Manpower Shortage More Evident

Someday, someone will connect the dots and say our readers were right all along:
  • South Chicago residents descended on a City Council committee today to complain about a slow police response to gun violence that has made them prisoners in their own homes.

    The Police Committee took no action on the proposal by Ald. Sandi Jackson (7th) that would have mandated the temporary re-deployment of officers to her far South Side ward and other high-crime areas.

  • Chief of Patrol Eugene Williams responded to the barrage of complaints with the same claim Deputy Police Supt. Dan Dugan made to aldermen last spring: No police cars are available to respond when South Chicago residents call 911, in part, because they call for too many non-emergencies.

    “We have to stop dispatching so many calls to police officers on the street. We are one of the few — probably the only major city — that responds 60-plus percent of the time when someone picks up the phone and says, ‘I want the police,’” Williams said.

How many openings have there been in 003 for the past three months? Thirty-plus? How many are they going to post next Thursday? There aren't enough police in the Patrol Division to cover the shortages already. It isn't going to get any better anytime soon. And citizens are noticing.

Hey EB the other day in zone 6 it was rocking and rolling, that was second watch. In the midst of person w/gun, shots fired and burglary in progress calls the dispatcher assigned this call to a beat car. Bt. XXXX make a notification, Juvenile court is requesting that you go to blank address and notify joe Blow citizen that his court date is tomorrow and he needs to appear. The bt. states why cant they make the notification and the dispatcher says because they called 911. Until bullshit calls like this stop citizens will have to wait for police response on a real emergency because city-wide the department is in a RAP.

Dep. E. Williams is right, it is the non-stop bullshit calls that eat up a large chunk of police manpower. A Big part of that problem is that all the knuckleheads that lie and call for made up bullshit don't get locked up by the CPD for making, or filing false Police Reports. They should be hauled in, given a court date, and slammed with a fine by Judges, and some jail time for repeat offenders. Nowhere in the Illinois State Statutes do I see that a false police Repport has to be transmitted on paper, it can be an oral report over the phone, or a direct lie to ana responding officer, later to be found to be a made up b.s. story, etc. I'm done giving any of the Big Cheeses with big salaries clues on how to curtail some of this bullshit, cause I should be making the big bucks, not some of them....

016 district tac teams sent out to 015 and 016 left with only skeleton crew of a watch--- good idea-- send working police to district with no taxpayers and leave all the taxpayers in 016 to fend for themselves--- dispatcher puts a rap in and starts denying lunches because she has priority jobs with nobody to send--- 016 citizens--- arm yourselves and organize now--- after nov 1st when new insurance package takes effect, the shortage will be much worse... we have plenty of police to send to baby's mama's house when little boo won't eat his pork and beans but no police to patrol your area while these jagoffs are yanking the gutters off your garage and stealing the gps out of your car--- our newly minted president is quick to call peace officers stupid but doesn't have a word to say about the carnage that goes on daily in our ghetto communities--- canada looks more inviting every day----

Unsure about all this 911 stuff but if I had a TAKE HOME CAR...my family expenses wouldn't be UPSIDE down in the budget right now!

In other words any relief (like a raise, retro, break on the City property taxes for being the police or fire,) ANYTHING!

Would help me and my family to climb out of the hole we are in financially and lift my morale and spirits then I can focus on the rest of the City and its GOOD people and their problems 100%, like the good people in 004 or 003 when I am serving them!

SCC, 003 has no more openings than other districts. The others are doing a better job of covering that up. Everyday I look at the sheets for 3rd watch in my far south side district and wonder what happened. 10 years ago, all the cars were manned and an ASSIST car was always near by. Now, crime is way up and no cars available ALL the time. Can't any one of these reporters do something and make this more well known?

016, 017, 019, and 020 - all night teams and relief teams working nights will be sent to 015 to babysit the taxpayers over there for at least the next month!!!
Calls were made to tact lts asking for manpower predictions through the end of August. I guess the taxes we pay are not good enough to receive police coverage in our neighborhoods!

This is from a fairly credible source, the City of Chicago is preparing to hire 1,000 new police recruits through Federal monies.


The academy is almost ready for the influx and the background inviestigators are scrambling right now.

They are waiting for the Federal money to hit and they realize how bad the situation is. The Superintendent is ontop of this.

Effective Sunday, 15 P.O's from HQ who were formerly dispatchers and who were still collecting D2 pay even though assigned to Districts or Units, going to back OEMC to fill dispatcher shortages. Thought we did not have P.O's as dispatchers? Way to save the city money and fill the street vacancies!

