you bring all those curfews home and get a responsible adult to sigh for them. WHile you are at it write all the ANOVS you can but be sure to take yourself out of service so you dont hurry through it and make a mistake, we wouldnt want it thrown out because of a mistake. Its called malicious compliance follow every rule, general and special order and directive to the late possible degree I guarantee you to bring the machine to a halt with No Cars RAPS constantly and you are only doing your job. OH yeah on those disturbance with teens, men selling drug calls on the corners, hold yourseld down at that corner doing an investigation, just pull over and stop there, dont leave the call you could get written up for that but do a complete investigation, talk to anyone on that corner, make out contact cards on them, each one of those calls should be good for about 1 hour each. Follow the rules after all they wrote tham thay must want them followed.

There are numerous white shirts who despise senority. They want the right to make assignments based on favoritism. I work in a unit where management completly admitted, if you do not like it then leave. But when senority benefits them then they cry. Senority was won through many years of fighting. Do not take it for granted.

Worked with Cronin in the old gang unit. He's main cheerleader at the time, Lt. EFB would make everyone else drop what they were doing to assist Cronin with his search warrants, because he was (in EFB's opinion) the best police officer in the unit. Negative everytime. Stevie Wonder could find dope on the west side, but Cronin's warrants would be negative. His partner, RD, went undercover and make some really good pinches, but he didn't seek the limelight, and Cronin was happy to take it for him. Ignorant, miserable prick, and the finest example of "tell a lie often enough" (Cronin's the best police officer on the west side) and it becomes the truth.

Cronie might have known westside gang bangers, but he sure didn't know how to lead men.

He was/is the worst boss I ever had.

He was self serving and could barely get a sentence out.

He did not deserve to be Commander or Deputy.
He should have tested his way up the ladder. Why not test for Sgt., and get made meritoriously on the first class. Then he would have been able to gradually work his way, and learn how to motivate people.


He and Mike Marano stole the gold pension.

No wonder so many P,O,'s are tired of the BS that goes on.
