Here Come the Layoffs

We'd hope that these 451 laid off people would be picketing at and around City Hall the very next day, pointing out how Shortshanks claimed "labor peace" with 10 year contracts back in 2007:
  • As a Wednesday deadline loomed for labor leaders to strike deals on cost-cutting measures, only two unions were still holding out late Tuesday. City Hall was poised to lay off 431 workers represented by the holdout Local 726 of the Teamsters union and Council 31 of the American Federation of State, County and Municipal Employees.

Daley declined to say Tuesday what city services would suffer if the layoffs take place. But his administration later said the 141 Teamsters workers drive trucks in eight city departments, primarily Streets and Sanitation, Water Management and Aviation. Of the 290 ASFCME workers on the chopping block, 120 work in city libraries stocking books, and the rest work in lower-level administrative jobs across 28 departments, according to City Hall.
We talked to a few Crossing Guards the other day. It seems they've finally got a contract offer - no retro, no more holidays, but they're being offered a step raise in lieu of the cuts. No one has seen this contract in writing, but they're voting this weekend. Shortshanks claims that if the economy improves, they might be able to have back some perks - but does anyone think that Daley is going to offer any of the unions anything back that they've given away without surrendering something else? All Daley is doing is stealing back items to negotiate with at a later date and any Union that gave back a nickel, a dime, a furlough day, a holiday should be voted out of office at the next opportunity.

Twenty and Out says....
Of course he will SCC. Just like all of us living in Crook County are going to have our property taxes lowered when they do the next Assessment of our property. I mean the last assessment was done when our property values were at their peak. Now that property values have tanked I'm sure the Mayor and C.C. Board Pres will make sure our taxes are lowered because the assessed property values have dropped. Really S.C.C. don't you think these people care about us little people.
You're always so negative about our elected officials!!

The unions should know better. The police and fire depts know you can never trust this lying asshole. You can't play fair with someone who has no intention of playing fair in return. This guy has a shit-load of our tax money and he just told you and your 10 yr contract to go fuck-off.

From the dispatch end...

We just got shown the contract. 400 of us, in the same bargaining unit with 2000 crossing guards and TMA's. We're screwed...we never have a voice, and we always get tossed whatever contract they vote on with no regard for us. They're apparently concerned about job cuts...which we wouldn't be subject to anyway.

They're going to give us 6.25% immediately, and 3% more in January...the contract expires next year. So, basically 3% per year while the aldermen got 6%. A lot of us would have gotten over $10,000 in retro pay, money the city OWES us according to these retroactive raises. We just have to swallow it and let the city get away with stealing from us.

We'll never see retro pay again. Even though it gets really bad for you all...be glad that you only bargain on your own behalf, and there's no other union that decides what you get, in spite of what you want/deserve. Hope you all fare better contract-wise, as usual.

They are all pissed off as hell and ready to vote this Evil Little Man out!

And it is not just city workers, it is any just about any ordinary citizen.

Talk to your neighbors, talk to everyone you can, we have got to get rid of this prick ASAP.

We have also so got to think about what will happen if he goes like his dad went.

Uh, even IF the assessed value is lowered, if the total amount of funding requested by the various county black holes remains the same, or increases, the only thing that would then happen is that the tax rate will increase.

It's the total amount requested that determines the actual amount of our property tax bills, with the assessed value determining, in general, each property owners 'share' of that tax burden.

A bit O.T.

In Weds Sun-Times an article about Streets & Sans laborers Union Local 1001 and how just after they conceded to Daley's concessions, their new commissioner has agreed to implement a discilinary amnesty.

However, unlike under the old system where the punishment increased as the number of offenses increased, the new system levels the playing field. Now, a first time transgressor will be treated the same as a "chronic offender."

If this is true, and since LTB (Little Tommy Byrne) is in charge it probably is, this would be a fine example to not only the FOP but those other two unions who are still holding out not to cave in to Daley. Promises (or contracts) mean nothing to him. He does as HE pleases and to hell with everyone else.