2 retired Area 5 detectives were hit yesterday from a federal jury with punative damages of $66000 each. This stemed from a police involved shooting and witnesses being in Area 5 for only 8 hours. You think any bosses or the state's attorneys are going to come up with money, because as everyone knows, you sit around waiting for a round table while the bosses & the state's attorney's get their act together.

More BS - 008th District 20 & 30 sector cars, 1st watch are detailed to a violence mission for their first hour of the tour which means they don't answer calls.

Dispatcher assigned a job the other night & Sgt got on and said that no jobs were to be assigned to the 20 & 30 sector cars while on the mission. Dispatch informed him that there was a backlog (go figure) and Sgt. said No Jobs. They got into a little spat but No Jobs were dispatched.

Can anyone explain what this mission is and what it is supposed to accomplish?

Now if only there was someone high in the police department who would be able come out with some type of guide line or order which would state what type of jobs should be dispatched to patrol officers. But who could that be? What we need is one person in charge of patrol, a chief of patrol. Hey wait a minute! We do! It's DUGAN! He could change all of this! But he doesn't, oh well. Dugan is the 4th in the chain of command, if he can't make this change or talk to the 3 people above him he should be fired.

Sounds strange to me to be calling 911 to remind people of court dates , but there are some strange people are atJuvenile court.
Received letter at my business yesterday from Dept of Police / City of Chicago, / Supt Jody Weis/ requesting I donate to "City of Chicago , Gun Turn In Program"
I assumed they mailed these to every registered business in the city , paying postage of 44 cents on each. Sorry , I won't be donating, the city already has me so far this year for $710 in fines, tickets and I still have to pay my business license by August 15 , and it's only July.Figure the city should get close to at least a $1000 from me this year , meanwhile my business is getting hurt big time by the $1 an hour meters in front .

Same thing happened in 019 district. Tac teams sent to 015 this whole week. What a joke. 019 district has one of the highest property taxes in the city and we pull their police officers to go work on the west side. Because of some shooting. This whole dept is a joke. Makes no sense whatsoever!

I have no problem with Sandi Jackson wanting more police service. I wish Ginger Rugai cared half as much about her ward. But she would never risk displeasing the mayor and mention we have no police service in the 19th ward.

Hell maybe some of the other alderman will figure out we are 650+ police officers short.

I lay the blame for this happening to the street supervisors, Sergeants or Field Lieutenant if there was one, or maybe the Watch Commander. One of them should have denied that request. We are, or at least should be, in control. Policy should dictate that any request like that. adsministrative in nature, should be made directly to the district for approval by the Watch Commander, who if he had any sense would deny it.

Wiliams ain't lying about that! Far too much BS calls coming over zone 8 that we have to respond to.
Another thing...003 doesn't have such a huge block of openings as is being reported. Other Districts are just covering up the obvious holes within their own patrol boundaries.
Weis, Masters and shortshanks have destroyed what was once a source of pride for all who took an oath to serve & protect here. All of that, in consideration with the new court decision of IAD files doesn't help us at all. I don't see a rush of people wanting to take on a job with such a high stress level with no end in sight.

Cops hired 20 years ago were taught real world skills on how to catch criminals. How to interview and get information out of them. How to be warriors in the street, get the guns before they could be used, turn gang members against each other, be proactive and curtail a lot of violent crimes.
Now police are taught to depend on computers for everything. Its not their faults...just the "times". It was wrong for the Sup to say, they are better trained now than 20 year vets. Completely silly actually. Nuff said...

Half the goofy people in 006 and 004 call the police for every little thing. They are adults yet they have a child mentality. Examples of such are: (1) me and my boyfriend have an arguement, I call the police and put a case on him. (2) My kid doesn't want to go to school, I will call the police. (3) My kid isn't listening to me, I will call the police. (4) My cousin took my beer, I call the police. (5) Some kids "jumped on me", I will call the police, I want a report, even though it is a useless piece of paper because I will never do anything with it like getting off my fat ass and swear out a warrant. They will call the police for every little but the funny thing is the hate the police and they see us as a racist, oppressive force in their neighborhood and we are not to be trusted but they will call 911 at the drop of a hat. Its really confusing???

The bottom tax bracket uses 95% of the public services (police and fire especially) in this city and country and they play little or no taxes compared to the rest of us who hardly call 911 but when we do our services are coming from so far away because they are "deployed" to neighborhoods who supposedly need them more. Isn't great to live in a socialist country like the USA??? Minorities think the louder they cry the more people will listen to them, and these days they are starting to get their way. Time to move to Naperville, no wonder it is the 2nd largest city in Illinois, people just got fed up with the Sandi Jacksons of the city and her constituents complaining they don't get enough of anything even though they don't pay their fair share and don't appreciate what they have.

