CPD Shooting in Elgin?

  • Chicago police were involved in a shooting on U.S. Interstate 90 near the Elgin Toll Plaza tonight, authorities said.

    A person was shot on the highway by Chicago police officers in the westbound lanes near the toll plaza about 9:25 p.m., said Illinois State Police Sgt. Brian McKinney.

    One man in his 30's was transported from the scene in serious condition with gunshot wounds to Provena Saint Joseph Hospital in Elgin, said Elgin Fire Battalion Chief Tim Michaels.

Someone said in an earlier comment section that this chase started in 025, ran through 016 and hit the highway for a good 20 minutes. Whoever let it go, you have a pair of big brass ones.

As far as we can tell from the early reports, no bystanders were injured, two cops in for observation. We'll update later if possible.

Chase started at Roscoe & Mobile. Within 20 minutes they were on I-90 and out of radio communication for a quite a while. As chasing units couldn't communicate with the zone, the dispatcher asked them to "phone her." Yea, right. I'm doing 70 MPH and I'm going to figure out what the bell is to Zone12.

Anyway ---

I don't think that ANY CPD cars have ISBRN in them. Don't these dispatchers have a clue?!?!?!!?

CPD did a great job, with the support of multiple jurisdictions.

More than you do - several cars in "border" districts have ispern radios-not as many as should but some. Dispatchers know about them because they need to check the once a week to make sure they are working. Ask the guys in 24 about ispern checks.

I have to hand it to John Garrido, he let it go and the P.O.'s maintained a calm radio voice. Good job guys it made me proud to be the Police while I was listening to the entertaining chase for over 20 minutes.

By the way a good amount of Cocaine was recovered after it was thrown out the window by the offender.

I don't care if an order was violated or not this is how it should be done PERIOD. You run you go to jail.

Oh and by the way our Cook Co. States Attorneys need to take a lesson from the Kane Co. ASA's, they charged the offender while he was still in surgery, no questions asked. They actually believed the Police. I can hear our ASA's, they are probably saying how dare them, don't they know we need to try this case before it goes to court to find a way to throw it out.

It has gotten to the point where the offenders know the rules and regulations of the department and they know what they can and can't get away with. People expect so much from the CPD officers but offer little support. If the city wants the officers to bring down crime, let us do our job. The officers are tired of getting lawsuits and CRs when they do everything by the book and according to the law. It is as though we were outcasts and only looked upon as scum worst than the offenders commiting the crime. All officers give congrats to 025 for doing a great job.

brass balls, sure, but dumb as a box of rocks comes to mind. This was a chase for narcotics, if you believe the stories, 2 officers got hurt over dope! This moron who was trying to get away could of killed someone you love, but they recovered the dope.
If these mutts hurt you, your partner, or maybe an actual innocent civilian, by all means chase away, but some of you youngsters need to start thinking with your head instead of your balls.
you can call the supervisors pussies all you want, but maybe some of them are looking out for you.

After all that we've seen. After all that we've been through in the past 5 years, someone is still laying down their livelihood and just hoping that all is well and he can pick it up again.

Had that offender crashed into a family of four on their way to Great America, YOU WOULD BE GOING TO PRISON!

With GPS and in-car cameras, the state would have no problem drawing up a couple of "reckless" acts on your part.

Before you do something this stupid again, try this. Instead of going to the store tommorrow, or watching your kids, or picking them up from school, or working a side job, or mowing your lawn...

just sit inside your bedroom all day from morning till night. Now imagine doing that every day for the next 10 years.

Another euro-trash twice convicted dope dealer, who happens to be on two probations. While on a 24 month probation, he was convicted again and received another 12 months probation. ASAs and judges not doing what they're supposed to again.

Nice job!!! 12:27, I had a chase go for 32 miles, in the rain, ABS was new at the time, and learned they work great. Best part was when the rape offender, drove us right back to his own home, crashed into his own fence in the alley, jumped out running with NO pants!!! It was at 2 in the morning though, and a sgt. tried to stop it, but the lt. said to let it go.

I was one of the detectives who was at the scene out in Elgin. All the officers involved did an OUTSTANDING JOB. And as a side note I would like you to know how much the COOK COUNTY STATES ATTORNEYS ARE TRULY A BUNCH OF STROKES. Since the shooting took place in Kane County the Kane County States Attorney's Office was contacted...After a THREE MINUTE PHONE CALL ALL CHARGES WERE APPROVED. THAT'S RIGHT, A THREE FUCKING MINUTE PHONE CALL, no dipshit stupid fucking ASAs came to the scene and had to interview everyone three thousand fucking times, no ASAs having to call one of their dumb ass supervisors and repeat the story a hundred fucking times, nothing. A THREE MINUTE phone call that's all it took. Kudos to the Kane County States Attorney's Office and A BIG FUCK YOU TO THE COOK COUNTY STATES ATTORNEYS OFFICE for being the pukes you truly are. And one more thing, A BIG THANK YOU to the Elgin P.D. and the Illinois State Police for all their help.