So, to the rank and file I say do your homework on the impending contract. Hunt down your watch reps and ask questions. Go to the union meetings. If what I heard the other day is true, this contract won't be ready for ratification until April 2010.

We can not give back what we have all negotiated for in the past. You give back something and it just sets president for all the contracts of the future. Never give up vacation time, holidays, health insurance or any other negotiated item. Let an arbitrator decide at the end if we have to. That is why Daily keeps on negotiating. The arbitrator has given retro back to the officers on two separate contracts, and Daily knows we will get it from the arbitrator again. Yes, it may be risky but an arbitrator has never taken away what we have already had. I am not saying for the FOP to stop negotiations, just do not concede any thing we already have.

Daley doesn't care if he gets voted out after the Olympic bid if we do get them. The city is on the hook and he has his "legacy." He won't be around to see the games so what does he care if it bankrupts the city. He only cares about himself not the future of the city. Instead of leading by example and taking his own "concessions" and making the alder-thugs take them he sticks it to the city workers and tax payers with layoffs and higher fees and taxes. He said the city has a "rainy day fund" well Mayor Midget it's storming with layoffs so time to dip into it to save jobs and rebuild our crumbling infrastructure. Hire more police to keep up with retirements. IT'S DAM NEAR A WAR ZONE IN SOME OF THESE DISTRICTS!! Morale is in the tank but we police are still doing our jobs. Many are still going the extra mile and trying to "being the police" these days. Be carefull and WATCH YOUR OWN BACK and the backs of fellow officers because you can't count on Jody or any of his "apointees" to. No matter how much they beat their "We have your back" drum, all of us can read between the lines. We all know rule number one-You and your partner go home to your families. Stay safe.

Did anyone else see the E-mail from the head of ASFCME? In it he tells how the Mayor stated that he wanted 9 Million in concessions from them. They (ASFCME)crunched the numbers and came up with a plan that would do that with fewer furlo days and no layoffs but the City would not listen. Instead the city has made their own demands. ASFCME then crunched those numbers and they come out to 27 MILLION in cuts. This is 3 times what the city is telling press. ASFCME sent out a press release but the press wont touch it cause they are in the Mayors back pocket.

So in essence the city is sticking ASFCME with 3 times the cut they are telling the public.

Crossing guard is a stupid job for a grown adult. A 12 year old kid with a safety band belt should do it. Here's the response of the union regarding arbitration.
NOT UNTIL 03 OCT!!!!!!

Today, the Mayor held a press conference at which he again blamed the Lodge for pulling the City’s original financial package off the table. Equally ridiculous, was his statement about going to arbitration. Neither the Department nor the City’s Attorneys have expressed a desire to declare impasse at this time. Should talks over major issues currently being discussed begin to falter we would welcome arbitration. The Lodge fully understands the financial difficulty that the City has become embroiled in and the appropriate forum to discuss solutions to their problem is currently at the negotiating table and not in the media.

The residency requirement is state law. Legislation is needed to overturn this archaic statute. The City recently lost in a recent Appellate Court decision regarding the firing of a Sgt. for a residency vioaltion.

IAD conducted its investigation and found the Sgt. living in a NW suburb. However, the Sgt. maintained a small one bedroom condo in the City, and made sporadic visits to the condo. The City fired the Sgt.,but the Police Bard reinstated the Sgt. As usual, the City appealed the Police Board decision. Well, to the dismay of Shortshanks the Appellate Court ruled that the Sgt. maintained a residency in Chicago, and therefore, the City could not terminate his employment. It's ironic that the Sgt. is now a Lt.

Look at Rottner he does the same thing. At the end of the day, Shortshanks cannot dictate whether you live at your summer home during the week or on the weekends. If you're willing to buy a condo in Chicago, then play the game and get the house you deserve outside Chicago.