Long-time reader, first-time poster. As the wife of a tact officer, I read the blog every day and appreciate and admire both your diligence and perspective - a perspective that is so right on and to the point.

Considering CPD "authorized" rifles so many months ago, yet still has not gotten them on the streets, I felt this was an important link to share.

You are already severely out-gunned on the streets, having to deal with people who do not have a fear of the police or a care for them, and have no incentive or desire to NOT break the law at every chance they get. They are also pulling the trigger much more often, both on each other and the police. This article is a reminder of the real dangers that exist out there and how vital it is that the police can effectively police situations.

I'm hoping you can link this article in one of your posts, in order to get proper spotlight on it. And perhaps Sneed, or some other "un-biased" media folk can tell a real story for once!

Soooo... Is shortshank's endgame in play?

1. Bring in j-fart to destroy the department.

2. Make j-fart earn his million dollars by wearing the hairshirt for redistricting or eliminating the concept of Police Districts as we currently know it.

3. Shrink the department through attrition then remake it in shortshanks image. 4k to 5k officers as a city-wide roving rapid response team for in progress/just occurred calls (311 & civilian contractors will handle case reporting and other non-emergency situations).

We can almost foresee TMA handling non fatal crashes and being blessed by king 42 extra-short to issue moving violations and the like.

4. Dumping salary by encouraging older (read as "more expensive") officers to retire earlier. We wouldn't be so quick to shout huzzah over the 55 medical just yet... We smell a rotund rodent rotting somewhere in the walls on this one. Let's wait a bit. The devilish details will soon reveal themselves upon further review.

5. The good citizens in the face of declining manpower and prompt Police response, will for the most part just simply say "fuck-it" and not call. Reduced calls for service means less "reported" crime means Chicago is a "safe" place for the suburbanites and tourists to come and get fleeced, uhhh... spend their copious disposable income.

The people who live here are starting to get immune to the "curious musick and magick odours" spewing from the daley colon as evidenced by the hard questioning the 2016 fluffers have been getting during the neighborhood meetings. The stuttering prick is nearing his over due massive shit hemorrhage because people dare to deny him his "legacy" which fittingly would be having his bones paraded through Port Au Prince err... Chicago by the citizens who will be left destitute when the bills come due for 2016. He and his lackeys actually deserve trial by the people and public definistration... We can only dream.

What really concerns us is that our other idle ramblings regarding the state of the department turned out not to be so far fetched. God bless us all and we do hope that we're wrong. Time will tell.

The additional training are days of bullshit details for recruits. Parades, marathons, stuffing bags,and other errands for bosses. Training is the same but longer. Now we do not have a range. All smoke and mirrors.

I want more police to stay in the 10 sector in 8. Does anyone care about that? The 30 sector is gone, the 20 sec , some can be saved. But the 10 sector is still hanging in there but for how long? I don't really care about the stupid missions in 8, until it starts effecting the 10 sector.... And will. Everyone on this job lives in Chicago, so everyone who works in 8 should know how it feels to know that your property, family isn't being protected.

I will call TOTAL bull&*^t on that one... of course if you call sitting in class with no instructor, listening to the one that does show up tell you s/he just found out they had to teach the class and aren't prepared, never did it before etc, or the best one, "I don't know why we are giving this class, there is no plan for it" What other excuses are there?
The academy should be the best, the training should be the best, but it isn't... the recruits stand around for hours with nothing to do, then they are used as manpower long before they are finished with their training. The Field Training program is in the TANK, there is NO backing from the department to make that program useful, and believe me, if you think about it, YOU USUALLY BECOME THE KIND OF COP YOUR FTO WAS.. or one of your FTO's... it is the group you get together with when you hit the street that has the biggest impact on the kind of copper you become... think back... and unfortunately this isn't always such a good thing....

In service training is non existent ... this three hour training bs is a total drain on manpower, why not do the right thing with in service? Each officer/member does 40 hours at the academy each year, get it all in then... it would be so much better from all angles.
So, maybe they start hiring people to only work 5 years then you have to leave because your training expired...LOL and they won't train you any more...

This is from a fairly credible source, the City of Chicago is preparing to hire 1,000 new police recruits through Federal monies.


The academy is almost ready for the influx and the background inviestigators are scrambling right now.