If this is the mush that let that shit go for a narcotic "investigation," he should be taking 10 days and be glad no innocent civilians got killed. Because no one got hurt and civilians didn't get hurt or killed, everyone is giving each other high fives. But imagine if some family got killed in I-90? The P.O.'s involved would have a lot of explaining to do!

According to G.O. and common sense if you lose radio communication then the chase is over! Also remember that if you don't follow G.O.'s and departmental directives then you are open to prosecution and personal liability.

Just something to think about! But I am glad it all worked out!

I'm one of the officers who was on the tollway searching for the dope, we had little flashlights that were of no use, then up comes a SGT. who is in charge of our light truck and immediately began to take charge and help us out alot, many thanks to him, then this truck pulled up and lit up the whole area, what a life saver, we had no boss out there with us and this Sgt. took control like a real pro, I don't know his name but he was great, some Greek last name with a first name of Nick, anyway he walked the road with us reovering the dope, once again Thanks to you and your crew with the light truck.

I work in 025 and on the nigh this happened, I was all gung ho and happy. But as time went on and I was able to reflect on this matter I came to a different conclusion.

This was just plain old stupidity. First of all, the Watch Commander is supposed to listen to all radio communications. But everyone knows that he is an idiot who has a hard time listening to the radio.

Second, the P.O.'s involved should have exercised better judgment.

Everyone is lucky that no innocent civilians got killed. Because if they did, then it would have been time for another benefit at Benefit and Central (I mean Grand and Central).

ISPERN radios are in every police vehicle in the state (all states) except for CPD (Only border districts have them). Problem with using CW for ISPERN relays is that once you are out of range of CPD towers you have no radio...Period. You need a separate radio for ISPERN for effective communications so if you end up in Rockford next time you can talk to someone.
Border towns have CPD zone radios but these are not effective if the car is out of range of the zone.

According to G.O. and common sense if you lose radio communication then the chase is over! Also remember that if you don't follow G.O.'s and departmental directives then you are open to prosecution and personal liability.

The chase policy is in place due to litigtion. Blame the lawyers, not the bosses. Like the rest of the restrictions placed on the working police, the chase policy is a product of the new litigious society. Society, as they say, gets the Police Department it deserves. Nothing will change without tort reform.

It's up to the supervisors to monitor their subordinates. You cannot tell them to go, go, go ,and expect them to shut it off. Supervisors are responsible for keeping a lid on things. It's not popular to call chases, but it's what they are paid for. They didn't do their job and failed the Officers when they were needed most that day.

To all those who want to second guess and pass judgment on a young police officer who stood the line and did not falter I ask you "are you the same ones who cry and carry on when a fellow officer is shot down and declare how he or she was your best friend when you hardly knew them or talked behind their backs"? You should be ashamed of yourself. With all that the mayor, J-fed the media and the public have been doing to this Honorable Police Department you should be supporting the office like we once did did on this job, as brothers, as a unified force. We are not talking about coppers who beat up a female bartender or raided dope dealers homes and took their cash and drugs for themselves. I would be the first to speak out against them. Sure, there could have been an innocent killed or injured. But what would you say if he supplied your kid with drugs and ruined their life and yours. Different story then. This was a tollway, not a busy city street. If your going to be the police be the police. Support each other. If not find another job. Everyone should know their limits.

Thank you officer and to all those on the scene who supported and assisted, the Police Detectives, Supervisors, FOP Representive, the Elgin Police Department, the State Police, the Elgin paramedics, the emergency staff at Sherman Hospital, and the Kane County States Attorney, Thank you. The entire OD chain of command should and likely will take a hit for this as well as the PO's involved. This comes under the Berretta theory of law enforcement: "If you're gonna do the crime be prepared to do the time!

Letting a chase go on this long may be a great morale booster, but its also a "f**K you" to the department's policy makers. Whether you agree with it or not it is the department policy which as supervisors we are charged with enforcing.

Garrido isn't the only one who let that chase go on. Anyone could have called it off including the P.O.'s who initiated it. Any watch sgt., lt., or W/C whether in the officer's direct line or not could have called it off. Likely that everyone is going to have to answer for the failure to take action.

This dept has had a long history of terminating chases when the public benefit doesn't outway the public safety issues. Also it sounds like an UC was running the chase, another violation of policy.

I wonder is everyone would feel the same if a couple of P.O.'s had been killed in all of this.