They are waiting for the Federal money to hit and they realize how bad the situation is. The Superintendent is ontop

how many times have I heard a supervisor jump on the air and 19p the 20-30 back logs disturbance jobs without a single car ever responding to any one of those calls for service soley based on the caller wished to remain anonymous. this is fucking insane and somebody needs to put a stop to it!

When I call the police and I tell all my neighbors and family. be as descriptive as possible with locations, plate numbers, colors, clothing, direction, etc but you can remain anonymous so the idiot cop doesn't walk up to your front door, pounding on it yelling "did you call the police"....

Effective Sunday, 15 P.O's from HQ who were formerly dispatchers and who were still collecting D2 pay even though assigned to Districts or Units, going to back OEMC to fill dispatcher shortages. Thought we did not have P.O's as dispatchers? Way to save the city money and fill the street vacancies!

Old news. Almost 15 years old. The police officers you mention are dispatchers per arbitration because the city tried to fuck them 10 years ago and the city lost in arbitration. Hurray FOP!

They have been in communications ever since, now OEMC, so they are not now leaving patrol. Actually, the city would like to have them back and throw them in a beat car.

Well, thats why after several years of "running with the BULLS or the dogs"...or so to say, many coppers then choose to go north or south west or downtown or to yuppieville to "get away" from those type of situations that infuriate or frustrate them....

Problem is you can get into trouble there too....

SHITHEADS know no boundaries and Chicago is Chicago basically and violence has different levels based on the demographics of the neighborhoods...But the yuppie/liberal may become your new frustration!

We are succeptible to the beefs everywhere and I am finding out that the yup/liberal are as goofy as Dude basically with their "NITWITTEDNESS" or self righteousness or NON-CHICAGOAN neighborhood breeding, when it comes to "I pay your taxes and I want a report " and they really don't need one.....etc. etc.

In my sociological study of Dude his domain and the world he mopes in....

I have found that their mental capacity may lack in academics and the YUP on the other hand may lack in common sense and street knowledge but overall BOTH are an animal of "ME ME or I am IMPORTANT"

YUP pays taxes like property and such and Dude pays Sales tax but yet BOTH feel they are DESERVED and OWED something and thus the CASES they make for themselves when BEEFING at or to or ABOUT the police and their service is similar.

Though the police response and respect levels vary of these two elements of society there are mimicking attitudes and traits that can make one think.....

The end result or correlation is.....DEMOCRAT!

Look at the lights, the streets, the neighborhoods and the people she serves. Where is she spending the money she is supposed to spend to improve her community? She is not for the people, she is for herself.

Ok, this ticket wasn't actually called in via a phone line, (dispatcher actually said someone called the district desk about it) it was made by a police officer at the desk. Trust me, I know....I saw the actual ticket.

Unfortunately, no matter how many low priority jobs with no complainants and/or how long they've been sitting on the board, the OEMC dispatchers were recently told that ALL jobs are to be assigned no matter what. We can no longer read and code these types of jobs like we were allowed to back in the day. Apparently the "INSPECTORS" are under instructions from who knows who to advise D/C'S and W/C'S of this policy and the command is trickling down to the dispatchers on the zones who have no say in the matter. Some dispatchers make certain jobs "disappear" so most units will never even hear about them. But there are just too many bullshit jobs coming in to handle in such a way without the dispatcher getting found out by management and end up getting in a lot of trouble. Specially on a zone like zone 6.

How is it possible that the politicians don't notice the increasing crime rate? How can they allow the police department to be understaffed the way it is? All I can think of is a particular conspiracy theory which might not be a theory at all but might in fact be something in the making. MARTIAL LAW IS COMING. Be ready.....

Sandi Jackson, like all of the other 49 aldermen, are PART-TIME employees.
They don't have to punch a clock every day. If she wants to spend some of her 'away' time in DC, she can do that. If she wants to hold a mtg to allow her constituents to beef about poor police response, she can do that too.
The other aldermen hold these same kind of 'town hall' mtgs all across the City. Deal with it.

How can we effectively do our jobs (fight & prevent crime) when our bosses won't even acknowledge and go to bat for our unmet necessities (like manpower shortages)? We all know what the department's problems are; we talk about them on the blog and with one another; but who is really doing something to address them? When we try, we are quickly silenced by bosses who are inadequately trained for their supervisory / leadership roles (or who have other priorities and motives than to combat crime in this city). When I think, that this is the city I was born, raised in, and where I am raising my kids, it really pisses me off.