How does all of this stack up against or super restrictive chase policy? Think "the good" of making that arrest outweighed "the bad" that, only through the intervention of God, didn't happen?This could have easily turned into another deep embarrassment for our Dept, and we're not even going to discuss the litigation nightmare this could have turned into. Everyone who was actively involved in this was really, really lucky, whether you know it or not.

its I.S.P.E.R.N 155.475 Mhz with a statewide PL tone of 203.5 which allows for a UHF simulcast on 470.5375 Mhz and MOST CPD cars dont have it. Collar cars "might" have it. And we all know the number to the ad desk. I can it now. Hi speed chase,cant get a signal,blue tooth fails,gas tanker in front of you.........

There are good reasons to decide in advance how this kind of thing will be handled. one of those reasons is os that the whole situation can be considered without the pressure of having to make a decision in a few seconds.

If this was a clear violation of policy, I don't see how those who chose to violate policy, or those who allowed it to go on can escape some kind of punishment. Nor should they.

Personally, as a non-cop, any time a chase happens the only really important thing as far as I am concerned is that no bystanders get hurt, at least most of the time. Letting an unmarked car run the chase is an an incredible act of stupidity on the part of those in charge, even if the chase itself is necessary.

IMO, a few supervsiors ought to get some time off and the guys doing the driving should get a written warning.

7/16 @ 9:15.....Mabye YOU should read the general order on chase policy sport.....Everybody WILL NOT BE JUST FINE.....I am a supervisor and I would NEVER have allowed that chase to go where it ended up....WHY??? Because I am a jagoff!! I said it first before you said it... Because the general order says "If you loose radio contact with OEMC the chase will be immediately terminated" I in my infinate wisdom know that chases on a highway never end well.....as people don't know how to react when they see blue lights in their mirrors...especially on a highway!! They will slam on the brakes in front of you....I have a cardinal rule...NEVER...NEVER use blue lights on a highway unless you are on the shoulder.....Secondly....The chase was too far out for a normal thinking supervisor to "think" that OEMC would be able to hear them on a zone radio....Thirdly...Chasing for dope is NEVER allowed per the general order....NEVER...It is NOT a forceable felony....nobody's life is in danger....and there is NO IMMEDIATE reason to apprehend that individual except for your own personal glory...YES ALL INVOLVED WILL NOT.....I repeat.....NOT BE OK... THEY WILL ALL TAKE TIME...Including the boneheaded watch commander who allowed this chase to continue!! MORON. I am sure that LT DR will protect the members of the elite "Cobra or Spanish Task Force" though as they could shit in his mouth and he would love every drop... All in all...Nice arrest but bad decision...My job as a supervisor is to keep you...the officers from getting sued and loosing everything you have worked for...you don't like it ...tough shit...I didn't write the order...I am not terminating it because I do not like chases...I am terminating it because the 8 1/2 x 11 sheet of paper says so....I enjoy a good chase...and still get involved in them...but this one was a poor decision...I can't make this one right for the officers involved and no boss can...I failed to do my primary job....protect the officers that work for me...read the order and you will see...Ask yourself How can this be justified by the order? and then you will see....YES they will take time...

You might note the very low level of punishment I suggested was in order. If policy was violated, punishment is in order, regardless of the testosterone level of the cops involved.

If I were in charge, I would be mostly pissed at the supervisors that allowed it to happen. One of the number one jobs of police supervisors is to protect the department. They failed at that. They also failed in another one of their important jobs - protecting street cops from their own stupidity.

This could just as easily ended up with a school bus full of children being run off the road. Everyone involved should thank their lucky stars no innocent citizens were harmed in this fiasco.

A school bus at 2100 hrs? That is part of the General Order mr. lawyer...for the supervisor to consider these things, and I guess they assummed there would be no school buses at that time? Listen, EVETYTHING we do could have a liability for the City, but the real police take a little risk. Risk like a pursuit of a drug dealer with a large amount of cocaine and a gun.

What if's??? What if we let him go and those drugs end up killing someone, or getting your son/daughter hooked on it? What if he uses that gun, again and again? This was great police work - thank God we still have some that act, and not just sit in front of their computer and play Monday morning quarterback!

yeah good job on the chase but it is what it is. no matter which way you put it they violated the departments chase policy. They did good work and got the bad guy but its not gonna turn out too good for them. the department has no other option except to find that the chase was non- compliant because of how many rules were violated. that is going to trickle down all the way to the criminal trial for the bad guy then for the civil trial for the bad guy. the number one thing the defense is going to push is that these officers shot this guy who they shouldnt have been chasing in the first place. they are going to bring up how the even the city stated these officers acted "recklessly" and were "maliciously out to get this guy" and all the other non sense. im not bashing these officers one bit. i think they have some balls and caught the bad guy. im just saying that I was put in this same situation and i was put through the ringer. Im still here and they will be too, but the next few years are gonna be a little nerve racking and filled with department b.s. and the criminal and civil trail are not going to be pretty either especially if there is a jury trial. good work officers, but take it from a guy who went trhough the same thing, its gonna be a wild ride for a little bit.
